Abstract

China needs energy to sustain its economic growth. However the amount of energy resources in China are insufficient while the energy consumption grows rapidly. Recently, China is the second largest energy consumer. In order to achieve energy security and reduce carbon emissions to save environment, China is actively increasing the consumption of natural gas. China imports natural gas from overseas such as from Middle East, Kazakhstan, Turkmenistan and others. About half of China’s energy resources import from foreign sources. However, Import natural gas from these countries come with risks. The instability of politic in those areas influences the natural gas price, insecurity of travelling the natural gas via sea can reduce the amount natural gas come to China, and so on. China then looks alternative countries that closer to China to supply and secure its energy demand. In doing so, in 2008 China signed agreement with Myanmar to build oil gas pipeline. The gas pipelines have operated in July 2013. However, China-Myanmar gas pipelines project do not come without risk. This paper examines potential risks of China-Myanmar gas pipelines. This paper argues there are security, environmental, and cyber, and other issues that can be potential threat to China Myanmar gas pipeline project

Abstract

This research aims to explain parad[1]iplomacy of Bukittinggi’s government to Malaysia in order to improve number of Malaysian tourism to Bukittingi and the impact of the paradiplomacy. Malaysian tourism is the highest number of tourism visting Bukitting. This situation benefits bukittingi especially in the economy sector that can empower small and medium entreprises. However, the government needs to do actions to attract more tourists to Bukittingi to enhavce economic benefit. In International Relations, Substate doing international affairs can be done through paradiplomacy. The type of this research is descriptive analysis using two types of data, namely documentation and interviews. The results of the research showed that the paradiplomacy of Bukittinggi to several regions in Malaysia is carried out through an approach that focuses on the education and culture sectors. Paradiplomacy activities between Bukittinggi and several regions in Malaysia provide benefits to Bukittinggi in order to expand the MSME market and have impact on optimizing the production of kerancang embroidery.

Abstract

This research aims to analyze maritime diplomacy of India in Southeast Asia from 2014 to 2017. This research utilizes the concept of maritime diplomacy by Christian Le Mière. Christian Le Mière that classified maritime diplomacy into three categories which are co-operative maritime diplomac, indicated by humanitarian assistance/disaster relief, goodwill visit, training, and joint exercise and Joint Maritime Security Operations; persuasive maritime diplomacy and coercive maritime diplomacy. This research utilizes qualitative research using secondary data analysis from library research. Maritime diplomacy is chosen because there are increasing activity in the India’s maritime security and trading aspect in the period of 2014-2017. This study found that maritime diplomacy conducted by India fulfilled four indicators of co-operative maritime diplomacy, namely: humanitarian assessment/disaster relief, goodwill visit, training, and joint exercise and Joint Maritime Security Operations with the Indian Navy as the main actor in maritime diplomacy to achieve Indian security interests and trade.

Abstract

This research examines the concept of disaster diplomacy and its application in Indonesia and Türkiye, specifically focusing on the earthquake disaster in Türkiye in 2023. By analyzing how natural disasters are utilized in diplomatic strategies, this study sheds light on the role of disasters in shaping diplomatic relations. Data was collected through interviews with the National Agency for Disaster Countermeasures of the Republic of Indonesia and experts in disaster management and Indonesia-Türkiye relations. Library research and government reports were also utilized. The research findings indicate that Indonesia strategically employs disasters to enhance its disaster management capabilities and diplomatic relations. By utilizing disasters as an instrument, Indonesia advances its national interests, particularly in natural disaster resilience. On the other hand, Türkiye has successfully obtained international aid, including assistance from Indonesia, which aligns with its long-standing diplomatic goals. Türkiye effectively showcases the strength of its diplomatic practice. Through an exploration of these dynamics, this research contributes to a deeper understanding of how natural disasters intersect with diplomatic strategies in Indonesia and Türkiye. It sheds light on how disasters are utilized as tools for achieving national goals and enhancing diplomatic relations

Abstract

Taiwan is considered as one of the countries that has successfully controlled the spread of COVID-19. Taiwan stated that their success in controlling the spread of COVID-19 was inseparable from their experience in dealing with SARS in 2003. This paper aims to compare Taiwan's response to SARS 2003, H1N1 in 2009, and COVID-19. By comparing Taiwan's response, this article detailing the transformation of Taiwan's policy in every pandemic and analyze the lesson learn for developing countries, including Indonesia, in dealing with a pandemic of communicable diseases in the future. In 2003 Taiwan had made some negligence as developing countries did when the outbreak of COVID-19. By looking at the transformation of Taiwan's policy, we can draw conclusions about the steps that developing countries can take in the future in controlling the spread of infectious diseases. This paper uses the tradition of empiricism with an indirect observation mechanism through the study of literature to describe the transformation of Taiwan's policies and analyze the lessons that can be taken by developing countries. The learning relates to communicable disease monitoring, border quarantine, communicable disease reporting, response planning, contact tracing, laboratory capacity building, public health education, open and transparent information. Abstract

Women's empowerment efforts always encounter obstacles and challenges. This paper explores the economic empowerment of women in Saudi Arabia within the context of Saudi Vision 2030, a plan aimed at enhancing women's roles in various sectors. Although existing research has addressed women’s empowerment under this vision, a comprehensive evaluation of the government’s initiatives is still lacking. The study evaluates policies designed to economically empower women, guided by a theoretical framework based on key empowerment elements: agency, access to resources, opportunity structure, and achievement, inspired by the perspectives of Evelyn Derera and Amartya Sen. A qualitative, descriptive approach is used, incorporating secondary data analysis from literature reviews and government reports on Vision 2030. Findings reveal that reforms have increased women’s participation in economic and educational sectors, including partial removal of the male guardianship system. However, challenges such as cultural norms, nepotism, and gender discrimination continue to limit women’s access to higher leadership roles. Despite significant progress, more efforts are required to address these persistent barriers and fully empower women in Saudi Arabia.

Abstract

Abstract. This study aims to analyze China's energy diplomacy regarding coal imports from Indonesia after restricting coal imports from Australia in 2019. After China limits coal imports from Australia in 2019, the supply of Chinese coal imports will decrease. This makes China need to increase its coal imports from other countries, one of which is Indonesia. Indonesia is one of the largest coal-exporting countries in the world. This can be used by China to meet its coal import needs. The author uses three indicators of Wang & Xu's energy diplomacy, namely dialogue between countries related to energy, government involvement in energy partnerships, and public energy diplomacy activities. The author uses qualitative research methods and internet-based research as data collection techniques. The findings in this study are: First, the dialogue between China and Indonesia, namely the meeting on 10 April 2019, the cooperation agreement on 24 May 2019 and 25 November 2020. Second, the Chinese government was involved in carrying out a cooperation agreement with Indonesia. Third, two Chinese non-state actors, namely CNCA and CCTDA.

Abstract

Diplomasi publik merupakan instrumen pencapaian kepentingan negara yang populer digunakan, dimana Republic of Korea merupakan salah satu contoh negara yang menggunakan diplomasi publik dengan Korean wave menjadi salah satu medianya. Diplomasi publik Korean wave meraih kesuksesannya di Indonesia secara umum dan kota Padang secara khusus. Tulisan ini bertujuan untuk mendeskripsikan pencapaian kepentingan negara melalui pelaksanaan diplomasi publik yang  melibatkan banyak aktor swasta/private. Penulis menggunakan  metode survei ke sepuluh universitas yang ada di kota Padang untuk mengetahui pencapaian kepentingan negara ini di kota Padang. Tulisan ini menemukan bahwa walaupun diplomasi publik ini berhasil dalam meningkatkan popularitas Republic of Korea, tetapi kepentingan yang ingin dicapai seperti tersosialisasikannya kebijakan pemerintah dan penciptaan image  RoK yang cinta damai dan attractive belum berhasil tercapai sepenuhnya, karena ketertarikan kepada budaya populer yang ditawarkan ternyata tidak berhasil untuk menarik pemuda kota Padang untuk lebih lanjut mempelajari kebijakan-kebijakan pemerintah dan membangun image yang diinginkan oleh pemerintah. Kata kunci : Diplomasi Publik, Korean wave, image, budaya populer, Padang

Abstract

This research aims to analyze Taiwan’s digital public diplomacy to Indonesia and generally in ASEAN countries in supporting Taiwan’s New Southbound Policy. It concerns elaborating and assessing to what extent digital diplomacy can assist Taiwan in achieving its new southbound policy goals and its limitations. This paper assesses Taiwan government’s social media, especially the Ministry of Foreign Affairs official social media and other digital media platforms that have been used to promote and inform New Southbound Policy and the president's social media accounts. It employs digital diplomacy in International Relations as a conceptual framework that is part of public diplomacy. This research is a qualitative content analysis, that analyzed terms such as New Southbound Policy, Indonesia, and Taiwan. The study found that Taiwan’s digital public diplomacy support its New Southbound Policy towards Indonesia in term of, but is not limited to, resource sharing, people-to-people exchange, and promoting institutional links. It meets digital diplomacy efficiency and objectives. Taiwan's digital diplomacy can achieve its agenda-setting and presence expansion but limited in generating optimal convensation. Those media platforms used in Taiwan’s digital diplomacy, can meet digital diplomacy objectives that are delivery of information, consular service, and engagement and expand the network.AbstrakPenelitian ini bertujuan untuk menganalisis diplomasi publik digital Taiwan di Indonesia dan umumnya di negara-negara ASEAN dalam mendukung Kebijakan Baru Arah Selatan Taiwan. Ini berkaitan untuk menguraikan dan menilai sejauh mana diplomasi digital dapat membantu Taiwan dalam mencapai tujuan Kebijakan Baru Arah Selatan dan keterbatasannya. Tulisan ini menilai media sosial pemerintah Taiwan, khususnya media sosial resmi Kementerian Luar Negeri dan platform media digital lainnya yang telah digunakan untuk mempromosikan dan menginformasikan Kebijakan Baru Arah Selatan dan akun media sosial presiden. Ini menggunakan diplomasi digital dalam Hubungan Internasional sebagai kerangka konseptual yang merupakan bagian dari diplomasi publik. Penelitian ini merupakan analisis konten kualitatif, yang menganalisis istilah-istilah seperti Kebijakan Baru Arah Selatan, Indonesia, dan Taiwan. Studi ini menemukan bahwa diplomasi publik digital Taiwan mendukung Kebijakan Baru Arah Selatan terhadap Indonesia dalam hal, tetapi tidak terbatas pada, pembagian sumber daya, pertukaran orang-ke-orang, dan mempromosikan hubungan kelembagaan. Ini memenuhi efisiensi dan tujuan diplomasi digital. Diplomasi digital Taiwan dapat mencapai penetapan agenda dan perluasan kehadirannya tetapi terbatas pada optimalisasi dalam menghasilkan percakapan. Platform media yang digunakan dalam diplomasi digital Taiwan tersebut, dapat memenuhi tujuan diplomasi digital yaitu penyampaian informasi, layanan konsuler, dan keterlibatan serta memperluas jaringan.
