Abstract

Background: Separatism in Papua has long posed significant challenges to Indonesia’s national security, social stability, and economic development. This issue arises from a range of factors, including historical grievances, ethnic disparities, economic inequality, and limited access to basic services, which perpetuate discontent among the Papuan population. Despite various governmental efforts, including military measures, special autonomy provisions, and economic development programs, the effectiveness of these approaches remains limited, often failing to address the root causes of the conflict comprehensively. Methods: This study adopts a systematic literature review approach, gathering and analyzing academic articles, government reports, and other relevant sources published within the last decade. Through a thematic analysis, we identify the primary factors contributing to separatism in Papua, assess the current governmental responses, and evaluate their impacts on social, economic, and political stability in the region. Findings: The analysis reveals that the current approaches to addressing separatism in Papua are fragmented and sectoral, often leading to an overlap of roles among security forces and tensions between authorities and civilians. While economic and social policies aim to improve conditions, significant obstacles remain, including challenging geography, limited infrastructure, and budgetary constraints. A holistic strategy that integrates political, economic, security, legal, human rights, and diplomatic perspectives is essential to foster sustainable peace and development in Papua. Conclusion: A comprehensive policy framework that includes effective special autonomy, inclusive economic development, human rights protection, and international diplomacy is crucial to mitigating the separatist threat in Papua. Such a framework requires coordinated roles among local leaders, law enforcement, and the community to create culturally aligned solutions and prevent future conflict. Novelty/Originality of this article: By synthesizing recent literature and identifying gaps in current policies, this research contributes a novel perspective that highlights the importance of balanced, cohesive policy actions for resolving complex socio-political issues.

Abstract

Purpose: This research aims to identify the most effective strategies for maintaining world peace in the midst of these threats. The research methodology employs a hybrid approach, utilizing both the Analytic Hierarchy Process (AHP) and surveys. Research methodology: The survey involved 60 respondents from academia, policymakers, and the public to understand their perceptions of nuclear threats and mitigation strategies. This study is based on the theory of international system stability, which emphasizes the importance of multilateral cooperation and arms control. Results: The findings indicate that the most effective strategy is international diplomacy, with alliance strengthening and defense modernization following closely. We identify geopolitical threats, particularly unilateral actions, as major risk factors and emphasize that controlling the spread of nuclear technology is more significant than disarmament. These findings emphasize the need for a multidimensional approach based on diplomacy, technology control, and multilateral cooperation to create sustainable world peace. Conclusions: International diplomacy is the most effective strategy to maintain world peace amid nuclear threats, supported by nuclear technology control and strategic alliances through a multidimensional, cooperative approach. Limitations: The study's findings are limited by a small, region-specific sample and potential subjectivity in the AHP and survey methods. Contribution: This study provides a strategic basis for global security policy in the face of increasingly complex nuclear challenges.

Abstract

Dalam era globalisasi yang kompleks, ancaman terhadap keamanan nasional tidak lagi bersifat konvensional, melainkan cenderung mengarah pada bentuk hybrid warfare yang menggabungkan aspek militer, siber, ekonomi, sosial, dan politik. Penelitian ini menyoroti pentingnya integrasi antara kebijakan pertahanan dan kebijakan publik sebagai respons strategis terhadap dinamika ancaman tersebut. Globalisasi telah menciptakan jaringan ketergantungan antarnegara, sehingga kebijakan pertahanan tidak dapat lagi berdiri sendiri, melainkan harus bersinergi dengan kebijakan publik yang mampu menjawab akar masalah seperti ketimpangan sosial dan ketidakpuasan politik. Selain itu, kemajuan teknologi seperti kecerdasan buatan, sistem drone, dan serangan siber turut membentuk ulang strategi pertahanan, sehingga menuntut adanya kebijakan yang adaptif, etis, dan terintegrasi. Kerja sama internasional dan keterlibatan masyarakat sipil menjadi komponen penting dalam menyusun kebijakan yang legitimatif dan berkelanjutan. Penelitian ini menggunakan pendekatan kualitatif deskriptif melalui kegiatan brainstorming dalam pengabdian kepada masyarakat oleh mahasiswa doktoral Universitas Pertahanan, untuk menggali pandangan para pemangku kepentingan terkait integrasi kebijakan. Temuan ini merekomendasikan strategi kolaboratif, partisipatif, dan berbasis inovasi untuk membangun sistem keamanan nasional yang tangguh dalam menghadapi ancaman hybrid warfare yang terus berkembang.

Abstract

Bureaucracy reform within the Indonesian National Army (TNI) is a strategic step to improve good and clean governance in the face of the dynamics and demands of global environmental changes. Despite various efforts that have been made, the implementation of bureaucracy reform in the TNI still faces challenges related to inefficiency, internal resistance, and a bureaucratic culture that holds a strong hierarchy. The main problem raised in this study is how bureaucracy reform can encourage transparency, accountability, and increased efficiency in TNI institutions. This study aims to analyse the effectiveness of bureaucracy reform in realizing good and clean governance within TNI by using the institutional theory. The method used is a literature review by reviewing various policy documents, previous research reports, and relevant publications to understand the implementation of bureaucracy reform within the TNI. Institutional theory emphasizes three essential pillars, namely the regulatory pillar, normative pillar, and cultural cognitive pillar, where these three factors are the framework of analysis in this study. The results of the study show that these three factors significantly affect the efforts to change the institution carried out through bureaucracy reform. Increased transparency and accountability have been achieved in some parts of the Organization, but to realize good and clean governance as a whole, commitment and consistency are still needed in the implementation of sustainable bureaucracy reform.
