Abstract

Purpose: This research aims to identify the most effective strategies for maintaining world peace in the midst of these threats. The research methodology employs a hybrid approach, utilizing both the Analytic Hierarchy Process (AHP) and surveys. Research methodology: The survey involved 60 respondents from academia, policymakers, and the public to understand their perceptions of nuclear threats and mitigation strategies. This study is based on the theory of international system stability, which emphasizes the importance of multilateral cooperation and arms control. Results: The findings indicate that the most effective strategy is international diplomacy, with alliance strengthening and defense modernization following closely. We identify geopolitical threats, particularly unilateral actions, as major risk factors and emphasize that controlling the spread of nuclear technology is more significant than disarmament. These findings emphasize the need for a multidimensional approach based on diplomacy, technology control, and multilateral cooperation to create sustainable world peace. Conclusions: International diplomacy is the most effective strategy to maintain world peace amid nuclear threats, supported by nuclear technology control and strategic alliances through a multidimensional, cooperative approach. Limitations: The study's findings are limited by a small, region-specific sample and potential subjectivity in the AHP and survey methods. Contribution: This study provides a strategic basis for global security policy in the face of increasingly complex nuclear challenges.

Abstract

Dalam era globalisasi yang kompleks, ancaman terhadap keamanan nasional tidak lagi bersifat konvensional, melainkan cenderung mengarah pada bentuk hybrid warfare yang menggabungkan aspek militer, siber, ekonomi, sosial, dan politik. Penelitian ini menyoroti pentingnya integrasi antara kebijakan pertahanan dan kebijakan publik sebagai respons strategis terhadap dinamika ancaman tersebut. Globalisasi telah menciptakan jaringan ketergantungan antarnegara, sehingga kebijakan pertahanan tidak dapat lagi berdiri sendiri, melainkan harus bersinergi dengan kebijakan publik yang mampu menjawab akar masalah seperti ketimpangan sosial dan ketidakpuasan politik. Selain itu, kemajuan teknologi seperti kecerdasan buatan, sistem drone, dan serangan siber turut membentuk ulang strategi pertahanan, sehingga menuntut adanya kebijakan yang adaptif, etis, dan terintegrasi. Kerja sama internasional dan keterlibatan masyarakat sipil menjadi komponen penting dalam menyusun kebijakan yang legitimatif dan berkelanjutan. Penelitian ini menggunakan pendekatan kualitatif deskriptif melalui kegiatan brainstorming dalam pengabdian kepada masyarakat oleh mahasiswa doktoral Universitas Pertahanan, untuk menggali pandangan para pemangku kepentingan terkait integrasi kebijakan. Temuan ini merekomendasikan strategi kolaboratif, partisipatif, dan berbasis inovasi untuk membangun sistem keamanan nasional yang tangguh dalam menghadapi ancaman hybrid warfare yang terus berkembang.

Abstract

Indonesia's defense industry faces significant challenges in achieving self-reliance, including a heavy dependence on imported military technology, which limits its strategic autonomy and industrial competitiveness. This research analyzes how Indonesia can strengthen its defense industry by leveraging strategic insights from Japan’s defense systems. This country has successfully built an advanced defense industry despite constitutional constraints. The study employs a qualitative method, focusing on literature review and secondary data from various sources. The findings suggest that Japan’s collaboration model, which involves the government, private sector, and academia, can be adopted in Indonesia. Technology transfer strategies and dual-use technologies can foster innovation and reduce import reliance. The implications of this research highlight the importance of increasing investment in research and development (R&D) and expanding international cooperation to enhance Indonesia’s defense industry self-reliance.

Abstract

The transformation of Indonesia's national defense policy in the digital era requires the integration of Artificial Intelligence as a strategic instrument to enhance analytical and decision-making capabilities. This study aims to formulate an AI-based defense policy framework that is responsive to the dynamics of modern threats, as well as to identify the challenges and opportunities in its implementation. The research method used is a qualitative approach through document study and policy analysis that includes national regulations, academic literature, and global practices. The results of the study indicate that Indonesia still faces a number of fundamental obstacles, such as the absence of a national ethics framework for military AI, low institutional readiness, and weak regulations related to the control of autonomous systems. This study recommends the establishment of a defense AI ethics council, revision of the defense legal framework to include intelligent technology, and the development of a collaborative roadmap across ministries. It is expected that the resulting policy will not only be adaptive to technological disruption, but also guarantee accountability and national sovereignty in the use of AI for strategic defense interests.
