Abstract

The performanceof the Village Head is the level of success of the village head in carrying out his duties andfunctions as the head of the village government, which in the management of the village budget the village head must be able to maximize the existing budget and utilize the existing human resources in the village to support village development. In this case, the performance of the village head is measured using the theory of performance indicators put forward by Prof. DR. Prasojo Eko. Which discusses related to Transparency, Accountability, Community Engagement, Effectiveness, Efficiency, and Regulatory Compliance. This research uses a qualitative approach by using a qualitative descriptive method with data collection techniques such as observation, interviews, and documentation.The results of the study show that the performance of the village head is still less effective which is where the lack of information disclosure to the community so that many people do not know about the management of the village fund budget, the responsibility of the village government related to the management of the village budget is also not satisfactory for the community, low community participation also affects the process of managing the village fund budget, the lack of equitable distribution of development in every Gorontalo village area, Lack of utilization of existing human resources and lack of time utilization so that it causes significant financing, the village government in managing the village fund budget is in accordance with the existing rules in the management of the village fund budget.

Abstract

Penelitian ini dilatarbelakangi oleh permasalahan keterbatasan debit air dan belum optimalnya pengelolaan SPAM di Desa Kakor, Kecamatan Lembor Selatan, Kabupaten Manggarai Barat. Tujuan penelitian ini adalah untuk menganalisis peran pemerintah dalam pengelolaan SPAM di Desa Kakor yang ditinjau dari aspek peran pemerintah menurut Siagian (2003) stabilisator, inovator, dan pelaksana menurut. Penelitian menggunakan pendekatan kualitatif dengan jenis penelitian studi kasus. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi. Informan penelitian terdiri dari pihak Dinas Cipta Karya, pengelola SPAM tingkat desa, kepala desa, serta masyarakat desa. Hasil penelitian menunjukkan bahwa peran Dinas Cipta Karya, Tata Ruang, Perumahan dan Kawasan Permukiman Kabupaten Manggarai Barat belum berjalan secara optimal. Sebagai stabilisator, dinas belum menetapkan SOP tertulis terkait jadwal distribusi air dan belum melaksanakan uji kualitas air secara rutin. Sebagai inovator, belum terdapat pengembangan sumber air baku alternatif maupun penerapan teknologi pengolahan air untuk mengatasi kekeruhan pada musim hujan. Sebagai pelaksana, kegiatan monitoring dan pendampingan teknis belum optimal akibat keterbatasan anggaran dan sumber daya manusia, meskipun sosialisasi kepada masyarakat telah dilaksanakan dan ditindaklanjuti melalui regulasi desa.

Abstract

Penelitian ini bertujuan untuk menganalisis peran Dinas Pariwisata dan Ekonomi Kreatif Kabupaten Lembata dalam pengelolaan objek wisata Pantai Waijarang. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi dengan melibatkan informan dari unsur dinas terkait, pemerintah desa, pelaku usaha, dan masyarakat sekitar. Analisis data dilakukan secara deskriptif kualitatif dengan menggunakan teori peran menurut Soerjono Soekanto yang membagi peran ke dalam dimensi normatif, perilaku, dan struktural. Hasil penelitian menunjukkan bahwa peran dinas dalam pengelolaan Pantai Waijarang belum berjalan secara optimal. Pada dimensi normatif, dinas telah memiliki dasar kebijakan dan perencanaan, namun implementasinya belum maksimal. Pada dimensi perilaku, koordinasi dan pembinaan kepada masyarakat serta pelaku usaha telah dilakukan, tetapi belum berkelanjutan dan belum mampu meningkatkan jumlah kunjungan wisata secara signifikan. Sementara itu, pada dimensi struktural, dinas telah menjalankan fungsi sebagai koordinator dan fasilitator, namun keterbatasan anggaran, sarana prasarana, serta sumber daya manusia menjadi kendala utama. Penurunan jumlah kunjungan dan pendapatan wisata dalam tiga tahun terakhir menunjukkan perlunya evaluasi dan strategi pengelolaan yang lebih inovatif, partisipatif, dan berkelanjutan guna meningkatkan daya tarik serta kontribusi ekonomi objek wisata tersebut bagi daerah.

Abstract

This study aims to analyze the role of the Regional Disaster Management Agency (BPBD) of East Flores Regency in managing the eruption disaster of Mount Lewotobi Laki-Laki during the pre-disaster, emergency response, and post-disaster phases. The study employed a descriptive qualitative method involving 18 informants from BPBD and affected communities in Wulanggitang and Ile Bura Sub-districts. Data were collected through observation, interviews, and documentation. The findings show that during the pre-disaster phase, BPBD implemented preparedness measures through disaster-prone area mapping, the establishment of Disaster Preparedness Teams and Disaster-Resilient Villages, public outreach, and the use of local wisdom. However, outdated contingency plans, limited early warning systems, weak relocation efforts, and low public awareness contributed to panic and casualties during the eruption. In the emergency response phase, BPBD successfully coordinated evacuation efforts, established emergency posts, and distributed logistics effectively. Nevertheless, displaced communities experienced discomfort due to prolonged emergency conditions and limited fulfillment of basic needs in temporary shelters. In the post-disaster phase, BPBD conducted rehabilitation and reconstruction through transportation recovery, trauma healing programs, and permanent housing development based on the Rehabilitation and Reconstruction Plan (R3P). However, limited funding and delays in reconstruction processes remained major challenges. Therefore, improving coordination, institutional capacity, disaster communication, and community participation is essential for effective disaster management.

Abstract

Human resource development plays a strategic role in improving teacher performance and the quality of educational services. However, educational institutions in developing regions continue to face challenges related to teacher competency, unequal distribution of educators, limited access to professional development programs, and inadequate educational facilities. This study aims to analyze human resource development in improving teacher performance at SMA Negeri 1 Waikabubak, West Sumba Regency, through the dimensions of planning, education and training, and human resource management. The study employed a qualitative approach using a case study design. Data were collected through interviews, observations, and documentation involving the principal, vice principal, teachers, and parents. Data analysis was conducted using the interactive model of data reduction, data display, and conclusion drawing. The findings indicate that human resource development has been implemented through systematic planning processes, including human resource inventory, forecasting, and development planning based on school needs. Education and training programs have been carried out continuously through workshops, subject teacher forums, and in-house training activities, contributing to the improvement of teachers’ pedagogical and professional competencies, particularly in the utilization of educational technology. Furthermore, human resource management has been implemented through teacher placement, recruitment, maintenance, supervision, and performance evaluation, although several challenges remain, including shortages of teachers in specific subjects and limited supporting facilities. The study concludes that human resource development has contributed positively to improving teacher performance; however, further efforts are required to strengthen planning, expand professional development opportunities, and optimize educational support facilities to enhance educational quality sustainably.
