Abstract

Peraturan Kapolri Nomor 14 Tahun 2015 berfungsi sebagai acuan dalam penyelenggaraan pendidikan di SPN. Peraturan ini mengatur berbagai aspek terkait pendidikan kepolisian, termasuk kurikulum, pengajaran, dan kompetensi instruktur. Penelitian ini ditujukan untuk menganalisis bagaimana implementasi Peraturan Kapolri Nomor 14 Tahun 2015 dapat berkontribusi pada peningkatan kualitas pendidikan di SPN. Penelitian ini menggunakan pendekatan kualitatif jenis penelitian deskriptif yang dilakukan SPN Polda Goorontalo. Teknik pengumpulan data meliputi observasi, wawancara dan dokumentasi yang dianalisis dengan model interaktif Miles dan Huberman melalui tiga tahapan: reduksi data, penyajian data, dan penarikan kesimpulan/verifikasi, serta diuji keabsahannya melalui triangulasi sumber dan metode. Hasil penelitian menunjukkan bahwa implementasi kebijakan kualifikasi tenaga pendidik di SPN Polda Gorontalo menunjukkan pola yang kuat secara formal dan normatif, namun lemah pada pemerataan kapasitas operasional.

Abstract

Excellent service is one of the important aspects in improving the quality of life of the community, especially in public services at the village government level. This community service activity aims to improve the quality of public services in Taluduyunu Village and encourage active community participation in the service process, thereby creating transparency and public accountability. The method used in this service is to provide reinforcement in the form of education to all Taluduyunu Village government officials about the importance of excellent service to the community. Community service activities in Taluduyunu Village, Buntulia District, Pohuwato Regency, through several stages, starting from direct observation in the field to analyze needs, preparation of educational materials, implementation of service, to reporting the results of service. From the results of this service activity, it is hoped that it can increase the understanding and skills of Taluduyunu Village government officials, Buntulia District, Pohuwato Regency in providing fast, accurate, and quality services, as well as encouraging active community participation in village development. In addition, through this service program it is hoped that it can become a pilot model for other villages to improve the quality of public services through the provision of excellent and quality services.

Abstract

This study aims to describe the following two aspects. (1) the implementation of the restaurant tax policy in increasing local own-source revenue in Gorontalo Regency, and (2) the factors that support the successful implementation of the restaurant tax policy in Gorontalo Regency. This study employs a descriptive qualitative approach. The data collection techniques include observation, interviews, and documentation. The conclusion of the findings is as follows: (1) The implementation of the restaurant tax policy in Gorontalo Regency has shown progress in planning. implementation, and supervision. However, the findings reveal that the main challenges lie in the lack of active participation from restaurant owners in policy formulation and the difficulties in adopting a more modern system; (2) Concerning the supporting factors for successful policy implementation, the findings indicate that the implementation of the restaurant tax policy in Gorontalo Regency requires attention to various interrelated factors, including clear communication, adequate resource availability, professional attitudes among policy implementers, and an efficient bureaucratic structure. Although the local government has made efforts to improve tax collection through various programs and training, deficiencies in any of these factors can reduce the effectiveness of the policy implementation.

Abstract

This study aims to analyze community participation in the construction of Livable Housing (RLH) in Talaga Jaya District, Gorontalo Regency. The research focuses on four main indicators of participation: decision-making, implementation, monitoring and evaluation, and utilization of results. Using a descriptive qualitative approach, data were collected through interviews, observation, and documentation. The informants consisted of village officials, BPD members, and RLH assistance recipients in three villages: Hutadaa, Bunggalo, and Buhu. The findings indicate that the level of community participation varies across the four indicators. Community members tend to be more active in the implementation and utilization stages, as seen in activities such as working together during construction and maintaining the completed houses. In contrast, participation in decision-making and evaluation remains relatively low due to the limited availability of dedicated forums that directly involve residents. Several factors influence participation levels, including education, economic conditions, access to information, and local cultural values. In conclusion, the success of the RLH program is strongly linked to active community involvement from the planning stage through to maintenance. Enhancing mechanisms that encourage inclusive participation is essential to ensure that housing development is more equitable, responsive to community needs, and sustainable over the long term.

Abstract

This Research aims to analyze the performance of Village-Owned Enterprises (BUMDes) in Sukamakmur Village, Tolangohula Subdistrict, Gorontalo Regency, focusing on five key indicators: work quality, responsibility, cooperation, and initiative. A qualitative approach with a descriptive method was employed, and data were collected through interviews, observatons, and documentation involving BUMDes management, village officials, and supervisory bodies. The findings reveal that the work quality and quantity of the BUMDes management remain suboptimal, as evidenced by inadequate management of business units and inconsistent task execution. While the sense of responsibility among management is relatively strong, challenges remain in terms of transparency and accountability. Cooperation among management members and with village authorities is assessed as satisfactory, though public participation remains limited. Meanwhile, the initiative of the management in developing ideas and solutions remains low, hindering the optimal development of BUMDes enterprises. This research emphasizes the importance of enhancing management capacity strengthening coordination, and empowering the community to enable BUMDes to function more effectively as a driver of the village economy.
