Abstract

Penelitian ini bertujuan untuk menganalisis implementasi Sistem Informasi Pajak Daerah (SIPD) serta dampaknya terhadap efisiensi administrasi di lingkungan pemerintahan daerah. SIPD merupakan inovasi teknologi informasi yang dirancang untuk meningkatkan transparansi, akurasi, dan kecepatan dalam pengelolaan data perpajakan daerah. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan studi kasus pada beberapa pemerintah daerah yang telah mengadopsi sistem ini. Data diperoleh melalui wawancara mendalam, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa implementasi SIPD memberikan kontribusi signifikan terhadap peningkatan efisiensi administrasi, antara lain dengan mengurangi waktu pemrosesan data, menurunkan tingkat kesalahan pencatatan, serta mempermudah monitoring dan pelaporan. Meskipun demikian, masih terdapat tantangan dalam hal kesiapan sumber daya manusia dan infrastruktur teknologi. Secara keseluruhan, penerapan SIPD terbukti menjadi langkah strategis dalam mendukung tata kelola pemerintahan yang lebih efektif dan akuntabel.

Abstract

To determine the effectiveness of using digital communication platforms on social relations among adolescents at SMK Negeri 2 Binjai is the aim of this study. Simple linear regression analysis is the method used. Simple linear regression analysis was conducted after the classical acceptance test. This is to first ensure that the model does not have problems with normality, multicollinearity, and heteroscedasticity. 30 young people from SMK Negeri 2 Binjai as the population in this study. Based on the results above, we can see that the coefficient of determination (R2) value is 0.60 or 60%. Therefore, this value means that the variables in the use of digital communication platforms have a 60% impact on social relationships, and the remaining 40% of other variables not discussed in this study are affected. To get meaning and satisfaction from digital communication, we can approach this means of interaction with intention and authenticity. Text messages are edited many times and sent to several friends to be edited before finally being sent to the recipient do not always fully represent our true feelings.

Abstract

The judiciary plays an important role in upholding law and justice in Indonesia. To maintain the integrity of judges, two supervisory bodies were established: the Judicial Commission (KY) and the Supreme Court (MA). However, in practice, there is often an overlap of authority between the two institutions, especially in terms of overseeing the behavior of judges. This research aims to trace the root of the overlapping issues by reviewing the legal basis governing the authority of the Judicial Commission (KY) and the Supreme Court (MA), and its impact on the independence of the judiciary. The method used is normative juridical with a statutory and conceptual approach, as well as examining several Constitutional Court decisions related to this issue. The study results indicate that the overlap in oversight functions is caused by unclear boundaries of authority as stipulated in the law, leading to potential institutional conflict. Going forward, it is necessary to align regulations and improve coordination between the Judicial Commission (KY) and the Supreme Court (MA) so that the oversight function can operate more effectively without disrupting the independence of the judiciary.

Abstract

Abstrak Perselisihan di Laut Natuna Utara antara Indonesia dan Tiongkok menjadi salah satu isu geopolitik krusial yang semakin memanas beberapa tahun terakhir. Wilayah ini, yang kaya akan sumber daya alam termasuk ikan dan potensi energi, menjadi titik fokus klaim teritorial yang saling bertentangan. Tiongkok mengklaim sebagian besar wilayah Laut Cina Selatan melalui konsep "nine-dash line", yang secara signifikan tumpang tindih dengan Zona Ekonomi Eksklusif (ZEE) Indonesia di sekitar Natuna. Indonesia, di sisi lain, secara tegas menegaskan kedaulatannya atas wilayah tersebut berdasarkan Konvensi PBB tentang Hukum Laut (UNCLOS) 1982, yang merupakan hukum internasional yang diakui secara luas. Kedudukan strategis Laut Natuna Utara tidak hanya vital bagi Indonesia sebagai negara kepulauan, tetapi juga memiliki implikasi besar terhadap stabilitas regional Asia Tenggara. Dalam konteks ini, diplomasi menjadi instrumen utama bagi Indonesia untuk mempertahankan kedaulatan, mengelola hubungan dengan Tiongkok sebagai kekuatan besar global, dan mencegah eskalasi konflik. Tantangan yang dihadapi Indonesia dalam praktik diplomasinya sangat kompleks, melibatkan dinamika politik domestik, kepentingan ekonomi, dan pengaruh kekuatan eksternal. Oleh karena itu, analisis komprehensif terhadap strategi diplomasi Indonesia—yang mencakup diplomasi pertahanan aktif, peningkatan kehadiran militer, strategi hedging, penguatan penangkalan, dan peran sebagai mediator netral—menjadi esensial. Pendekatan multi-jalur ini sejalan dengan prinsip politik luar negeri bebas-aktif Indonesia, yang bertujuan untuk menjaga kedaulatan nasional dan mempromosikan stabilitas kawasan. Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis efektivitas praktik diplomasi Indonesia dalam menanggapi tindakan koersif Tiongkok, khususnya di Laut Natuna Utara, dan dampaknya terhadap keamanan regional. Kata Kunci: Laut Natuna Utara, Diplomasi, Tiongkok, UNCLOS 1982, dan Keamanan Regional. Abstract The dispute in the North Natuna Sea between Indonesia and China has become one of the crucial geopolitical issues escalating in recent years. This region, rich in natural resources including fish and potential energy, is a focal point of conflicting territorial claims. China asserts sovereignty over a large portion of the South China Sea through its "nine-dash line" concept, which significantly overlaps with Indonesia's Exclusive Economic Zone (EEZ) around Natuna. Indonesia, on the other hand, firmly asserts its sovereignty over the area based on the 1982 United Nations Convention on the Law of the Sea (UNCLOS), a widely recognized international law. The strategic position of the North Natuna Sea is not only vital for Indonesia as an archipelagic state but also has significant implications for regional stability in Southeast Asia. In this context, diplomacy serves as Indonesia's primary instrument to maintain sovereignty, manage relations with China as a major global power, and prevent conflict escalation. The challenges faced by Indonesia in its diplomatic practices are highly complex, involving domestic political dynamics, economic interests, and the influence of external powers. Therefore, a comprehensive analysis of Indonesia's diplomatic strategies—encompassing active defense diplomacy, increased military presence, hedging strategies, strengthening deterrence, and its role as a neutral mediator—becomes essential. This multi-track approach aligns with Indonesia's free and active foreign policy principle, aiming to safeguard national sovereignty and promote regional stability. This research aims to identify and analyze the effectiveness of Indonesia's diplomatic practices in responding to China's coercive actions, particularly in the North Natuna Sea, and their impact on regional security.
