Abstract

This study aims to analyze the implementation of land acquisition policy in the construction of the Bengkulu–Taba Penanjung toll road using George C. Edward III’s policy implementation model, which includes the dimensions of communication, resources, disposition, and bureaucratic structure. A descriptive qualitative approach was used, with data collected through in-depth interviews, observations, and documentation. The findings reveal that although the policy implementation followed formal regulations such as Presidential Regulation No. 148 of 2015 and Government Regulation No. 19 of 2021, practical challenges remain in the field. One-way communication, limited resources, rigid implementers, and suboptimal interagency coordination were identified as major barriers. Resistance from the affected communities was observed, largely due to compensation perceived as below market value and lacking recognition of the land’s emotional significance. These findings highlight the need for participatory approaches and two-way communication in the implementation of land-based public policies.

Abstract

This study aims to describe the female leadership style in improving employee performance at LKP Mayang Sari, Bengkulu City. Using a descriptive qualitative approach, data were collected through in-depth interviews, observation, and documentation involving the institution's leader and employees. The results reveal that the female leader effectively carries out interpersonal, decision-making, and informational roles. Her leadership style emphasizes discipline, role modeling, empathy, and motivation, all of which positively affect employee performance. Despite occasional challenges in decision-making—often influenced by emotion—the female leader demonstrates professionalism in leading the institution. The study suggests that female leadership can significantly contribute to organizational growth when supported by strong interpersonal competencies. These findings are expected to contribute to the development of public administration science, particularly in gender-based leadership studies.

Abstract

This study aims to examine in depth the influence of principal leadership on student achievement in talent-based sports schools, emphasizing the framework of transformational leadership. The primary focus is to determine how the principal’s role contributes to creating a supportive learning environment, fostering students' intrinsic motivation, and cultivating a sustainable culture of excellence. A quantitative approach was employed using a simple linear regression model, supported by qualitative data from students’ open-ended responses. The findings revealed a significant impact of the principal’s role on student performance, with a coefficient of determination (R²) of 0.58 and a t-statistic value of 8.143 (p 0.05). This indicates that 58% of the variance in student achievement is attributable to the principal's leadership, while the remaining 42% is influenced by other factors such as training quality, parental involvement, and individual student conditions. Qualitative insights reinforce the statistical results, showing that students perceive the principal’s emotional support, personal attention, and active involvement in training and competitions as highly impactful. The principal is viewed not merely as an administrator, but as a motivator, facilitator, and central figure in the development of student achievement. The study underscores the importance of strengthening leadership competencies, especially in interpersonal communication, motivation strategies, and the cultivation of adaptive school environments. This research offers both practical and theoretical contributions to the development of effective educational leadership models in talent-based schools.

Abstract

I Communication within student organizations does not merely serve as a means of conveying information, but also represents the leadership style applied within the organization. This study aims to analyze and compare the communication styles that have developed within the Communication Science Student Association (HIMAKSI) and the Public Administration Student Association (HIMAPLIK) at Dehasen University in Bengkulu, as well as to examine how these communication styles reflect the leadership patterns of each organization. The approach used is descriptive qualitative with data collection techniques in the form of in-depth interviews with the chairpersons, executives, members, and advisors of both organizations. The results of the study indicate that HIMAPLIK adopts an open, participatory, and professional communication style, consistent with democratic leadership and a communication structure that runs vertically and horizontally in a balanced manner. Conversely, HIMAKSI exhibits a tendency toward inconsistent and one-way communication, reflecting a semi-authoritarian leadership model. These findings were analyzed using organizational communication theory (Goldhaber), communication style theory (Norton), and leadership style theory (Lewin). Based on these results, it is concluded that the effectiveness of student organizations is highly determined by the extent to which internal communication is built in a dialogic, open, and inclusive manner, supported by leadership that is adaptive to organizational dynamics.

Abstract

This study aims to examine the influence of school principal leadership on the athletic achievements of students at the State High School for Sports Talents (SMAN Keberbakatan Olahraga) in Bengkulu Province. The research is grounded in the premise that school principals play a pivotal role as change agents in shaping an educational environment that promotes non-academic achievement, particularly in sports-oriented schools. A quantitative approach was used, employing a survey method with a sample of 76 students selected from a total population of 138. The primary instrument was a Likert-scale questionnaire measuring students' perceptions of leadership and their sports performance. The results reveal that the principal's leadership positively impacts student motivation, self-confidence, and athletic performance. Key leadership dimensions such as idealized influence, individualized consideration, inspirational motivation, and intellectual stimulation significantly contribute to student achievements in various sports disciplines such as futsal, taekwondo, and pencak silat. Statistical analysis using simple linear regression confirmed a significant relationship between principal leadership and student performance. This study recommends strengthening school principals' leadership capacity through managerial training and soft skills development in the context of sports education. Additionally, stronger synergy among school principals, coaches, and external stakeholders is essential to fully optimize student potential and elevate them to national and international sporting success.
