Abstract

Leadership in modern organizations has undergone a significant paradigm shift. No longer solely understood as a formal power inherent in a structural position, leadership is now examined as an interpersonal process that is complex, dynamic, and full of nuances of influence. In an increasingly horizontal, collaborative, and network-based organizational environment, a leader's effectiveness is not only determined by formal authority, but also by his ability to influence others strategically and ethically. There are nine main tactics used by leaders to influence the behavior and decisions of others: legitimacy, rational persuasion, inspirational pleas, consultation, exchange, personal pleas, ingratiation, pressure, and coalition. This study explores these nine influence tactics, using an exploratory qualitative approach through document studies and narrative analysis.  The results show that the influence tactics carried out by the Leader must be effective and able to adapt the tactics to the social context and ethical values. Influence tactics in carrying out leadership are not prohibited but must be done responsibly and elegantly.

Abstract

Kegiatan ini merupakan kolaborasi antara Universitas Pertiba dan Dinas Penanaman Modal dan Layanan Terpadu (DPMPTSP) dan tenaga kerja Kota Pangkalpinang untuk membantu membina dan meningkatkan keterampilan sumber daya manusia di perusahaan-perusahaan di Kota Pangkalpinang. Kegiatan dilaksanakan dalam bentuk workshop, tanya jawab dan diskusi serta studi kasus yang dibawakan oleh narasumber Universitas Pertiba dan Layanan Terpadu (DPMPTSP) dan tenaga kerja Kota Pangkalpinang dengan dihadiri oleh 40 perwakilan bisnis dari Kota Pangkalpinang. Peserta memperoleh pengetahuan dan pemahaman baru serta langkah-langkah untuk diterapkan dalam praktik di bisnis untuk mencapai manajemen yang efektif. Kegiatan ini dapat memberikan solusi bagi perusahaan untuk meningkatkan keterampilan sumber daya manusia untuk menciptakan tenaga kerja yang handal yang memenuhi perubahan era Society 5.0. Kegiatan ini merupakan bentuk pengabdian kepada masyarakat dari tiga pilar dharma perguruan tinggi.

Abstract

The strengthening of the Secretariat apparatus of the Regional Representative Council (DPRD) is a strategic issue in the governance of legislative administration at the regional level in Indonesia. However, studies on the DPRD Secretariat remain relatively limited and tend to emphasize structural and regulatory aspects, without comprehensively addressing institutional dynamics. This study aims to strengthen the DPRD Secretariat apparatus through an institutionalist perspective, using the Institutional Three Pillars Theory framework proposed by W. Richard Scott. This study is a conceptual paper developed through a narrative literature review approach, examining both classical and contemporary literature in the fields of institutionalism and public administration. The analysis focuses on how the regulatory, normative, and cognitive pillars interact to shape the institutional practices of the DPRD Secretariat as an institution supporting the legislative, budgeting, and oversight functions at the regional level. The study's findings show that the strengthening of the DPRD Secretariat apparatus cannot be understood solely as a consequence of formal regulation, but rather as an institutional process involving a balance between legal rules, professional values and norms, and collective meaning-making regarding the role and institutional identity. This study is not intended to empirically assess performance but offers a conceptual framework that can be used to understand the dynamics of regional legislative administration more holistically. Theoretically, this research contributes to enriching institutionalism studies in public administration by positioning the DPRD Secretariat as a complex and contextual institution. The conceptual framework offered is expected to serve as a reference for future empirical research and conceptual reflection for strengthening legislative administration institutions in Indonesia.
