Abstract

Penelitian ini bertujuan untuk memberikan gambaran yang lebih jelas tentang hubungan antara kualitas layanan dan kinerja pegawai, serta untuk mengidentifikasi faktor-faktor kualitas layanan yang paling mempengaruhi kinerja pegawai di instansi pemerintah. Diharapkan hasil penelitian ini dapat memberikan wawasan yang berguna bagi pimpinan di Sekretariat Daerah Kabupaten Banjar dalam meningkatkan kualitas layanan yang diberikan kepada pegawai, sehingga dapat memaksimalkan kinerja pegawai dalam menjalankan tugas-tugas pemerintahan. Kinerja pegawai dipengaruhi oleh faktor lain seperti motivasi kerja, hubungan antar pegawai, dan kebijakan organisasi juga perlu dipertimbangkan untuk meningkatkan kinerja pegawai secara menyeluruh

Abstract

This study aims to describe the effectiveness of SLRT at the Banjarbaru City Social Service and identify supporting and inhibiting factors. Using a descriptive qualitative approach, data were collected from five informants through observation, interviews, and documentation. Analysis was conducted through reduction, presentation, and drawing conclusions. The results indicate that SLRT is quite effective, with community participation reaching 80%, reflecting the program's success in reaching its targets and providing easy, fast, and reliable services. This success is also supported by effective inter-agency coordination. Supporting factors include a strong legal basis, officer response, and local government support. While obstacles include a lack of information, geographical constraints, and suboptimal inter-agency coordination.

Abstract

Pelayanan publik merupakan fungsi utama pemerintah dalam memberikan kesejahteraan dan kepuasan bagi masyarakat. Kelurahan sebagai unit pemerintahan terdekat memiliki peran penting dalam menyediakan layanan administrasi dan sosial. Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Republik Indonesia No. 15 Tahun 2014 Tentang pedoman standar pelayanan yaitu; “Bahwa setiap penyelenggara pelayanan publik wajib menyusun, menetapkan, dan menerapkan Standar Pelayanan serta menetapkan Maklumat Pelayanan dengan memperhatikan kemampuan penyelenggara, kebutuhan masyarakat, dan kondisi lingkungan”. Kelurahan Sungai Jingah memiliki 12.884 jiwa sedangkan pelayanan publik dilakukan hanya 10 personel, sehingga mengalami keterbatasan sumber daya manusia. Identifikasi permasalahan di Kelurahan Sungai Jingah, yaitu sering terlambatnya pegawai Kelurahan kembali bekerja memberikan pelayanan setelah mereka melaksanakan istrahat sholat dan makan siang, masih banyak layanan yang tidak segera diselesaikan, seperti surat pengantar dari kelurahan, sehingga masyarakat harus mengambil hasil layanan yang harapkan pada keesokan harinya, dan masih kuranganya peralatan cadangan, jika terjadi kemacetan pada salah satu alat pelayanan. Metode yang digunakan adalah melaksanakan pre-test, penyamaian materi, diskusi dan tanya jawab. melaksanakan post-test dan Data pre-test dan post-test kemudian dianalisis melalui rumus persentasi..Hasil pree-test dan post-test menunjukan peningkatan pengetahuan dan pemahaman bagi aparatur dan kader Kelurahan Sungai Jingah secara keseluruhan indikator, yaitu indikator partisipasi dan transparansi meningkat 40%, sedangakan indikator sederhana, akuntabel dan keadilan meningkat 30%, dan indikator berkelanjutan tetap berada pada kriteria baik sekali.

Abstract

This community service aims to increase community participation in development programs implemented by the Sungai Jingah Village government. This activity is carried out through socialization which aims to optimize the performance of the village government in implementing development programs by involving active community participation. Increasing community participation is very important in creating sustainable development and in accordance with community needs. The program implemented involves various stakeholders, such as village officials, community leaders, and local residents. Through an educational approach, it is hoped that the community can understand the importance of their role in village development and contribute to decision making. The results of this activity show an increase in community understanding of their role in development and increased participation in development programs in Sungai Jingah Village.

Abstract

This community service program aims to improve the capacity of village officials to utilize the Village Information System (SID) as an instrument for budget transparency and strengthening public services. The program was implemented in collaboration with the Banjar Regency Regional Secretariat through a series of technical training sessions, implementation assistance, needs analysis, and evaluation of SID use in several pilot villages. The results of the program demonstrated a significant increase in village officials' understanding of budget features, data publication, and digital-based village administration service processing. Furthermore, there was a shift in work patterns toward more open, participatory, and accountable village governance. This program emphasized that optimizing SID requires synergy between regulations, human resource capacity, and local government commitment.

Abstract

This study examines the extent to which the Village Community Empowerment Program (PPMD) impacts socio-economic inequality between rural and urban areas in Banjar Regency. Using a quantitative-qualitative approach, the study compares indicators of welfare, access to public services, economic participation, and social capital in villages receiving an empowerment intervention and their buffer urban areas. The analysis design involves Difference-in-Differences (DiD), propensity score matching (PSM), and social network analysis to capture direct, indirect, and spillover effects. The results are expected to provide policy evidence for the district government to design more equitable and effective empowerment interventions.
