Abstract

This study aims to examine the influence of human resource readiness and infrastructure on the implementation of Inaportnet and to identify efforts to improve human resource readiness and infrastructure by UPP Class III Telaga Biru Office. The research population consisted of 45 individuals, including Inaportnet operators and service users, with a sample of 40 selected using Slovin’s formula. The study employed a Mixed Methods approach, with quantitative analysis using Likert scales, instrument tests, multiple linear regression, coefficient of determination (R²), and hypothesis testing, alongside qualitative analysis through data reduction, data presentation, and conclusion drawing. The results indicate that human resource readiness and infrastructure have a positive and significant joint effect on Inaportnet implementation, with a coefficient of determination of 62.2%. Efforts to enhance human resource readiness include training, user socialization, and central coordination, while infrastructure improvements involve PLN communication, generator provision, internet connectivity enhancement, and administrative device support. Consequently, obstacles in Inaportnet implementation can be minimized, supporting more effective port services.

Abstract

This study aims to analyze the influence of service quality on user satisfaction in the process of Business Activity Notification (PMKU) at the KSOP Class III Talang Duku Office. The research is motivated by several on-site challenges, including users’ lack of understanding in completing documents, repeated submissions, system technical issues, and low awareness among companies regarding licensing obligations. This research employed a quantitative approach with data collected through questionnaires and direct observation during the Land Practice (PRADA) program. Based on the results of simple linear regression analysis, a regression coefficient of 0.175 was obtained with a significance value of 0.003, indicating a positive and significant influence of service quality on user satisfaction. The R Square value of 0.133 shows that 13.3% of the variation in user satisfaction can be explained by service quality, while the remaining 86.7% is influenced by other factors outside the model. The t-test results confirm that service quality has a partial effect on user satisfaction, and classical assumption tests indicate that the regression model meets the requirements of normality, linearity, and homoscedasticity. Based on these findings, it is recommended that service quality be improved through user education, the digitalization of technical guidelines, the optimization of the Inaportnet system, and the implementation of an early warning system, in order to make PMKU services more effective, efficient, and in line with user expectations.

Abstract

Pelabuhan Tanjung Emas merupakan salah satu pelabuhan strategis di wilayah Jawa Tengah yang memiliki peran penting dalam mendukung sistem logistik nasional. Untuk mengarahkan pengembangannya secara terencana, Pemerintah Indonesia telah menetapkan Peraturan Menteri Perhubungan Nomor 18 Tahun 2013 tentang Rencana Induk Pelabuhan Tanjung Emas. Namun dalam pelaksanaannya, terdapat berbagai kendala yang mempengaruhi pencapaian target pembangunan infrastruktur pelabuhan seperti yang telah dirancang dalam rencana induk pelabuhan. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan pendekatan analisis gap, didukung dengan teknik pengumpulan data melalui studi dokumen, observasi lapangan, dan wawancara mendalam. Hasil penelitian menunjukkan bahwa pelaksanaan rencana induk pelabuhan telah dilakukan namun belum sepenuhnya sesuai dengan tahapan yang direncanakan terutama pada tahap jangka pendek antara lain reklamasi lahan dan pembangunan breakwater sisi barat pelabuhan yang berdampak pada keterlambatan pelaksanaan tahapan jangka menengah dan jangka panjang. Berdasarkan hasil gap analysis, ditemukan bahwa terdapat deviasi signifikan pada Dermaga Pelabuhan Dalam I dan II. Dermaga Pelabuhan Dalam I mengalami deviasi panjang sebesar -231 meter dari perencanaan 517 meter menjadi aktual 288 meter. Sementara Dermaga Pelabuhan Dalam II mengalami deviasi sebesar -604,5 meter dari 834 meter menjadi 230 meter. Kendala utama yang teridentifikasi meliputi aspek teknis (perbedaan antara perencanaan dan pelaksanaan), administratif (hambatan perizinan dan tumpang tindih kewenangan), keterbatasan anggaran, dampak kondisi lingkungan seperti banjir rob dan penurunan tanah. Selain itu, kurangnya koordinasi antarlembaga yang belum terintegrasi secara strategis. Berdasarkan temuan tersebut, studi ini merekomendasikan perlunya review rencana induk pelabuhan secara berkala, memperkuat koordinasi lintas sektor, dan merumuskan strategi pengembangan yang adaptif dan berkelanjutan untuk mengoptimalkan fungsi Pelabuhan Tanjung Emas sebagai simpul logistik nasional.

Abstract

Import-export activities cannot be separated from the term logistics costs, currently the amount of logistics costs in Indonesia has reached 17%. One of the reasons for the high logistics costs is the level of efficiency and effectiveness of the logistics chain, such as the unavailability of fumigation services in the line 1 port area. With the hope of reducing logistics costs, PT one single billing system, This is in accordance with the focus of 1 STRANAS PK which encourages system integration in port services. The implementation of STRANAS PK within the port area is intended to reduce corruption cases triggered by incompatibility between service systems. This research is intended to determine whether the implementation of imported container fumigation services in the line 1 area as a follow-up to STRANAS PK has been implemented and has an effective influence on logistics costs. The method in this research uses a quantitative type, with simple calculations which are reinforced with t-tests by the SPSS version 26 application. This research proves that there are savings that occur in logistics costs amounting to IDR 551,562,000, for 660 40ft imported containers that are fumigated with Methyl Bromide 16 mg dose if the fumigation process of imported containers is carried out in the line 1 area, and in the t-test via SPSS a significant value of 0.000 < 0.05 is obtained, meaning that all variables significantly influence the efficiency variable. So it can be concluded that the line 1 cost variables (X1) and line 2 costs (X2) have an influence on the efficiency variable (Y). Fumigation services in the line 1 area are in accordance with STRANAS PK's focus on port governance, and of course have a big impact on effectiveness and efficiency in logistics costs.
