Abstract

This article examines the development of digital education in Libya, focusing on the integration of digital technologies within the educational system and their impact on teaching and learning processes. Over the last decade, Libya has made significant strides in embracing digital tools, yet the full potential of digital education remains untapped due to various challenges. These include limited infrastructure, inadequate training programs for educators, and socio-political instability. Despite these challenges, the Libyan government and higher educational institutions have invested in ICT infrastructure and e-learning platforms, aiming to bridge the digital divide. This article reviews the current state of digital education in Libya, highlights the hurdles faced, and explores strategies for the effective implementation of e-learning systems. It also offers insights into the future prospects of digital education in Libya, with a particular focus on the higher education sector. The findings suggest that a concerted effort from policymakers, educators, and international partners is crucial to overcome existing barriers and ensure the sustainable development of digital education in the country.

Abstract

This research aims to offer an ideal model for the formulation of internal regulations in higher education institutions based on the concept of meaningful participation in achieving the SDGs. This research is a normative legal study that emphasizes a conceptual, legislative, and case approach. The research results affirm that internal regulations of higher education institutions are part of the hierarchy of national legislation. The urgency of implementing meaningful participation in the formulation of internal regulations at higher education institutions is expected to realize the sixteenth goal of the SDGs, which is to create resilient institutions. This way, internal regulations at higher education institutions can be formulated effectively by considering needs and prioritizing legal harmonization with other regulations. The ideal model for the formation of internal regulations in higher education institutions needs to be based on transparency aspects related to planning, supervision, implementation, and evaluation, which must accommodate three aspects of meaningful participation, namely the right to be heard, the right to be considered, and the right to be explained. In addition, to ensure legal certainty, specific regulations need to be formulated at the national level that provide general guidelines related to the formation and drafting of legal products for higher education institutions, which will then be followed up with technical regulations within each higher education institution.

Abstract

This study examines the potential of Maqasid al-Shariah as an ethical and educational framework for enhancing the role of faculty members at the University of Zawia in supporting the Sustainable Development Goals. A structured questionnaire was administered to 100 lecturers across various disciplines, and the data were analyzed using descriptive statistics. The findings reveal moderate awareness of the Sustainable Development Goals, strong recognition of the relevance of maqasid, but limited institutional implementation in curriculum, governance, and community outreach. Key challenges include insufficient training for lecturers, weak institutional strategies, and limited administrative support. The study contributes a localized model for integrating Islamic ethical values with global development goals and highlights concrete policy implications for strengthening faculty development, curriculum reform, and institutional planning within the Libyan higher education context.
