Abstract

This study aims to analyze the responsiveness of public policy toward inclusive character education for Children with Special Needs (ABK) in Indonesia. Inclusive character education is increasingly relevant due to growing diversity in school environments and the importance of instilling moral values from an early age. Although various national and international policies support inclusive education, their implementation still faces challenges, including limited access for ABK, inadequate specialized infrastructure, and insufficient teacher capacity in managing inclusive learning. This research employs a qualitative descriptive approach through a literature review of academic publications and policy documents. The findings indicate that inclusive education policies in Indonesia remain largely normative and have not yet responded adequately to real needs in the field. Key issues include the lack of structured needs assessment, absence of budget prioritization and sustainable training, and weak involvement of parents and communities in inclusive education practices. These findings imply the need for a reformulation of public policy that is more adaptive, participatory, and grounded in local data. Policy recommendations include strengthening initial ABK assessments, mandatory training for general education teachers, special budget allocations for inclusive education, and the integration of character values into a flexible and accommodating curriculum. Thus, inclusive character education can truly serve as a bridge toward an equitable, humane, and sustainable education system.ABSTRAKPenelitian ini bertujuan untuk menganalisis responsivitas kebijakan publik terhadap pendidikan karakter inklusif bagi Anak Berkebutuhan Khusus (ABK) di Indonesia. Pendidikan karakter inklusif menjadi semakin relevan seiring meningkatnya keberagaman di lingkungan sekolah dan pentingnya pembentukan nilai-nilai moral sejak dini. Meskipun telah tersedia berbagai kebijakan nasional dan internasional yang mendukung pendidikan inklusif, implementasinya masih menemui berbagai kendala, mulai dari rendahnya akses pendidikan bagi ABK, keterbatasan sarana prasarana khusus, hingga minimnya kompetensi guru dalam mengelola pembelajaran inklusif. Penelitian ini menggunakan metode studi pustaka dengan pendekatan kualitatif deskriptif, yang menelaah literatur akademik dan dokumen kebijakan. Hasil penelitian menunjukkan bahwa kebijakan pendidikan inklusif di Indonesia masih bersifat normatif dan belum sepenuhnya responsif terhadap kebutuhan nyata di lapangan. Indikator utama yang menjadi perhatian adalah identifikasi kebutuhan ABK yang belum terstruktur, tidak adanya prioritas anggaran dan pelatihan berkelanjutan, serta lemahnya pelibatan orang tua dan masyarakat dalam praktik pendidikan inklusif. Temuan ini mengimplikasikan perlunya reformulasi kebijakan publik yang lebih adaptif, partisipatif, dan berbasis data lokal. Rekomendasi kebijakan mencakup penguatan asesmen awal ABK, pelatihan wajib bagi guru reguler, alokasi dana khusus pendidikan inklusif, serta integrasi nilai-nilai karakter ke dalam kurikulum yang fleksibel dan akomodatif. Dengan demikian, pendidikan karakter inklusif dapat benar-benar menjadi jembatan menuju sistem pendidikan yang adil, manusiawi, dan berkelanjutan.

Abstract

This research aims to explore the urgency of providing educators with views on effective teaching through a teaching performance competency model, focusing on 10 aspects of teacher competency. The research method involved literature analysis and case studies on teachers' teaching practices. The research results highlight the key role of performance competency models in improving teacher performance, with a positive impact on student achievement. Principal strategies, including classroom visits, training, motivation, and rewards, were identified as central contributors to improving teacher performance. Measuring teacher performance includes professional duties and considers internal and external factors. Efforts to improve teacher performance also involve learning plans, class management skills, and support from supporting factors. Teacher self-development, through functional training and collective activities, is considered the key to increasing professionalism with material that includes educational planning, teaching methodology, use of information technology, learning innovation, and competency in writing scientific publications. The research conclusion confirms that teacher participation in self-development and application of the performance competency model can significantly improve the quality of learning, have a positive impact on student learning achievement, and emphasizes the urgency of empowering teachers through school principal strategies to improve the quality of education.

Abstract

Pengabdian kepada masyarakat berbasis penguatan akreditasi program studi merupakan salah satu upaya strategis dalam meningkatkan mutu tata kelola pendidikan tinggi. Kegiatan ini dilaksanakan oleh Program Studi Manajemen Pendidikan UIN Syarif Hidayatullah Jakarta melalui sinergi kolaboratif antara dosen dan mahasiswa dalam penyusunan borang akreditasi serta penguatan budaya mutu internal. Tujuan kegiatan ini adalah meningkatkan kesiapan program studi menuju akreditasi Unggul melalui pendampingan teknis dan optimalisasi dokumentasi tridharma. Metode pelaksanaan meliputi audit dokumen internal, pelatihan penyusunan borang akreditasi, digitalisasi dokumen, supervisi berjenjang, dan evaluasi berbasis luaran. Hasil kegiatan menunjukkan peningkatan kualitas dokumen LED dan LKPS, keteraturan pengelolaan data berbasis digital, serta meningkatnya keterlibatan mahasiswa dalam aktivitas akademik dan pengabdian masyarakat. Sinergi yang dibangun terbukti efektif memperkuat tata kelola mutu, meningkatkan ketercapaian indikator kinerja utama (IKU), dan memperkuat reputasi program studi. Dengan demikian, kolaborasi dosen dan mahasiswa menjadi model pengabdian berkelanjutan yang mampu mendorong terwujudnya program studi yang unggul dan berdaya saing.
