Abstract

Regional autonomy grants extensive authority to local governments to manage human resources (HR) as part of efforts to achieve good governance. However, its implementation still faces challenges such as HR capacity gaps, budget constraints, and the influence of globalisation. This study aims to analyse the relevance of regional autonomy in HRD to strengthen the principles of good governance and formulate appropriate development strategies. This study uses a descriptive qualitative method with a SWOT analysis approach. Primary data were obtained through in-depth interviews and observations in several local governments selected purposively based on criteria of active HRD programmes. Secondary data were collected from official government documents, publications from the Central Statistics Agency, and relevant policy reports. The analysis was conducted using the Miles and Huberman model, which includes data reduction, data presentation, and conclusion drawing, while data validity was ensured through triangulation of sources and methods. The results indicate that the success of good governance is highly dependent on the quality of human resources and an adaptive bureaucratic structure. Strengths include local autonomy, demographic potential, and regulatory support, while weaknesses include disparities in human resource quality and limited performance evaluation. The greatest opportunities lie in the utilisation of digital technology and strategic partnerships, while threats include brain drain and inconsistent regulatory changes. The implications of this study emphasise the importance of an integrated strategy that combines human resource capacity building, technology utilisation, and national character building as instruments of national power in facing the challenges of globalisation.

Abstract

Environmentally friendly development must be oriented towards fulfilling basic human needs, social equity, improving the quality of life, and sustainability, with the vision of improving the quality of life of the community through the development of intelligence, technology, skills, morals, and art in managing natural resources wisely. The success of this vision depends on a development strategy that emphasizes increasing the potential of human resources in optimal use of natural resources through the application of clean technology, engineering science and appropriate technology to produce quality products, as well as supervision and monitoring that ensures development runs according to plans and goals.

Abstract

According to the Big Indonesian Dictionary (KBBI) and Wikipedia, politics (from the Greek politikos, meaning “of, for, or relating to citizens”) is the process of forming and distributing power in society, including decision-making, particularly within the state, and represents an effort to combine various definitions known in political science as the art and science of achieving power through constitutional and non-constitutional means. Politics can be viewed from different perspectives: as citizens’ efforts to realize the common good (Aristotle’s classical theory), as the administration of government and the state, as activities aimed at gaining and maintaining power in society, and as the process of formulating and implementing public policy, all of which require understanding key elements such as political power,  legitimacy, political systems, political behavior, participation, processes, and the dynamics of political parties; meanwhile, Hans J. Morgenthau in Politics Among Nations defines politics as a struggle for power. Local wisdom, according to the KBBI, is the maturity of society at the local community level, reflected in attitudes, behaviors, and perspectives that support the development of local potential and resources (both material and non-material) as a force for realizing positive change and contributing to national strength for a more advanced and modern nation based on the ideology of Pancasila and the 1945 Constitution.

Abstract

Kegiatan Pengabdian kepada Masyarakat (PKM) ini bertujuan untuk memberikan edukasi mengenai bahaya bullying sebagai upaya pencegahan perilaku perundungan di lingkungan SDN Cikupa, Desa Nyalindung, Kecamatan Nyalindung. Latar belakang kegiatan ini didasari oleh tingginya potensi terjadinya bullying pada siswa sekolah dasar, termasuk bentuk-bentuk yang sering dianggap wajar seperti saling mengejek, padahal tergolong bullying verbal yang dapat berdampak negatif terhadap perkembangan psikologis anak. Metode pelaksanaan menggunakan pendekatan pedagogis dan sosiologis yang didukung dengan studi pustaka (library research) serta penelitian lapangan (field research) melalui observasi, wawancara, dan dokumentasi. Kegiatan ini memperoleh dukungan penuh dari pihak sekolah dan antusiasme tinggi dari siswa, meskipun terdapat hambatan berupa sebagian siswa yang kurang disiplin selama penyampaian materi. Hasil kegiatan menunjukkan peningkatan pengetahuan siswa mengenai definisi, bentuk, dan dampak bullying, serta kesadaran untuk mencegahnya. Evaluasi kegiatan mengindikasikan perlunya program lanjutan yang lebih berfokus pada penanaman empati, keterampilan resolusi konflik, dan keterlibatan aktif orang tua. PKM ini diharapkan dapat menjadi langkah awal terciptanya lingkungan sekolah yang aman, nyaman, dan bebas dari bullying melalui kolaborasi antara sekolah, keluarga, dan masyarakat.

Abstract

Kegiatan pengabdian kepada masyarakat ini bertujuan untuk menumbuhkan nilai-nilai agama Islam pada anak-anak sekolah dasar melalui pelatihan Baca Tulis Qur’an (BTQ) di Kampung Cirawa RT 002/RW 005, Desa Nyalindung, Kecamatan Nyalindung. Latar belakang kegiatan ini adalah rendahnya minat dan motivasi sebagian anak dalam mempelajari Al-Qur’an, serta terbatasnya sarana dan prasarana pendukung pembelajaran. Metode pelaksanaan meliputi pendekatan sosiologis dan pedagogis, didukung oleh penelitian lapangan (field research) dengan teknik observasi, wawancara, dan dokumentasi. Materi yang diberikan mencakup pengenalan huruf hijaiyah, pelafalan dengan tajwid dasar, latihan membaca ayat-ayat pendek secara tartil, serta penulisan huruf Arab sesuai kaidah. Hasil kegiatan menunjukkan adanya peningkatan kemampuan peserta dalam membaca dan menulis Al-Qur’an, menghafal bacaan salat, mengenal dan menghafal Asmaul Husna, serta meningkatkan hafalan ayat-ayat Al-Qur’an. Antusiasme dan rasa ingin tahu anak-anak menjadi faktor pendukung keberhasilan, sedangkan hambatan yang ditemui meliputi kurangnya perhatian sebagian peserta, kesulitan pengelolaan kelas, dan keterbatasan fasilitas. Kegiatan ini berdampak positif terhadap pembentukan karakter religius anak, dengan dukungan orang tua dan masyarakat sebagai faktor kunci keberlanjutan program. Kegiatan ini menyimpulkan bahwa pelatihan BTQ efektif dalam meningkatkan keterampilan baca tulis Al-Qur’an sekaligus menanamkan nilai-nilai Islam pada anak usia sekolah dasar. Disarankan agar program serupa dilanjutkan secara berkelanjutan melalui kolaborasi antara perguruan tinggi, pemerintah desa, lembaga pendidikan, dan masyarakat setempat.

Abstract

In Islamic teachings, leadership is a sacred mandate from Allah that demands sincerity, honesty, justice, open-mindedness, and wisdom, with every leader ultimately accountable before Him. Leadership must begin with right intentions, seeking only Allah’s pleasure and viewing the role as a responsibility, not a privilege. The Prophet Muhammad taught that women should not hold the reins of leadership in certain contexts and warned against seeking positions for personal ambition, as leadership given upon request leaves one to bear the burden alone, whereas if bestowed without asking, Allah grants assistance. A leader must adhere strictly to Allah’s laws, judge fairly, and maintain justice, for injustice leads to ruin in the Hereafter. They should remain accessible to the people, keeping their doors open to needs and complaints, sincerely advising the community, and refusing gifts to avoid corruption. Surrounding oneself with righteous advisors is essential to promote good and prevent wrongdoing. Gentleness is highly valued in leadership, as the Prophet prayed for ease upon those who are kind to their people and hardship for those who are harsh. Leaders must not create suspicion or spy on the people, as this erodes trust and destroys society. The Prophet emphasized that every individual is a leader within their domain—a ruler over their people, a wife over her household, and a servant over their master’s trust—and each will be held responsible for those under their care. Thus, leadership in Islam is both an honor and a heavy trust that must be carried with integrity and fear of Allah.
