Abstract

The phenomenon of street workers such as buskers and clowns in Hulu Sungai Utara Regency reflects social inequality and limited access to employment that still persists in Indonesia, particularly in regions with uneven economic development. This group is often marginalized from access to education, skills training, and formal employment. This study aims to analyze the factors that drive individuals to work in the informal sector and to identify the role of the government and social organizations in their empowerment. The research applies a descriptive qualitative approach with a case study method, using document analysis from the Central Bureau of Statistics, the Department of Social Affairs, the Department of Manpower, and publications from NGOs working on labor issues. The findings indicate that low education levels, limited skills, lack of employment information, and minimal social protection are the main causes. In addition, negative social stigma and the suboptimal implementation of government policies worsen their condition. The creative economy is seen as an alternative for empowerment through culturally based training and facilitated market access. Therefore, this study recommends cross-sector collaboration to design sustainable and inclusive empowerment programs for street workers

Abstract

Abstract: Every organization needs to pay attention and regulate the existence of its employees in an effort to improve good performance. Organizational culture is one of the factors that affect employee productivity. Study aims to determine whether there is a significant influence between organizational culture and employee work productivity at the Central Bureau of Statistics of Hulu Sungai Utara Regency, and to find out how much influence organizational culture has on work productivity at the Central Bureau of Statistics of Hulu Sungai Utara Regency. This research uses a quantitative approach with quantitative associative type. Data collection techniques used are observation, questionnaires, literature study and documentation. Sources of data were obtained from the results of questionnaires distributed to employees of the Central Bureau of Statistics of Hulu Sungai Utara Regency. Analyzing the data from the questionnaire results using the SPSS 23 computer program. The results of this study indicate that there is a significant influence between organizational culture on employee work productivity seen from the calculation of the determinant coefficient, which is 70%, the result of product moment correlation analysis is 0.835 compared to 0.3494. So r_count > r_table, therefore it can be concluded that the null hypothesis (Ho) is rejected and the alternative hypothesis (Ha) is accepted, which means that there is a significant influence between organizational culture on employee productivity at the Central Bureau of Statistics of Hulu Sungai Utara Regency. The Central Agency of Statistics of Hulu Sungai Utara Regency is expected to improve organizational culture for better work productivity and create innovative ideas to achieve office goals. Abstract

Abstrak Tujuan penelitian ini adalah untuk mengetahui pengaruh kompetensi dan beban kerja terhadap kinerja karyawan dengan kompensasi sebagai mediasi pada CV. Andaruni Kabupaten Hulu Sungai Utara. Penelitian ini merupakan penelitian kuantitatif dengan analisis data Partial Least Square (PLS) mulai dari pengukuran model (outer model), struktur model (inner model) dan pengujian hipotesis dengan menggunakan aplikasi Smart Partial Least Square. Hasil riset menunjukkan bahwa: H1) kompetensi berpengaruh terhadap kompensasi pada CV. Andaruni Kabupaten Hulu Sungai Utara tetapi tidak signifikan, (H2) kompetensi berpengaruh tetapi tidak signifikan terhadap kinerja, (H3) beban kerja berpengaruh dan signifikan terhadap kompensasi, (H4) beban kerja berpengaruh tetapi tidak signifikan terhadap kinerja karyawan, (H5) kompensasi berpengaruh dan signifikan terhadap kinerja, (H6) kompetensi berpengaruh tetapi tidak signifikan terhadap kinerja melalui kompensasi sebagai mediasi dan (H7) beban kerja berpengaruh dan signifikan terhadap kinerja karyawan dengan kompensasi sebagai mediasi. Kata kunci: Kompetensi, Beban Kerja, Kinerja Karyawan, Kompensasi Abstract The aim of this research is to determine the effect of competency and workload on employee performance with compensation as mediation on CV. Andaruni Hulu Sungai Utara Regency. This research is quantitative research with Partial Least Square (PLS) data analysis starting from measuring the model (outer model), model structure (inner model) and hypothesis testing using the Smart Partial Least Square application. The research results show that: H1) competency influences compensation at CV. Andaruni Hulu Sungai Utara Regency but not significant, (H2) Competence has an effect but not significant on performance, (H3) workload has an effect and is significant on compensation, (H4) workload has an effect but is not significant on employee performance, (H5) compensation has an effect and is significant on performance, (H6) competency has an effect but is not significant on performance through compensation as mediation and (H6) competence has an effect but is not significant on performance through compensation as mediation and ( H7) workload has a significant and significant effect on employee performance with compensation as a mediator. Abstract

Penelitian ini bertujuan untuk menganalisis kinerja Aparatur Sipil Negara (ASN) dalam mendukung pembangunan daerah melalui perspektif Manajemen Sumber Daya Manusia (MSDM) publik di Kabupaten Hulu Sungai Utara. Fokus penelitian diarahkan pada peran ASN dalam sektor ekonomi, pendidikan, dan kesehatan terhadap peningkatan Indeks Pembangunan Manusia (IPM). Penelitian menggunakan metode kuantitatif dengan jumlah responden 114 orang ASN dari berbagai Satuan Kerja Perangkat Daerah (SKPD). Analisis dilakukan menggunakan regresi linier berganda dengan pendekatan deskriptif analitis. Hasil penelitian menunjukkan bahwa kinerja ASN dalam tiga sektor utama tersebut memberikan pengaruh positif dan signifikan terhadap peningkatan IPM sebesar 85,7%. Kontribusi terbesar berasal dari ASN di sektor ekonomi (33,96%), disusul sektor kesehatan (29,53%) dan sektor pendidikan (22,19%). Temuan ini menunjukkan pentingnya penguatan kompetensi, motivasi kerja, dan sistem kinerja ASN untuk mendorong keberhasilan pembangunan daerah.
