Abstract

Abstract

This research examines the strategies implemented by the Batam City Government in improving illegal urban settlements, with a focus on informal housing areas. The rapid urbanization and migration to Batam have led to the development of informal settlements, which often lack proper infrastructure, housing quality, and access to basic services. This study aims to assess the effectiveness of government programs aimed at improving these areas, particularly through initiatives focused on housing quality enhancement and urban planning. Through a case study approach, the research explores policy frameworks, stakeholder involvement, and community participation in the improvement process. The findings highlight key challenges and opportunities in addressing informal settlements, providing recommendations for better integration of these areas into the formal urban fabric. Ultimately, the research seeks to contribute to the understanding of sustainable urban development strategies for cities facing similar issues of informal settlement growth.

Abstract

This study aims to evaluate the efficiency of Batam’s regional investment policies, focusing on their effectiveness in fostering sustainable economic growth. Batam, one of Indonesia's fastest-growing cities, has experienced significant industrial development, making investment policies a crucial factor in ensuring continued economic progress. The research examines key aspects of these policies, including efforts to reduce bureaucracy in investment processes, create incentives that align with regional development goals, and enhance the monitoring of investment activities. By analyzing the current policies through a comprehensive evaluation framework, this study identifies challenges such as institutional dualism, legal uncertainties, and slow investment growth, which hinder the city's economic development. Additionally, it explores solutions for optimizing these policies to improve their efficiency, thereby contributing to sustainable growth and greater competitiveness for Batam. The findings of this study provide critical insights for policymakers seeking to enhance Batam's investment climate and overall economic performance.

Abstract

In order to create an orderly society in terms of population administration and ensure the sustainability of national population data, the government is responsible for providing complete and clear population data. It is expected that government officials across Indonesia, particularly in Batam City, deliver high-quality public services in accordance with Standard Operating Procedures (SOPs) and public expectations. However, there are still areas for improvement in public services, especially in Batam. This research aims to critically analyze the quality of e-KTP services at the Sei Beduk sub-district in Batam City, focusing on the infrastructure and procedural challenges that impact service delivery. A qualitative descriptive approach was used in this study. Data was collected, reduced to relevant findings, and presented narratively. The results indicate that the service quality in the Sei Beduk sub-district is generally good, with services facilitating e-KTP issuance. However, the process is often delayed due to issues such as the absence of stamps from the central office. Employee discipline is another challenge, as some staff members still fail to adhere to working hours. Additionally, the sub-district office is equipped with only one recording device, which significantly hampers the efficiency and quality of the service. These infrastructural and procedural challenges must be addressed to improve the overall quality of e-KTP services in the region.

Abstract

This study compares the management of election recapitulation information systems in Indonesia with those implemented in the Philippines, Brazil, Estonia, and Kyrgyzstan to examine differences in governance, system design, security mechanisms, digital infrastructure, transparency, and public trust. Although these countries have adopted various election technologies, ranging from optical scanning and Electronic Voting Machines (EVM) to Internet voting (i-voting) and optical tabulation, comprehensive comparative studies that position Indonesia within this international context remain limited. This study employed a Systematic Literature Review (SLR) following the PRISMA 2020 guidelines. Data were collected from the Scopus database and supported by credible reports, while CiteSpace was used to map research trends and identify knowledge gaps. The findings reveal significant differences in the maturity of election recapitulation systems. Estonia and Brazil have achieved advanced digital election management through integrated digital governance, secure verification mechanisms, and high public trust. The Philippines applies a hybrid model combining paper ballots with automated vote counting, whereas Kyrgyzstan continues to rely largely on manual procedures. Indonesia's Sirekap represents an intermediate stage of digital transformation but continues to face challenges related to security, OCR accuracy, infrastructure readiness, and public trust. The theoretical contribution of this study is the development of a Comparative Governance Framework for Election Recapitulation Information Systems, demonstrating that system maturity is determined not only by technological adoption but also by the interaction among governance, security, digital infrastructure, transparency, and public trust. This framework provides a foundation for evaluating and improving election recapitulation systems in emerging digital democracies.

Abstract

Smart tourism governance has become increasingly important as digital technologies reshape tourism management, public services, and destination development. However, existing studies have predominantly emphasized technological innovation, destination competitiveness, and tourist experiences, while the evolving administrative roles of government remain fragmented. This study aims to examine the intellectual development of smart tourism governance and map the evolving roles of government through a scientometric analysis. Data were retrieved from the Scopus database for the period 2015–2025 and analyzed using CiteSpace through co-citation, keyword co-occurrence, clustering, burst detection, and timeline visualization. A total of 132 publications were included in the final dataset. The findings identify five interconnected government roles: Regulator, Digital Infrastructure Provider, Network Coordinator, Data Steward, and Innovation Enabler. These roles operate through governance mechanisms involving policy integration, stakeholder collaboration, data governance, digital innovation, and institutional coordination. Based on these findings, the study proposes a Government-Centered Smart Tourism Governance Framework that conceptualizes government as a multidimensional governance actor rather than merely a regulator or stakeholder. The framework integrates insights from Collaborative Governance, Network Governance, Digital Governance, and Meta-Governance and demonstrates how government functions are connected to governance mechanisms and smart tourism outcomes. The study contributes to public administration by providing a conceptualization of how governmental authority and administrative functions are reorganized within technology-driven tourism governance.
