Abstract

Material procurement in the shipping industry accounts for 2/3 of the total production cost. PT.PMP is a company that focuses on the shipbuilding industry including Ship Design, Ship Building and Ship Repair. In the implementation of material procurement, there are often delays in the delivery of materials from suppliers resulting in delayed production time. Material inventory in the warehouse is sometimes insufficient to meet production needs. In the Pre-Order system, the company must ensure the availability of prepared planning items, but the Company sometimes faces a shortage of raw materials which results in delays in the delivery of promised goods. Material Requirement Planning (MRP) is a method used to organize and plan material orders. The purpose of this study is to determine the material planning strategy using the Lot for Lot method and the Economic Order Quantity method comparison between efficient methods at PT.PMP and to determine the efficiency results of the comparison between the Lot for Lot (LFL) method, Economic Order Quantity (EOQ) and the existing method at PT.PMP. The materials analyzed are Plate and Profile in the New Building Tugboat Project. The results obtained from the inventory cost research that the Lot for Lot method is 28%, the Economic Order Quantity method results in an inventory cost of 29% and the company method that is still being applied results in a high cost of 43%. The Lot for Lot method is more efficient by 15% than the existing method applied by the company.

Abstract

This study examines the evolution of ISIS regional affiliates and the growing importance of collaborative security governance in addressing transnational extremism in the digital era. Using a qualitative comparative case-study approach, the research draws on semi-structured interviews with fifteen academics, policymakers, governance experts, and security practitioners from various countries, supported by secondary data and reflexive thematic analysis. The findings reveal that ISIS has transformed from a territorially based movement into a decentralized digital network supported by groups such as ISIS-K, ISCAP, and Boko Haram. The use of online propaganda, digital recruitment, and cryptocurrency financing has strengthened cross-border radicalization and extremist resilience. The study also identifies fragmented governance, weak institutional coordination, and limited cyber-governance capacity as major challenges in countering adaptive extremism. This article argues that adaptive governance, intelligence sharing, and multi-stakeholder cooperation are essential for strengthening global resilience against contemporary extremist threats.

Abstract

This study examines the influence of policy and resources on public service performance through the mediating role of implementer attitude at the Gapura Surya Nusantara Passenger Terminal, Tanjung Perak Port, Surabaya. The research adopts a quantitative explanatory approach by integrating policy implementation theory and organizational resource perspectives to explain service performance dynamics within the maritime transportation sector. Data were collected from 400 passengers using structured questionnaires and analyzed through Partial Least Squares Structural Equation Modeling. The findings demonstrate that policy, resources, and implementer attitude satisfy the required standards of reliability and validity, confirming the robustness of the measurement model. Structural analysis reveals that policy and resources exert significant positive effects on both implementer attitude and public service performance. Implementer attitude also has a significant positive effect on performance outcomes. Mediation testing confirms that implementer attitude partially mediates the relationships between policy and performance as well as between resources and performance. The study highlights the importance of combining institutional arrangements with behavioral factors to improve service quality. These findings contribute to public administration literature by providing empirical evidence from the maritime public service context and offer practical implications for strengthening passenger service management.
