Abstract

Indonesia merupakan Negara kepulauan yang memiliki sebanyak 237 bandara sebagai salah satu akses penghubung dari kota ke kota. Di Kabupaten Jember sendiri memiliki bandara perintis yang hanya mempunyai panjang landasan pacu (runway) sepanjang 1.645 m dan hanya mampu didarati oleh pesawat kecil berjenis ATR 72 sehingga kurang memadai untuk akses dari kota menuju Kabupaten Jember. Oleh sebab itu Bandar Udara Notohadinegoro Jember perlu dilakukan perpanjangan pada landasan pacu (runway) agar mampu didarati pesawat berbadan besar sesuai pesawat rencana Boeing 747 – 400ER. Berdasarkan hasil analisa perhitungan menggunakan metode FAA (Federal Aviation Administration)di dapatkan hasil dimensi perkerasan lentur untuk pesawat rencana Boeing 747 – 400 ER untuk 20 tahun yang akan datang panjang runway 3.300 m dan lebar 45m dimana sebelumnya landasan pacu (runway) eksisting hanya 1.645m dan lebar 30m. Dan total tebal perkerasan adalah 99 cm, dengan subbase 56cm, base course 30cm dan surface 13cm.

Abstract

This study aims to establish a road development strategy in South Sumatra Province using a SWOT analysis approach. This research is located on the Road Network in South Sumatra Province, especially in Muara Enim Regency, while the time for this research is planned for 6 months, namely from July to December 2022. The population taken from this study are policymakers in the South Sumatra Province as the party in charge of developing the road network in Muara Enim Regency. In this study, the sampling technique used Non-probability Sampling with the Purposive Sampling method where the sampling technique has predetermined considerations for respondents with a total sample taken of 30 respondents. The results of the Internal Factor Evaluation (IFE) and External Factor Evaluation (EFE) analysis place the road network development program in South Sumatra Province in quadrant 1. Position in quadrant 1 means that the program has opportunities and strengths. The strategy that must be taken in these conditions is to support an aggressive growth policy or growth-oriented strategy by taking advantage of existing opportunities and the organization’s internal strengths.

Abstract

Waste management is a pressing issue in Probolinggo Regency and City, necessitating swift action to mitigate environmental impacts. The construction of the Probolinggo Regional Waste Landfill (TPA) aims to address this challenge through cross-regional sanitation services. Proper financing is crucial for successful infrastructure development, and this study compares government budget (APBN/APBD) and non-government (regional loans) financing schemes. Utilizing a quantitative approach with primary and secondary data, the analysis indicates the viability of both financing options. Government-sourced investment shows an NPV of Rp 431,148,007,790, IRR 40.55%, BCR 1.07, and a 3-year payback period. Meanwhile, non-government or regional loans exhibit an NPV of Rp 110,115,495,905, IRR 9.03%, BCR 1.3, and a 9-year payback period. The decision-making process, weighing financial and non-financial criteria, favors regional loans/loans as the preferred financing scheme for the Probolinggo TPASR project. This research emphasizes the importance of a well-selected financing scheme to ensure the success and sustainability of the Probolinggo Regional Waste Landfill infrastructure.

Abstract

The Supervisory Consultant is the party assigned by the project owner to realize the planned planning results according to the development of good settlement infrastructure facilities and utilities. The government, especially in the PRKP Division of East Java Province, collaborates with service providers, one of which is a supervisory consultant, in this case encouraging supervisory consultants to increase understanding of customer satisfaction. This research has several objectives, namely identifying variables of project management performance of PRKP activities in East Java Province; measuring the level of customer satisfaction from the project management performance of PRKP activities in East Java Province. The research stages taken in this study, namely Research background, Formulation of problems and research objectives, Literature study, Preliminary survey, Data collection, Data testing, Data analysis. The analysis method used is the customer satisfaction index method. The data is processed using the MS.Excel and SPSS programs. The results of the analysis with the customer satisfaction index show a CSI value of 63.55% which means satisfied. which is low and needs to be improved.

Abstract

Contractors involved in construction projects face the crucial challenge of effectively managing time to ensure the timely completion of the project as stipulated in the contract, if not earlier. Efficient time management not only facilitates adherence to contractual obligations but also transforms incurred costs into profitable outcomes, thereby preventing financial penalties associated with project delays. Consequently, the strategic implementation of acceleration efforts emerges as a pivotal solution to address and mitigate the complexities inherent in construction project timelines. The acceleration process is intricately tied to the identification and prioritization of critical activities within the project schedule. By employing a comprehensive approach that integrates both cost and time analyses, the Crashing method with additional modifications emerges as a valuable tool in this endeavor. The Crashing method involves a strategic acceleration of critical activities, coupled with a meticulous calculation of the additional costs incurred due to the acceleration process. A compelling case study that exemplifies the efficacy of the Crashing method and its supplementary measure of alternative overtime work is evident in the Tanjung Uncang Pier construction project in Batam City. Through the meticulous application of the Crashing method and the incorporation of alternative overtime work, the project's completion timeline was successfully curtailed from the originally delayed schedule of 257 calendar days to a more expedited 244 calendar days.

Abstract

The economic slowdown due to the pandemic has negatively affected various sectors in Indonesia, including the real estate sector. Meanwhile, Java Island is still the center of the economy in Indonesia. This contrasts the conditions of regions outside Java, which are still experiencing development gaps. Despite being a minor contributor to GDP, areas outside Java, such as Maluku and Papua, have experienced rapid economic growth. This proves that, outside Java, there is still significant potential for growth and investment, although it is inevitable that it will face unique challenges and obstacles in the future. Some of the factors that cause this to happen are the lack of supporting infrastructure such as roads, limited skilled human resources, and connectivity and transportation mobilization in the area. Excellent and appropriate connectivity and mobilization are needed to support economic growth in an area. One option for mobilization tools for archipelagic countries like Indonesia is sea transportation. In meeting the needs of the property and real estate sector, sea transportation is one of the options of choice. Excellent and proper connectivity and mobilization can be a factor that supports economic growth as well as the real estate sector outside Java. In the real estate sector, maritime transportation is essential in the timely distribution of quality building materials and construction equipment to development sites. There is undoubtedly a link between marine transportation and property/real estate in Indonesia. The research method used in this study is a significant correlation analysis, namely Pearson Product Moment, to determine the relationship between two variables, namely Domestic Sea Transportation and Real Estate Sector GRDP. The results of the correlation data test in this study show that the Domestic Sea Transportation variable is positively correlated with the Real Estate GRDP variable. Indicated by the correlation coefficient value for each sea transportation variable of domestic ship visits (units) = 0.331, domestic ship visits (GT) = 0.504, the flow of Non-Crate and Container goods (unloading) = 0.251, the flow of Non-Crate and Container goods (loading) = 0.447. It can be interpreted that there is a positive relationship between the four sea transportation variables and Real Estate GRDP.

Abstract

Karangagung Fishing Port (PPI) in the coastal area of Tuban Regency, Palang District is known as the fisheries base in Tuban Regency, even most of the fish production from the Karangagung PPI fishing port has been marketed to all regions in East Java province. The sustainability of the development of an infrastructure project is very important to consider in the development of infrastructure in the maritime sector, especially the fisheries sector. This research will produce an investment analysis on the development of the Karangagung Fishing Port (PPI) infrastructure project which is expected to increase the productivity of the fisheries sector in the area. The investment analysis method used includes the calculation of Net Present Value (NPV), Internal Rate of Return (IRR), and Benefit Cost Ratio (BCR) with the analysis results of NPV value of 6,648,460,488.00, IRR 6.21% and BCR 1.0178 with an investment period of 25 years. From the results of the investment analysis that has been carried out, the NPV value is positive. then the IRR value or the rate of return on an investment with a value greater than the discount factor plan and the benefit value or BCR is more than 1 and the payback period in year 25 is the same as the investment period of 25 years. So, the feasibility of investment is still said to be feasible to use for handling the work of the Karangagaung Tuban Fishing Port Development.

Abstract

Construction management is a crucial aspect in the governance of building construction project partnerships. The complexity and challenges in building construction projects, such as multi-stakeholder involvement, uncertainty, and time and cost pressures, signal the importance of the construction management role. Good partnership governance can help address these challenges by improving transparency, accountability, and communication between parties. This study aims to find a partnership management model in determining the best vendors in the implementation of the Biosafety Level (BSL) 2 Building Construction project and describe the proposed partnership management model in determining the best vendors in the implementation of the BSL 2 Building Construction project. This research is a research on dynamic system methods through the development of simulation models with the help of Powersim studio 10 software. The research was carried out at PT. Nella Putri Banjaran KSO PT. Bettindo Bintang Perkasa. Data were collected through field studies and literature studies. The results of the study show a significant trend of increasing delays in the supply of raw materials and project costs, it can be concluded that there are fundamental problems in project management. Persistent delays in the supply of raw materials indicate obstacles in project planning, implementation, or supervision. Solid partnerships between the various parties involved in the project, such as project owners, contractors, consultants, and subcontractors, can be key in addressing these issues. The partnership management model in determining the vendor for the implementation of the BSL 2 building construction project by reducing the average delay in the supply of project raw materials, improving project time management, reducing the average increase in project costs by improving project cost management. Through long-term agreements, joint planning, and effective monitoring mechanisms, supply delays can be minimized.

Abstract

Jalan dan Jembatan merupakan salah satu infrastruktur pada sistem transportasi yang berfungsi melayani distribusi barang dan orang. Apabila mencermati angka pertumbuhan lalu lintas di Kota Tanjung Redeb yang semakin tinggi dari tahun ketahun diperkirakan kapasitas lahan tidak akan mampu lagi menerima volume lalu lintas sehingga terjadi kemacetan yang semakin parah. Untuk itu perlu dilakukan pembangunan jembatan baru, dimana lokasi jembatan ini dapat mengurangi dan memecahhkan bertumpuknya jaringan jalan pada satu zona saja. Tahap awal dari penelitian ini adalah mengumpulkan data sekunder berupa data jumlah pertambahan penduduk di kabupaten Berau, jumlah pertambahan kendaraan lalul lintas di kabupaten Berau, tata guna lahan dan rencana tata ruang dikawasan kecamatan Berau, kecamatan Sambaliung dan kecamatan Gunung Tabur, dan data jaringan jalan. Data tersebut di pergunakan untuk menentukan wilayah kajian atau daerah dampak, membangun model jaringan jalan serta menentukan langkah kerja lebih lanjut dalam rangka survai-survai lalu lintas primer. Untuk dapat mengetahui dan memahami permasalahan transportasi dan lalu lintas pada daerah penelitian, pada tahap lanjutan, akan melakukan analisis kinerja jaringan jalan. Analisis kinerja jaringan yang di lakukan terdiri atas analisis kinerja ruas jalan. Oleh karena itu dalam analisis kinerja jaringan eksisting ini, parameter yang di gunakan antara lain adalah volume kapasitas (V\C ratio). Sesuai dengan analisa yang telah dilakukan pada masing masing alternatif penempatan jembatan, didapatkan hasil sebagai berikut: kondisi eksisting derajat kejenuhan yang mengalami penurunanpaling besar yaitu pada ruas zona 5 ke zona 1; Kondisi jembatan dilokasi 1, derajat kejenuhan yang mengalami penurunan merata pada semua ruas jalan, hal ini terjadi karena adanya pergerakan lalu lintas dari semua zona lebih merata dan dari zona 5 ke zona 1 pergerakan lalu lintas sama dengan ruas jalan lain; Kondisi jembatan dilokasi 2, derajat kejenuhan yang mengalami penurunan merata pada semua ruas jalan, hal ini terjadi karena adanya pergerakan lalu lintas dari semua zona lebih merata dan dari zona 5 ke zona 1 pergerakan lalu lintas sama dengan ruas jalan lain, kondisi kemacetan masih tertumpuk pada zona 1; Kondisi jembatan dilokasi 3, derajat kejenuhan yang mengalami penurunan merata pada semua ruas jalan, hal ini terjadi karena adanya pergerakan lalu lintas dari semua zona lebih merata dan dari zona 5 ke zona 1 pergerakan lalu lintas sama dengan ruas jalan lain, terjadinya kemacetan tertumpuk pada lokasi Zona 2; Kesimpulan akhir dari alternatif penempatan lokasi jembatan, maka alternatif 1, memberikan pilihan yang terbaik.

Abstract

Batam Development Authority has initiated the construction of a new Water Treatment Plant (WTP) at the Duriangkang Reservoir with a production capacity of 500 liters per second. The project aims to address the increasing demand for clean water driven by rapid population growth, urban expansion, and industrial development. However, the project has experienced implementation delays, prompting the need to identify the main contributing factors, determine the most dominant factor, and propose solutions to mitigate future delays. Using a mixed-methods approach, this study combines qualitative and quantitative analysis through a descriptive–analytical survey method. Data were collected using questionnaires distributed to project stakeholders, including the project owner, supervising consultants, contractors, and relevant government agencies. The findings indicate that financial constraints are the most dominant factor influencing project delays, with a T-Statistic of 3.256 and a P-Value of 0.001. Other important factors include managerial issues, material shortages, and labor availability, while equipment availability is found to have no significant impact. Statistical analysis using SmartPLS 4 confirms the reliability and validity of the constructs, with financial, material, and managerial aspects playing a particularly important role in project implementation. This study provides a theoretical contribution to the body of knowledge on construction project management and offers practical insights for government institutions and stakeholders in mitigating delays in future infrastructure projects.
