Abstract

The Indonesia-Korea Comprehensive Economic Partnership Agreement (IK-CEPA) represents a strategic move to enhance bilateral economic relations and maximize the potential of both countries. This study employs qualitative analysis and literature review methods to assess the strategic impacts of IK-CEPA, focusing on diplomatic, regional, and economic aspects. Diplomatically, IK-CEPA strengthens bilateral ties with South Korea, reflecting a positive shift in South Korea's view of Indonesia as a strategic partner. Regionally, the agreement contributes to strengthening economic cooperation and improving Indonesia's competitiveness in the global market. Economically, IK-CEPA has significant effects on bilateral trade and capital flows by reducing tariff barriers and creating new investment opportunities, particularly in sectors such as automotive and renewable energy. Major challenges include limited information and financial access for SMEs, while opportunities involve increased exports, digitization of SMEs, and utilization of advanced technology. The study concludes that IK-CEPA offers substantial benefits for Indonesia's economy by enhancing the country's position in the international market and driving domestic economic growth.

Abstract

Kawasan pesisir Desa Sungsang Empat di Kabupaten Banyuasin memiliki kekayaan alam dan budaya strategis yang belum dimanfaatkan secara maksimal untuk pariwisata berkelanjutan. Permasalahan mendasar di desa ini mencakup tingginya ketergantungan warga pada aktivitas perikanan tangkap, minimnya pengetahuan tentang pengelolaan pariwisata, vakumnya kelompok sadar wisata, serta belum tersedianya infrastruktur sosial dan modul edukasi berbasis kearifan lokal. Tujuan kegiatan pengabdian kepada masyarakat ini adalah mengembangkan kapasitas warga dalam mengelola potensi desa menjadi kawasan wisata yang mandiri. Metode pelaksanaan menerapkan pendekatan partisipatif dan edukatif yang berlangsung selama enam bulan melalui empat tahapan utama, yaitu sosialisasi pemahaman wisata, pendampingan penguatan kelembagaan, pelatihan serta simulasi praktik layanan wisata yang mencakup penyelesaian konflik, dan diakhiri dengan tahapan evaluasi. Hasil dari rangkaian kegiatan ini meliputi peningkatan pemahaman masyarakat, terbentuknya kembali kepengurusan kelompok penggerak wisata, penyusunan dokumen panduan operasional standar, pembuatan fasilitas promosi digital, rancangan arah pengembangan pariwisata desa, serta penyusunan naskah publikasi untuk jurnal ilmiah nasional terakreditasi. Sebagai kesimpulan, program pemberdayaan ini berhasil meletakkan landasan pengelolaan pariwisata pesisir yang inklusif untuk mendukung peningkatan taraf kesejahteraan ekonomi warga, memperkuat ikatan sosial budaya, dan menjaga kelestarian ekosistem lingkungan secara berkelanjutan.

Abstract

The U.S. CHIPS and Science Act, enacted in 2022, represents a pivotal intervention in global semiconductor politics, designed to reshape the distribution of technological capabilities and constrain China's strategic trajectory. While existing studies have examined this rivalry primarily through the lenses of industrial policy or bilateral trade competition, few have analysed China's responses as deliberate attempts to contest structural power within the global political economy. This article addresses two questions: What are China's strategic responses to the CHIPS and Science Act, and what are the broader implications for the global political economy? Drawing on an integrated framework that synthesizes Robert Gilpin's International Political Economy approach and Susan Strange's concept of structural power, the study employs qualitative case study methodology. Gilpin explains why states treat semiconductor access as a matter of strategic priority, while Strange's four structures, namely security, production, finance, and knowledge, explain how power is exercised through the frameworks governing technological exchange and governance. Findings reveal that China has mobilized state-backed semiconductor funding, expanded research and development capacity, imposed critical mineral export restrictions, deepened BRICS partnerships, and extended the Digital Silk Road, accelerating supply chain disruption, technology standard fragmentation, and the formation of competing technological blocs. The article contributes to the literature by integrating Gilpin's concept of relative gains with Strange's notion of structural power to explain China's responses to the CHIPS and Science Act and their implications for the global political economy.
