Abstract

This study aims to analyse the level of awareness and application of the Electronic Information and Transactions Law (commonly referred to as the ITE Law) and digital ethics among senior high school students. Employing a qualitative approach with a descriptive research design, the study seeks to gain a comprehensive understanding of how the ITE Law is implemented and how ethical awareness is fostered in students’ use of social media. This methodological approach was selected to obtain a holistic and in-depth portrayal of students’ attitudes, comprehension, and behaviours concerning social media regulations and digital conduct. The research subjects consist of students and teachers from a senior high school in Palangka Raya, while the object of the study is the application of the ITE Law within the context of cultivating responsible digital behaviour in the school environment. Data collection techniques included in-depth interviews with selected teachers and students, observations of student activities both inside and outside the classroom, and document analysis of relevant materials such as school regulations and socialisation resources related to the ITE Law, particularly those used during school orientation programmes (Introduction to School Environment Program) and guidance counselling sessions. The research instruments comprised interview protocols, observation sheets, and documentation checklists. The data were analysed qualitatively using the interactive model proposed by Miles and Huberman, which encompasses three key stages: data reduction, data display, and conclusion drawing and verification. Through this analytical process, the researcher sought to identify patterns, themes, and meanings within the collected data, which were subsequently presented in the form of descriptive narratives. This approach enabled an exploration of the complex and context-specific social realities surrounding students’ legal awareness and ethical considerations in the use of social media.

Abstract

This study aims to analyze the implementation of SIPD to improve the quality of regional development planning in Jembrana Regency. Since the enactment of Permendagri Number 70 of 2019, the Jembrana Regency Government has faced several obstacles in using SIPD to support the preparation of regional development planning documents, including limited resources, the absence of standard implementation procedures in the region, and low human resource capacity which results in suboptimal data input and implementation of the planning process flow in SIPD. This study used a descriptive qualitative approach, using data from interviews, observations, and documentation studies. The results of the study indicate that the implementation of the SIPD policy in Jembrana Regency has not been optimal in several dimensions that still face obstacles, namely aspects of implementer competence and capability, aspects of resource support, aspects of strategies applied, and aspects of implementer compliance and responsiveness in implementing SIPD. The less than optimal implementation of this policy is caused by several inhibiting factors, including the low capacity of implementers in terms of both quantity and quality, the unfulfilled standards for the number of human resources, the capacity of the system network support, and the availability of budget, the weak coordination strategy used, and the lack of compliance and responsiveness of policy implementers both in Bappeda and in each Regional Apparatus. Bappeda needs to focus on strengthening the capacity of implementers through technical training, socialization, mentoring, and the preparation of clear standard procedures to facilitate monitoring and evaluation. In addition, coordination in the form of FGDs and socialization with OPDs, DPRD, and the community needs to be carried out at every stage of the planning process so that there is no conflict of interest and resistance to SIPD policies in the future. Bappeda can also innovate in the form of planning clinics to facilitate the Regional Apparatus in consulting regarding SIPD planning and implementation. The Ministry of Home Affairs must also ensure network infrastructure support so that this system does not experience problems when accessed simultaneously.

Abstract

Ambon City is one of the cities with a relatively high flood disaster intensity. This study aims to analyze the factors that cause flooding and determine the vulnerability of flooding. The method is based on a geographic information system (GIS) by integrating secondary and primary data. Parameters analyzed include elevation, rainfall, slope, soil type, and land use. Study results show that the factors causing flooding in Ambon City include relatively high-intensity rains, land use patterns dominated by mixed gardens, slopes in lowland areas, low elevations, and soil types easily inundated with water. The flood hazard zone is divided into three classes, namely high, medium, and low hazard zones. Areas with high vulnerability are 2,251.3 ha (6.99%) of the total area of the study area. For this reason, the community and the Ambon City government need to pay attention to this area in dealing with flood disasters.

Abstract

In the era of digitalization, transparency and accountability in public budget management are the main demands in realizing good governance. The Palangka Raya City Government seeks to improve the effectiveness and efficiency of budget governance by implementing a website-based information system. This system aims to facilitate access to financial information, increase public participation, and minimize the potential for budget abuse. This research uses an empirical juridical approach to evaluate the effectiveness of SIMTEPRA in improving transparency and accountability of budget management in Palangka Raya City. Data were collected through interviews, direct observation and literature review, and analyzed descriptively-qualitatively to link existing regulations with field findings and identify implementation constraints and opportunities. With this system, it is expected that public budget management can be more transparent, accountable, and responsive to community needs. However, the successful implementation of this information system is highly dependent on supporting regulations, the readiness of human resources, and adequate technological infrastructure. Therefore, further studies are needed to assess the extent to which this system has been effective in supporting the principles of good governance in Palangka Raya City. The results of this study have implications for strengthening budget digitization regulations, increasing human resource capacity, building IT infrastructure, and optimizing e-government to support transparency, accountability, and data-based policies

Abstract

The development of technology is increasingly rapid, so tourism business managers must keep up with existing technological developments. Social media, especially Instagram, is one of the most widely used platforms in the world, especially for Generation Z. However, some respondents use Instagram for information and entertainment and there is a problem that the information obtained is sometimes not in accordance with reality, especially tourist information. This shows that there is still a lack of credible influencer filtering used in disseminating information about a product or place. This study aims to examine the differences in the interests of Generation Z in assessing the credibility of influencers as a source of tourism information to Bali. In the study, the researcher used a quantitative approach with data analysis used, namely the Multivariate of Variance Test (MANOVA). The number of samples used was 110 respondents per type of tourist. The sampling technique is non-probability sampling with a purposive sampling approach. The results of the study revealed that both domestic and foreign tourist groups judged influencers by their attractiveness to create a feeling of trust in the content disseminated. Meanwhile, for the gender group, they have the same perspective in assessing the credibility of an influencer.
