Abstract

The use of a single Emergency Call Number 112 which is used as a call center method to report emergencies that occur in the city of Bandung is still less effective. This is based on the fact that there are still many prank calls and ghost calls coming to NTPD 112. This research aims to determine the effectiveness of the Bandung Command Center NTPD 112 service program in emergency calls in Bandung City. Where this research applies effectiveness theory based on the views of M Ricard Steers (1985: 8) who believes that measuring effectiveness can be done through 4 (four) barometers: organizational characteristics, environmental characteristics, worker characteristics, policy characteristics and management practices. The method applied in this research is descriptive with a qualitative approach. Based on the research results, it can be concluded that the Bandung Command Center NTPD 112 service program which is linked to four criteria, namely organizational characteristics, environment, workers and characteristics of management policies and practices, is considered not fully effective. The main problems include double jobs in the Dispatcher division, poor coordination with agencies, low performance ties, the lack of achievement of strategic goals and a lack of innovation which resulted in the number of invalid calls in 2024 for the January-July period being 12,129 incoming calls. Abstract

The Human Resources PT Kereta Api Indonesia (Persero) is a very crucial part of handling documents because it stores all employee and pension data archives, and oversees the Document Unit which manages all inactive archives from all work sections. Archives are the most important and basic thing that needs to be considered in all types of administrative and management activities in an organization because archives are information data stored about everything we do in our daily routine. However, the management of archives for the inactive archives of the HR still uses conventional archives where there is no archive backup in electronic form. This is classified as not effective and efficient if done in the present, and there is a risk of damage to the archive or loss of the archive due to forgetting to archive it. Judging from the archival situation for inactive archives that occurred here, the solution that was deemed appropriate was to design and create an electronic archive information system for inactive archives. This electronic archive uses Microsoft Access tools because its use is easy and quite familiar to use in offices that implement the Windows operating system.

Abstract

This study focuses on how digital technology and culture mutually influence each other in shaping patterns of political participation in contemporary society. It is grounded in the reality that changes in the political landscape today are determined not only by developments in information technology but also by how local culture responds to and shapes the use of such technology. Using a qualitative approach through literature review, this research examines the dynamics of information technology development especially digital media in transforming political behavior and highlights the crucial role of cultural values and social norms in this process. The literature analyzed includes topics related to digital activism, the role of social media in political movements, and the responses of different social groups to technology adoption. The findings indicate that digital media has great potential to expand political participation space. However, this impact is not universal; it heavily depends on the surrounding social and cultural contexts. While technology enables more open and rapid political communication, factors such as digital access disparities and cultural diversity may limit the effectiveness of such participation. This study enriches the understanding of the interaction between digital media and local culture in political contexts and provides insight into how technology acts not just as a tool but also as a space shaped by and shaping the political cultural meanings of contemporary society.

Abstract

This article examines the controversy surrounding press freedom in Asia, focusing on the influence of social media on the democratization of information in Asian countries. Press freedom in Asia faces significant challenges from both political pressure and government control over traditional media. In the digital age, social media has become the primary platform for information sharing; however, it also presents new challenges related to the spread of inaccurate information and restrictions on freedom of expression. This study employs a literature review method to analyze relevant works concerning the relationship between social media, press freedom, and the democratization of information across various Asian countries. The findings indicate that while social media has the potential to expand democratic space, its impact on press freedom is heavily influenced by government policies and local socio-political conditions. In some countries, social media is used to advocate for free speech and amplify opposition voices, whereas in others, it serves as a government tool to limit the flow of information deemed harmful. The article further highlights the challenges Asian countries face in balancing information freedom and social media regulation to prevent misinformation. The study concludes that social media plays a crucial role in advancing press freedom, but its success depends on wise management and appropriate regulation.
