Abstract

The design and implementation of a web-based administrative information system for Subbagian Tata Usaha at Pusat Pertahanan Siber (Pushansiber), Ministry of Defense, Indonesia, addressed critical inefficiencies in manual Excel and paper-based processes causing data redundancy, workflow delays, and limited real-time access. Using Rapid Application Development (RAD) methodology, this research developed an integrated system with innovative features for high-security defense environments: five-tier Role-Based Access Control (RBAC), Server-Sent Events (SSE) for real-time notifications, automated leave quota validation, and competency mapping algorithms with gap analysis. This work contributes a validated framework for administrative digitalization in high-security defense environments by integrating five administrative workflows into a unified platform with RBAC, real-time SSE notifications, and comprehensive audit logging addressing the literature gap where existing studies overlooked security-sensitive requirements in government contexts. Black Box testing with 20 scenarios validated functionalities, demonstrating quantifiable improvements: leave approval time reduced 85% (3-5 days to 4 hours), personnel data retrieval improved from 15-20 minutes to 30 seconds, missed tasks decreased from 20% to below 5%, announcement delivery achieved 97%, and data entry errors reduced to below 2%. This research establishes a replicable model for defense administrative transformation, contributing empirical evidence to public sector digital transformation literature.

Abstract

Reporting plays a vital role in documenting work results, evaluating performance, and supporting data-driven decision-making through the presentation of clear, systematic, and well-organised information. However, the reporting process within the Pusat Data dan Informasi (Pusdatin) of the Kementerian Pertahanan, particularly in the Division of Pengamanan Sistem Informasi dan Persandian (Pamsisinfosan), was still conducted conventionally using paper-based forms, resulting in scattered archives, inefficient data storage, and delays in accessing activity records. This study introduces a web-based digital reporting platform that transforms conventional activity reporting into an integrated digital system equipped with activity recording, employee data management, scheduling features, and centralized data storage. The research adopted the Rapid Application Development (RAD) approach, consisting of requirement analysis, system design, construction, and implementation stages. The system was developed using the Laravel framework with database migration, authentication management, and a responsive interface built using Tailwind CSS. The results show that the proposed system simplifies activity reporting, improves data organization, and facilitates faster access to reports and schedules for operational personnel. Practically, the system supports more efficient administrative management by replacing manual forms with structured digital records that are easier to manage and retrieve. In conclusion, the implementation of a web-based reporting system using the RAD approach enhances administrative efficiency and supports daily operational activities within the Pamsisinfosan Division of Pusdatin, Kementerian Pertahanan.

Abstract

Background: Hypertension remains a major public health problem that requires improved patient knowledge and consistent blood pressure monitoring. Digital applications offer opportunities to support information management and hypertension control at the community level.Aim: This program aimed to empower community health cadres in information management and hypertension control through the use of a digital application.Methods: The community service program involved 16 cadres and were conducted through health education (lectures and discussions) and hands-on training on digital application use. Knowledge was measured using a 10-item multiple-choice questionnaire (maximum score 100). Skills were assessed using an observation checklist. The intervention lasted one month.Results: The average knowledge score increased from 70 (pre-test) to 93 (post-test), representing a mean increase of 23 points. Cadres also demonstrated improved skills in operating the digital application.Conclusion: Cadre empowerment through education and digital application training successfully improved their knowledge and skills in hypertension information management and control. This program supports the strengthening of community-based hypertension prevention efforts.

Abstract

This study aims to find out and analyze the position of the buzzer who spreads hoaxes in the perspective of positive law. As well as knowing and analyzing criminal responsibility for spreading fake news by buzzers. This research is a type of normative research. So it can be seen that the threat of punishment that haunted the buzzers spreading hoaxes in the 2019 elections in the Criminal Code is regulated in several articles. The articles in question are Articles 137, 207, 208 paragraph 1, and Article 310 paragraphs 1 and 2. And for stakeholders who order such action from the buzzers, they are threatened with punishment as stipulated in Article 55 paragraph 1 and Article 56 paragraph 1 and 2.

Abstract

This study aims to determine the influence of transparency and the use of information technology on the quality of financial reports, as well as the role of HR competency as a moderating variable. This study was conducted at the Zakat Management Organization in Makassar City. The study used a quantitative approach with a causal comparative method. Data were collected through questionnaires from 32 respondents selected using purposive sampling techniques. Data analysis was carried out using multiple linear regression and the Moderated Regression Analysis (MRA) test using the absolute difference value approach. The results of the study indicate that transparency and utilization of information technology have a positive and significant effect on the quality of financial reports, HR competency moderates the effect of transparency on the quality of financial reports, and HR competency does not moderate the effect between the utilization of information technology on the quality of financial reports. The implications of this study underline the importance of transparency and utilization of information technology in improving the quality of financial reports so that it can increase public trust in zakat management organizations.

Abstract

The Regional Government Information System (SIPD) is an integrated electronic platform designed to support local governments in managing and disseminating information on regional development, public finance and other administrative functions. In the Yapen Islands Regency, SIPD is expected to strengthen transparency, accountability, and efficiency as part of the national goals to advance governance practices. However, the implementation of SIPD in the regency has not yet reached its optimal performance, as various technical and organizational challenges persist. This study aims to analyze the meaning and dynamics of SIPD policy implementation within the context of the Yapen Islands Regency; using the Van Meter and Van Horn model as an analytical lens with descriptive qualitative method. This model provides more comprehensive understanding of implementation processes through six interrelated dimensions: policy standards, resources, communication, implementing attitudes, organizational characteristics, and external conditions. The finding indicate that the SIPD policy implementation has been implemented but is still constrained. However, several obstacles remain, particularly unstable internet connectivity, limited technical capacity, and delay in system synchronization. These challenges are mitigated by strong local organizational culture, assertive communications among implementers, and effective cross-agency collaboration. This study supports policy-making institutions in designing SIPD, thereby enabling comprehensive development of SIPD within the public sector; considers policy standards and objectives, formulates more contextual and realistic guidelines, strengthens vertical coordination mechanisms, and facilitates more rapid technical support.

Abstract

Indonesia faces significant challenges regarding energy consumption in the building sector, which continues to rise alongside urbanization and economic growth. Energy use in commercial buildings, particularly office and educational facilities, significantly contributes to the national total energy consumption, with HVAC (Heating, Ventilation, and Air Conditioning) systems being a major component of building energy consumption. By modeling HVAC systems, natural lighting, and thermal insulation, Building Information Modeling (BIM) can help optimize energy usage and reduce operational costs in buildings. However, despite the proven benefits of BIM in energy analysis and thermal comfort, challenges remain in its implementation. Many construction projects still rely on traditional methods that are less effective in integrating data and analysis. Additionally, a lack of understanding about BIM usage among construction professionals also hinders the achievement of optimal energy efficiency.

Abstract

Proyek Pembangunan Kampus UIN Maulana Malik Ibrahim Malang dengan menggunakan software Building Information Modelling (BIM). Software ini diupayakan untuk meningkatkan efisiensi dalam hal kebutuhan tenaga kerja, waktu, dan biaya. Sistem informasi ini memiliki potensi mengubah struktur, budaya, politik, dan pola kerja organisasi, sering kali muncul hambatan dalam proses penerapan software. Building Information Modelling (BIM) merupakan pendekatan sistematis dalam proses perencanaan, desain, konstruksi, dan pengelolaan bangunan atau infrastruktur. BIM menggunakan model digital yang terintegrasi dan komprehensif untuk menggambarkan semua aspek dari proyek, termasuk geometri, fungsi, informasi geografis, dan data lainnya. Building Information Modelling berperan dalam perencanaan operasional, fabrikasi digital, manajemen dan perencanaan, pemodelan as-built, analisis konstruksi, manajemen fasilitas, pemeliharaan dan rencana rekonstruksi, manajemen ruang, serta manajemen krisis. Dimensi Building Information Modelling antara lain : BIM 2D, BIM 3D, BIM 4D, BIM 5D, BIM 6D, BIM 7D, BIM 8D dan BIM 10D. Beberapa jenis LOD yang biasanya digunakan dalam industri konstruksi antara lain : peningkatan konsistensi Level of Development (LOD), optimalisasi penggunaan BIM 4D dan 5D, penguatan kolaborasi antar tim, pengembangan kompetensi tim, dan evaluasi rutin dan pembelajaran berkelanjutan. Beberapa jenis LOD yang biasanya digunakan dalam industri konstruksi antara lain : LOD 100, LOD 200, LOD 300, LOD 400, dan LOD 500. BIM dapat digunakan untuk penjadwalan Autodesk Naviswork dan untuk clash detection yang berfungsi untuk mengetahui element model revit yang mengalami overlapping atau yang saling tumpeng tindih.

Abstract

Revenge porn is a type of cyber crime (Cybercrime), the term revenge porn is the act of spreading someone's intimate content without permission, to humiliate or take revenge. The problems in this research are the provisions for revoking the right to use electronic communications for perpetrators of information and electronic transaction crimes in Article 10 of the Criminal Code and Law No. 19 of 2016 and what are the criminal sanctions for perpetrators of information and electronic crimes according to Law No. 1 in 2024 based on study decision number 71/Pid.Sus/2023/PN PDL. The research method used in this thesis is descriptive analytical. Results of research on Case Number 71/Pid.Sus/2023/PN Pdl related to the crime of Information and Electronic Transactions (ITE) which violates Article 27 paragraph (1) in conjunction with Article 45 paragraph (1) of the ITE Law. As well as the panel of judges who impose the main and additional penalties. This research discusses the judge's approach in imposing additional penalties that do not comply with statutory regulations. This decision creates a new legal precedent (judge-made law) by expanding the scope of the Criminal Code in the context of cyber crimes
