Abstract

Digital transformation of government has become a strategic agenda in efforts to improve the quality of governance and public services in Indonesia. Although infrastructure development and information technology utilization show positive trends, the implementation of digital government still faces structural challenges, particularly limitations in digital human resource capacity, fragmentation of inter-agency systems, and increasing cybersecurity risks. This study aims to map information technology service capabilities and analyze their relevance as enablers of good governance in the context of Government Technology (GovTech) implementation in Indonesia. The study uses a qualitative approach with a literature review method of national policies, international agency reports, and relevant scientific publications. The results of the study show that the limitations of internal bureaucratic capacity make cooperation between the government and the private sector within the framework of Public Private Partnership (PPP) a crucial strategy. The development of the national information technology service ecosystem, particularly in managed services, cloud computing, system integration, and cybersecurity, provides structural support for strengthening digital government. Information technology service capabilities contribute significantly to improving administrative efficiency, system interoperability, data management transparency, and public service quality. This study confirms that information technology services are not merely supporting instruments, but rather strategic components in realizing adaptive, collaborative, and sustainable digital governance.

Abstract

Education is a national development priority that is a strategic element in promoting the adoption of modern technology and sustainable growth, as reflected in National Long-Term Development Plan (RPJPN) 2025–2045 and the fourth Sustainable Development Goal (SDG). However, educational inequality in Papua and West Papua remains a serious challenge in terms of equitable access to quality education. This study aims to evaluate the impact of digital development on educational inequality in these two provinces. Secondary data from the Central Statistics Agency (BPS-Statistics) and the Directorate General of Fiscal Balance (DJPK) were analyzed using the Spatial Error Model (SEM) to examine the influence of Information and Communication Technology (ICT) on the Education Gini Coefficient (EGC). The results show that variables such as internet access for people aged 7-18 years, the Community Literacy Development Index (IPLM), Mean Years of School (MYS), and regional education budgets play a significant role in reducing educational inequality. These findings confirm that digital development plays a strategic role in creating an inclusive and equitable education system. This research is expected to serve as a basis for formulating adaptive technology-based education policies to overcome educational inequality in Papua Island.

Abstract

The rapid development of digital technology has driven an increase in public activities and interactions in cyberspace, which in turn has given rise to various forms of digital disputes with increasingly complex characteristics. The Electronic Information and Transactions Law (UU ITE) serves as the primary legal instrument for regulating and resolving digital legal issues in Indonesia; however, its implementation continues to face various challenges. This study aims to analyze the implementation of UU ITE in handling digital disputes by linking normative legal provisions to empirical realities in society. The study employs a mixed-methods approach with an explanatory sequential design, integrating normative juridical analysis of UU ITE provisions with empirical data collected through quantitative and qualitative methods. Quantitative data were obtained through structured questionnaires administered to 180 respondents, while qualitative data were collected through in-depth interviews with three key informants in 2025. The findings indicate that, normatively, UU ITE has provided an adequate legal foundation for handling digital disputes; however, in practice, gaps persist between legal norms and implementation, particularly in multiple interpretations of provisions, electronic evidence, and coordination among law enforcement institutions. These findings emphasize that the effectiveness of UU ITE implementation is determined not only by the substance of the regulation but also by implementative capacity and adaptation to the dynamics of digital technology. This study contributes theoretically to the development of cyber law scholarship. It offers practical contributions to policymakers and law enforcement authorities to strengthen Indonesia's digital dispute resolution system, making it more adaptive, effective, and just.

Abstract

The study, An Appraisal of Effectiveness of Integrated Payroll and Personnel Information System (IPPIS) In Eliminating Ghost Workers in Nigerian Public Service. The ghost worker’s syndrome has been worrisome situation across all tiers of government and has led to government spending billions of naira accounting for the money being syphoned through payment of non-existing employees. Therefore, this study examines the effects of ghost workers’ syndrome and how the instrumentality of integrated payroll and personnel information system (IPPIS) could address the menace in the public service. Its specific objectives were to determine the impacts of ghost workers’ fraud on irregular payment of salaries in the Nigerian public service, to understand the effectiveness of integrated payroll and personnel information system (IPPIS) in eliminating ghost workers in Nigerian public service. The data were analyzed using frequency counts and percentages, and Data generated from both Primary and Secondary Sources. The study adopted New Public Management Theory as its Theoretical Framework. The findings show that there is a significant relationship between ghost workers, fraud and irregular payment of salaries in Nigeria public service. The recommendations are to use biometric technology, the use of BVN and also punishing the perpetrators of the act. This study intends to provide explanation to the effectiveness of Bank Verification Number (BVN) in detecting and eliminating ghost workers in the Nigerian public service by appraising the Integrated Payroll and Personnel Information System (IPPIS).

Abstract

The aim of this study was to examine the effectiveness of information gap activities to improve students’ reading skills especially skimming and scanning. This study was conducted at the second grade students of SMAN 1 Woja. It was an experimental research using quasi-experimental design with pre-test and post-test design which were given to the experimental and control group as the participants. The experimental group was XI MIPA 1 which was taught using information gap activities about analytical exposition text, while, the control group was XI MIPA 2 which was taught without using information gap. The result of this study shows that information gap activities has an effect to increase students’ reading skills with the mean score obtained by the experimental group 69.35 which was greater than the control group which was 62.5. The t-test result indicated that the alternative hypothesis (Ha) was accepted and the null hypothesis (H0) was rejected in which at significance 5% t-test was greater that t-table (to > tt) which was 3 > 1.996 and at significance 1% to > tt which was 3 > 2.652. It means that there is significant effect of information gap activities to improve students’ reading skills. The observation data gained in this research shows that information gap activities provide a cooperative learning environment, help students to remember the information in the text easily, create fun learning atmosphere, and increase vocabulary mastery. The result proved that information gap activities can be the alternative strategy to increase reading skills. Keywords: reading skills, information gap activities, skimming, scanning.

Abstract

Purpose: This study investigates the intricate drivers of purchase intention in the competitive Indonesian cosmetics market, focusing on Scarlett Whitening products. We examine how halal labeling, perceived information quality, and endorser credibility influence purchase intention, with brand trust acting as a crucial mediating variable. Method/approach: Employing a quantitative approach with Partial Least Squares Structural Equation Modeling (PLS-SEM), data were collected from 115 Scarlett Whitening product users in Kefamenanu City, Indonesia, using purposive sampling. Cross-sectional survey design with self-administered questionnaires was utilized, and data analysis was conducted using SmartPLS 4.0 with 5,000 bootstrap resamples. Findings: Results reveal that halal labeling (β = 0.334, p < 0.001) and perceived information quality (β = 0.139, p < 0.05) significantly and positively influence purchase intention. Both variables also substantially enhance brand trust (halal labeling: β = 0.473, p < 0.001; information quality: β = 0.197, p < 0.05), which in turn powerfully predicts purchase intention (β = 0.707, p < 0.001). Brand trust significantly mediates the effects of both halal labeling (β_indirect = 0.334, p < 0.001) and information quality (β_indirect = 0.139, p = 0.006) on purchase intention. Conversely, endorser credibility showed no significant impact on either brand trust (β = 0.064, p = 0.052) or purchase intention (β = 0.042, p = 0.058). The model explains substantial variance in brand trust (R² = 0.52) and purchase intention (R² = 0.74). Limitations: Cross-sectional design limits causal inference; geographic specificity (Kefamenanu City) and single-brand focus (Scarlett Whitening) may limit generalizability. Future research should employ longitudinal designs, multi-city sampling, and examine multiple product categories and endorser types to establish temporal precedence and boundary conditions. Implications: Resources should be prioritized toward securing halal certifications and fostering positive online review ecosystems rather than over-investing in celebrity endorsements that may no longer yield significant returns in Muslim-majority emerging markets. Brands should reallocate marketing budgets from expensive celebrity contracts to trust-building initiatives. Contribution: This study demonstrates the primacy of intrinsic trust signals (halal certification and user-generated content) over celebrity marketing in Muslim-majority emerging markets, clarifying mediation mechanisms through which marketing signals operate and identifying boundary conditions for source credibility theory in digital-era consumer contexts.

Abstract

This study aims to examine the quality of accounting information within the framework of decision-making theory with a case study of PT Timah Tbk. Amidst increasingly complex modern business challenges, the accuracy and relevance of accounting information are crucial in supporting effective managerial decisions. This study uses qualitative methods by analyzing financial documents, reviewing relevant literature, and reviewing secondary data from trusted references. The results of the study indicate that the accounting information presented by PT Timah Tbk in the 2018–2019 period does not fully reflect the actual condition of the company. There were indications of data inconsistencies, revisions to financial reports, and allegations of manipulation, which led to misperceptions by investors and other stakeholders. This case also shows that weak external supervision and regulatory systems have exacerbated the impact, with estimated state losses reaching hundreds of trillions of rupiah. These findings indicate that in order for the decision-making process to run rationally and accountably, accounting information must be supported by good corporate governance and a trusted supervision system.

Abstract

The BPS-Statistics Indonesia tried to take a step to realize good governance, especially in conducting good budget management by implementing an information system of public budgeting management known as the BackOffice Information System. The purpose of this study is to find out how the effectiveness of the implementation of the BackOffice Information System at BPS. This study uses a qualitative method by conducting case studies in BPS Headquarter (Jakarta). Conducting online interview to 59 operators and users, as well as conducting deep interview to 10 key informants. The result shows that the implementation of the BackOffice Information System is effective and practical because this information system is accurate and timely in presenting data and budget information, integrated with several other information systems. Users and key informants also are satisfied with the performance of this information system. The implementation of Back Office also contributes to increasing the realization of the budget and the achievement of BPS performance and to maintaining the Financial Statements performance: Unqualified Opinion (from BPK-the Audit Board of the Republic of Indonesia).

Abstract

This study examines the typology of public sector innovations for the Maritime On The Spot (MOTS) program to lessen the interference to aviation radio frequencies that fishing communities cause by using unauthorized radio communication equipment. 35 Technical Implementation Units of the Directorate General of Postal and Informatics Resources of the Ministry of Communication and Information Technology provide ball pick-up public services to fishing communities at fishing ports. This program aims to address the 95% of the fishing sector that still lacks radio communication permits for fishing and awareness of radio communication procedures at sea. Socialization and technical assistance are necessary to get Fisheries Radio Communication Permits (IKRAN). Using a qualitative methodology to collect data through interviews, documentation, and literature studies, this research finds that MOTS innovation can help the fishing sector and fishermen overcome interference related to fishermen's radio communications with the aviation service. It was carried out in 2023.

Abstract

This study aims to analyze the influence of employer branding dimensions (interest value, social value, economic value, development value, and application value) and the availability of organizational information on LinkedIn on Generation Z’s intention to apply in Jakarta and Tangerang. Generation Z is expected to dominate Indonesia’s future workforce; therefore, understanding the factors that influence their intention to apply for jobs is essential for organizations. This research employs a quantitative method with a conclusive research design using a descriptive research approach and a single cross-sectional design. Data were collected through an online questionnaire from 178 Generation Z respondents who reside in Jakarta and Tangerang, actively use LinkedIn, and are currently seeking employment. The sampling technique used was non-probability sampling with a judgmental sampling approach. The data were analyzed using IBM SPSS Statistics 27 through validity testing, reliability testing, classical assumption tests, and multiple linear regression analysis. The findings reveal that interest value and economic value have a positive influence on intention to apply, with interest value showing the strongest effect. Meanwhile, social value, development value, application value, and the availability of organizational information on LinkedIn do not significantly influence intention to apply. This study provides practical implications for organizations to prioritize innovation, job variety, and compensation transparency in their employer branding strategies to more effectively attract Generation Z talent.
