Abstract

This research is entitled "Analysis of the Effectiveness of the Personnel Administration Information System in Supporting Employee Performance at the Moro'o Sub-district Office, West Nias Regency". The background of the research is based on the phenomenon of the implementation of the personnel administration information system that is not optimal, characterized by delays in data input, inconsistencies in employee information, and minimal utilization of system features. The purpose of this research is to analyze the effectiveness of the personnel administration information system in supporting employee performance, as well as to identify supporting and inhibiting factors for its implementation. This research uses a qualitative approach with data collection techniques through interviews, observations, and documentation. The results show that the personnel administration information system has provided benefits in increasing work efficiency, accelerating data access, increasing the timeliness of task completion, and encouraging employee discipline. However, the effectiveness of the system is not fully optimal due to limited facilities, lack of training, and the absence of regular evaluations. Thus, the personnel administration information system has a positive contribution to improving employee performance, although improvements are still needed in technical and human resource aspects.

Abstract

The rapid growth of digital banking in Indonesia has transformed financial transactions and created an urgent need to evaluate the success of mobile banking systems. This study investigates the success of the Bank Syariah Indonesia (BSI) Mobile information system among Generation Z users by applying the DeLone and McLean model, which includes six key dimensions: system quality, information quality, service quality, system use, user satisfaction, and net benefits. A quantitative approach was employed using an online survey of 96 Generation Z respondents who actively used BSI Mobile for at least three months. Data were analyzed with Structural Equation Modeling–Partial Least Squares (SEM-PLS). The findings reveal that information quality significantly influences system use, while service quality significantly affects user satisfaction. Furthermore, system use positively impacts both user satisfaction and net benefits, and user satisfaction shows the strongest effect on net benefits. In contrast, system quality has no significant relationship with system use or user satisfaction, and information quality does not demonstrate a significant effect on user satisfaction. These results provide practical implications for Bank Syariah Indonesia to enhance digital service quality and strengthen Generation Z engagement, as well as theoretical contributions by validating the DeLone and McLean model in the context of Islamic mobile banking.

Abstract

Public information disclosure is a fundamental element in democratic governance based on the principles of good governance. Law Number 14 of 2008 concerning Public Information Disclosure was formed to shift the government's political culture from a pattern of secrecy to openness. However, in its implementation, this law still faces challenges related to the political configuration of the law and bureaucratic resistance. This study examines the politics of law in the implementation of the Public Information Disclosure Law and assesses its effectiveness in encouraging a culture of openness. This research uses a normative juridical method with a legislative, conceptual, and case approach through a literature study of laws and regulations, information dispute decisions, and relevant scientific literature. The results of the study show that the legal politics of public information disclosure are ambivalent. On the one hand, the laws and decisions of the Information Commission have expanded public access to information, but on the other hand, implementing regulations and internal bureaucratic policies are still often used to maintain a culture of secrecy. This study concludes that the effectiveness of the law in encouraging openness is still limited and is greatly influenced by the power relations between the state, the bureaucracy, and society.

Abstract

This study aims to examine the effect of communication (X₁), resources (X₂), disposition (X₃), and bureaucratic structure (X₄) on the effectiveness of regional financial management (Y), as well as to test the moderating role of information technology (Z). This study employs a quantitative approach using a survey method. Data were analyzed using multiple linear regression and Moderated Regression Analysis (MRA) with SPSS version 25. The results indicate that disposition and bureaucratic structure have a positive and significant effect on the effectiveness of regional financial management, while communication and resources do not show a significant effect. Furthermore, information technology is found to moderate only the relationship between bureaucratic structure and financial management effectiveness, indicating its role in strengthening structural governance mechanisms. However, information technology does not moderate the effects of communication, resources, or disposition. These findings highlight that the effectiveness of regional financial management is primarily determined by the behavioral and structural aspects of the organization. Theoretically, this study contributes to the development of public sector governance by emphasizing the interaction between organizational structure and technological support. Practically, the results suggest that optimizing bureaucratic structures supported by information technology can enhance financial management effectiveness.

Abstract

The effectiveness of accounting information systems is an important topic to examine, given the crucial role of these systems in supporting organizational financial decision-making. This study aims to identify factors that influence the effectiveness of accounting information systems, specifically work experience, competence, and task complexity in cooperatives in Tangerang City. This study uses a quantitative approach with a population of accounting information system users in cooperatives in Tangerang City. The sampling technique used purposive sampling, resulting in a sample of 75 respondents. Data analysis was conducted using multiple linear regression analysis with SPSS version 25 software, including validity tests, reliability tests, classical assumption tests, F test, R² test, and t-test. The results show that simultaneously work experience, competence, and task complexity have a significant effect on the effectiveness of accounting information systems with an F value of 7.582 and R² of 0.243. Partially, work experience has a significant positive effect (t=4.145; sig=0.000), while competence (t=-0.367; sig=0.715) and task complexity (t=0.188; sig=0.851) have no significant effect. These findings indicate that improving the effectiveness of accounting information systems is more influenced by user work experience in operating the system. Although competence and task complexity do not show significant effects, this indicates that user-friendly systems and practical user experience are more dominant in determining the successful implementation of accounting information systems in cooperative environments

Abstract

This study aims to evaluate the implementation of the MyOrion application as an Enterprise Resource Planning (ERP)–based accounting information system at PT Guna Bangun Jaya Medan. The evaluation assesses the success of the system in supporting the company’s accounting processes using the DeLone and McLean information systems success model, which consists of system quality, information quality, service quality, system use, user satisfaction, and net benefits. This study employs a qualitative descriptive approach. Data were collected through observations, interviews, and documentation involving system users and relevant stakeholders within the company. The findings indicate that the MyOrion application has been implemented effectively and is able to integrate sales, inventory, distribution, and financial recording processes in real time. The system contributes positively to operational efficiency and the accuracy of accounting information. However, several challenges remain, particularly related to users’ understanding of the system and technical stability issues. This study provides evaluative insights and practical implications for improving the effectiveness of ERP-based accounting information systems.

Abstract

This study aims to analyze the application of public information systems in improving the quality of public services in Asam Kumbang Village, Medan Selayang District. The method used is descriptive qualitative through observation, interviews, and documentation of officials and the community. The results of the study show that the use of public information systems, such as computers and social media (WhatsApp, Instagram, TikTok, and Facebook), has helped speed up the service process and increase information transparency. However, its implementation is not yet optimal due to unstable internet connections, limited technological facilities, and the continued use of manual/face-to-face methods. Overall, the public information system contributes positively to the efficiency and openness of services, but infrastructure and human resource capacity need to be improved so that public services become more effective and accountable.

Abstract

The implementation of an Accounting Information System through the Agency-Level Financial Application (SAKTI) plays a strategic role in enhancing efficiency, transparency, and accountability in public hospital fund management. This study aims to analyze the implementation of SAKTI and its impact on fund management effectiveness and healthcare service quality at Putri Hijau Level II Hospital. A descriptive qualitative method with a case study approach was employed. Data were collected through in-depth interviews, observation, and documentation from purposively selected informants, including financial staff, medical personnel, and patients. The results show that the implementation of SAKTI is effective, characterized by increased recording efficiency, accelerated data reconciliation, and increased transparency and accuracy of financial reports directly connected to the Ministry of Finance. The effectiveness of fund management has a positive impact on accelerated administration, smooth distribution of drugs and medical devices, and increased patient satisfaction. Despite technical constraints and resource limitations, the implementation of SAKTI has made a significant contribution to financial management and healthcare service quality at Putri Hijau Level II Hospital.

Abstract

This study aims to analyze public perception regarding the effectiveness of public service information delivery in Helvetia Village through a hybrid information system (announcement boards and WhatsApp) based on the Good Governance framework (Transparency and Accountability). The method used is descriptive qualitative with triangulation data collection techniques including in-depth interviews, observation, and documentation. The results indicate that public perception of the information delivery system tends to be poor, triggering the "back-and-forth" (bolak-balik) phenomenon among residents. This failure is caused by two structural factors: transparency failure because the system does not provide specific-situational information content, and an accountability crisis due to the inconsistency of officials in fulfilling post-service follow-up promises. The value of this research lies in identifying that service effectiveness depends not only on media availability but on the quality of substantive content and the certainty of service process accountability. This study contributes to village-level officials in designing more responsive public communication strategies.

Abstract

An online tool called e-report is utilized to process students' final grades. For SMP 4 Muhammadiyah Pekanbaru pupils, manual delivery methods like regular paper and report cards are still used for information submission and checking marks on report cards. A website-based report card application was developed in order to make it simpler for students at SMP Muhammadiyah 4 Pekanbaru to view grades and obtain information on report cards by utilizing existing technology and computerization. The author offers using the e-report as a solution to the issue. The authors employ the agile technique, which is a development model that is carried out iteratively, repeatedly, and can experience modifications as needed, in order to create and build the report card system.
