Abstract

Transformasi digital dalam tata kelola pemerintahan daerah menuntut adanya evaluasi terhadap implementasi sistem informasi guna memastikan efektivitas pelayanan publik. Kegiatan ini bertujuan untuk mengevaluasi implementasi Sistem Informasi Perumahan dan Kawasan Permukiman di Kota Batu dalam memperkuat tata kelola pelayanan publik. Metode yang digunakan adalah pendekatan evaluatif deskriptif melalui studi dokumen, observasi sistem, dan analisis proses pelayanan. Hasil menunjukkan bahwa sistem ini mampu meningkatkan integrasi data perumahan, mempercepat proses pelayanan administrasi, serta memperkuat transparansi informasi kepada masyarakat. Selain itu, sistem ini berkontribusi dalam mendukung pengambilan keputusan berbasis data melalui penyediaan fitur analitik. Namun demikian, masih terdapat beberapa kendala, seperti belum optimalnya pemutakhiran data, keterbatasan kapasitas sumber daya manusia, belum tersedianya indikator kinerja yang terukur, serta belum optimalnya integrasi lintas perangkat daerah. Temuan ini menunjukkan bahwa keberhasilan implementasi sistem tidak hanya ditentukan oleh aspek teknologi, tetapi juga oleh kesiapan kelembagaan dan sumber daya pendukung. Dengan demikian, penguatan tata kelola data, peningkatan kapasitas aparatur, serta penyusunan arah pengembangan sistem secara berkelanjutan menjadi langkah strategis dalam mengoptimalkan peran sistem informasi dalam meningkatkan kualitas pelayanan publik.

Abstract

Information technology has become an essential component in supporting organizational and governmental operations. In line with the implementation of E-Government and the Satu Data Indonesia initiative, the Tulang Bawang Regency Government, through its Communications and Information Office (Diskominfo), developed the Tulang Bawang Data Portal to facilitate centralized data management. Despite its strategic role, the system is exposed to various information security risks that may threaten the confidentiality, integrity, and availability of data if not properly addressed. This study aims to systematically identify, assess, and prioritize information security risks within the Tulang Bawang Data Portal using the OCTAVE Allegro method. A qualitative risk assessment approach was employed, incorporating asset identification, threat analysis, impact evaluation, and risk prioritization based on defined risk measurement criteria. The findings indicate the presence of four significant risks, with Risk Relative Scores (RRS) ranging from 14 to 23. Notably, 75% of the identified risks are classified as high priority. The most critical risk is associated with database misuse, which poses a substantial threat to sensitive government data. To address these risks, several mitigation strategies are recommended, including the enhancement of access control mechanisms, periodic security audits, user awareness programs, and the establishment of comprehensive data governance policies. This study contributes to the field by providing a structured and practical risk assessment framework tailored to government-based data portal systems, thereby supporting more effective and informed decision-making in information security management.

Abstract

Uncertainty in stock management, such as the risk of overstock and stock-out, is a major challenge for Office Stationery (ATK) distributors in facing fluctuating seasonal demand patterns in the Business-to-School (B2S) segment. This study aims to analyze the comparative attribute selection criteria in the C4.5 algorithm, namely Information Gain and Gain Ratio, in the classification of best-selling ATK products. The dataset used consists of 647 sales transaction data from January to December 2024. The novelty of this study lies in the comparative analysis of the two criteria in a sales dataset with specific seasonal characteristics, which has not been widely discussed in previous studies that generally only focus on the application of a single algorithm. The research methodology follows the Knowledge Discovery in Database (KDD) stages systematically. The results show that Information Gain produces a slightly higher accuracy value, namely 78.98%, while Gain Ratio (77.89%) produces a model with a simpler, more stable, and easier to interpret decision tree structure. The Procurement Type attribute is identified as the most dominant factor in determining the level of product sales. As a main conclusion, this study establishes that Gain Ratio is a more optimal method for strategic business decision making because through Split Information normalization, this method successfully reduces bias towards highly variable attributes and produces a more concise decision tree structure and avoids overfitting compared to Information Gain.

Abstract

This study aims to determine the effect of infrastructure quality and information technology utilization, both partially and simultaneously, on student learning interest in Islamic Religious Education (PAI) at SMA Negeri 3 Palu. This study used a quantitative approach with an ex post facto design. The results showed that infrastructure quality significantly influenced student learning interest with a significance value of 0.000 < 0.05. Information technology utilization also significantly influenced student learning interest with a significance value of 0.000 < 0.05. Simultaneously, infrastructure quality and information technology utilization significantly influenced student learning interest with a significance value of 0.000 < 0.05. The coefficient of determination indicates that these two variables contribute 59.3% to student learning interest, while the remaining 40.7% is influenced by other variables outside this study. The results of this study indicate that the better the quality of infrastructure and the more optimal the use of information technology, the higher the student interest in Islamic Religious Education (ISE). Therefore, it is hoped that Islamic Religious Education (ISE) schools and teachers will continue to improve the quality of learning facilities and optimize the use of information technology to create a more engaging, interactive, and effective learning process.

Abstract

This study analyzes the effect of Hospital Information Systems (HIS) and service quality on patient satisfaction in maternal and child health care services in Indonesia. A quantitative research design was applied using a cross-sectional approach involving 150 respondents who had utilized maternal and child health services. Data were collected using a structured questionnaire based on a five-point Likert scale and analyzed using SPSS version 25. The analysis included descriptive statistics, validity and reliability testing, classical assumption tests, and multiple linear regression analysis. The results indicate that both Hospital Information Systems and service quality have a positive and significant effect on patient satisfaction. Service quality demonstrates a stronger influence compared to HIS. The coefficient of determination (R²) of 0.610 indicates that 61% of the variation in patient satisfaction is explained by the two independent variables. The findings highlight the importance of integrating digital health systems with high-quality service delivery to improve patient satisfaction in maternal and child health care settings. This study provides practical implications for hospital management and policymakers in strengthening healthcare service performance through technological and human resource improvements.

Abstract

This research seeks to ascertain the impact of information overload on decision delay mediated by decision-making difficulties in Generation Z in Jepara. This study is quantitative on the population, namelyGeneration Z in Jepara by having chosen respondents complete surveys through the simple randomsampling method using the Rao Purba formula. The PLS-SEM approach was utilized to evaluate the 310samples used in this investigation using the Smart PLS version 4.0 application. The results of this studyindicate that information overload has a substantial and favorable impact on decision delay, informationOverload significantly and favorably affects decision-making difficulties, decision-making difficulties havea favorable and noteworthy impact on decision delay. information overload on decision delay mediated bydecision-making difficulties also has a positive relationship.

Abstract

While the Technology-Organization-Environment (TOE) framework is widely used to understand how organizations adopt new technologies. However, its relevance in the public sector where digitalization is often a mandatory compliance rather than a voluntary choice remains underexplored. This study bridges that gap by investigating how Technological Capital, Organizational Culture, and Environmental Uncertainty drive the adoption of Accounting Information Systems (AIS), specifically the Local Government Information System (SIPD). Additionally, we examine whether Innovative Leadership acts as a catalyst in this process. Using a quantitative explanatory design, we surveyed 187 civil servants operating the SIPD in the Rembang and Madiun Regencies. The SEM-PLS analysis reveals a compelling dynamic: Technological Capital and Environmental Uncertainty significantly propel AIS adoption, whereas Organizational Culture shows no meaningful impact. Interestingly, Innovative Leadership effectively strengthens the role of Technological Capital but does not moderate the organizational and environmental factors. These findings offer a fresh theoretical perspective on the TOE framework, suggesting that in heavily regulated government settings, tangible infrastructure and external regulatory pressures simply override internal cultural readiness. For local governments, this underscores a clear practical directive: accelerating digital transformation requires prioritizing concrete technological investments and positioning digitally competent leaders, rather than relying solely on cultural shifts.

Abstract

The purpose of this study is to: (1) determine the magnitude of the influence of transformational leadership on the quality of learning, (2) determine the magnitude of the influence of teachers' information technology skills on the quality of learning, and (3) determine the magnitude of the influence of transformational leadership and teachers' information technology skills together on the quality of learning. The research approach used is quantitative. This type of research uses correlation research. The population of this study was 140 teachers and the research sample was 104 teachers. Data collection was carried out using a questionnaire. The data analysis techniques used in this study were descriptive data analysis, prerequisite tests including normality tests, multicollinearity tests, heteroscedasticity tests, linearity tests and hypothesis tests including simple and multiple linear regression. The results of the study showed that: (1) the correlation of transformational leadership on the quality of learning was 0.940. The influence of transformational leadership had a significant effect on the quality of learning variable by 88.3%. (2) the correlation of teachers' information technology skills on the quality of learning was 0.699. The influence of teachers' information technology skills had a significant effect on the quality of learning variable by 68.8%. (3) A significant influence of transformational leadership and teachers' information technology skills on learning quality is shown in the equation ŷ = 4.941 + 1.262 x1 + 0.115 x2. The correlation coefficient r is 0.942. The coefficient of determination for the influence of variables x1 and x2 on y is 88.8%. The conclusion of this study is that transformational leadership and teachers' information technology skills significantly influence learning quality, at 88.8%.

Abstract

The integration of information technology (IT) into traditional Islamic education has become a major challenge in Indonesia’s pesantren reform discourse. Traditional dayah in Aceh, recognized as some of the oldest Islamic educational institutions in the archipelago, face a dual imperative: preserving classical scholarly traditions centered on kitab kuning while responding to rapid educational digitalization. This study aims to (1) examine tengku perceptions of IT integration in kitab kuning instruction, (2) analyze the adaptation strategies they employ, and (3) identify key implementation challenges. A qualitative multiple-case study was conducted at three traditional dayah in Aceh: Dayah Najmul Hidayah Al-Aziziyah Batee Iliek (Bireuen), Dayah Anwarul Munawwarah Kuta Krueng (Pidie Jaya), and Dayah Darussalam Lampoh Tuah (Pidie). Data were collected through semi-structured interviews with six tengku and participant observation, then analyzed using the Miles, Huberman, and Saldana interactive model through open, axial, and selective coding with source and technique triangulation. Findings reveal that tengku perceptions are adaptive-selective, guided by fiqhiyah considerations balancing mashlahah (benefit) and mafsadah (harm), rather than absolute acceptance or rejection of technology. IT practices include the use of Maktabah Syamilah, YouTube, Zoom, and TikTok/Facebook live-streaming for da‘wah, while halaqah and sorogan remain central pedagogical methods. A digital literacy gap between senior and junior tengku has produced a technology delegation mechanism based on scholarly authority hierarchies, extending the Technology Acceptance Model (TAM). Major challenges include unstable infrastructure, limited digital literacy among senior tengku, and the absence of formal IT governance policies.

Abstract

Communication styles play a significant role in shaping students' participation and interaction during academic discussions. Gender has been identified as one of the social factors that may influence communication behaviors in educational settings. This study aimed to investigate the communication styles of male and female students during academic discussions in the Information Management Study Program at Batuta University Medan. The study employed a qualitative descriptive case study design involving 30 students, consisting of 15 male students and 15 female students. Data were collected through classroom observations, audio-recorded discussions, and semi-structured interviews. The data were analyzed using thematic analysis to identify communication patterns and interactional features. The findings revealed that male students tended to employ more direct, assertive, and competitive communication styles, as reflected in their higher frequency of initiating discussion topics, presenting arguments, and interrupting conversations. Female students, on the other hand, demonstrated more collaborative and supportive communication styles through the use of clarification questions, supportive feedback, and cooperative interaction strategies. Despite these differences, both groups actively participated in academic discussions and contributed valuable ideas. The study concludes that communication styles are influenced not only by gender but also by educational context and classroom culture. The findings contribute to sociolinguistic research on gender and communication and provide pedagogical implications for promoting inclusive and effective classroom interaction in higher education.
