Abstract

Transparency and accountability are essential for building trustworthy legal services in universities. Universities are expected to provide accessible legal information while managing legal documents in a clear and responsible way, in line with applicable regulations. In this regard, the way legal documentation and information are governed has a significant impact in shaping the quality of university legal services. Using a qualitative socio-legal approach, the research relies on descriptive analysis based on empirical findings. This study addresses research gaps by mapping the current state of legal documentation governance at universities in Indonesia and proposing a model for managing legal documentation and information through a specialized legal repository. The research shows that stronger legal services can be achieved through better integration of legal documentation systems, the development of the Legal Documentation and Information Network, improved human resource capacity, and regular evaluation. These efforts help make legal services more transparent, accountable, and effective. This study makes a substantive contribution to the field of research. First, it presents a systematic mapping of the state of legal document management systems at Indonesian universities, identifying six structural barriers that have not previously been categorized in the academic literature. Second, this study develops a model and strategies for fostering a culture of legal document management at universities. Overall, this study highlights that strengthening legal documentation and information governance is essential for embedding transparency and accountability in university legal services. This requires not only regulatory compliance but also sustained institutional commitment and practical reforms in implementation.

Abstract

The growing demand for transparent, accurate, and participatory data governance in secondary education has exposed limitations in conventional alumni data management practices in many senior high schools, particularly those that rely on manual records or fragmented digital files. This article reports on the design and implementation of a web-based alumni data management information system developed as a community service-based applied study to support institutional efficiency and alumni engagement. The system development process was informed by a needs assessment involving school administrators and alumni, with data collected through direct observation, semi-structured interviews, and questionnaires. System functionality was evaluated using Black Box Testing to verify compliance with predefined operational requirements. The implementation involved a single senior high school as the institutional partner, with administrative users and alumni as the primary system users. Functional testing results confirmed that all core modules, authentication, alumni data management, information dissemination, and data reporting, operated as intended without critical errors. The system enabled real-time data updating and reduced administrative dependency on physical presence, indicating improved operational efficiency and data accessibility. From a broader perspective, this study contributed a replicable community-oriented model for implementing alumni information systems in secondary education, demonstrating how web-based platforms can strengthen institutional alumni interactions and support digital transformation agendas across diverse educational contexts.

Abstract

Bullying in migrant school settings presents particular challenges due to limited access to protection services, the sensitivity of reporters' identities, and weak case documentation mechanisms. This situation was observed at the Indonesian School in Kota Kinabalu (SIKK), Malaysia, which serves children of Indonesian Migrant Workers, where a manual reporting system tends to discourage reporters and delay follow-up. This community service activity developed a web-based bullying reporting system using a Rapid Application Development (RAD) approach, including needs assessment, UML modeling, application development, user training, and evaluation using Black Box Testing and a Likert-based questionnaire. Participants included students, educators/mentors, and school coordinators involved in the reporting process. Descriptive-analytical analysis was conducted of system functional data and user perceptions. The implementation resulted in an application that met specifications, with an average feasibility of 87.7% in the very feasibility category, indicating improved documentation regularity and transparency in the case-handling process. This implementation experience provides a conceptual contribution to educational technology-based community service practices by offering an adaptive digital reporting model for Indonesian schools abroad and in cross-border educational contexts, thereby expanding the global discourse on information system integration in student protection.

Abstract

Kekerasan seksual merupakan salah satu kejahatan besar yang dampaknya bisa mempengaruhi mental dan kerusakan tatanan sosial bangsa Indonesia. Kekerasan seksual di lingkungan perguruan tinggi merupakan sebuah situasi sangat familiar di masyarakat Indonesia. Berdasarkan data dari Komnas Perempuan peningkatan penerimaan pengaduan ke Komnas Perempuan di tahun 2021 sebesar 1933 kasus atau setara dengan 81%. Peningkatan pengaduan tersebut menjadi tantangan tersendiri bagi Komnas Perempuan, bila dihitung dari 263 hari kerja pada 2021, maka rata-rata kasus yang harus direspon Komnas Perempuan berjumlah sekitar 16 kasus/per hari. Penelitian ini bertujuan memberikan pengetahuan tentang pasal pasal yang berkaitan dengan kekerasan seksual, memberikan kenyaman dan keamanan data diri dalam penggunaan, Memberikan perlindungan dan pendampingan saat terjadinya kekerasan seksual. Metode yang digunakan dalam penelitian ini adalah Design Thinking, yang melibatkan pemahaman dan pendefinisian konteks pengguna, pendefinisian kebutuhan pengguna dan organisasi, penentuan solusi desain yang dihasilkan dan evaluasi desain kebutuhan pengguna.

Abstract

Successful implementation of a Hospital Management Information System (HMIS) depends not only on technological infrastructure but also on the competence of employees who use the system. This study examined the associations between employee motivation, knowledge, and skills and the success of HMIS implementation at Adinda Medical Centre Hospital, Sidenreng Rappang Regency. An analytical cross-sectional study was conducted from February to March 2026 among 103 employees selected by simple random sampling from 138 HMIS users. Data were collected using a structured questionnaire and analyzed using the Chi-square test at a significance level of 0.05. Motivation was significantly associated with successful HMIS implementation (p = 0.042), as were technical skills (p = 0.044). Knowledge was not significantly associated with implementation success (p = 0.845). These findings indicate that willingness to engage with the system and practical operating ability may be more closely related to successful HMIS use than theoretical knowledge alone. Hospital management should strengthen hands-on training, user mentoring, supervision, and motivational support while continuing to improve system reliability and organizational support.

Abstract

Micro, Small, and Medium Enterprises (MSMEs) commonly face operational challenges in managing sales transactions and inventory records because of manual recording, non-integrated data, stock discrepancies, and delayed report preparation. This study aims to develop a web-based sales and inventory management information system for MSMEs using the Rapid Application Development (RAD) method and to evaluate its usability using the System Usability Scale (SUS). The RAD method was implemented through requirements planning, user design, rapid construction, and cutover stages, enabling iterative refinement based on user needs and feedback. The developed system includes dashboard monitoring, product management, customer and supplier management, sales and purchase transactions, automatic stock updates, inventory monitoring, low-stock detection, report generation, and user access management. System functionality was evaluated using black-box testing involving 20 test scenarios. The results showed that all tested functions were valid, resulting in a functional validity score of 100%. Usability evaluation was conducted using SUS with 15 respondents. The average SUS score was 85.33, indicating that the system was acceptable and had good usability. These findings show that the developed system can support MSMEs in improving transaction recording, inventory accuracy, stock monitoring, and report preparation. Therefore, integrating RAD-based development and SUS-based evaluation can produce a functional and usable information system for MSME sales and inventory management.

Abstract

LEMIGAS telah membangun tiga buah sistem informasi yang bersifat strategis yaitu sistem perencanaan dan monitoring kegiatan, sistem pelayanan jasa litbang, dan sistem akuntansi keuangan. Ketiga sistem ini masih berdiri sendiri dan menggunakan platform yang berbeda-beda, namun menggunakan data awal yang sama. Akibatnya, terjadinya pengulangan input data, arus informasi yang kurang baik, dan memerlukan waktu dalam mensinkronkan data yang dihasilkan. Sehingga pengintegrasian terhadap ketiga sistem informasi tersebut dirasa perlu untuk dilakukan. Tujuan penelitian ini adalah pengintegrasian sistem informasi memakai System Development Life Cycle dengan memanfaatkan teknologi Embarcado Delphi XE, UniGUI Framework, ExtJS Framework, PHP, dan MySQL Database Server. Hasil yang diperoleh adalah tercapainya independensi data, kemudahan dalam memonitor kegiatan dan kinerja setiap saat, serta menghasilkan laporan kegiatan dan keuangan yang lengkap dan akurat. Hal ini diharapkan dapat meningkatkan kinerja kegiatan penelitian dan pengembangan, serta mendukung manajemen dalam pengambilan keputusan.LEMIGAS has built three strategic information systems that are planning and monitoring system, R & D service system, and financial accounting system. These three systems are still stand-alone and use different platforms, but use the same initial data. As a result, the occurrence of repeated input data, the flow of information is not good, and takes time in synchronize the data generated. So that the integration of the three information systems are deemed necessary to do. The method used in the integration of this information system using System Development Life Cycle by utilizing Embarcado Delphi XE technology, UniGUI Framework, ExtJS Framework, PHP, and MySQL Database Server. The results obtained are the achievement of data independence, ease in monitoring activities and performance at any time, and produce reports of activities and finances are that complete and accurate. It is expected to improve the performance of research and development activities, and to support management in decision making.

Abstract

Teknologi informasi pada eksplorasi dan pengembangan wilayah migas merupakan teknologi yang penting. Salah satu aplikasi Sistem Informasi Geograsebagai alat pada pengembangan wilayah migas yang secara menerus memerlukan inovasi. Makalah ini bertujuan menyampaikan aplikasi teknologi informasi khususnya Sistem Informasi Geogra(SIG) guna mendukung inovasi dalam pengembangan wilayah migas berkelanjutan. Metode yang digunakan adalah aplikasi Sistem Informasi Geogra(SIG) dalam pengelolaan data geologi, geosika, dan reservoir. Analisis tumpang susun (overlay) dilakukan untuk memilih wilayah migas di Cekungan Kutai, Kalimantan Timur. Hasil analisis tumpang susun terhadap data geologi bawah permukaan diseleksi pada wilayah awal kajian seluas 59.350 kilometer persegi. Dari pemilihan blok migas berdasarkan data kedalaman batuan dasar hasil olah magnetik, data seismik dan sumuran, direkomendasikan blok migas baru. Hasil perhitungan sebagai data baru wilayah blok migas untuk usulan pengembangan Cekungan Kutai seluas 5.425 kilometer persegi. Sedangkan wilayah penyimpanan CO2 di cekungan sedimen lepas pantai Indonesia seluas 453,970 kilometer persegi. Operator atau perusahaan migas selama ini sudah memanfaatkan SIG pada lapangan yang memiliki ratusan bahkan ribuan sumur di daerah yang sulit dijangkau (remote area). Disimpulkan, SIG mampu mengorganisasi dan mengintegrasikan banyak data untuk penyiapan wilayah migas, evaluasi, meningkatkan akurasi dan kecepatan dalam perhitungan luas wilayah dan sumberdaya migas, pemilihan lokasi penyimpanan CO2, hingga dapat mempercepat pengembangan wilayah migas berwawasan lingkungan. Information technology on the exploration and development of oil and gas area is an important technology. One of the applications of Geographic Information Systems (GIS) in the area of oil and gas development requires constant innovation. This paper aims to convey the application of information technology, especially Geographic Information System (GIS) to support innovation in the sustainable development of oil and gas area. The methods used is the application of GIS in the management of geological, geophysical, and reservoir data. Overlaying analysis for the selection a potential area of oil and gas in the Kutai Basin, East Kalimantan. Overlying analyses was conducted over initial coverage of 59,350 square kilometers. The potential areas are dened considered to basement depth from magnetic, seismic and well data, was recomended new block. The result as new data of the calculation of oil and gas area as proposed to be the development of Kutai basin is 5.425 square kilometers. While the deposit area of CO2 in the Indonesian sedimentary basin offshore as wide as 453,970 square kilometers. Oil and gas companies so far have been utilizing GIS in the eld who have hundreds or even thousands of wells in remote area. In conclusions the SIG can organizing and integrate a lot of data for the preparation of oil and gas area, evaluation, is able to improve the accuracy and speed in the calculation of area and resources of oil and gas, CO2 storage site selection, to be able to accelerate the development of environmentally sound oil and gas area.

Abstract

Komoditas migas, baik untuk memenuhi kebutuhan energi dalam negeri maupun sebagai salah satu sumber penerimaan negara dalam rangka menjamin kelangsungan pembangunan nasional masih tetap memainkan peranan yang penting. Data APBN dari tahun ke tahun menunjukkan bahwa penerimaan negara bukan pajak yang bersumber dari migas masih tetap menduduki peringkat pertama, disusul penerimaan yang dihasilkan oleh komoditas tambang lainnya. Cadangan minyak bumi Indonesia saat ini diperkirakan sebesar 10 miliar barel dengan laju produksi sebesar 1,2 juta barel perhari, diprediksikan akan habis dalam masa 19 (sembilan belas) tahun apabila tidak ditemukan cadangan minyak bumi baru. Untuk itu pemanfaatan dan pengelolaan sumber daya energi dan mineral harus dilakukan secara cerdas dengan tetap memperhatikan kelestarian lingkungan (Wimpy S. Tjetjep. 2004). Berkaitan pengelolaan sumber daya alam dengan memperhatikan lingkungan antara lain adanya perhatian pemerintah terhadap masyarakat dan lingkungan sekitar daerah operasi kegiatan migas. Perkembangan penanganan dalam wadah PKBL, CSR dan pengalaman melakukan pengembangan wilayah (migas) selama ini pada tulisan ini dilakukan kajian komparatif kewilayahan Pengembangan Kota Migas Bojonegoro, dengan menggunakan teknologi Remote Sensing-Geographic Information System (RS-GIS). Memanfaatkan teknologi RS GIS untuk pengembangan wilayah teridentifikasi secara tegas semua kawasan yang dibatasi oleh batas administrasi kota maupun kabupaten.

Abstract

This study discusses the law enforcement of criminal acts of threats of violence on social media based on Article 29 Paragraph (1) of Law Number 1 of 2024 concerning Electronic Information and Transactions (ITE). The purpose of this research is to identify the legal implications of threats of violence through electronic media and the factors hindering law enforcement. The research method used is normative legal research with a statute approach and a conceptual approach. The results indicate that Article 29 Paragraph (1) of the ITE Law has expanded protection for victims by clarifying the phrase "directly to the victim," but the phrase "scares" remains open to multiple interpretations. Other obstacles are identified in the substance, structure, and culture of the law, particularly the low digital literacy of the public and the limitations of law enforcement officials in handling cybercrime. This research recommends revising legal norms to be more stringent, increasing the capacity of law enforcement officials, and strengthening digital literacy to prevent threats of violence in the digital space.
