Abstract

The marine security agency or called Bakamla is an institution that has the duty to carry out safeguards, supervision, prevention and enforcement of violations of law in the Indonesian sea area. Bakamla has a strategic role in safeguarding Indonesia's sea sovereignty, therefore Bakamla requires an Executive Information System (EIS) to be able to access data and information, so that problems can be identified, exploration of solutions, and become the basis for strategic marine security planning processes. The purpose of this study is to build an EIS prototype to monitor crime rates in the sea of Indonesia, this application was built with the waterfall method which is a sequential process design which in the process looks like a waterfall flow from the concept design process, project identification, analysis, design, coding, testing, implementation and maintenance. The EIS that was built has been able to integrate internal and external data with report output that is useful for managers and executives to find the best solution to crime in the Indonesian sea. The results of the EIS report on violations throughout 2016 in the Indonesian sea are: the western region is 165 crimes, the middle region is 118 crimes and the eastern region is 64 crimes. The crimes that occurred in the Indonesian sea were recorded by EIS based on the type of crime, where they occurred, the perpetrators and the state's losses due to the crime. With this EIS Bakamla easily made strategic decisions to minimize crime in the Indonesian sea.

Abstract

This study investigates and analyzes knowledge-management-based innovation in developing knowledge sharing and absorbing and the role of Information-Technology-based innovation in supporting knowledge management. It is now a demand that institutions prioritize on creating innovation. Organizations that are able to compete can learn and be creative, which is only possible if the knowledge sharing within the institution is carried out properly. This is also the case for R&D institutions that must make innova-tions based on knowledge management and information technology. This is a single case study qualitative analysis. Based on criteria, four in-formants were selected as sources. They were interviewed guided by a list of open-ended questions. The results of this case study provide information on the aspects that are needed to support innovation in government R&D institutions. They also fill the gap in research on knowledge management. Inovation based on knowledge management processes in developing activ-ities to share and absorb knowledge in government R&D institutions has been running and has produced several innovations. IT has been utilized to share and absorb knowledge and it is a requirement for a functional official researcher, but there is still limited availability of computers.

Abstract

In the learning process there are many misunderstandings in concluding the information provided. The use of the learning start with question learning model in writing informational conclusions by students is expected to bring changes for the better. So that an effective learning process occurs when using the learning start with question information model both in the field and at the school where the teacher will teach later. The population of this study were students of semester V. From this total population, a sample of 34 students was determined using a randomized class technique, namely the fifth semester of the morning. This research method is an experimental method using a true experimental design that is to determine the experimental and control groups. The instrument for measuring student learning outcomes is a test of the ability to conclude news content in the form of an essay which is tested after the learning is carried out using the learning start with question model in the experimental class and the lecture method in the control class. Looking for hypotheses using t test with dk = N1 + N2 - 2. Ability to conclude news content after treatment using the learning start with question learning model obtained a mean of 70.29 included in category C (enough). The ability to conclude the content of news after treatment using the lecture method obtained a mean of 59.12 included in category D (less). There is an effect of the learning start with question learning model on the ability to conclude the news content. This effect was tested through hypothesis testing with a confidence level of = 0.05, thitug > ttable or 3.415 > 1.668, which means that in this study the hypothesis was accepted, so it can be concluded that there is a significant effect on the use of the Learning Start With Question Model in Writing Information Conclusions.
