Industri kecil memiliki peranan strategis dalam perdagangan nasional hal ini karena proporsi usaha skala kecil mempunyai daya serap tenaga kerja yang sangat besar. Kota Tasikmalaya memiliki banyak sumber daya yang dapat dikembangkan, baik industri bordir, makanan atau kerajinan. Industri Kecil Menengah telah terbukti mampu menghasilkan berbagai komoditas, lokal maupun pasar internasional, tetapi daya saing dari produk yang dihasilkan pengusaha tersebut belum maksimal. Tujuan penelitian ini adalah untuk mengetahui besar pengaruh koordinasi dengan pengembangan industri kecil produk usaha kerajinan tangan dan bordir di Kota Tasikmalaya. Hasil penelitian menunjukkan bahwa pengaruh koordinasi terhadap pengembangan industri kecil produk usaha kerajinan tangan dan bordir sebesar 29,7 % sedangkan 70,3 % disebabkan oleh faktor lain.

Abstract

Based on the results of the study found the low effectiveness of the management ofkerumahtanggaan of them in administrating as well as an inventory of equipment/goods in theGeneral section of the Secretariat of the environmental areas such as the preparation of KIB,the provision of food and drink, preparation of site, preparation of equipment/supplies (seats,sound system, etc) for the purposes of meetings/conferences/activities are limited, and thepreparation of a plan of work programmes and activity Sub. Part of the household due to thelarge number of routine activities that must be implemented. This happens becausepemotivasian has not been solely implemented.The research method used is descriptive analysis. Data collection techniques usedthrough the study of librarianship and field studies that consists of: 1) observation (directobservation against the object of the research); 2) interviews; 3 now).Based on the research results and discussion can be expressed pemotivasian that theempirical basis have been shown to provide significant effects against the effectiveness of themanagement of kerumahtanggaan in the General section of the Secretariat of the regional townof Tasikmalaya, either partially or simultaneous. The magnitude of the influence of thepemotivasian against the effectiveness of the management of kerumahtanggaan in the Generalsection of the Secretariat of the regional city of Tasikmalaya reflected the magnitude of theinfluence of dimensions pemotivasian that are teoritik basic dimensions include wake up to, principles of communication, the principle of recognition, the principle of authority delegated,principles of fair and decent as well as the dimension of the principle of reciprocal attention.

Abstract

Implementasi demokrasi melalui pemilu/pemilukada “bukan tujuan tetapi alat” untuk meningkatkan kehidupan masyarakat yang bermartabat dan sejahtera. Kemayoritasan dalam demokrasi hakekatnya tidak selalu identik dengan kebenaran.Proses pemilu/pemilukada esensinya adalah how to produce a good governance and clean governance, karena filosofi pemilu, kekuasaan tidak bersumber dari pemimpin (penguasa/pemerintah), tetapi bersumber dari rakyat. Model pelaksanaan kekuasaan yang bertanggung jawab kepada masyarakat adalah good governance and clean governance.Peran parpol membawa amanah masyarakat dalam mencari/memilih kader terbaik untuk mengurus negeri ini. Namun sangat disayangkan proses pemilihan tersebut dijadikan ajang menjual tiket pencalonan, partai bukan menjalankan amanah pemilihnya, justru sebaliknya partai politik memanfaatkannya guna mencari dana dengan dalih untuk pembiayaan pengembangan partai. Etika diskursus demokratis menumbuhkan suatu komitmen untuk berdebat bukan komitmen untuk berunding. Deal politik hanya untuk kepentingan tertentu, sebenarnya penghianatan terhadap makna demokrasi yang hakiki.

Abstract

Penelitian ini bertujuan untuk mengukur indeks kepuasan masyarakat dalam pelayanan administrasi kependudukan di Dinas Kependudukan dan Catatan Sipil Kabupaten Lebak. Sesuai dengan ketentuan Kepmenpan Nomor KEP/25/M.PAN/2/2004 maka responden yang dilibatkan dalam penelitian ini sebanyak 150 orang. Hasil penelitian menunjukkan bahwa masyarakat sudah merasa puas dengan pelayanan yang diberikan. Kepuasan masyarakat ditunjukkan pada skor yang diberikan yaitu sebesar 77,20 atau masuk dalam kategori baik. Dari 14 unsur yang dinilai terdapat 5 unsur yg masih perlu mendapatkan perhatian yaitu unsur kenyamanan lingkungan, kepastian jadwal, kepastian biaya, kecepatan pelayanan dan keadilan dalam mendapatkan pelayanan. Sementara terdapat satu unsure yang dinilai sangat baik, yaitu keamanan lingkungan.

Abstract

The lower performance of the policy on Sanitation Management in Banjarmasin Municipality, since 2000 to 2007, has been basic reason for the importance of evaluation on the by law implementation. The present research on evaluation aims to identify the effectiveness of implemented 2000 by law Number 4 on sanitation management in Banjarmasin Municipality, involving: first, to identify the expected and realized output of policy; second, expected and realized outcome of policy; thirdly, the condition of sanitation after the policy. Descriptive qualitative approach was used in this research through the use of formal evaluation. Results indicated that the implementation of policy Sanitation Management, from 2000 to 2006 was found not effective to realize the clean Banjarmasin Municipality. Because of less optimal implementation, due to no socialization, less human resources, budget, and facilities and infrastructure, and less involvement of private and civil community (NGO, Village and RT/RW) in managing sanitation. The implementation of by law has started to be effective since 2007 to the present day following optimization of Perda through improved performance of old program and socialization of by law, addition and implementation of new program and the involvement of governance element in the program implementation directly related to the community. The effectiveness of policy is observed from 4 programs that have been successfully achieve their output and outcome, namely the cooperation program on waste management with the third party, orderly waste disposal program, orderly waste disposal transport program and orderly waste processing at the TPAs (waste disposal terminal). Even there are 2 programs that have not successfully achieve output and outcome, i.e. the yustisi (justice) program and retribution collection program for sanitation. Therefore, optimization of implemented by law is quite effective.

Abstract

UPBJJ-Manado Open University is one of the institutions of State for Higher Education which always serve students academically. UPBJJ-academic services at UT Manado will always continue to be improved in a variety of fields one of them is a service to the Field Register, aim to give satisfaction to the customers in this case are students. Both the poor academic services Student Affairs Registration on UPBJJ-UT Manado will certainly have an impact on a matter of right or wrong personal data of students, both registration Courses and Regsitrasi personal data, because if there are errors of the registration data, it can affect the data is the other students, one of them KTPU data. This type of research is descriptive analytic ie where research is after the incident took place. Zethal (1990: 21-22) states that the benchmark for service quality can be measured by the ten dimensions, namely: 1 Tangibles, consisting of physical facilities, equipment, personnel and communications. 2. Reability, consists of the ability of service units in creating service promises. 3. responsivenes, willingness to help the consumer is responsible for the quality of services provided. 4. Competence, its demands good knowledge and skills by personnel in providing services. 5. Courtesy, attitude or behavior hospitable, friendly, responsive to the desires of consumers, as well as willing to carry out contacts or personal relationships. 6. Credibility, fairness in every effort that attract public confidence. 7 Security, services provided should be guaranteed free from various hazards and risks. 8. Access, there is the ease of establishing contact and approach. 9. Communication, membari willingness to listen to the voice service, the customer desires or aspirations, as well as a willingness to always convey new information to the public. 10. Understanding the Customer, make every effort to understand the needs of customers. The research concludes that the performance of workers on the results of services Registration Student Registration at UPBJJ-UT Manado are at an excellent level. This is evidenced by the results of analysis of responses to the service of registration staff have a very high satisfaction rate that is equal to 95.67%, the students are satisfied with the services provided in the Registration officer UPBJJ-UT Manado.

Abstract

Urban poverty emerged as an important issue, which needs to be resolved in order to be removed. The structural dimensions of poverty arises because the city offers a lot of hope has been much in demand by people who want a fringe and rural life better. Therefore, through the implementation of the National Program for Community Empowerment ( PNPM) by taking the expected locus in Serang city poor communities can be empowered with an important role in the disposition factor of institutional PNPM Mandiri, the basis of the theory of Edward III (1980 ). Through this article, can be described that the presence of the implementing agency and has a major role in determining the success of policy implementation. It can be seen by looking at how the appointment of field officers involved in the implementation of the National Program for Community Empowerment ( PNPM), then whether they have sufficient skills and experience in carrying out its duties, as well as how the incentives provided for this in accordance with the severity of what works in implementation of PNPM Mandiri or not. The results of the research found that the appointment of field officers involved in PNPM Mandiri has not fully have the skills and experience to implement the program. This condition leads to lower people's understanding of the purpose of each activity and the implementation of PNPM Mandiri .

Abstract

Model analysis of the socioeconomic impact of South Ring Road development policy inCilegon City, on first year research obtained a description of the areas affected bysocio-economic impacts, either positive or negative effects in addition to theidentification of policy tools at the local level (local government) in overcoming theproblems of socio-economic southern ring road. This condition seemed to be a demandsupplycycle due to the lack of control on both the impact, causing both the socialimpacts to surface. Looking at the various phenomena and problems found, the authorintends to examine more deeply in the proposed second year of research on ModelAnalysis of Social Economic Impact Development Policy South Ring Road in CilegonCity in order to produce a design/model analysis of the impact of development is amodel of heightened economic and social empowerment in order to applicable andbeneficial to Cilegon city government to improve the quality of life and well-being ofpeople in Cilegon in general and the people who live around that areas in particular ina sustainable manner. Designs in this study, using a qualitative descriptive approach inthe form of case studies that focus on a particular unit of the various phenomena thataims to describe, summarize a variety of conditions, different situations or variousphenomena of social reality. The resulting model in this study is that the model of socioeconomicanalysis of the impact of development policies south ring road Cilegon needto require regulation, the readiness of the Human Resources (HR), Institutional,Financial and Technology Infrastructures.

Abstract

Penelitian ini bertujuan untuk menganalisis Peran Strategis KaukusPerempuan Politik Indonesia (KPPI) Kota Serang Propinsi Banten. KaukusPerempuan Politik Indonesia Kota Serang merupakan sebuah organisasiindependen yang dijadikan wadah aktivitas dan kreativitas perempuan lintasPartai Politik yang bertujuan untuk melahirkan ide-ide kreatif yang cemerlangsekaligus sebagai pendorong tumbuhnya semangat juang dan meningkatnyapartisipasi perempuan dalam proses penyelenggaraan pemerintahan danpembangunan.Metode penelitian yang dipakai adalah metode kualitatif denganpengumpulan data melalui wawancara,catatan lapangan dan dokumen resmilainnya yang terkait. Hasil penelitian menunjukkan bahwa peran KPPI KotaSerang msih belum maksimal karena pertama, keterbatasan anggaran, kedua,belum maksimal dalam melakukan sosialisasi untuk memotivasi perempuansampai di tataran terbawah dan ketiga,belum adanya program kerja yangterstruktur. Namun disisi lain KPPI Kota Serang turut terlibat dalam pembuatanPeraturan Daerah Kota Serang Nomor 5 tahun 2011 tentang Keterwakilan danPartisipasi Perempuan dalam Proses Pembangunan di Kota Serang. Rekomendasiyang diberikan antara lain,penguatan kapasitas anggota KPPI serta mengadakanprogram advokasi dan bantuan ahli (technical assistance) bekerjasama denganakademisi, bagi tiap-tiap perempuan anggota parlemen yang baru agar kinerjamereka dalam memperjuangkan kebijakan yang pro perempuan lebih maksimal.

Abstract

Investment is the investment made by local and international companies.And Banten is one area that many ogled for investment, so Banten had to do a lot ofpreparation to provide convenience services. With the increase in the area of investmentwill be realized if there is a potential area that can be "sold" to investors, whether it benatural resources and potential of human resources. The next thing that is veryimportant is the ability to sell potential. The ability to sell must be supported by thecreation of a conducive environment and support areas such as investment; theguarantee of security and legal certainty for investment, as well as excellent publicservice delivery. If Banten wants advanced economies, the economy must alwaysimprove to increase capital investment and quality of human resources, and increaseprosperity and create jobs. This research approach using qualitative methods. Banten isan area with a fairly high industrial growth, thus making parties interested in investing.The results showed that with ease in providing one-stop service and not a lot ofbureaucracy that is passed so as to make investors happy. This is certainly an impact oninvestment into Banten. So as to increase rather than the economy Banten, andabsorption of human resources in the field of work.
