Industri kecil memiliki peranan strategis dalam perdagangan nasional hal ini karena proporsi usaha skala kecil mempunyai daya serap tenaga kerja yang sangat besar. Kota Tasikmalaya memiliki banyak sumber daya yang dapat dikembangkan, baik industri bordir, makanan atau kerajinan. Industri Kecil Menengah telah terbukti mampu menghasilkan berbagai komoditas, lokal maupun pasar internasional, tetapi daya saing dari produk yang dihasilkan pengusaha tersebut belum maksimal. Tujuan penelitian ini adalah untuk mengetahui besar pengaruh koordinasi dengan pengembangan industri kecil produk usaha kerajinan tangan dan bordir di Kota Tasikmalaya. Hasil penelitian menunjukkan bahwa pengaruh koordinasi terhadap pengembangan industri kecil produk usaha kerajinan tangan dan bordir sebesar 29,7 % sedangkan 70,3 % disebabkan oleh faktor lain.

Abstract

The study aims to see how the contribution of taxes and retribusi on revenue(PAD) Subang Regency 2010-2014. The method used to analyze the method with aqualitative approach, with the consideration that the resulting research will dig deeper.The results showed that the contribution of the 2010-2014 tax is very large compared tothe contribution charges and revenue from other areas. In 2011 had a highercontribution to regional revenue amounted to 33.8% so that development financingwould be better. To levy contributions to the regional revenue of years 2010-2014 stillflukatuatif. So that taxes are still the main attraction in the process of financing thedevelopment of a particular area of Subang regency.

Abstract

Part of the public bureaucracy is still considered inefficient and ineffective. Formalization is high on bureaucracy often make inefficient bureaucracy and convoluted. Whereas the government as an organization that provides services to the public are required to have higher. To realized responsiveness that there needs to be changes in the organizational model post-bureaucratic organization model in improving government performance. This study aims to determine how the managerial culture and application of post-bureaucratic organization model and how much influence the managerial culture of the post-bureaucratic organizational model application at the Immigration Office Serang. This research is a quantitative survey method. The study population is all employees in the Office of Immigration Serang. The data analysis technique used is the product moment correlation coefficient and the coefficient of determination. From the analysis of known managerial culture in the Immigration Serang is equal to 0.7816, the application of the post-bureaucratic organization of 0.7639. The influence of culture on the application of the managerial post bureaucratic organization of 0.579 or 57.9%, while 42.1% is influenced by other factors. Suggestions in this study need to internalize the organization's values, vision, mission and goals of the organization, formed an informal organization, the development of integrated information systems with relevant agencies, the selection of outstanding employees.

Abstract

Undang Nomor 28 Tahun 2009 tentang Pajak Daerah dan Restribusi Daerah (PDRD) yangsecara resmi diberlakukan tanggal 1 Januari 2010 memberi kewenangan penuh kepadapemerintah kabupaten/kota untuk mengelola Pajak Bumi dan Bangunan sektor Pedesaandan Perkotaan (PBB P2) yang sebelumnya merupakan pajak yang dikelola oleh pemerintahpusat yang menurut pasal 182 ayat 1 UU PDRD dilaksanakan selambat-lambatnya pada 1Januari 2014. Penelitian ini untuk mengkaji : (1) proses peralihan Pajak PBB P2 dari PajakPusat menjadi Pajak Daerah di Kota Serang (2) Tahapan proses persiapan yang dilakukanPemerintah Kota Serang saat peralihan PBB P2 menjadi Pajak Daerah. (3) faktor – faktoryang mempengaruhi keberhasilan pengalihan PBB-P2 menjadi pajak daerah di KotaSerang. (4) Permasalahan yang dihadapi Pemerintah Kota Serang dalam proses peralihanPBB P2 dari pajak pusat menjadi pajak daerah. (5) Gambaran kontribusi penerimaan PBBP2 pada masa Peralihan di Kota Serang. Hasil penelitian memperlihatkan bahwaPemerintah Kota Serang telah melakukan persiapan yang diawali dengan dibentuknya timpersiapan pengalihan PBB-P2, disahkannya Peraturan Daerah No 9 tahun 2013 tentangPBB-P2, namun Peraturan Walikota dan SOP yang berkaitan dengan PBB P2 masih belum.Selain itu dibentuk dua UPT serta prasarana dan sarana lainnya. Faktor pendukung prosesperalihan PBB P2 di Kota Serang adalah: tersedianya dana atau pembiayaan, partisipasiSKPD terkait, motivasi yang tinggi dari pegawai DPKD dan UPT PBB-P2 serta partisipasidari Kantor Pelayanan Pajak Pratama Serang sedangkan faktor penghambat adalah :terbatasnya sumber daya manusia baik jumlah maupun kompetensi yang dibutuhkan,koordinasi yang belum optimal antar Instansi/lembaga. Adapun jumlah objek Pajak/subjekpajak PBB – P2 selalu bertambah dari tahun ke tahun (2008 – 2013) namun ini tidak ikutidengan peningkatan penerimaan. Wajib pajak di Kota Serang didominasi oleh Wajib pajakkecil sebesar 91,5 % dan memberikan kontribusi 27,3% sedangkan jumlah Wajib pajakbesar hanya sebesar 0.5% tetapi memberikan kontribusi 48,59 % . Objek Pajak/WajibPajak di Kota Serang mayoritas berada di kecamatan Serang 27,33%.

Abstract

Persoalan yang muncul didaerah pemekaran baru dengan tingkat perkembangan yang pesat (rapid urban growth) adalah ketidakseimbangan antara jumlah kesempatan kerja dengan angkatan kerja mengakibatkan kota – kota menghadapi berbagai ragam problem social yang sangat pelik . Lapangan pekerjaan diperkotaan sebagian besar bergerak disektor formal yaitu bidang non agraris yang biasanya membutuhkan tenaga kerja dengan bekal pendidikan yang cukup tinggi, pada sisi yang lain angkatan kerja tidak mempunyai bekal pendidikan dan ketrampilan yang cukup tinggi sehingga mereka tidak dapat memenuhi kreteria – kreteria pekerjaan yang tersedia. Tumbuh suburnya sektor ekonomi informal adalah jawaban dari kondisi tersebut.Penelitian ini untuk mengkaji :1. persebaran Lokasi Pedagang Kaki Lima di Kota Serang.2. klasifikasi Pedagang Kaki Lima di Kota Serang .Hasil penelitian mengungkapkan bahwa PKL di Kota Serang dari sisi persebaran kawasannya tersebar di 27 kawasan mengikuti pola jaringan jalan ,Kawasan PKL yang paling padat terdapat di pasar Rau, Pasar Royal , Alun –alun Barat, RSUD Serang dan Samping Carefour Serang, pedagangnya berasal dari Kota Serang ((48,94%) dan luar Kota Serang (51,06%) dengan komposisi hampir berimbang, dan lebih banyak mereka melakukan aktivitasnya secara permanen(87,23%) atau tetap di satu kawasan PKL tempat pedagang tersebut biasa berjualan, 92.5% pedagang kaki lima di kota serang mempunyai modal usaha dibawah satu juta.(58,75%) menyatakan bahwa, mereka mempunyai omset harian antara Rp. 500.000,- sampai dengan Rp. 1.000.000, 57,45%, aktifitas usahanya cukup dijalankan oleh satu orang saja. Adapun klasifikasi PKL 11 kawasan pkl berada dalam katagori pada katagori kamacetan dan 14 kawasan berada dalam tingkat kemacetan rendah hanya dan tidak ada yang masuk katagori kemacetan sangat tinggi, 6 kawasan masuk katagori sangat ramai, 18 kawan masuk katagori ramai dan 3 kawasan masuk katagori tdk ramai, omset harian antara RP. 100.001 – 500.000 terdapat di 25 kawasan.

Abstract

Health development is basically build quality of human life with the aim ofincreasing awareness, willingness and ability of healthy life for everyone to realize thedegree of public health as high. Problems related to health are the problems facedevery day by the people, and a serious concern for the government. Therefore, the indexmeasuring people's health is one of the efforts to determine the health status and healthproblems in an area. This study aims to describe how the index of health development inSerang District in 2016. The study was a descriptive quantitative research. The resultsshowed that the index of development of Health in Serang District is at 0.7709 with agood category. Of some indicators found that the indicators that need attention are theindicators related to access to water, access to sanitation, diseases caused by poorconditions of hygiene and healthy behavior such as diarrhea and hypertension. Averagepublic behavior that no support is smoking behavior, dental hygiene and handwashingmouth.

Abstract

Finance is important object in government . Finance managing is foundation to manage a country. Finance allocation must describe citizens need ,government need in public service and equity. Finance allocation can’t describe political interesting of the man who row the power. Grant fund is one item in budgeting. The Allocation of grant fund in Banten provience in 2013 is Rp. 415.451.525.000,00. It is 20,1 % from total budget in Banten provience. The proportion of Indirect funding is 39%, and 107 % of direct funding. This policy describe that funding for community development and infra strcture is less than grant fund. Fact, many organization which receiving grant fund is not accountabel and fictive, so if the alocation of grant fund too big its cause dis-oriented and manipulating in public budgeting.

Abstract

Today, social media is perceived as “the media.” Blogs and bloggers have changed journalism; YouTube has discovered rare and raw talents; and “the trinity” (Facebook, Twitter, YouTube) have sparked revolutions. Focusing on end-users instead of producers and its interactive-ness are two paramount characters that permit ordinary people to engage in extra-ordinary activities. From the showbiz to politics, social media has left its marks. The World political events in recent years, in particular Arab Spring of MENA (Middle East and North Africa) have showcased positive link between social media and democratization. Malaysia has experienced quite a similar phenomenon to MENA in the verge of the 12th General Election (GE-12), held on March 8, 2008. The failure of the only ruling coalition, Barisan Nasional (National Front, or BN) to retain its two-third majority in the GE-12 is an empirical evident of people’s desire and aspiration for free and fair elections, good-governance, and democratization which are very different from race-based politics. At a glimpse, the results of the 13th General Election (GE-13) which was held on May 5, 2013 are quite similar to the GE-12. Yet, deeper analyses indicated race-base politics and “strong government” has made a comeback. Hence, this article explores the paradox when the state is not only interfering but also participating in social media. This exploration demonstrates social media is not only meant for the masses; and that by possessing money, machinery, and authority; the state is potentially dominant at social media.

Abstract

Partisipasi perempuan dalam politik masih dipersepsikan padarepresentasi dalam struktur politik di tingkat nasional maupun daerah, yangdirasakan belum memadai. Padahal eksistensi kuantitatif perempuan bahkansebanding dengan setengah dari populasi penduduk baik di tingkat nasionalmaupun daerah. Salah satu faktor penghambat adalah kondisi geografis, terutamakedekatan dengan pusat pemerintahan, yang menyebabkan terutama perempuan diwilayah pesisir mempunyai keterbatasan akses politik. Tujuan penelitian adalahuntuk mengetahui kedudukan, peran dan fungsi perempuan dalam politik sertamodel pemberdayaan untuk meningkatkan partisipasi politiknya. Metodepenelitian yang digunakan adalah kualitatif. Hasil penelitian menunjukkankedudukan, peran dan fungsi perempuan pesisir yang menunjukkan semakinterbukanya ruang partisipasi namun perempuan masih belum terlibat secara aktif,yang mana hal ini dipengaruhi olehh faktor internal dan eksternal, antara lainrendahnya tingkat pendidikan. Model yang dirancang untuk peningkatanpartisipasi politik adalah dengan menggunakan grass root approach yangmelibatkan semua strata di masyarakat terutama perempuan dan kelompokmiskin.

Abstract

Cilegon is the first industrial City in West Java, industries in Cilegon havemade it be a city of high activity. Industrialization on the one hand a positive impact, asit can grow the economy and revenue. But on one hand the industry also holds thepotential disasters that can threaten the safety and public health and damage theenvironment or ecosystem. So that the industry does not become a threat to the localcommunity and environment industry, there should be an attempt to prevent it. Cilegongovernment as a policy makers in the region has a major role in managing the industry,so that the industry does not pose a threat and disaster but give the value of benefits andpositive impact on society, nature is also the government. The government's role inpreventing disaster is already regulated in Law No. 24 of 2007. Where localgovernments are given the authority to establish a disaster management policy, creationof development plans that incorporate elements of disaster management policy,implementation of policy cooperation in disaster management with provincial and / ordistrict / other cities, regulating the use of technology as a potential source of threat orhazard in the region, mastery prevention policy formulation and the depletion of naturalresources that exceed the capacity of nature on its territory.
