Abstract

This study analyzes the sustainability level of smart city implementation, focusing on the smart living dimension in Surakarta City. A mixed-method approach with a concurrent embedded design was employed, integrating quantitative and qualitative research simultaneously. Quantitative analysis utilized scoring methods based on SNI ISO 37122:2019, as published by the National Standardization Agency (BSN). Qualitative analysis applied the interactive model developed by Miles, Huberman, and Saldana (2014). Data collection involved in-depth interviews with seven relevant government agencies and a review of secondary documentation. Data validity was ensured through triangulation of sources and techniques. The findings indicate that the sustainability level of smart living in Surakarta City is at Level 3 (Intermediate Smart City), with a final score of 40.73%. This result demonstrates that the city has implemented integrated information service processes using open data accessible to the public. Recommendations for each sub-dimension are as follows: for the harmony sub-dimension, expand digital surveillance camera coverage, particularly in 14 underserved urban villages; for the mobility sub-dimension, identify inclusive development priorities to enhance accessible infrastructure for persons with disabilities; and for the health sub-dimension, strengthen digital telemedicine infrastructure and increase public awareness of air and water quality monitoring systems.

Abstract

Community participation in tourism village development reflects an inclusive, gender-responsive approach. However, in practice, women and men still do not have equal access and opportunities in tourism governance and decision-making processes. This study aims to analyze the barriers to women’s participation in tourism development in Nongkosawit Tourism Village, Gunungpati District, Semarang City, using Licuanan’s socio-cultural barriers theory. The study employed a qualitative case study approach and a purposive sampling technique. The selection of female informants was based on Semarang Mayor Regulation Number 27 of 2023 on gender mainstreaming. Data was collected through in-depth interviews, Focus Group Discussions (FGDs), and observations, and analyzed using triangulation, content analysis, and NVivo software for coding and project map visualization. The findings show that women have participated in tourism village development through the provision of local culinary products, MSME product processing, culture- and local wisdom-based tourism services, homestay management, karawitan performances, and tourism promotion. However, women’s involvement remains concentrated in operational and supporting roles, while strategic positions in tourism village governance are still dominated by men. Barriers to women’s participation are influenced by structural and socio-cultural factors, including women’s social status, limited access to strategic employment, gender-based division of labor, and women’s double burden in domestic and public spheres. Therefore, affirmative policies are needed through women’s representation quotas in tourism village management and Musrenbang forums, leadership and digital marketing training, the establishment of women’s tourism business groups, and the provision of childcare facilities to support more inclusive and equitable participation in tourism village development.

Abstract

Transformational leadership is recognized as a leadership style capable of enhancing human resource motivation, engagement, and performance. Numerous studies have shown that this approach positively impacts organizational effectiveness across various sectors. This study aims to systematically review the influence of transformational leadership on performance, both in the general workforce context and in academic settings. This study employed a systematic literature review based on PRISMA guidelines. A total of 27 empirical articles published between 2005 and 2025 were analyzed to identify patterns of findings, mediating variables, and contextual factors influencing the relationships. The review indicates that transformational leadership consistently improves performance by increasing motivation, job satisfaction, relational trust, and work engagement. In the general organizational context, this leadership style strengthens employee commitment, productivity, and career development. Transformational leadership is an effective and adaptive approach to improving organizational and academic performance, while also fostering innovation and sustainability.

Abstract

Indonesia’s bureaucratic reform increasingly demands a shift from procedural compliance to citizen-experienced outcomes. Q1 2025 records 2,955 complaints to the Ombudsman—dominated by personnel administration and agrarian/land affairs—signalling persistent frictions that current controls fail to resolve. This study maps opportunities and constraints for adapting Value-Based Management (VBM) to Indonesia’s public sector. It offers a transferable, auditable architecture that links outcomes, managerial mechanisms, institutional conditions, and evaluation designs. Methods follow PRISMA-2020 for a systematic review of peer-reviewed studies on VBM in government; five eligible studies spanning healthcare, local government, higher education, and infrastructure were synthesized. To address the small academic corpus and improve field realism, the synthesis is calibrated with Indonesian administrative indicators (Ombudsman 2024–Q1 2025); these do not enter formal synthesis but inform external validity and implementation choices. Results identify opportunity domains—outcome-based funding, patient-reported outcome measures, and portfolio discipline—alongside cross-cutting challenges: legacy control logics, gaming risks, uneven subnational capacity, and data-governance/privacy constraints. The proposed architecture organizes “outcome families” (timeliness, accessibility, fairness, error-correction, and fiscal prudence). It specifies implementable routines (distribution-based targets, performance dialogues, transparent dashboards, and an anti-gaming playbook) with an evaluation path using quasi-experimental designs. We conclude that VBM is feasible for Indonesia if coupled with risk adjustment, distributional metrics, and safeguards for equity and privacy. Limitations include a small evidence base; future work should test pilots in high-volume services and pre-register impact evaluations.

Abstract

The management of the Village Revenue and Expenditure Budget (APBDes) is a crucial aspect in supporting village governance, development implementation, and the improvement of community welfare. Although it is governed by various regulations, the implementation of village financial management still faces a number of challenges that can affect the effectiveness and accountability of budget utilization. This study aims to examine the implementation of APBDes management for the 2024 Fiscal Year in Pejaten Village, Serang Regency. The study employs a descriptive qualitative approach using data collection techniques such as interviews and documentation. Information was obtained from village officials involved in financial management and supported by various administrative documents and village financial reports. The research results indicate that the APBDes management process from planning, implementation, record-keeping, reporting, to accountability has been carried out in accordance with applicable regulations. However, its implementation is still affected by several constraints, including limited staff competence, delays in the disbursement of Village Funds, administrative obstacles, technical disruptions in the Siskeudes system, and insufficient transparency of budget information to the public. Therefore, efforts are needed to strengthen staff capacity, enhance transparency, and optimize village financial management to support sustainable and accountable village development.

Abstract

This study analyzes the influence of local strongmen on the victory of Roni Omba and Marlinus in the revote of Boven Digoel Regency's 2024 Regional Election. Although Petrus Ricolombus Omba was declared ineligible by the Constitutional Court, the consolidated power network successfully maintained massive support through candidate substitution. The research employs a qualitative approach using data from in-depth interviews with key informants, analysis of official documents including Constitutional Court Decision, and Boven Digoel Regency Election Commission's Decision. Main findings reveal that local strongmen's influence operates through four dimensions: kinship networks based on genealogy from two large tribes, patronage systems based on resource distribution and physical presence, spiritual legitimacy integrating religious values as foundation of trust, and regional identity creating significant informal authority. The victory of the Roni Omba-Murtinus pair with 12,990 votes proves that electoral legitimacy is built through long-term trust accumulation, not formal credentials alone. In conclusion, understanding local strongmen is crucial for designing electoral policies sensitive to local socio-cultural realities while strengthening democraticintegrity and honesty principles in electoral administration.

Abstract

Optimization is maximizing the program to achieve goals effectively and efficiently. Food security has become a strategic issue along with increasing food needs. Based on data from the National Food Agency in 2024, Serang City is recorded to have a Food Security Index of 71.92%, and is the lowest index in Banten Province. This shows challenges in realizing food security in this region. Food Security, Agriculture, and Fisheries Office of Serang City implements the Sustainable Food Yard Program as one of the efforts to overcome the low Food Security Index. The program aims to increase food availability, access, and utilization as a form of food security transformation. The program is also expected to be able to provide economic transformation in the form of increasing income for households. However, initial observations show that the implementation of the Sustainable Food Yard Program in Serang City is still less than optimal. The purpose of this study is to determine the optimization of the Sustainable Food Yard Program in Serang City through effectiveness measurement and strategy analysis. The research method used is a quantitative research method and SWOT analysis. The results showed that the effectiveness of the Sustainable Food Yard Program in Serang City was effective with an overall percentage of 77.5% while researchers used the calculation of SWOT Analysis as an providing alternative strategies that can be used in optimizing the transformation of food security and the economy through the Sustainable Food Yard Program in Serang City.

Abstract

Agile governance has emerged as an important approach for increasing the adaptability and responsiveness of public organizations in dealing with rapid environmental, technological, and societal changes. Although studies on agile governance have grown significantly, evidence regarding its implementation in Indonesia’s public sector remains fragmented and has not been systematically synthesized. This study aims to analyze the existence of agile governance in Indonesia’s public sector and assess the extent to which the six meta-principles of agile governance are reflected in existing empirical studies. To achieve this objective, a Systematic Literature Review (SLR) was conducted following a structured screening and selection process using the Scopus and ScienceDirect databases. The selected literature was analyzed based on Luna’s six agile governance meta-principles: Good Enough Governance, Business-Driven, Human-Focused, Based on Quick Wins, Systematic and Adaptive Approach, and Simple Design and Continuous Refinement. The findings indicate that agile governance has been implemented in several areas of Indonesia’s public sector, particularly in digital transformation, public service delivery, disaster management, and intergovernmental coordination. However, the implementation of agile governance remains uneven. Human-Focused, Good Enough Governance, and Systematic and Adaptive Approach principles appear relatively strong, while Business-Driven, Based on Quick Wins, and Simple Design and Continuous Refinement principles are less consistently evident. The study also identifies persistent challenges, including bureaucratic rigidity, policy inconsistency, coordination problems, and limited adaptive capacity. This research contributes to the literature by providing a comprehensive synthesis of agile governance implementation in Indonesia’s public sector and highlighting areas requiring further institutional development.
