Abstract

This research explores the deliberate implementation of internet restrictions by the Indonesian government, focusing on situations of political instability or conflicts that challenge its authority in the digital sphere. The concept of digital power, signifying government control over information in the digital space, is examined, particularly when this control faces challenges leading to internet shutdowns. The study highlights the connection between internet shutdowns and conflict situations, with a specific focus on Papua, indicating the government's use of these measures to suppress potential counterpower. The government's influence over both government and non-government entities, including internet service providers, is emphasized, revealing its ability to enforce internet shutdowns in response to perceived threats to national stability. Despite the positive role of social networking sites in democratic development, uncontrolled information dissemination is viewed as a potential threat, prompting strategic internet shutdowns to maintain narrative control during critical periods.

Abstract

This research aims to analyze and describe the definitive government vacuum in customary lands and the role of the Central Maluku district government in the succession of government leadership in the lands. The problems in this research are: (1) What are the issues causing the definitive government vacuum in customary villages and negeris? And (2), what is the role of the Central Maluku District government in the succession of government leadership in customary villages? The results of this research are theoretically expected to enrich the literature regarding the customary government vacuum due to problems with the mata rumah parenta (clan heredity), which are the descendants of the customary land ancestors, and the role of local governments in the succession of government leadership in customary villages and negeris. Practically, the results of this research are expected to be an input for the district government in assigning the acting village heads to fill the void in the customary land government. For this reason, the selected informants are those who are considered to have closeness to and clear knowledge of the data and information needed at the research location. The data collected from the field used in-depth interview techniques and was analyzed qualitatively. It was found that there was still a government vacuum in the existing customary villages caused more by customary problems (the matarumah parenta problem), which could not be resolved by the acting village heads on behalf of the local government. This fact describes the less optimal work of the acting village heads in carrying out their role during their years of service and their extended periods afterward.

Abstract

This study examines the impact of ethics and accountability on organizational performance in the public sector, with a specific focus on the moderating role of perceived organizational support. The research was conducted in the context of civil servants in Kwara State, Nigeria. The study employs a questionnaire-based survey administered to 165 civil servants, and data analysis was conducted using Partial Least Squares Structural Equation Modeling (PLS-SEM). The findings of the study reveal that both ethics and accountability have a significant positive influence on organizational performance. Furthermore, perceived organizational support was found to moderate the relationship between ethics, accountability, and organizational performance. Specifically, when employees perceive higher levels of support from their organization, the positive impact of ethics and accountability on performance is strengthened. These findings have important implications for public sector organizations. To enhance organizational performance, organizations should prioritize the promotion of ethical behavior and accountability through the establishment of ethical codes, training programs, and accountability mechanisms. Additionally, organizations should strive to create a supportive work environment by providing resources, and opportunities for development, and demonstrating genuine concern for employees' well-being. This study contributes to the existing literature by providing empirical evidence of the significant role of ethics, accountability, and perceived organizational support in driving organizational performance in the public sector.

Abstract

This study examines the relationship between the PDI Perjuangan Party and Islam in Indonesian electoral politics. This study is important because the relationship between nationalism and the position of Islam in the political realm of Indonesia with the largest Muslim population in the world is relatively complex and problematic. Based on Michael Foucault's concept of power, it can be seen that the position of Islam within the PDI Perjuangan Party forms a system of power relations. Methodologically, this study uses a qualitative approach and literature study methods. Literature studies are carried out by searching, collecting and studying written materials in the form of speech texts, Party Congress minutes, books, journals and also websites of authoritative institutions. The results of the study show that the relationship between PDI Perjuangan Party and Islam was built by integrating national and Islamic values in political programs that were in line with the party's ideology. The implementation of PDIP Party and Islam relations includes: First, consistently in the 2004, 2014 and 2019 presidential elections pairing nationalist-religious figures as Presidential Candidates and Vice-Presidential Candidates, namely Megawati Sukarnoputri-Hasyim Muzadi (2004), Joko Widodo-Jusuf Kalla (2014), and Joko Widodo-KH. Ma'ruf Amin (2019). Second, in the Pilkada pairing of nationalist-religious figures and the recorded number of NU cadres who became regional heads who came from PDIP Party was 109 regional heads, one of which was the pair Ganjar Pranowo (PDI Perjuangan Party) and Taj Yasin Maimoen (PPP) in the 2018 Pilkada. Third, collaboration PDI Perjuangan Party with religious institutions, such as NU and Muhammdiyah. Fourth, institutionally in the 2005-2010 Management it added the “Religion and Spirituality Sector” (now the “Religious Affairs and Belief in God Almighty” Sector) and the fundamental thing was establishing the Baitul Muslimin Indonesia (Bamusi) party wing on 29 March 2007. In this context Bamusi is an effort of Governmentality.

Abstract

This article delves into the strategic model of political lies, highlighting the intricate nature of this phenomenon within a political framework. Politicians use various strategies to formulate and disseminate lies, ranging from positive campaigns to negative ones. In positive campaigns, lies create a more favorable public perception of politicians, while in negative campaigns, these undermine opponents' standing, instill doubt, and undermine their credibility. Politicians derive immediate advantages from political lies, such as increased popularity and favorable public perceptions, but must also consider potential future costs, including forfeiting public trust and political ramifications. The strategies employed to deal with political lies vary significantly based on political circumstances. Politicians navigate the delicate balance between short-term political advantage and upholding ethical principles in the political sphere. Political lies can quickly garner support and enhance popularity, but they can also undermine public trust, diminish political credibility, and have enduring consequences for a politician's image. Addressing the issue of political lying requires a multifaceted approach that tackles its root causes while safeguarding democratic principles. Voters are crucial to maintaining accountability by exercising their right to vote and assuming control over the democratic process.

Abstract

Bandung is the 3rd metropolitan city and one of the main tourist destinations in Indonesia, which provides various benefits, such as opening up employment opportunities because there are various business fields that are developing. It also increases cultural preservation because increasing tourism interest can provide incentives to preserve the heritage, culture, and history of an area. However, despite these various benefits, the high number of tourists often makes traffic jams worse. Therefore,  at the end of 2021, the government launched “Teman Bus” programme with the Buy the Service (BTS) scheme as a new breakthrough that is expected to not only be able to overcome traffic jams but also reduce pollution, supports reform in the transportation sector and can be a means of changing people's behaviour from one that tends to be conventional to one that is more digitally literate. However, the fact is that up to the time the research was conducted, there were still many Bandung residents who had not chosen to switch from private transportation to mass transportation services, so the researchers tried to take an approach using the six implementation variables proposed by Van Meter and Van Horn to find out what factors influenced the course of this policy.

Abstract

This research is about service innovation at service malls to improve the quality of public services in the city of Bandung. Public service malls are expected to provide quality, effective, and efficient services. However, there are several problems, namely: there is a gap in the utilization of the number of employees; several counters registered at the Bandung City Public Service Mall are not carried out routinely; and standard operating procedures (SOP) for macro MPP service mechanisms are not yet available. The research method used is qualitative with a descriptive approach, involving observation, in-depth interviews, and documentation studies. The results show the innovation of public service mall services. Cities need effective leadership and good management to coordinate MPP operations and improve service efficiency. The evaluation shows that MPP Bandung City faces challenges such as irregular service times and a lack of comprehensive risk management SOPs. Proposed solutions include increasing human resources, affirming operational time regulations, developing SOPs, and using technology to support service efficiency.

Abstract

Inmates awaiting trial are individuals yet to be legally convicted of any crime but kept in police or correctional custody for ease of interrogation, among other reasons. This study, however, assessed the phenomenon of an increase awaiting trial inmates across correctional facilities in Nigeria, using Kwara State, Nigeria, as the study area. The study employed a survey research design with mixed data methods as methodology, in which primary data were sourced through semi-structured interviews and internet, journal, and website data as secondary data. Structural functionalism was the theoretical framework for the study. The population for the study consists of inmates awaiting trial, officials of the correctional service, police officers, and lawyers. The study revealed that an increase awaiting trial inmates has led to prison breaks, prison congestion, and an overstretch of physical infrastructure available for convicted inmates, among other challenges. The study recommended that ease and speedy judicial processes should be adhered to too; the building of special apartments for the housing of awaiting inmates’s trials should be encouraged; and budgetary allocation should be increased to components of the criminal justice system, among other recommendations.
