Abstract

This study investigated the relationship between employee voice, ethical behaviour, employee commitment, and engagement in the public service. Using a purposive sampling technique of 125 employees as samples from five selected ministries and agencies in the Kwara State Civil Service in Nigeria, a questionnaire was administered and analysed using Structural Equation Modelling—Partial Least Squares (SEM-PLS). The study found that employee voice positively influenced ethical behaviour, employee commitment, and employee engagement. Ethical behaviour, in turn, had a positive effect on employee commitment and engagement. The study also revealed that employee commitment partially mediated the relationship between employee voice and employee engagement. The results suggest that empowering employees to speak up and provide feedback on ethical issues can lead to a greater sense of commitment and engagement. The study recommends that organisations prioritise ethical behaviour and integrity in their operations, provide training and support to help employees feel more comfortable speaking up, and create a culture of transparency and accountability. The study also highlights the importance of promoting employee commitment to improve employee engagement through professional development opportunities, recognition and rewards, and a supportive work environment.

Abstract

This study aims to evaluate the implementation of policies regarding the imposition of community activity restrictions during the pandemic in Ambon City. The method used in this research is qualitative-descriptive with a retrospective policy analysis approach. The research results indicate that the implementation of community activity restrictions in Ambon City is not fully effective due to the mismatch between on-ground implementation and the regulations set by the government. Restrictions on community activities that impact the reduction of human contact intensity in public spaces and the use of masks are not new, and humans have endeavoured to implement these measures when dealing with similar cases like the Spanish Flu and COVID-19 in two different periods. Observing the repeating patterns of major cases that are highly likely to occur again in the future, the model of implementing restrictions on community activities, with its refinements, can be considered an example of controlling emergency problems of epidemic outbreaks and other health disasters with rapid spread and highly destructive impacts.

Abstract

This research is about service innovation at service malls to improve the quality of public services in the city of Bandung. Public service malls are expected to provide quality, effective, and efficient services. However, there are several problems, namely: there is a gap in the utilization of the number of employees; several counters registered at the Bandung City Public Service Mall are not carried out routinely; and standard operating procedures (SOP) for macro MPP service mechanisms are not yet available. The research method used is qualitative with a descriptive approach, involving observation, in-depth interviews, and documentation studies. The results show the innovation of public service mall services. Cities need effective leadership and good management to coordinate MPP operations and improve service efficiency. The evaluation shows that MPP Bandung City faces challenges such as irregular service times and a lack of comprehensive risk management SOPs. Proposed solutions include increasing human resources, affirming operational time regulations, developing SOPs, and using technology to support service efficiency.

Abstract

Inmates awaiting trial are individuals yet to be legally convicted of any crime but kept in police or correctional custody for ease of interrogation, among other reasons. This study, however, assessed the phenomenon of an increase awaiting trial inmates across correctional facilities in Nigeria, using Kwara State, Nigeria, as the study area. The study employed a survey research design with mixed data methods as methodology, in which primary data were sourced through semi-structured interviews and internet, journal, and website data as secondary data. Structural functionalism was the theoretical framework for the study. The population for the study consists of inmates awaiting trial, officials of the correctional service, police officers, and lawyers. The study revealed that an increase awaiting trial inmates has led to prison breaks, prison congestion, and an overstretch of physical infrastructure available for convicted inmates, among other challenges. The study recommended that ease and speedy judicial processes should be adhered to too; the building of special apartments for the housing of awaiting inmates’s trials should be encouraged; and budgetary allocation should be increased to components of the criminal justice system, among other recommendations.

Abstract

This article discusses the dilemma of selecting perbekel in Bali. There is an opportunity to break down the kinship system among the masses of voters, who are in the two realms of customary and official power. In this position, there is an interest bias. The bet on the mass of voters positions the two in a potential division. This article starts with the basic problem of how the two sides of power work in selecting equipment in Bali. This article departs from an analysis of the institutional rational choice theoretical frame, one of the approaches in political science. This article shows the perceptional aspect related to the potential dilemma of the working of local democracy in Bali, which is considered to include the polarization of power between traditional villages and service villages. This research is descriptive-qualitative in nature and involves conducting interviews with traditional village figures, elites, and government agencies. The results obtained only guarantee electoral accountability. The village dilemma is between two powers: domination power on the one hand and hegemonic power, as well as power relations in building patron-client relationships in the essence of selecting village heads, or perbekel. In reality, the practice of exercising power in villages in their original autonomous capacity is more hegemonic in nature. This condition then allows for such a strong network to exist between residents. On the one hand, psychologically, the development of this network is also colored by calculations of economic interests. It is this calculation of interests that often disrupts relationships between citizens. Both in the capacity of official villages and traditional villages, including the presence of vertical government.

Sustainable tourism also contributes to job creation, cultural preservation, and local community participation. Destination competitiveness is enhanced by environmentally friendly infrastructure and the promotion of responsible tourism. The sustainability of natural and cultural heritage is a focus, such as in Komodo and Borobudur National Parks. Partnerships between government, society and the tourism industry are the basis, while technological innovation supports sustainability. Even though there are challenges, joint efforts are expected to be able to overcome obstacles to realizing sustainable tourism in Indonesia.

Abstract

In the ever-growing digital era, public administration is faced with the challenge of increasing the efficiency and responsiveness of public services. The digital revolution has introduced various innovations in the management of public administration, providing opportunities for significant transformation in the way public services are provided and accessed by the public. This research aims to investigate how the digital revolution has influenced innovation in public administration and its impact on the efficiency and responsiveness of public services. This research uses a qualitative approach with descriptive methods. The research results show that the digital revolution and public administration innovation aims to increase the effectiveness and responsiveness of public services by utilizing information technology. Through the implementation of e-government systems, mobile applications and online platforms, the government can speed up administrative processes, facilitate public access, and strengthen interactions between government, business and society. This not only improves operational efficiency and the quality of public services, but also strengthens transparency, accountability and community participation in the development process. Technology enables the automation of routine tasks, increases the accessibility of services, accelerates the government's response to community needs, and opens the door to continuous innovation in the provision of public services. Thus, the digital revolution in public administration provides a strong foundation for improving relations between government and society and increasing effectiveness and efficiency in the provision of public services.

Abstract

Increasing population growth in an urban area is the main factor in reducing space utilization. One of them is green open space. In response to this, the Regional Government of Lebak Regency issued a policy in the form of Regional Regulation Number 2 of 2011 concerning Green Open Space in the Urban Area of the Capital City of Lebak Regency. Researchers are interested in analyzing the policy planning process for the provision and use of green open space in the urban area of Lebak Regency from a deliberative perspective. The research results showed that population density resulted in the emergence of slum areas and low-income communities. Apart from that, the lack of public awareness of clean and healthy living behaviors is one of the contributing factors. Plans to provide and utilize green open space in the urban area of Lebak Regency have been hampered due to construction and development in the economic sector. Moreover, the importance and need for green open space to overcome disaster-prone areas such as landslide-prone and inundation-prone areas need to be resolved by the Lebak Regency Regional Government. Based on these conditions, it is necessary to create a resolution or development policy that can resolve two factors, namely economic development and the fulfillment of green open space. Therefore, one solution that can be provided is the Green City Development Program.

Abstract

The rapid pace of internet advancement necessitates heightened vigilance from internet users and the broader community to combat the pervasive adverse effects, including counterfeiting and data theft. This research aims to present a comprehensive analysis of the level of public awareness regarding data protection during the election process in Indonesia. It also explores different suggestions to enhance cyber security in the context of elections, based on previous literature analysis and current observations. Our finding shows the public has been aware regarding the security of their personal data, specifically the Population Identification Number (NIK), due to the revelation of reporting or complaints, as well as extensive verification of personal identities on political party member validation platforms. On the other hand, the issue of NIK data theft must be taken seriously by the government. As a result, this article suggests that policymakers increase public awareness by increasing digital literacy and strengthening data security regulations.
