Abstract

This article discusses and analyzes efforts to treat the coronavirus (also known as Coronavirus Disease-19 (COVID-19)) by the governments of China, South Korea, Italy, and Indonesia.  To understand the approaches each country takes is very important to get a clear picture of the efforts, steps, strategies, and policies that are formulated and implemented. To analyze COVID-19 cases in the four countries, the governance analysis framework (GAF) approach from Hamza (in Putra and Sanusi 2019) was used. This approach analyzes four aspects: scope map, stakeholder map, process map, and governance map.  Articles utilizing a qualitative approach using descriptive analysis research methods. Data collection techniques used are library studies in the form of books, journal articles, online and conventional news, and the websites of authoritative institutions.  Several important findings are general and specific, including, first of all, the four countries have the same orientation in handling and controlling the spread of the coronavirus.  Secondly, various actors are actively involved in resolving a pandemic starting with the highest leadership of a country, medical staff and nurses, security agencies, researchers, and so on.  Third, the four countries take their respective ways in solving the COVID-19 problem, but generally, they do a lockdown in addition to the health approach. Fourth, China and South Korea are considered successful examples in handling COVID19, otherwise not with Italy and Indonesia.  The lack of success in Italy and Indonesia is caused by two factors, the lack of seriousness of the government and ignorance of citizens, resulting in slow handling of control and widespread of the deadly coronavirus.

Abstract

The focus of this paper is on the discussion and analysis of corruption eradication attempts in Indonesia with the Komisi Pemberantasan Korupsi (KPK), The Corruption Eradication Commission) as its centre. As an activity, the commencement of the corruption eradication dates to the pre-Reformation Era. However, its presence is mainly in the form of the foundation of the anti-corruption body without playing real roles as a nominal anti-corruption institution. As a response towards pressure from the IMF, in 2002 the Corruption Eradication Commission was formed as a specialized institution to tackle chronic corruption issues strangling Indonesia in the era of Soeharto’s New Order. Unfortunately, since its inception, there has been no president who is committed to the eradication attempts and therefore sided with the KPK. It is due to the commission’s huge constitutional power (investigation, probing, tapping, arrest, and prosecution) and hence these frighten many corrupt officials. Numerous political elites have been arrested by the KPK such as ministers, governors, regents, mayors and law-enforcers top officials. Consequently, unsurprisingly the KPK faces multi-directional attacks attempting at its weakening through the arrests of its top leaders, iterating its ad-hock (can be dissolved at any time.) status, and the revision of KPK law. Therefore, the government should act firmly to provide protection and supports to the KPK against those potential threats aiming at weakening the commission, to block any legislation potentially lessening the functions of the KPK, and to make sure both KPK’s top leaderships and average personnel are impartial and free of vested interests.

Abstract

Fulfillment and protection of persons with disabilities has been realized with the approval of UN resolution A/RES/76/154. As a country that is a member of the UN, Indonesia adopted this resolution into Law No. 8/2016. So, how is the implementation and protection of people with disabilities in Indonesia? To answer this, this article uses a qualitative descriptive methodology with an ethnographic approach to qualitative analysis data processing using the Governance Analysis Framework method proposed by Hufty (2011). The research results reveal that the fulfillment and protection of people with disabilities in Indonesia is still not optimal. This is since the poverty rate for people with disabilities in Indonesia is still high, as can be seen from the low employment rate for people with disabilities. The low accessibility of education for people with disabilities makes it difficult for them to compete in the job market, resulting in low utilization of people with disabilities. Therefore, the orientation to protect oneself is decreasing due to low levels of welfare, so the role of government and organizations or institutions as well as groups of people with disabilities need to collaborate and synergize better.

Abstract

Increasing population growth in an urban area is the main factor in reducing space utilization. One of them is green open space. In response to this, the Regional Government of Lebak Regency issued a policy in the form of Regional Regulation Number 2 of 2011 concerning Green Open Space in the Urban Area of the Capital City of Lebak Regency. Researchers are interested in analyzing the policy planning process for the provision and use of green open space in the urban area of Lebak Regency from a deliberative perspective. The research results showed that population density resulted in the emergence of slum areas and low-income communities. Apart from that, the lack of public awareness of clean and healthy living behaviors is one of the contributing factors. Plans to provide and utilize green open space in the urban area of Lebak Regency have been hampered due to construction and development in the economic sector. Moreover, the importance and need for green open space to overcome disaster-prone areas such as landslide-prone and inundation-prone areas need to be resolved by the Lebak Regency Regional Government. Based on these conditions, it is necessary to create a resolution or development policy that can resolve two factors, namely economic development and the fulfillment of green open space. Therefore, one solution that can be provided is the Green City Development Program.

Abstract

Inclusiveness of people with disabilities is a global issue related to equal rights and opportunities for active participation. The art of gesture photography is a medium to realize this. So, how to make it happen? Using descriptive qualitative research methods and an ethnographic approach, as well as the implementation model of Van Meter and Van Horn as the basis for data analysis. The results of the research show that there is quite a lot of potential for photography artists with disabilities in Indonesia, the absence of a specific policy has resulted in less than optimal implementation. The mistake of forming the KND, which was non-structural and independent, was to make it part of the Ministry of Social Affairs. The government needs to involve people with disabilities in making policies and not only focus disability issues on social issues, but more broadly on human rights issues.

Abstract

Drug misuse is a complicated issue that contributes to several social and health issues. The National Narcotics Agency (BNN) had previously used various strategies to prevent drug abuse, including outreach, public awareness campaigns, informational media campaigns, and other prevention activities that helped the central and regional levels of prevention targets to be met. In actuality, though, it's believed that the current strategy falls short in terms of lowering the prevalence of drug misuse. A specific action taken by communities of interventionists in an attempt to effect change or develop a tool for reasoned issue resolution is known as the community-based systemic intervention paradigm. The intervention procedure aims to affect the target or social environment in a way that will help the person's capacity to perform social functions return or even improve. A qualitative methodology is used in the research process. A comprehensive intervention strategy for social communitybased prevention, eradication, abuse, and illegal drug trafficking is also the outcome of this research. "By and for the community" is how community collaboration to prevent drug misuse is implemented.

Abstract

Evaluation of the BOS Fund policy is a central government policy, in this case the Ministry of Education and Culture, where the BOS Fund is allocated to help economically disadvantaged communities, in this case students from schools. The aim of this research is to find out the evaluation of the implementation of School Assistance Funds (BOS) within the Region II Education Sub-Department of West Jakarta Administrative City. The method used in this research is a descriptive qualitative method. The results of this research are: First, in terms of transparency and accountability, the West Jakarta Sub-dept. succeeded in building a clear and easily accessible system for managing BOS funds. In terms of stakeholder participation and involvement, the West Jakarta Sub-department succeeded in involving related parties, such as school committees, teachers, parents and the local community. In reporting the use of funds, the West Jakarta Sub-department shows superior performance by compiling regular reports in accordance with applicable regulations.

Abstract

The purpose of this research is to analyze the implementation of policies in one of the National Strategic Projects (NSP) the Serang Panimbang Toll Road. located in Banten Province. The implementation of the NSP policy for the Serang Panimbang Toll Road aims to improve accessibility to the Special Economic Zone (SEZ) in the tourism sector in Tanjung Lesung. Additionally, the Serang Panimbang Toll Road serves as an effort to optimize transportation infrastructure, enhance the smoothness of economic connectivity for communities, including those from the industrial and tourism sectors in Banten Province. Using the qualitative-descriptive method and the six aspects of Van Metter and Van Horn as indicators, this research will capture the implementation of the National Strategic Project, the Serang Panimbang Toll Road policy. Data obtained by the researcher will be from desk study, questionnaires, and/or interviews with Implementers consisting of the Ministry of Public Works and Public Housing, PT. Wijaya Karya Serang Panimbang as the Business Entity, and the Community of Cibadak Sub-district, Lebak Regency, located within a 5 km radius from the Rangkasbitung Toll Gate, which is the endpoint of section 1 of the Serang Panimbang Toll Road. The research findings indicate that the implementation of the National Strategic Project policy for the Serang Panimbang Toll Road has not yet achieved the set targets. Although coordination and communication among implementing agencies have been effective in finding solutions to address arising conflicts, the implementation of this NSP policy has also experienced delays of approximately two years. These delays are attributed to issues regarding the legality of land owned by the community and problems with financing for section 3, which originates from lenders in China.

Abstract

As a form of local government commitment in supporting the national development agenda towards a smart city, the South Bangka Regency Government is accelerating development by implementing a design for the use of information technology for the development of South Bangka as a smart city. This study applies the penta helix collaboration model in the smart city program in South Bangka Regency. The penta helix model involves five main elements, namely government, community, private sector/business actors, academics, and mass media. This study aims to analyze the direction of smart city policy in South Bangka Regency and analyze the penta helix collaboration model in the smart city program in South Bangka Regency. This research method uses a descriptive qualitative approach by conducting in-depth interviews, field observations, and documentation studies with informants. The results of the study indicate that effective collaboration between elements of the penta helix model can increase efficiency, improve public services, and improve community welfare. However, the conclusions of this study also identify a number of challenges, such as lack of coordination between sectors and limited resources. Recommendations put forward include strengthening the regulatory framework, strengthening stakeholder coordination, and increasing human resource capacity, as well as developing information technology infrastructure. This study is expected to contribute to the literature on the implementation of smart cities in other regions with similar characteristics.

Abstract

The proliferation of electronic government (E-Government) initiatives has played a crucial role in transforming public services, particularly in enhancing effectiveness, efficiency, and accessibility. This study specifically analyses the Jaket Boat application in Thousand Island, assessing the extent to which it influences and improves public transport services. Faced with the unique geographical challenges and complex transportation needs, Thousand Island provides an ideal context for examining the application of technology in meeting and exceeding public service expectations. The Jaket Boat application, as an E-Government initiative, has been examined to assess its contribution to facilitating easier access, speeding up service processes, and enhancing the overall efficiency of the public transport system. The findings of this research are vital in informing further development of E-Government systems aimed at creating more integrated and accessible transportation services for all segments of society in Thousand Island.
