Abstract

: A healthy and liveable house is a basic need for society because it can improve the quality of life for its residents. Having a decent and comfortable home supported by a healthy and orderly environment is the dream of every individual, which plays an important role in improving the welfare of individuals and society. In Lhokseumawe City, Aceh Province, there are still many low-income people (MBR) who live in uninhabitable houses (RTLH). The local government responded to this through the Self-Help Housing Stimulant Assistance Program (BSPS), which aims to improve the quality of RTLH houses through a community self-help approach. This research aims to examine how the Self-Help Housing Stimulant Assistance Program (BSPS) is implemented and the obstacles to implementing the Stimulant Assistance Program (BSPS) in Lhokseumawe City. This research aims to examine how the Self-Help Housing Stimulant Assistance Program (BSPS) is implemented and the obstacles to implementing the Stimulant Assistance Program (BSPS) in Lhokseumawe City. This research uses descriptive qualitative methods with data collection techniques using observation, interviews, and documentation. Data analysis techniques use the Miles & Huberman Interactive Analysis model (Sirajuddin 2017), including data collection, data reduction, data presentation, and drawing conclusions. The results of the research show that the implementation of the BSPS program is only a type of program to improve the quality of housing suitability, but in implementation it still faces obstacles such as limited aid funds, lengthy bureaucracy, poor quality of materials, as well as indications of politicized practices and lack of coordination with the village government and lack of outreach to village communities. Nevertheless, the BSPS program is considered capable of improving the quality of life of the people. BSPS has the potential to become an important instrument in equalizing welfare and alleviating poverty based on decent and dignified housing.

Abstract

China's emergence as a global power has sparked debates about its role in the structure of world peace. This research addresses the binary construction of China as either a challenger or supporter of liberal peace, focusing on the type and extent of its challenges. Using a qualitative methodology and case studies, this study provides insights into China's participation in the normative context of liberal peace and its efforts to transform existing peace components. The research explores China's alternative approach to peacebuilding, grounded in the Five Principles of Peaceful Coexistence, and its implications for the global order. Key findings highlight China's growing involvement in United Nations Peacekeeping Operations, its mediation efforts in conflicts like the Saudi Arabia-Iran dispute, and the use of economic cooperation as a peacebuilding tool, demonstrating a significant departure from the liberal peace paradigm.

Abstract

: This research examines the trends and developments in public information policy in Indonesia from 2014 to 2024 through a literature analysis of 35 relevant studies. The main focus of the research is to examine how public information policy is evolving in the context of the digital era, as well as the role of technology and social media in improving government transparency and accountability. By identifying key challenges such as lack of information transparency, inequality in public access to data, and issues related to the application of technology in the public sector. This research uses a mixed-methods approach through historical data processing over a period of 10 years, and then descriptive analysis is made on each result obtained. The results found that out of 649 publications over a period of 10 years, Indonesian researchers have contributed research to as many as 35 publication documents that show that the implementation of public information policy in Indonesia has undergone significant transformation thanks to digital technology, although various technical and structural barriers still need to be overcome to increase its effectiveness in supporting better governance. This article aims to provide new insights for researchers, policymakers, and practitioners in formulating more inclusive and data-driven policies.

Abstract

The purpose of this research is to discuss the efforts of the Bojonegoro Regency Government in translating global norms into local regulations and practices as a measure to minimize the curse of natural resources in Bojonegoro. In general, the state is the main actor in controlling access to natural resources and often maintains the principle of sovereignty in the processes and outcomes of natural resource governance. However, efforts to institutionalize global governance norms at national and sub-national scales often face significant challenges when such global norms come into tension with existing normative frameworks at the local level. Therefore, the Regent of Bojonegoro, Suyoto, initiated the Draft Oil and Gas Petroleum Fund as an effort to minimize the curse of natural resources, which can be seen from several stages of Global Norm Leadership and implementation in Bojonegoro, Opportunities for Bojonegoro Oil and Gas Petroleum Fund Policy Innovation, and Global Norm Localization Initiatives in the Bojonegoro Oil and Gas Petroleum Fund Draft. This research uses quantitative methods. Most of them do regression analysis using panel data or cross-sectional data.

Abstract

Big data has become a strategic tool for enhancing the effectiveness of government crisis management in the face of increasingly complex global challenges. This study aims to explore publication trends, country contributions, lead author involvement, and the main subjects and topics related to the application of big data in government crisis management. The PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-Analyses) method was employed, utilizing the Scopus database for the period 2012-2024. The results of this study found a significant increase in the number of publications since 2020, driven by the COVID-19 pandemic and other global crises. China and the United States dominated publication contributions, while the ACM International Conference Proceedings Series was the journal with the most publications. Key findings indicate that the research subjects are multidisciplinary, covering computer science, social sciences, management, and the environment. In addition, cluster analysis identified four main themes in this research: environmental challenges, sustainable development, environmental governance, and future implications. This study also highlights challenges in the implementation of big data by governments, including a lack of cross-sector data integration, privacy issues, and a shortage of experts in data analysis. Although governments in various countries have begun to adopt this technology in their policies, it is necessary to strengthen data protection policies, inter-agency collaboration, and human resource capacity building to optimize the benefits of big data in crisis management. This study provides important insights for governments, academics, and stakeholders to design data-driven strategies to improve resilience to future crises.

Abstract

The phenomenon of Indonesian citizens (WNI) becoming involved in acts of terrorism abroad necessitates a legal assessment of the state’s responsibility under international law. This study employs a qualitative method with a normative juridical approach to analyze the obligations of the state in addressing its nationals who are part of global terrorist networks. Key principles of international law—such as due diligence, non-refoulement, and the duty to prevent and suppress transnational terrorism—form the core focus of this analysis. The study also evaluates Indonesia’s policy towards former ISIS-affiliated citizens, highlighting dilemmas surrounding citizenship revocation and the repatriation of returnees. Furthermore, multilateral cooperation mechanisms, including the ASEAN Convention on Counter-Terrorism (ACCT) and United Nations Security Council resolutions, are examined as part of Indonesia’s counter-terrorism strategy. The findings emphasize the importance of balancing national security interests with the protection of human rights and strengthening international legal diplomacy to ensure effective and globally aligned counter-terrorism efforts.

Abstract

This research focuses on the study of career planning and development. The object of study is career planning and development for education profession personnel in the Indonesian Navy, using Edgar Schein's Career Anchor Theory to describe a set of self-perceived factors, namely talents-based (talents/competencies), needs-based (needs/motivation), and value-based (values). This study analyzes and describes career planning and development for education profession personnel adopted and implemented within the Indonesian Navy. Career planning and development are crucial aspects in building high-quality human resources, particularly for personnel working in the field of education. The importance of career planning and development in organizations is the top reason for conducting this research. The approach applied in this study is a quantitative positivist approach presented in a descriptive narrative. The results of this study found that career planning and development for education profession personnel in the Indonesian Navy is not optimal yet, and there are no specific and detailed regulations regarding career paths for education profession personnel. Regarding support from leadership, a fair and clear reward system, accessibility to training and further education programs, a strong sense of responsibility toward the role and responsibilities as educators, and organizational culture, these are the factors and barriers influencing career planning and development for education profession personnel within the Indonesian Navy, as identified in this study.

Abstract

This study explores the role of international tourism in Indonesia's economic development, focusing on price and income elasticity. And to develop a good sustainable tourism policy, this study also analyzes the literature using a systematic literature review. Utilizing panel data from 2007 to 2019 across nine key visitor countries, the research examines the impacts of real GDP per capita, relative tourism prices, and trade openness on tourist arrivals and also analyzes the 7 articles about sustainable tourism. The findings reveal that real GDP per capita significantly influences tourism demand, particularly in intercontinental markets, while price sensitivity dominates in Asian markets. Indonesian tourism is classified as a normal good, with demand increasing as income rises. These results highlight the importance of tailored strategies to enhance Indonesia's competitiveness, including price-driven promotions for Asian tourists and premium destination development for intercontinental visitors. The study underscores the potential of tourism to foster Indonesia’s sustainable economic growth, reduce regional disparities, and strengthen global development partnerships. Tourism is not only for gaining economic development but also should be sustained to achieve the SDGs goals.Policy recommendations include investing in tourism infrastructure, diversifying offerings, and enhancing data-driven decision-making to position Indonesia as a leading global destination and also make sure the tourism development is still sustainable.

Abstract

The implementation of elections is very important for a country, because elections are a means of constitutionally changing leaders, gaining legitimacy, and allowing the people to participate in the political process. Implementing the 2014 election was considered successful, but the level of the process in the field still needs to be improved. Some of these problems are directly related to the governance or implementation of the election management function, which greatly affects the function of the Ambon City General Election Commission as a technical institution organizing elections. The study's results indicate that: 1. Implementing management functions at the General Election Commissions of Ambon City in the governance of the 2014 Election still needs to be functional. The organization of the 2014 General Elections showed various challenges faced by the Ambon City General Election Commission, including the lack of harmonious inter-agency relations, low human resource capacity, and limited information technology infrastructure. These conditions become empirical/concrete evidence that can be used as a basis for formulating efforts to simplify the electoral management system; 2. Factors inhibiting the implementation of the functions of the Ambon City General Election Commission are the external institutional relations factor, causing symptoms of disharmony between the General Election Commission and other LPPs (General Election Supervisory Body); the knowledge factor of the apparatus is still very limited due to the limited number of training activities, especially during non-election stages; and inadequate information technology infrastructure. This has the potential to greatly inhibit the implementation of the functions of the Ambon City General Election Commission.

Abstract

This study describes Indonesia's strategy to ensure children's participation through the National Children's Forum policy. Based on the significant increase in the fulfillment of children's participation rights in Indonesia in the 2018-2022 timeframe and seeing the position of the National Children's Forum (FAN) as a forum and meeting place that discusses children that are attended directly by the only children at the national level who directly or indirectly have the power to be able to provide input on policies regarding the fulfillment of children's rights and protection at the national level to the Indonesian government. The research method used in this study is descriptive qualitative research, which uses interview methods and a literature review to describe the behavior of events in detail based on facts. These are then analyzed to reach analytical conclusions to the research questions. The findings of this research show that Indonesia's policies in guaranteeing children's participation rights include the establishment of the National Children's Forum by the Ministry of Women's Empowerment and Child Protection. These efforts include regulations, indicators of Child-Friendly Districts/Cities, and the establishment of Children's Forums down to the village level. The Ministry of Women's Empowerment and Child Protection also involves families, schools, and communities through special programs. Indonesia is active in regional and international forums, such as the ACF, which influence the formation of policies related to children's rights. These strategies demonstrate Indonesia's commitment to realizing child participation at various levels.
