Abstract

This study explores the implications of implementing an electronic-based government system for data governance and regional public information systems. The main objective is to show that data governance and regional public information systems after the implementation of an electronic-based government system can productively support various regional government functions. The study places changes in national policies and changes in social interactions due to information and communication technology, changing the way regional government works, where data and information are the basis for local strategic policies. The conceptual framework empirically tests policy, management, technology, and environmental factors. Informant data was analyzed, then improvements to local public data and information management were formulated. The study findings show that it has not been implemented systematically in the regions. For this reason, adequate facilities and supporting capacity are needed. Originality offers the development of system innovation and new work mechanisms in the region through the provision of technological infrastructure and system security; structuring a trusted and accountable work system; provision of competent organizers; e-government regulation; increasing public literacy and participation; and renewing government and community relations. This idea supports the concept of modern government, which prioritizes the role of ICT in various individual and social activities.

Abstract

This study aims to evaluate the implementation of the groundwater tax collection policy in Tebing Tinggi City within the context of fiscal decentralization and to identify innovations needed to improve its effectiveness. Despite having a legal basis through Regional Regulation No. 1 of 2024, field practice shows that groundwater tax collection still faces various technical and institutional obstacles. The research method used is descriptive qualitative, with data collected through in-depth interviews, direct observation, and review of official documents. The analytical framework refers to George C. Edward III's policy implementation model, which includes four main components: information delivery, resource availability, implementer attitudes, and organizational structure. The research findings indicate that these four elements have not been implemented effectively. Policy information has not been conveyed comprehensively and tends to be one-way; policy implementers work with limited capacity and multiple role burdens; supporting training is not yet available to strengthen implementer commitment; and the existing organizational structure does not adequately support technology-based service innovation. Based on these conditions, a policy reform strategy is needed that includes strengthening public communication, a more structured division of implementing functions, the establishment of a fiscal education unit, and the development of a spatial information system (GIS). This initiative is expected to encourage increased taxpayer compliance and strengthen regional fiscal governance in a sustainable manner.

Abstract

This study aims to examine the role of collaborative governance in overcoming waste pollution in Pangandaran Beach, as well as analyze government policies and stakeholder involvement. The method used is a literature study, which involves collecting and analyzing information from various academic sources and policies related to waste management. The theory applied in this study is the collaborative governance model developed by Ansell and Gash, which emphasizes initial conditions, institutional design, leadership, and collaboration processes. The results of the study indicate that collaboration between the government, the tourism industry, and the community is a crucial element in formulating effective policies. Although regulations related to waste management have been in place, their implementation still faces significant challenges, including a lack of coordination and effective law enforcement. The conclusion of this study emphasizes the need for efforts to strengthen synergy between stakeholders and stricter law enforcement in waste management. Through a more solid collaborative approach, it is hoped that waste pollution in Pangandaran Beach can be overcome sustainably so that the environment is maintained and tourism can develop well

Abstract

This research addresses the topic of data security threats in the public sector, which has become a major concern along with the digitization of public services and the increasing incidence of cyberattacks. The aim is to analyze the main threats, including human error, internal threats, as well as external attacks such as ransomware and phishing, that can compromise the privacy and security of public data. Using a qualitative approach and bibliometric analysis, the study included a review of 192 Scopus articles from 2014 to 2024 and VOSviewer as a data processing tool for the data generated. The results indicate that data security in the public sector requires a multidisciplinary approach, including innovative technologies such as AI and blockchain, stronger data privacy regulations, and effective incident response mechanisms. The research concludes that global collaboration and an integrated approach are essential to address the increasingly complex challenges of data security while ensuring safe and reliable public services.

Abstract

The Mojokerto City Government's sustained efforts in addressing stunting have garnered significant national recognition, evidenced by its receipt of the Innovative Government Award for two consecutive years. These achievements have stimulated scholarly interest in examining the stakeholders involved in these initiatives. The overarching objective is to develop a replicable framework for other regional and municipal governments, fostering broader efforts to combat stunting in Indonesia. This research is grounded in the stakeholder analysis model advanced by Reed et al. (2009), which facilitates the systematic identification, categorization, and analysis of stakeholder relationships. The study adopts a descriptive case study methodology within a qualitative research paradigm, utilizing participatory observation, semi-structured interviews, and document analysis as primary data collection techniques. The findings highlight the involvement of 27 stakeholders in Mojokerto City's stunting reduction programs, categorized into three groups: 4 primary stakeholders, 18 key stakeholders, and five secondaries. Further analysis reveals that stakeholders can also be classified based on their level of interest and influence in achieving the initiatives' goals. Specifically, five stakeholders are identified as key players, nine as subjects, 10 as context setters, and three as crowd members. However, the study also identifies challenges, particularly conflicts arising from community-level misunderstandings of stunting's impacts and the limitations in disseminating critical information effectively. This research underscores the importance of stakeholder collaboration and highlights the need for effective communication strategies to address conflicts and enhance community understanding of stunting prevention efforts.

Abstract

This study aims to analyze the impact of the Russia-Ukraine conflict on Indonesia's food security, focusing on fertilizer supply disruptions and strategies for diversifying import sources. The urgency of this issue is underscored by Indonesia's heavy reliance on imported fertilizers, which are crucial for maintaining agricultural productivity. The research question centers on how Indonesia can mitigate the effects of regional conflicts on its food security and whether it should seek new partners for fertilizer imports. Utilizing a qualitative descriptive method, the study analyzes secondary sources, including books, scientific journals, and reliable online sources, from 2019 to 2024. The results indicate that the conflict has significantly disrupted Indonesia's fertilizer supply chain, leading to shortages and price hikes that affect agricultural productivity. The study highlights the importance of diversifying import sources, optimizing domestic production, and adopting modern agricultural technologies. Additionally, the research connects Malthusian theory with contemporary food security challenges, emphasizing the need for sustainable food production to keep pace with population growth. These findings contribute to the understanding of food security issues in Indonesia and provide insights for developing more resilient food security policies in the face of global conflicts.

Abstract

This study aims to analyze the dynamics of conflict between the Nagari government and the Kerapatan Adat Nagari (KAN) in Nagari Sialang, identify its causes, assess its impact on Nagari Sialang, and propose a conflict resolution model between the two institutions. This research employs a qualitative approach with a case study design. Primary data were obtained through in-depth interviews, observations, and documentation. This study utilizes Max Weber’s theory of legitimacy to analyze the root causes of the conflict and applies the Hybrid Political Orders (HPO) framework as a conflict resolution strategy. The findings reveal that the conflict stems from differing perceptions of legitimacy. The Nagari government derives its authority from legal-formal sources, while KAN is rooted in traditional authority. Power contestation becomes more pronounced in the governance of the nagari, particularly in disputes over financial reporting of Nagari’s Own Revenue (Pendapatan Asli Nagari/PAN), KAN’s request to manage budgets outside regulatory frameworks, and authority over marriage registration documents. These tensions illustrate the struggle between modern governance and customary institutions, negatively impacting the Nagari government. This study proposes the implementation of the Hybrid Political Orders (HPO) model to integrate modern governance with customary systems in Nagari Sialang, fostering inclusive governance. The findings offer valuable insights for policymakers in resolving and preventing conflicts in nagari, or village, settings that retain traditional governance structures.

Abstract

This article discusses the involvement of female politicians in organizing political parties that open up opportunities for the manifestation of catch-all politics in Banten. Catch-all politics is a strategy of political parties that embraces all parties, especially the women's community, to join and fight together. The research uses descriptive qualitative methods through data collection from informants, literature, and media studies to "discover the nature of the specific events". The results of this study are: First, the dimension of women's political existence is currently progressive and appreciated, not excluded or discredited; Second, political parties in Banten have begun to build catch-all politics for the existence of women politicians based on the need for affirmative action and the functionalization of women politicians as “color” providers in organizing political parties.

Abstract

How many decades ago was the United States overwhelmingly influential in the Indo-Pacific region. Many policies prove that international relations are driven by the national interests of the United States in this region. However, throughout the years, the American domination of the region has started to weaken as a result of China’s fast and advanced development. Due to its Belt and Road Initiative policy, this country has long since become a superpower that could challenge American hegemony. The aim of this study is to review the foreign policy of Indonesia when facing the competition of the politics of the United States and China, and particularly in the Indo-Pacific region. The approach of this study was qualitative with a descriptive method, and the data was collected by observation and deep interviews with experts and diplomats at the Ministry of Foreign Affairs. Meanwhile, the researchers also found the studies by considering the literature. The findings of this research showed that Indonesia is consistent with operating on the free and active political principle abroad when facing the competition between the United States and China in the Indo-Pacific region. It also strategically operates multilaterally, balancing its bilateral relations, achieving economic independence and strengthening its defense, and prioritizing soft diplomacy. However, the strategic position also puts Indonesia on various challenges that risk neutralizing its position, being dragged into a proxy conflict, relying on an economic structure from China, and incurring the impact of South China Sea disputes on its national interests. Thus, adaptive policy and strengthening its overseas capabilities are essential to make Indonesia more robust and responsive to the dynamics of the competition between big powers.
