Abstract

The rapid development of ICT has opened up opportunities for citizens to submit opinions and complaints to the Government, which facilities are guaranteed by law. The provision of these facilities is in the form of implementing e-Government. The government must provide an application that is Government to Citizens/Consumers (G2C) which aims to bring the government closer to the community interactively through access channels that can be reached by the community. Labuhanbatu is a district located in North Sumatra Province with a population of 493,899 people. However, until now there is no facility for the public to submit aspirations or complaints based on e-Government applications. This study aims to create a web-based online application for aspiration and complaint services for the people of Labuhanbatu Regency. This application is called LAPO, which stands for Online Aspirations and Complaints Service. The method used in this research is the Waterfall model. This research has succeeded in creating a web-based online aspiration and complaint service system for Labuhanbatu residents that shows the compatibility between the expected results and the actual results. The results of the study have proven that to design and build this system, the following stages are carried out: analyzing system requirements, system design, implementing the system, and conducting system testing. With this research, it is hoped that it can become one of the e-Government applications for aspiration and complaint services that can be used by the Labuhanbatu Regency Government easily and with low infrastructure costs by utilizing existing human resources.

Abstract

Labuhanbatu is a regency in North Sumatra Province which is geographically located on the main route of the east coast of Sumatra. Due to its geographical location, this district has an increasing population. Employment problems in Labuhanbatu Regency which are estimated to be increasingly complex, not to mention driven by the increase in the Open Unemployment Rate (TPT) in Labuhanbatu Regency, encourage the local government to expand and develop employment opportunities. However, Labuhanbatu Regency does not yet have a job vacancy information system that can be accessed by job seekers and companies. Online job vacancy information is a solution in providing information that has a very significant impact in saving time and costs compared to job vacancies in print media. The online job vacancy portal has succeeded in filling the vacancy for job vacancies. This study aims to design and build an online job vacancy application in Labuhanbatu Regency. The system development method used is the waterfall model, while the programming language used is PHP and MySQL DBMS. After designing and implementing the system, it was found that the System Development Life Cycle (SDLC) method with the waterfall model could be applied to build an online job vacancy application in Labuhanbatu Regency. It is hoped that this online job vacancy application can make it easier for job seekers in Labuhanbatu to receive job vacancies information so that the unemployment rate in Labuhanbatu Regency can be suppressed.

Abstract

The purpose of the family planning program is to improve the welfare of mothers and children, which is the basis for the realization of a prosperous society by controlling birth control as well as controlling population growth. The Department of Population Control and Family Planning in Labuhanbatu Regency has the task of carrying out family planning programs in the Labuhanbatu Regency area whose implementation is assisted by Family Planning Extension Officers in 9 existing sub-districts. District officers record and report family planning data in each sub-district every month. Recording and reporting of family planning data is still done manually. This manual system resulted in the process of submitting reports being delayed due to distance problems between sub-districts and districts. The delay in submitting this report has an impact on the performance of the institution itself. This study aims to overcome these problems with the solution of making a web-based family planning participant data collection information system. The system development method used is the Waterfall model. From the results of the implementation and testing of the system, it is found that the Codeigniter framework can be implemented in a family planning participant data collection information system quickly and easily. Tests using the Blackbox testing method also show valid results. From the results of this study, it can be concluded that to apply the waterfall method in designing and developing a KB participant data information system in Labuhanbatu Regency, it must go through five stages, namely, analyzing system requirements, designing systems using UML, implementing systems with a codeigniter framework, conducting trials with blackbox testing methods, and perform system maintenance. With this system, it is hoped that it can become a recommendation and reference for the Labuhanbatu Regency Population Control and Family Planning Service to implement it so that the problem of delays in reporting family planning data can be handled properly.

Abstract

In a company or organization, data and information is an important thing to run business processes. Valid data is a capital for the creation of information that is very useful for the continuity of the company's performance. The value of data in a company or organization can be expensive when the data is needed. As in the case of calculating the number of incoming goods at the Department of Industry and Trade of Labuhanbatu Regency, it is still done manually, such as using transfer receipts and this requires a long process in presenting reports and even errors in writing the name of the goods on the invoice. The reality is that its implementation in the field faces major obstacles when it comes to the goods in and out system in the warehouse. For the processing system of incoming goods is not directed and unorganized so that the function and purpose as well as the security of information out of goods are not organized. Inventory system in goods is an activity that consists of data on receipt of goods, data on sales of goods, returns data, and data on stock of goods that report all activities out of goods. The purpose of making the system is to make an efficient computerized system application design and make its implementation into programming. The result of writing this information is to be able to assist and process data in and out of goods as well as supervision in and out of goods so that the delivery is more effective and effective. From the writing submitted, it can be concluded that the implementation can be used for data processing in and out of goods

Abstract

This study aims to provide an effort to secure files in order to maintain important documents as assets for the Perlayuan Health Center. The Perlayuan Health Center is one of the world's health units whose role is to support health and the security of medical record files. Important factual documents that have been recorded regarding the historical history of symptoms and diseases that have been recorded such as disease or illness conditions, prevention or healing techniques that have been carried out and have been missed have previously been documented by the Health service at the Perlayuan Health Center. Medical records have or keep important records that are documented with data in the form of patient identities, examinations, treatment, actions from the facilitators of the Perlayuan Health Center. Rivest's Cipher 6 method is used to lock files. The medical record aims to be an initial benchmark to continue the action plan for drugs and treatments that will be applied. File security with At the Perlayuan Health Center there is very little security for a file because each data is not only stored on one computer and if needed the file will be copied to anyone who asks for the file. That way the file is no longer guaranteed security and confidentiality. Anyone can easily retrieve files by copying formatted encryption or data encryption. Rivest's Cipher 6 algorithm can break 128 bits blocks into 4 sets of 32 bits and this algorithm can work with 4 32 bits registers X, B, Y and D.

Abstract

Sign language is very useful for giving signs to communication partners, in this case, signs are not only for people with disabilities but can also be used by normal people. Even in children's or adult games, sign language is used as a language or a means of communication with one another. Recognition of sign language using a computer by doing several methods, because the computer does not recognize the image of a sign with a certain meaning. Therefore, it is necessary to train computers to recognize these signs. One of the fields that discusses gesture image recognition is the field of Computer Vision. Where the science of computer vision is able to process the image. In addition, in image processing, it is necessary to carry out deep learning processes such as Convolutional Neural Networks. In the Convolutional Neural Network algorithm, there are also many methods or architectures such as VGG16, VGG19, ResNet-50, DenseNet, Inception_V3, and many more. The use of architecture is used in accordance with existing needs. Therefore, the choice of architecture will determine the model is built or not to build from scratch, only transfer learning or pre-train. Pre-training is done by using the initial model and then using it only. Or do some training. The purpose of this study was to detect sign language using the Generative Adversarial Network (GAN). Actually, the Generative Adversarial Network method is widely used in making synthetic images, but this time the Generative Adversarial Network can also detect images from sign language.

Abstract

Smartphone technology is currently developing rapidly. In an effort to improve and empower companies, smart is used as a tool for anything in office work and in projects. For example, smartphones are currently used for meetings or coordination with leaders and employees. In the project, smartphones can be used to monitor employees. One of the problems with work on projects is that employees often leave project work for several reasons. The position of employees is often unknown to other employees or leaders. So the idea arose to find out the whereabouts of the employee. Monitoring employees on the project is very important, where the presence of these employees is needed to coordinate. If the employee is at risk of a work accident, the management quickly knows the position of the employee. The idea of ​​making employee monitoring in the project by creating an application system for employee positions in the project. In addition to monitoring, employees do not need to attend the office, from the employee's home directly to the project site and do asben from the project site. The data will record the name of the employee, the position of the employee in the project, the time of absence, see the tasks that will be carried out per day. The results of the task are carried out by taking selfies as a report to superiors. The purpose of this research is to solve the problem of the existence of employees or the position of employees in the project, to be absent at the project site, to take selfies on the progress of daily work, and to hold meetings with the application. This application is built using technology based on the Android system using Flutter.

Abstract

Economic growth in the first quarter of 2021 based on YoY (Year on Year) is around -0.74%. This figure caused the Indonesian economy to recession after contracting four times since the second quarter of 2020. With positive and negative growth in the value of GDP for each category based on the business sector each quarter, can do future economic growth modelling. The prediction results can be used as an early warning for the government on factors that can maximize and factors that must improve. This study aims to predict the state of economic growth in the next quarter using Random Forest classification. Random Forest combines tree classification and bagging by resampling the data, which reduces the variance of the final model, which is for low variance overfitting. The data used in this study was scrapped from January 2021 to March 2021 on 5 Indonesian online news portals, namely Kompas, Antara, Okezone, Detik, and Bisnis. The independent variable is online news based on GDP category. The dependent variable results from data labelling on each news, up or down, carried out by the Directorate of Balance Sheet of BPS. Based on the calculations with cross-validation of 10, the modelling results obtained 96.51% accuracy, 97% precision, and 97% recall. The random forest method is good for predicting economic growth in the next quarter, namely the second quarter of 2021. Incorrectly predicted only three categories of GDP were: the construction category, the transportation and warehousing category, and the company service category

Abstract

A work accident on a technician causes injury. When doing work, even though the technician is equipped with work safety, there are still factors that can cause accidents intentionally or unintentionally. The development of technology is now more advanced. Now the industrial revolution has reached the era of 4.0. Its progress is accompanied by information technology that is growing very rapidly. Many internets of things devices can already be used in everyday life. In today's life, the use of IoT devices has become a habit of today's modern society. For example, to travel using public transportation, there are many mobile apps that are connected to transportation providers. Including trade, the number of marketplaces has caused the growth of smartphones to be very fast. Smartphones are now equipped with many sensors, ranging from GPS sensors, wi-fi sensors, temperature sensors, and various sensors. Often the technicians in charge of climbing towers or heights are never caught by management or project leaders. Even though this causes losses both losses for technicians and losses for management. Therefore, how to monitor the technicians to be careful in carrying out their duties. Android smartphone devices have many sensors. Sensors in Android are used as a fall detection tool. By using Android sensors, the use of Internet of Thing sensors on smartphones will produce very useful monitoring tools. The use of Flutter framework as a medium for utilizing the accelerometer sensor and gyroscope sensor as a fall detection tool. This study aims to create a prototype of a fall detection application system.

Abstract

Since the establishment of the Labuhanbatu Regency Government website, no efforts have been made to evaluate its performance. This is important to do considering that the Labuhanbatu Regency Government website is a medium of public information needed by the community. The website is also an indicator of the quality assessment of the government as an effort to improve services to the community. This study aims to analyze the website of the Labuhanbatu Regency Government using the evaluation method. The evaluation process is carried out with the help of the GTmetrix measuring tool by measuring website performance through performance metrics such as: First Contentful Paint (FCP), Speed ​​Index (SI), Large Contenful Paint (LCP), Time to Interactive (TTI), Total Blocking Time ( TBT), and Cumulative Layout Shift (CLS). The test results show that the Grade of the website is at level D, with 61% Performance, and 78% Structure. The test results on performance metrics at two test times show a downward trend, where the best FCP is achieved within 2100 milliseconds, SI 6500 milliseconds, LCP 4300 milliseconds, TTI 2100 milliseconds, and TBT 0 milliseconds, although the FCP, SI, and LCP metrics are still in the non-recommended category. The results showed that the GTmetrix measuring instrument could be used to evaluate the website of the Labuhanbatu Regency Government with comprehensive evaluation results. The thing that must be evaluated is the “Reduce initial server response time” aspect which makes the website's initial page load slow. As a solution to these problems, the Labuhanbatu Regency website manager must make improvements to the program code and database queries, implement caching on the server, and perform periodic upgrades to Server hardware, CPU, and Memory.
