Abstract

ABSTRACT :This study aims to determine how the administration of the Organization in terms of personnel,especially in the district of Sulu Islands Regional Employment Board.This study used qualitative methods. The informants were 10 officers / employees at BKD are: headof the agency / secretary (1), the head of the field (3), and the head of the sub-areas (4), and the staff /implementers (2). Data collection techniques used were interviews. The data analysis was done by usingqualitative analysis interactive model of Miles and Hubermann.The results showed that: (1) The process of implementation of recruitment at BKD Sula Islandsbased on the determination of the formation of a minister according to regulations, and theimplementation process of recruitment of employees at BKD today already using the system CAT,although the implementation of recruitment/employess has been running well, but not maximized. (2) Theimplementation process of selection for placement of employees in structural positions is implemented inaccordance with the applicable legislation, but not maximum, because there are still weaknesses, and notall the structural officials meet in full all the main requirements for certain structural position as set outin PP.No .13 of 2002 on Hiring in structural positions.Based on the results of these studies conclude that: (1) the implementation process of recruitmentin BKD Sula Islands based regulations, but implementation of the recruitment system using CAT, so thatthe implementation of recruitment in Sula Islands is not maximized. (2) Selection process staffing in thestructural position in BKD Sula Islands in general are good, but not maximized because there are stillsome things that are required by the regulations have not been fully implemented.Based on the results of this study, it is necessary to put forward some suggestions: (1) To improvethe effectiveness of the implementation process of recruitment/civil servant in the Government of SulaIslands need to further expand facilities such as electronic instruments, WFI, and the room (a) needed forthe implementation of recruitment employee/civil servant using CAT systems (Computer Assisted Test)can run up. (2) It is expected that the selection process of the placement of employees in the structuralposition in lingungan Sula Islands Government should really sesui with the requirements stipulated inGovernment Regulation No. 13 of 2002 on Hiring in structural positions, and/selection process tominimize the placement of employees in structural positions in the Government of Sula Islands fore letconducted openly, namely through the auction system positions that have been implemented in someareas.Keywords: Recruitment, Placement Officer, structural positions.

Abstract

Abstract: This study aims to "Describe, interpret how the effort of empowering human resources inoptimizing the function of Village Owned Enterprises (BUMdes)".This research uses descriptive method of qualitative approach, and data collection technique used withobservation, interview technique and documentation. The number of informants in this study as many as 5people. In this study using the model of empowerment (strengthening) of human resources in theorganization BUMDes.The results of this study indicate that the first stage of desire in the empowerment model is running well.The desire in the empowerment effort (reinforcement) is currently only done by the village government thatis Sangadi to the board of BUMDes with this seen from the study activity of appeal outside the region. Stageof confidence in empowerment not yet run well. The trust given by the government and the community isvery full given to people who are appointed directly and specifically in the management and developmentactivities of BUMDes, but the trust through education and training which is the stage of empowerment(reinforcement) has not been made specifically to every board BUMDes. Stage of confidence inempowerment model still must be upgraded again, confidence every board of BUMDes only limited able tomanage but matter of creativity and innovation in management and development of BUMDes until now notyet created. The credibility stage in the empowerment model is not a problem in management anddevelopment and the board has been able to show their performance through BUMDes activities that arestill ongoing. At this stage, the responsibilities of the board should be improved in completing the tasks andresponsibilities that have been given, although the government often assists it, but the board is fullyresponsible in the management and development of BUMDes. Abstract

ABSTRACTIn accordance with the duties and functions BKKBN or Regional FamilyPlanning Agency has a strategic role in the development of social welfare . The role willbe realized as expected if the Family Planning Agency may formulate and implementprograms that are directly related to efforts to repair / improvement of social welfare inparticular the families of the target group . In connection with this, this peneleitianendak answer the question " how the role of Family Planning Agency in thedevelopment of social welfare in the South Minahasa district .What is meant by a role in the development of the social welfare are the thingsor the efforts that have been or are being carried out by the Family Planning in thedevelopment of social welfare / community in accordance with the scope of tasks andauthority. The role can be seen from the programs and activities that have been or arebeing implemented and the results achieved in the development of public welfare .This study used qualitative methods . Sources of data / informants drawn fromthe competent authorities Family Agency Planning South Minahasa District ( 5 people ), officers PPLKB / PLKB Subdistrict ( 4 ) people , and community family planningprograms target group ( 6 persons ) , so the total number of informants there are asmany as 15 people . Collecting data using interview techniques . While the analysis ofthe data using qualitative analysis techniques interactive model of Miles and Hubernan .The results showed : ( 1 ) Programmes Body Family Planning , Women'sEmpowerment and Child Protection South Minahasa regency set everything can be donequite effectively . ( 2 ) Programs Board of Family Planning , Women's Empowermentand Child Protection South Minahasa District conducted during this provide greatbenefits for the community , especially the target groups in the welfare of the family.Based on the results of these peneleitian be concluded that the FamilyPlanning Agency has a significant role in realizing the social welfare development inSouth Minahasa regency .Starting from the conclusion it is suggested that given the significant role ofBKKBN or Regional Family Planning Agency in the development of the social welfareprograms of the Agency for Family Planning , Women's Empowerment and ChildProtection South Minahasa District that has been or is being implemented today shouldbe continued , improved and expanded even furtherKeywords : role KB Agency , the development of social welfare .

Abstract

AbstrakSebagai perangkat daerah, camat mendapatkan pelimpahan kewenangan daribupati/walikota yang bermakna untuk urusan pelayanan masyarakat. Selain itu kecamatan jugaakan mengemban penyelenggaraan tugas-tugas umum pemerintahan. Camat melaksanakankewenangan pemerintahan yang dilimpahkan oleh Bupati/Walikota untuk menangani sebagianurusan otonomi daerah, meliputi aspek : perizinan, rekomendasi, koordinasi, pembinaan,pengawasan, fasilitasi, penetapan, dan penyelenggaraan. Peraturan Daerah Kabupaten MinahasaNomor 5 Tahun 2008 tentang Organisasi dan Tata Kerja Pemerintah Kecamatan dan PemerintahKelurahan menetapkan tugas pokok dan fungsi pemerintah kecamatan yang diantaranya yaitutentang pelimpahan wewenang bupati kepada camat. Dengan demikian maka peneliti inginmengetahui bagaimana implementasi pelimpahan wewenang dari bupati kepada camat terutamamengenai pembinaan yang akan dilihat dari model implementasi kebijakan yang di kemukakanoleh G. Shabbir Cheema dan Dennis A. Rondinelli yang mempunyai indikator yaitu kondisilingkungan, hubungan antar organisasi, sumber daya organisasi, dan karakteristik dan kemampuanagen pelaksana. Tujuan dalam penulisan ini terbagi menjadi dua yaitu untuk memenuhi syaratyang di perlukan guna meraih gelar sarjana dan tujuan lainnya yaitu untuk mengetahuipermasalahan yang diangkat dalam skripsi ini.Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif. Teknik analisadata yang digunakan adalah teknik analisa data model Miles & Huberman yaitu data reduction,data display dan conclusion drawing/verification. Berdasarkan hasil penelitian diperoleh bahwacamat dalam melaksanakan tugasnya dalam membina staf / pegawai belum maksimal dikarenakankualitas staf / pegawai yang belum mencukupi, fasilitas penunjang yang tidak memadai, dilihatdari kondisi lingkungan yaitu masih ada staf/ pegawai dan pimpinan yang tidak mempunyaihubungan yang baik, dan belum maksimalnya pengawasan yang diberikan oleh pemerintah daerah.Karena itu, penulis menyarankan camat harus lebih aktif memantau apakah pembinaan yang telahdiberikan sudah dilaksanakan dengan baik, perlu lagi menambah fasilitas penunjang, danpimpinan harus lebih memperhatikan kondisi dari staf / pegawai yang ada.Kata kunci : Implementasi, kebijakan pelimpahan wewenang.

Abstract

This study moved from the initial observation that the process of implementation anddetermination of mutations of civil servants in the local government of North Halmahera Regency is lesstransparent. Thus, the research in addition to answering the problems related to transparency of civilservant mutations, also aims to know the application of the principle of transparency in the implementationof employee mutations at the Regional Personnel Agency (BKD) of North Halmahera Regency. Thisresearch applies descriptive method with qualitative approach, informant is determined based on level ofunderstanding to research problem as many as 12 people consisting of element BKD, some related SKPD,Member DPRD related commission and press. Methods of data collection consist of observation,documentation and interview. Processing and data analysis is done from the collection stage to the dataverifikasi stage by applying interactive techniques.The results showed that (1). Information relating to the process of formulating and implementing publicpolicies, including information on civil servant mutations, is sufficient, accessible, accessible and timely,but information is categorized as "confidential", including information on the process and determinationof civil servants to be transferred. (2). Transparency of information may increase the knowledge and insightof the community about the process, procedures, requirements and reasons for the transfer of civil servants,there are several considerations of civil servant’s mutation among others is the need for civil servants to fillvacant places / positions. Given the transparency of civil servant transfers, at least a slight increase in publicconfidence in the government. The level of public trust to the government due to the increased satisfactionis significant.Thus it can be concluded that the existence of transparency of information in terms of civil servant’smutations also affect the increased knowledge, insight, trust and community participation in regionaldevelopment. Participation in question has to do with reports for civil servants need to be transferred(critical Participation) to provide information to the government about the existence of deviation by civilservants that need to be transferred. It is recommended that the process and procedure of the PNS mutationshould be done transparently, openly and based on mapping the needs of employees by SKPD or at therequest of SKPD and not because of other factors beyond that. A strategic partner organization that isneutral for local government to oversee the process of employee reform is necessary to prevent the KKNpractices in the process.Keywords: Transparency, Employee Mutation

Abstract: The role of women is starting to count as one of the supporting construction. This can be seen not onlyin the social sphere only, in the realm of politics that tends to be the domain of men, but this time have started to enter thefemales, however, from the early observations of researchers towards the implementation of the activities of the nationalprogramme of activities through the role the role of the community through District Development Program (PNPM-PKK)and target the housewife did not seem to conform to expectations with reality.This research was conducted in the village of Kalawat District. Kalawat Minahasa Regency North. The relevance of themethodology with why this area was selected because there is some housewife who follow activities to improve familywelfare role, until researchers argue that by doing research on the location of these researchers can get credible data. Thestudy lasted for three months starting from May to July 2010.Conclusion the role and the efforts made to enhance the capabilities and skills through education, skills training,coaching continuously in order to get maximum results. The role of the housewife in the village of Kalawat sub-district ofNorth Minahasa Regency Kalawat, then there needs to be provision of education and training in order to increase theability and expertise in accordance with the effort that is being done now by housewives comprehensively andcontinuously so that housewives who followed the program PNPM-PPK gain knowledge that will improve the income andwelfare of their families. Abstract

ABSTRACTThis study departs from the phenomenon that the villages in the district governance Silimoindicated Yahukimo Papua Province has not been effective . This condition seems to be related to severalfactors inhibiting . Thus , this study aims to : ( 1 ) To determine the effectiveness of village governance ;and ( 2 ) . To determine the factors inhibiting the achievement of effective governance at the village SilimoDistrict Yahukimo .This study used a qualitative approach to the application of descriptive methods . Data andinformation gathered through interviews with 16 informants techniques , and equipped with observationand documentation , then analyzed by applying descriptive analysis techniques .Based on the analysis of data , it is known that : Implementation of the village administration .Particularly in Silimo District Yahukimo generally not effective . This condition can be seen from thereality of the interview in which the criteria for effectiveness penyelnggaraan village administration hasnot been implemented to the maximum .Thus , it can be concluded that there is some obstacle , namely : low accessibility factors , quantityand quality of human resources village government officials are inadequate , infrastructure andgovernment facilities were inadequate , and still strong patriarchal values that characterize the activity ofthe community , especially government officials village that gave birth to the paternalistic culture asinhibitors of achieving effectiveness village governanceTherefore , it is suggested that regional governments need to reform Yahukimo in several sectors , amongothers : land transportation network , infrastructure , equipment , facilities and budget supporting thedelivery of village governance , improving the quality and quantity of resources and village governmentofficials to build a culture system oriented achievement through religious guidance .Keywords : Effectiveness , Government , Village

Manfaatpenelitian, sebagai bahan informasi atau masukkan kepada pemerintah daerah Kabupaten BolaangMongondow Timur terlebih khusus Badan Pengelola Keuangan Dan Pendapatan Daerah dalammeningkatkan efektivitas kerja pemungutan pajak bumi dan bangunan pedesaan dan perkotaan.Metode yang digunakan dalam penelitian adalah metode kualitatif dengan pendekatan deskriptif.Serta lokasi penelitian di Badan Pengelola Keuangan Dan Pendapatan Daerah Kabupaten BolaangMongondow Timur.Berdasarkan hasil penelitian efektivitas kerja Badan Pengelola Keuangan Dan Pendapatan Daerahdalam pemungutan pajak bumi dan bangunan pedesaan dan perkotaan sudah efektif dilihat daribeberapa unsur efektivitas menurut Duncan dalam Steers (1985) yaitu pencapaian tujuan, integrasi,dan adaptasi.Kata kunci: Efektivitas Kerja, PBB-P2.

Abstract

Abstract : This research will be based in the background by a problem in the pineleng Sub-district officeof the Regency of minahasa in the Government apparatus work competencies influence the villages thatstill have not contributed optimally. Therefore it is necessary the presence of the influence of goodworking competencies in order to improve the performance of government apparatus of the village. Thusit can be said that the Government apparatus village in the Pineleng does not yet have adequatecompetence in implementing village autonomy demands appropriate mandate Law No. 6 Year 2014 so itcan certainly will affect their performance in achieving the goals and objectives of Government and thedevelopment of the village. Based on the results of the study as already expressed above, it needs to begiven some advice, among other things: remembering the accomplishments of the Government apparatusperformance village is still low, given the still weak influence aspects of formal education andtraining/skill performance against government apparatus apparatus village, partially, only factors factorsthat influence significant working experience terhada village government apparatus performance,meanwhile, simultaneously or together, all three of these factors (education , training and workexperience) effect very significantly to the performance of the Government apparatus. Abstract :In accordance with the Research Problem Formulation So The Purpose of This Research Is To Know How Career Development ASN / PNS done On Transportation Department, Communications and Informatics BolaangMongondowDistrict.Research Methods Used In This Research Is Qualitative Method.Moleong (2006) Said, qualitative research is research that intends to understand the phenomenon of what is experienced by research subjects (eg behavior, perception, actions, and others), holistically, and with The way descriptions are in the form of words and languages, in a particular context that is natural and by utilizing various natural methods (Moleong, 2009). Qualitative research aims to dig up and build a preposition or explain the meaning behind reality.According to the real results and the facts for his performance has been very good and trained from superiors to subordinates, and to about the potential for career development of the ASN in the communications service kominfo this is very good ,,, the level of ability and willingness it can be guaranteed pertained Good, but for the level of career development is relatively low, in because by some factors that may not be adequate .. while ASN has the right to have Development. The capacity of the apparatus is a right for ASN to gain useful expertise in supporting an organization as set forth in article 22 of Law Number. 5 Year 2014 on State Civil Apparatus. In the article it is mandated that every apparatus has the right to be developed by the government, both central government and local government.Based on the conclusions and the results of the study as described and discussed in it can be drawn conclusion as follows: ASN Competence (civil state apparatus) in career development and implementation of performance in view of the workings and the willingness to develop a career is very good but because Insufficient funds and the right to the right to development of ASN careers have not been obtained so ASN most of his career has not developed.Keywords: Development, Career.
