Abstract

Abstrac: Public participation in policy development in countries thatimplement democracy including in Indonesia is not new. Public participationis a process to provide technical opportunities and broader authority to thecommunity together to solve various problems. As a concept and practice ofdevelopment, the concept of participation recently discussed in the 1960swhen various international institutions promote participation in the practiceof planning, implementation, and evaluation of development.This research was conducted at 9 : 1 the village chief informant. 1sysop BPD, sysop LPM, 1 religious figures, and 5 members of the public. Thetechniques of data collection is done by way of interviews, observation anddocumentation. And data analysis techniques used are informationgathering, data presentation, data reduction and withdrawal of theconclusion.Keywords : public participation, development, infrastructure

Abstract

The purpose of this study was to determine the performance of the Tolikara District Kembugovernment in the implementation of regional autonomy. This research uses a descriptive-qualitativeapproach. Based on the study of theory, performance is seen from three dimensions or indicators, namely:productivity (effectiveness and efficiency), responsibility, and accountability. Research informants werethe Camat, the District Secretary, 2 Section Heads, and 1 Implementing Staff, and 2 Village Heads. Thedata analysis technique used is an interactive model analysis of Miles and Hubernann. The resultsshowed: (1) The performance of the Kembu District government in the implementation of regionalautonomy affairs in terms of productivity indicators (effectiveness and efficiency) is quite good. (2) Theperformance of the Kembu District government in the implementation of regional autonomy matters seenfrom the indicators of responsiveness is also quite good. (3) The performance of the Kembu Districtgovernment in the implementation of regional autonomy matters seen from the accountability indicatorsis quite good. Based on these conclusions this study recommends Increase the number of employees, andimprove the quality of employee HR.Keywords: Performance, Regional Autonomy Affairs, District Government.

Abstract

ABSTRACT: According to law number 52 of 2009 on population development and family development, demography is the particulars relating to the number, structure, growht, distribution, mobility, deployment, quality, and wlfare conditions relating to political, economic, social, cultural, religious, and neighborhood local.From the above data, the government must take action in order to minimize the amount of populaion growht is very high, and one of the efforts that maximize the role of the agenci or agencies competent in dealing whit population growth. Family planning is one of the government’s efforts to reduce the rate of population growth.Basicalli the popolation growth in the distric talaud ilands can still lacking on the run, this research uses descriptive research methods, data sources/respondents were 17 government official, data collection using questionnaries and open interviews, data analysis used was qualitative descriptive statistical analysis.The results showed: 1). The ifluencing factors in the increase in number of people such as marriage at an early age, lack of public awareness in running the government program and the birth rate is very high. This is what should be a task that must be resolved by the famili planning agencies at both central and district in Talaud Island. 2). The limiting factor in overcoming the problem of population growth rates in the talaud island, and the factors that most hamper is a marriage that is done at an early age as well as the proximity of the child’s birth due to lack maximizing government in overcome problem of overcrowding that threatened districts island talaud even when this rate of growth is not too high and still be in control.Of the above results is concluded that the government’s role in controlling the population growth in the distric Talaud Island in the inplementation are still lacking to participate and perform their duties according to predetermined at the center and in the regions.Of the above conclusion, suggested the government scould carry out duties according to their duty at the center and in the regions and the inplementation of field extension can be done on an ongoing basic as well as the addition of personnel so as to reach all areas dufficult to reach.Keywords: Role, Control, and Population.

Abstract

The method of research that writer use in this research is quantitative research method, that is researchmethod based on philosophy of positivism, which is used for research in certain population or sample. Thesampling technique used is the saturated sample technique from the research in Inspectorate of NorthHalmahera District from 31 ASN. Data analysis techniques used are simple linear regression analysis andsimple correlation analysis.Based on the results of analysis using product moment correlation of people obtained correlation coefficient(r) = 0.343 while the coefficient of determination (r2) = 0.34. These results show that the coefficient ofdetermination is 34%. With this result, it can be explained that ASN performance improvement is determinedby education by 34% while 65% is determined by other factors. Based on the results of the above research,the hypothesis in the post can be accepted that there is a level of relevance and determination between ASNperformance educations in North Halmahera district inspectorate. Based on the significant test resultsobtained t = 2.280 at significant level (α) = 0.05 with degrees of freedom (df) = n - 2 = 29, then table = 2.045.From the data obtained that t arithmetic greater than ttable where t arithmetic 2,280> 2.045. Then H1 isaccepted and HO is rejected. This proves that there is a positive influence between Education onPerformance Asn in Kab. North HalmaheraBased on the results of the study, it can be concluded that education has an influence on ASN performance.But in the category of calculation of interpretation of education fall into the weak category. So the betterthe ASN education, the better the performance will be, so it should improve the program "education bothformal, informal, non formal education, in the process of achieving performance results.Keywords: Education, Performance of Civil State Apparatus,

Abstract

The research objective was to explain in village development. In Hatetabako Village,Wasile sub-district, Central East Halmahera District. This study used a descriptive and repressive. Village secretary, head of BPD member (BPD),Community.data Collections uses interview guidelines,Documentation study observations while analysis techniques are carried out through the stages of data collection in development in the village of hatetabako Wasile SUB-District,central East Halmahera Regency,it was observed that the two criteria,nameli preventive and repressive,had not been maximally implemented. The village level needs to be improved through community participation in village development. Community invilopment in community participation in development is increased so that there are no misunderstandings between the village government and the communty, others are regulated in government regulation number 124 of 2001 concerning community participation in development villages,and the 2004 6 year law on villages,should be optimizedKey words: Community participation in village development

Abstract

Micro Enterprises Based on Law Number 20 of 2008 concerning MSMEs (Small and Micro MediumEnterprises) are productive businesses owned by individuals and / or individual business entities that meet thecriteria of Micro Enterprises as stipulated in this Law. But there are problems of Kopra Small Business in SapaKecamata Tengah Village, South Minahasa Regency, which are unstable prices, declining prices, no capitalassistance and copra processing facilities from the local government and decreased production due to coprafarmers who are reluctant to produce copra because copra prices have not in accordance with the cost of living.To measure the success of copra research empowerment using the concept according to Edi Suharto, namely:Possibility, Strengthening, Protection, Improvement, and Maintenance. This study uses a qualitative method. Theinformants in this study were seven people. Data collection techniques used were interviews, observation anddocumentation. the results of research obtained in the copra business empowerment in the village of Sapa aredone individually and on a household scale. Empowerment of the copra business in Sapa Village has receivedless attention from the government that there is no capital assistance and tools to support copra work directlyfrom the government. It is not yet apparent that the village government's efforts to voice the aspirations of coprafarmers and entrepreneurs. The hope of the researchers is that the Sapa Village government to innovate propeoplepolicies and programs such as being actively involved in copra business empowerment in Sapa Village sothat copra can be developed into food, cosmetics and ingredients and oils such as Virgin coconut oil. the Sapavillage government must dare to convey the aspirations of the copra farmer groups to the district level and theremust be concrete actions from the government to provide capital and empowerment of copra into other derivativeproducts. The need for economic institutions, such as village savings and loan cooperatives and theimplementation of BUMDES must touch on every farmer group and copra businessman in Sapa Village.Keywords: Empowerment, of Society, Small Businesses.

Abstract

ABSTRACT: Camat position as a leader in the district and at the same time as the head of the workingarea districts have an important role and ultimately determine the manifest good govenance in thedistrict, but in fact good govenance not been optimally realized in the district. This study intended tofind out how camat role in achieving good Governace in the district of Minahasa district Tombatusoutheast.The research method used is qualitative method. camat role in achieving good governance fi viewof three aspects, namely pernan coordinate, direct, and supervise government in the district.informants in this study as many as 15 people were taken from the element of government officials,elements of SKPD and vertical institutions in the district, the village government elements, andorganisa civic or community leaders. a key instrument in this study is the researchers themselves, whilecollecting data using interview techniques. Data analysis was performed using analysis modelsinterkatif qualitave analysis of miles and hubernann. The results of data analysis that addressed therole camat coordinate, direct and supervise activities in the district administration to achieve goodgovernance is done properly and effectively in Kecamtan Tombatu.Based on the research results deduced that camat the position / positions, duties andauthorities coordinate, direct and supervise the government penyelenggraan in districts having acrucial role in achieving good governance.Departed from the conclusions of the study put forward suggestions: camat must optimizethe use of means of organizing pemerintaha coordination of all work units pemetintah; optimizing thepotential and the ability to provide guidance to government work units in the working area districts;and optimize the existing control facilities such as reporting systems, and monitoring and evaluationsystem.Key words: the role of the subdistrict head, good governance

Abstract

Abstract : E-ID card is a residence document containing security system / control both from administration side orinformation technology based on national demographic database. Making E-ID is wide open, easy, free and fast. In reality,obstacles in E-ID card service are still often found in E-ID card making service, among others most people have not get EIDcard dikarnakan, process that takes a long time, complicated, server system problem, poor infrastructure, lack ofattention and good response from employees, the number of queues in the process of making E-ID cards, and the certaintyof E-ID card issuance is not well implemented. Therefore, the researcher focused on Transparency of E-ID Card MakingService in Jailolo Sub-district, Halmahera Barat District. The purpose of this study is to analyze the Transparency of E-IDCard Making Service in Jailolo District. The research method used in this study is a qualitative approach where in researchconducted is descriptive that is to know or describe the reality of the events studied. The process of data analysis is done bystarting to examine all available data from various sources, namely obsevasi, interview, documentation and so on untilwithdrawal conclusion. Transparency of Public Service is openness and accountability of government related to service ofmaking E-ID to society. In this case the focus of research is the service procedure, technical and administrativerequirements, the service completion period, authorized and responsible officials, service promises, service standards, andlocation of services. The results of the research in the District of jailolo of West Halmahera showed that the Transparencyof E-ID Making Service conducted by the local government apparatus has not been fully transparent in providing servicesfor the community.Keywords: Transparency, Public Service.

ABSTRAK Policy Implementation Health Service For Poor People In Puskesmas Ondong Subdistrict Siau Barat Regency Siau Tagulandang Biaro Beneath The Guidance By Prof. Dr. Drs. P. Rumapea, M.Si Dr. Dra. Joyce Rares, M.SiRegency Siau Tagulandang Biaro doesn’t have region regulation ( PERDA) about Healthy service to give to people. In fact showed the puskesmas Ondong still demerit human resources about medic staff.This research use qualitative method. A research focus are : 1) The process of policy implementation healthy service refer to from four aspect of influence policy implementation is communication, capacity resources, disposition, and bureaucracy structure. 2) The result of policy implementation healthy service refer from effectiveness side and efficiency.Data source / informant 14 people is servicer element and service receiver this research consist of four dimensions are communication, capacity resources, dipostion, and structure organization / bureaucracy. The condusion can take from this research result is geberal scale.Policy Implementation healthy service for poor people in puskesmas Ondong Subdistrict Siau Barat Regency Siau Tagulandang Biaro is good, but not optimum that is from capcity resources side. Puskesmas Ondong still demerit medic staff ( doctor, nurse, midwife and medic equiptment ). Recommendation idea to government Regency Siau Tagulandang Biarro in order to make Region Regulation ( PERDA ) about healthy service. Abstract

Kepemimpinan mempunyai peranan yang sangat penting dalam organisasi. Seorangpemimpin bertugas untuk mengawasi serta mengontrol jalannya suatu organisasi. Tujuanpenelitian ini adalah untuk mengetahui dan menganalisa peran kepala dinas dalam meningkatkankinerja bawahannya, dengan mengacu pada teori dari Oemar Hamalik berdasarkan aspekkatalisator, fasilitator, pemecah masalah, penghubung sumber, dan komunikator.Penelitian ini menggunakan metode kualitatif. Sumber data adalah person, place, paper.Informan penelitian ini adalah Sekretaris Dinas, Kepala Bidang, Kepala Seksi, dan Pelaksana/Staf.Tehnik pengumpulan data, yaitu interview, observasi, dan dokumentasi.Hasil penelitian menunjukkan bahwa indikator-indikator yang digunakan, kepala dinas telahmelaksanakan dengan baik empat indikator. Kendala utama terdapat dalam peran kepala dinassebagai pemecah masalah karena masih banyaknya permasalahan organisasi dan permasalahanpegawai yang belum terselesaikan seperti belum meratanya kemampuan aparatur dalammenjalankan tugas pokok dan fungsinya dan beban pekerjaan yang hanya bertumpu pada beberapaorang saja.Sebagai saran agar kepala dinas tetap mempertahankan budaya kerja yang demokratisnamun tetap juga kritis terhadap bawahan yang salah. Kepala Dinas berperan sebagai fasilitator,pemecah masalah, penghubung, dan komunikator yang baik.Kata Kunci : Peran, Kepemimpinan, Kinerja, Pegawai Negeri Sipil
