Abstract

The regional government of West Halmahera Regency through the Tourism Office in 2009 sees it importantto develop the tourism sector. Through local policy, the government took a strategic step by scheduling theJailolo Bay Festival (FTJ) to be held every year. Explicitly, the objective of the Jailolo Bay Festival (FTJ)is to promote tourism.This research method uses qualitative research methods. In this study is to analyze the factors associatedwith the implementation of the Jailolo Bay Festival (FTJ) policy in West Halmahera Regency.The author considers that the implementation of the Jailolo Bay Festival (FTJ) has been effective. Thiscertainly can be seen from a number of factors, the most obvious is that, from the implementation of theactivity, it can encourage a number of tourists to visit West Halmahera RegencyThe organizer of the Jailolo Bay Festival (FTJ) has had a positive impact on the local government andcommunity. Abstract

ABSTRACTThis research there are problems in implementing Good Governance at the village of Sea, have not gone wellaccording law No. 8 of 1999 on the implementation of good governance. The researchers used a qualitative researchmethod. The data was collected starting from the stage of observation, in-depth interviews and documentation. Onthe data collection was completed by using the guidelines of the interview, where there are 10 informantsinterviewed.After being interviewed, the researchers analyzed the results of interviews with several phases. The first of themwith the data collection was done through observation or interviews, then do record keeping and typing and editingas necessary, both the reduction i.e. elections against existing data, sharpen data analysis, summarize and discarddata that is not needed, the third provides data and simplifying data have been obtained in order to facilitate researchin the conclusion, the fourth withdrawal i.e., verify their conclusions with a review the records or data retrieved aswell as analyze causal including brainstorm with friends and supervising professors and take conclusion.The results showed that organizing Good Governance have not applied optimally as expected by law No. 8 in 1999and the theory of Inu Kencana, 1994.The conclusion that can be drawn through the results of this research is that found there are some principles of GoodGovernance that has not gone well. Of which public participation is still very lacking in the process management ofthe KTP & KK, law enforcement has been running fine but for the better should the existence of PERDES,transparency needs to be improved in terms of disclosure for financial management to the community. Responsifitasthe Government is still lacking in terms of service the rice still need for renewing the data community who deservethe rice, RKPdesa village and Profile updates need to be made in accordance with the year 2016, the lack of aGovernment response, information boards, still less to embrace the community in order to make KK and ID CARD.Consensus is already well underway, however, Equality with regard to note what's special in service of rice, theGovernment should give the rights of the underprivileged community, lest not right on target, effectiveness andefficiency can not be rated good because there are problems that have been described above so that the communitycan be felt yet. Accountability has been running good since the village was already running task for reporting to theDistrict about financial management and already inform the community about the program that will be implemented.With this research is expected to be the subject of study of the theory of society and contribute as well as input forthe Government in realizing Good Governance effectively and efficiently.Key Words: Good Governance

Abstract

This research explains about the role of sub-district head in working relationship with apparatus in subdistrict office of Sario of Manado City in creating harmonious, balanced and integrity of workingrelationship in performing their duties. Role is the behavior expected of someone who has position in anorganization. The sub-district head as a leader carries out his duties and functions to organize the subdistrict and coordinating with the apparatus. The duties and functions of sub-district heads are regulatedbased on Law Number 23 of 2014 on Regional Government. This research uses descriptive method ofqualitative approach, and data collection technique done by observation, interview technique anddocumentation. Number of informants as many as 10 people. The role of sub-district heads in workingrelationships with apparatus is assessed using behavioral theory according to Benjamin Bloom, which inbehavior includes 3 indicators: (i) knowledge; (ii) attitudes; and (iii) actions. The result of this researchindicates that the role of sub-district heads in working relationships with the apparatus was good enough,but still have a lacked in the delivery of information and the development to the apparatus. Which in thesubmission of the information of the sub-district head does not review the information submitted and thedevelopment to an undisciplined apparatus has not been firmly because the sub-district head is moreconcerned with informal relationships than the organization's interest in the Sub-district Office of Sario.Keywords: Role, Working Relationship

Abstract

AbstrakKabupaten kepulauan Talaud merupakan daerah perbatasan antar negara, sebagaimana daerahperbatasan pada umumnya permasalahan yang dialami pada sisi pembangunan, ekonomi, sosial,pendidikan serta badan yang mengelola wilayah perbatasan tidak hadir di daerah perbatasan.Penelitian ini membahas tentang proses implementasi kewenangan pemerintah daerah padapengelolaan wilayah perbatasan antar negara. Sesuai dengan kewenangan pemerintah daerah yangmerujuk sebagai daerah otonomi. Melalui penggunaan metode penelitian kualitatif deskriptif, denganpengumpulan data sekunder dan primer yang dilakukan pada kondisi alamiah, menggunakan teknikanalisis data Miles dan Humberman, Reduksi data, penyajian data, dan verifikasi data. Hasilpenelitian menunjukan bahwa proses implementasi kewenangan pengelolaan wilayah perbatasansangatlah kompleks, dikarenakan dalam proses implementasi kewenangan pengelolaan wilayahperbatasan disana ada kewenangan pemerintah pusat dan pemerintah daerah. Disisi lainpermasalahan yang ada pada proses implementasi pemerintah daerah tidak ada badan pengelolaperbatasan daerah, oleh sebab itu sangatlah penting untuk membentuk badan pengelola perbatasandaerah dalam meningkatkan kesejahteraan masyarakat kawasan perbatasanKata Kunci: Implementasi, Kewenangan, Daerah Perbatasan.

Abstract

ABSTRACT: UU no. 32 of 2004 and PP.No. 72 of 2005 mandated that the Institute forCommunity Empowerment (LPM) is a village community institutions that serve as aforum for community participation in the management of rural development as well asto encourage and create the access that rural communities more active role indevelopment activities. In fact the purpose of performing the functions of the LPM hasnot run optimally in most villages. On the basis of this research is to find out how theeffectiveness of the implementation of LPM function in rural development in the districtKepulauan Melonguane Talaud district.This study used a descriptive-qualitative .. Source data / research respondents were 60people who dianbil of various elements in the village. Gathering data usingquestionnaires and interviews open. Data analysis technique used was qualitativedescriptive statistical analysis.The results showed: (1) The LPM functions as a container reservoir and the voice of thepeople in rural development has not been effective. (2) The LPM functions as aninstitution of participatory village development planning has been carried out but hasnot been fully effective. (3) The LPM function in the implementation of plans /participatory rural development program is quite effective, but not optimalKeywords: effective discharge of the functions LPM, rural development.

Abstract

ABSTRACT:The purpose of this study was to determine pemeberdayaan Community In Utilization VillageAllocation Fund (ADD) in the village of West Pinonobatuan the District East Dumoga Bolaang Mongondowas the Regulation of the Minister of Home Affairs Number 113 2014 About the Financial Management ofthe Village in Article 2 Paragraph 1 states that the financial management of the village should be based theprinciples of transparency, accountability and participatory. To determine the Community Empowermentin Rural Fund Allocation Utilization (ADD), the research method used was a qualitative descriptive studyconsists of 9 research informants. Empowering communities in the utilization of the Village FundAllocation (ADD) in the village of West Pinonobatuan has not been run in accordance with the principlesof financial pengelolaan villages of the principles of transparency, accountability and participatory. Basedon the results of field research on the utilization of public empowerment Village Fund Allocation (ADD)village government is not open to the public regarding the use of the Village Fund Allocation (ADD) so thatpeople do not know how much the cost disbursed to community empowerment; there is no accountability ineach realization of the program on the community; as well as the village government as the financialmanager of the Village Fund Allocation (ADD) partsispasi not involve the community in the form ofdecision-making, planning, implementation and the evaluation of results. Abstract

Abstract : Education and training is a very important factor to improve / develop the knowledge , skills and attitudes of civil servants so that it can carry out its duties effectively . This study is intended to answer the question of whether there is an influence on the effectiveness of education and training in administrative services kepagawaian BKDD Talaud Islands . Methods of research using quantitative methods . Sources of data / research respondents were all civil servants on BKDD Talaud Islands by 35 people . Collecting data using questionnaires and assisted with interviewing techniques . Analysis is a statistical analysis used linear regression and product moment correlation .Statistical analysis showed : ( 1 ) Education and training has a positive and significant functional relationship on the effectiveness of administrative services kepagawaian ( 2 ) education and training have degrees of correlation and determination were high and significant impact on the effectiveness of personnel administration services .Based on the results of the study concluded that education and training positive and significant impact on the effectiveness of personnel administration services in BKDD Talaud Islands . Based on the conclusion of the study suggested that the education and training needs to be improved to employees in BKDD Talaud Islands , especially functional education and technical training , because training is related directly to the enhancement of knowledge and skills to perform job duties of the employee .Keywords : Education and Training , Administrative Services Officer Effectiveness

Abstract

ABSTRACT: This study originated from the results of the pre-survey which found that the performance of the organization in the Department of Population and Civil Registration Minahasa sicapai Tengga yet optimal. This is presumably related to the quality of public services is still relatively low. Thus, this study aims to determine and quantify the effect of Organizational Performance against Public Service in the Department of Population and Civil Registration Southeast Minahasa Regency. Descriptive and quantitative approach applied to problem solving. Samples drawn by purposive sampling of respondents as many as 36 employees / service personnel, then spread Questionnaire (a questionnaire) and the results are analyzed by applying the techniques of regression and correlation analysis product moment.The research results presented as follows:The result of identification of variables showed that in general, both the variable quality of public services as well as organizational performance variables Department of Population and Civil Registration Southeast Minahasa Regency are in the category of 'high'. However, there are two dimensions of quality of public services have not achieved optimal, the empathy dimension and the dimension of direct evidence. This is due to the relative weakness of supervision conducted leadership.The quality of public services and very significant positive effect on organizational performance. Both variables have a linear patterned functional relationship and are contributive. If the improved quality of public services, it will boost the performance of the organization, particularly in the Department of Population and Civil Registration Southeast Minahasa Regency.Thus, it can be concluded that the proposed research hypotheses have been tested empirically enforceability as well as to justify the theory underlying terori. It is recommended that local governments streamline supervision attached, as well as training programs to improve the quality of public services and organizational performance.Keywords: Quality of public services, the performance of the organization

Abstract

Abstrack : Peran lurah sangat penting dalam pembangunan di kelurahan, tugas lurah sebagai koordinatorpemerintahan memegang kendali roda pemerintahan. Kemampuan lurah dalam membuat visi misi sekaligusmemberdayakan masyarakat seringkali tidak berjalan dengan baik. Tujuan penelitian ini adalah untukmengetahui bagaimana peran kepemimpinan lurah di Kelurahan Uwuran I, Kecamatan Amurang,Kabupaten Minahasa Selatan. Penelitian ini menggunakan metode kualitatif, yang dimaksudkan denganmetode kualitatif yaitu mengambarkan dan mendeskripsikan atau menjelaskan peristiwa yang sebenarnyapada masa sekarang. menjadi sumber data (informan) dalam penelitian ini di ambil dari unsur yang terkaitdalam masalah yang di teliti yaitu 9 Orang. Hasil penelitian menunjukkan peran pathfinding (membuat visidan misi) sudah baik, sudah sesuai mekanisme dan sesuai dengan kebutuhan masyarakat uwuran I, peranaligning (penyelaras), masih kurang maksimal banyak program tidak terakomodir dalam APBD, Peranpemberdaya dari lurah uwuran 1 belum maksimal. Berdasarkan hasil penelitian, memberdayakanmasyarakat dalam kegiatan pembangunan fisik yang masih mengalami hambatan , selain itu dalampembangunan non fisik seperti pemberdayaan karang taruna, kelompok nelayan dan kelompok-kelompokketerampilan masyarakat belum maksimal.Kata Kunci : Peran Lurah, Kepemimpinan, Pembangunan.
