Abstract

This study aims to determine the effect of (1) competence on employee performance at PT Bank PapuaBranch Wamena, (2) organizational commitment to employee performance at PT Bank Branch Wamenaand (3) competence and organizational commitment to employee performance at PT Bank Papua BranchWamena . This research is a quantitative research using questionnaire assistance as an instrument ofresearch. The population used in this study is PT Bank Papua Branch Wamena, and the sample is anemployee of PT Bank Papua Branch Wamena. 39 respondents were taken using the Slovin formula andwill use the purposive sampling method in distributing questionnaires. This study will use multiple linearregression analysis with the help of MSS. The results of the study show that the 3 hypotheses in this studywere accepted.Keywords: Competence, Organizational Commitment and Employee Performance

Abstract

This research aims to know the supervision of public transport route permits wawonasa Transport Service inthe City of Manado. Research methods used in this research is descriptive qualitative theory of supervisionaccording to M. Manullang (2004). Teknik data collection is done by means of an interview anddocumentation, data obtained from a variety of sources with data reduction steps, the presentation of data,and the withdrawal of the conclusion. The results showed that the supervision of the Department oftransportation in overseeing public transport route permit on wawonasa it's been quite effective, held threetimes each month supervision. But still lack of assertiveness from the Department of transportation the city ofManado in the sanction every owner/drivers of public transportation does not extend permission late/theroutes of the vehicle, so there are still many vehicles ditilang at the moment there are inspection/supervision.As well as the responsibility of the owners of public service vehicles still less in pay/extend permission topublic vehicles owned trackage, it can reduce the income from the revenue of the original area.Keywords: Supervision, Permits The Routes Of Public Transport

Abstract

ABSTRACT : Management is a process of organization achievement by efforts from peoples.Management is a kind of special thought from leadership in order to attain the organization goals.The financial management of village is a factor who determined the successful of development andhelp process of the village development. Village financial is a rights and responsible in governmentorganized who can be valued with money included all the type of wealth who related with rightsand responsible of the village.Whereas who including the local government budget (LGB) village is the annual financialplanning of village government are investigated and approved together with the village governmentand LGB who determined by regulation of the village.Effectiveness in village financial process through good financial management system that willincrease the successful in village development. The organized of government village includeGovernment organized, Government affairs, and empowerment of villages communities.Village development is whole activities of development that run on village, include whole aspect ofthe entire citizen life that who operate in harmony with mutual cooperation. Abstract

Abstract : Development is a process of continuous improvement of a society or a social system as a whole towards a betterlife. The government is the most important party and acts as a driver in development, namely through development planning.Development planning is a government effort to coordinate all economic decisions in the long run to directly influence andcontrol the growth of important economic variables. In Law no. 25 Year 2004 About National Development PlanningSystem, Development Planning Agency at Sub-National Levelhas an important role in implementing regional planning. Local development planning planned by Bappeda starts from thevillage / sub-district, sub-district, district and city level, to the provincial level through (Development Planning Meeting). Inthe planning of this regional development required the participation of local communities in the implementation ofdevelopment in the region. The role of Regional Development Planning Board is very complex in the implementation ofregional development planning, meaning that all areas of development planning are handled under the RegionalDevelopment Planning Board, as well as regional economic development planning. This study aims to find out how the roleof the Regional Development Planning Agency) in Tomohon City. Data collection is done by interviewing key informants(key informants), observation and documentation. The method used in this research is descriptive that is the method usedto analyze the data by describing or describing the data that has been collected as it is. Based on the results of researchconducted shows that the Role of Development Planning Agency (Tomohon City. This can be seen from the role indicatorthat is based on the main tasks and functions of Bappeda itself, the mechanism by which Development Planning Agency atSub-National Levelin improving economic development and the problems faced in the development planning.Keywords: Role, Regional Development Planning Board, Development of Medium Term Development Plan Area

Abstract

ABSTRACT :Walangitan , Stephani F , The effectiveness of tourism policies in supporting regional development of Toli Toli Regency in Central Sulawesi Province . Thesis of Faculty of Social and Political Sciences, Sam Ratulangi University. Supervisors by : ( 1 ) Drs.J.Mandey , M.Sc. ( 2 ) Drs.S.P.I. Rompas , M.Sc.The problem that face by most of local governments in Indonesia is the implementation of autonomous government without being overly dependent to the central government. It seems that this challenge of implementation is not simple to deal with by the local government. This condition is reflected in the high level of demand of GAF ( General Allocation Fund) from most of the local government to the central government .Relevant to the feature and characteristics of the problems examined, this research is used descriptive - analytical method ( Nazir , 1988 ; Koentjaraningrat , 1997) . Descriptive methods can be interpreted as a process of solving problems examined by describing the current subject and object of the research based on the facts that appear or how is it appear ( Nawawi , 2003) . To examine the effectiveness of tourism development policies in Toli - Toli . To analyze the policies contribution to the success of tourism development policy towards regional development, particularly in Toli – Toli region. For identifying and assessing the barriers faced by local governments of Toli - Toli in implementation of tourism development policy in this area.Based on the results of data retrieval in that taking from the Department of Tourism in Tolitoli, Central Sulawesi, The existing data shown that there are 36 tourism objects in that area that consists of natural attractions, cultures, and history but only 2 tourism objects that managed by the government in this case, Department of Tourism and the rest remaining objects managed by the local community.As a suggestion, It is better if the Department of Tourism can collaborate and working together with the local community in the development and management of tourism in Toli-Toli region, Central Sulawesi Province to increase the potential tourist attraction in order to increase local exchange and public welfare.Keywords : the development of tourist attraction , society welfare , local exchange.

Abstract

Tujuan Penelitian adalah untuk menganalisis penyebab Implementasi Kebijakan PengangkatanDalam Jabatan Analis Kepegawaian untuk mengembangkan karir PNS di Badan KepegawaianDaerah Provinsi Sulawesi Utara belum berjalan optimal.Metode yang digunakan adalah kualitatif. Sebagai objek penelitian adalah implemenasi kebijakandari aspek Organisasi (Organization), Interpretasi (Interpretation) dan Aplikasi (Application). Datayang digunakan dalam penelitian ini menggunakan data primer, yaitu observasi dan wawancara.Sedangkan data sekunder yaitu segala hal yang berhubungan dengan konsep, teori dan referensi –referensi yang berkaitan dengan penanganan keluhan baik yang bersumber dari buku, majalah,jurnal maupun hasil penelitian lainnya Informan dalam penelitian ini, yaitu Kepala Badan, SekretarisBadan, Pegawai BKD, dan Peserta yang tidak lolos dalam pengakatan analis jabatan fungsionalHasil penelitian menunjukkan bahwa dari tiga indikator yang digunakan, terdapat dua indikatoryang belum berjalan dengan optimal, yaitu pada indicator interpretasi dan aplikasi.Disarankan perlunya sosialisasi kebijakan pengangkatan analis kepegawaian dengan baik dan mampumeyakinkan pegawai negeri sipil. Serta memberikan penghargaan selain tunjangan dan lainnya selainyang ditetapkan undang-undang.Kata kunci : Analis Kepegawaian, Implementasi Kebijakan

Abstract

ABSTRACT : With the increasing population and the activities of the community in the city of manado, alsoincreased the amount of the more then the volume of trash in the produce. This is affecting the conditionsof the LANDFILL at the moment. Waste management is the collection, transport, processing, recycling, ordisposal of waste material. Waste management is very important in order not to bad on the community and theenvironment. The purpose of this study was to determine whether waste management by the cleanliness andLandscaping Manado city is already effective. Data collection techniques in research is through: directobservation to observation i.e location research, conduct interview and documentation.The research method used was qualitative research methods. The method of this research aims to know theeffectiveness of waste management by the cleanliness and Landscaping of the city of Manado. As for whobecomes the respondents in this study was the Secretary of the Department and staff officers of the Departmentof hygiene and Landscaping of the city of Manado and involving the community of the city of Manado.Based on the research that has been done then the effectiveness of waste management by cleanlinessand Landscaping of the city of Manado city is still not effective because there are still many obstacles in the face.The government should give full attention towards waste management, especially in the areaof detention that kecamatan bersehati market volume of trash.For it can be inferred that in the effectiveness of waste management in the service of cleanlinessand Landscaping Manado was ineffective because of the criteria,namely production, efficiency,satisfaction,adaptation/customisation, developmentand no one is fulfilled.Key Words: Effectiveness, Waste Management

Abstract

The work environment and the quality of public services are always described as sectors that have an importantrole, because the quality of services provided by employees is an important element for the success of anorganization and one of the requirements for the government in serving every need of society. The result offrequency analysis of internal work environment variable (X) is in moderate category / good enough, that is48,9% while public service quality variable (Y) is at 61,7% category of 47 respondent of society and employees.Internal work environment and quality of public service, calculated through SPSS has a relationship of 0.740%,meaning that both variables are strong and significant from the significant (2-tailed) value of 0.00 <0.05. Thecontribution of internal work environment variable to the quality of public service is 54,7%. It means that thevariation of public service quality change is influenced by internal work environment variation and the rest is54,3% influenced by other factors.This study aims to determine whether there is influence between the internal work environment with the qualityof public services. The research hypothesis tested is the extent to which the internal work environment affectsthe quality of public services in the Department of Population and Civil Registry of Southeast MinahasaRegency. The research method used is the method of observation, interview, questionnaire and documentation.Keywords: Internal Work Environment, Quality of Public Service.

Abstract

ABSTRACT : Background: The low quality of public services is happening lately is one beam that is directed at the government in providing services to the public. This is evident from the number of complaints from the public, both directly and through the mass media, such as a convoluted procedure, there is no certainty of completion period, costs, requirements that are not transparent, the attitude of officers who are less responsive, etc; giving rise to unfavorable image of the government. Like most of the case, that the level of ease of service, especially for the middle to the bottom is still very low. One of the services that the public is often complained of population administration services. So authors interested in studying how to Improve Employee Performance Services Population Administration in the Department of Population and Civil Registration Manado City. Research Methodology: This study used qualitative research methods through direct observation, interviews with 17 informants related, and documentation assisted with additional instruments such as interview, recording devices, and stationery. Results: Based on performance indicators, namely Productivity, Accountability, Quality of Service, Responsiveness and Responsibility then get the results that Employee Performance in Improving Population Administration Service in the Department of Population and Civil Registration Manado City is quite good, although there are some constraints such as infrastructure which needs to be was added, and the lack of information about the requirements in the management of civil documents. Conclusion: Employee Performance in Improving the Population Administration Services in the Department of Population and Civil Registration Manado based on research that has been done can be said is good enough.Key Word : Employee Performance in Improving the Population Administration Servic

Abstract

The Hope Family Program is a program approved to develop a system of social protectionfor the poor in Indonesia. One final goal of PKH is to increase school enrollment rates for RTSM childrenspecifically at the elementary, middle and high school levels, and to reduce the number of underageworkers in Indonesia. PKH in this education sector asks RTSM motivation to be able to immediatelyaccept children to school and encourage them to fulfill commitments in the learning process, at least85% of effective days of schooling in one month during the teaching year. The purpose of this study is todescribe the implementation of the Family Hope Program in the education sector in the Molas Sub-District, Bunaken District, Manado City. This research uses descriptive-qualitative method, datacollection techniques carried out by interviews, documentation, and data collection with documents.Randall Ripley and Grace Franklin. This theory looks at the level of approval variable in the applicableregulations, the smooth variable performs the routine and the absence of discussion, the variablerealization of the performance and the desired change. The results of his research showed that theimplementation of PKH in Molas Sub-District, Bunaken District, Manado City was still in theimplementation stage. Dissemination and assistance have not been carried out in full, there have beendelays in disbursing PKH funds and the utilization of PKH funds in the education sector that are not welltargeted. KPM's mindset is wrong regarding children's education.Keywords: Implementation, Hope Family Program Education.
