Abstract

This research is aimed to find out the satisfaction of public service of Social Insurance AdministrationOrganization (BPJS) patient in Puskesmas Bahu. On the basis of Law No. 25 of 2009 on Public ServiceStandards, the service standard has been determined that the service unit of the state is obliged to serve everycitizen and citizen to fulfill his basic rights and needs within the framework of public services. Including servicesprovided by the health services of the Puskesmas unit it is important that the satisfaction of the community canbe measured by the established standards, the satisfaction of service for BPJS patient service at PuskesmasBahu in terms of service, system, mechanism and procedure, Products Services, Facilities, infrastructure, andfacilities, Executing Competencies. Of the seven indicators of public service standards, there is the result thatit states less satisfied with facilities, infrastructure and facilities, service products, is satisfied with short servicetime, BPJS user fee or tariff is appropriate and satisfied with service requirements, system and servicemechanism, at the Bahu Puskesmas from interviews and field observations.Keywords: Public Satisfaction, Service

Abstract

ABSTRACT   The success of the village government can run smooth  and well because it is supported by  many factors, one important factor is the village finances because it is impossible for the village to  be able to carry out  the village  administration effective and efficient  without adequate financial  support.  This  is  due  to  the  financial  capacity  of  the  village  depends  on  the  size  and  variety  of  sources of income as financial resources are owned by the village. Therefore, the leadership of the  village  head  and  village,  excavation  and  management  of  the  financial  resources  of  the  village  should be sought as optimal as possible to reach the village government administration efficient  and effective as well as adhering to the Regulation of the  Minister of Home Affairs Number 37  Year  2007  regarding  the  General  Guidelines  for  Financial  Management  village.  The  aim  of  the  research  is  to  describe,  analyze  and  find  out  how  the  village  head's  leadership  role  in  the  management of village finances (Case  Study in the village of Seretan Timu drag troughs Minahasa  District of East Lembean).   This  study  used  qualitative  data  analysis  method  presented  descriptive  with  purposive  sampling  technique  of  sampling  /  sample  aiming  the  number  of  informants  there  are  fifteen  informants.   From  the  results  of  existing  research,  the  village  head's  leadership  role  in  the  financial  management  of  the  village  has  not  been  complete  worked  well  because  there  is  no  budget  is  unclear or data were incomplete, income and expenses can not be measured because it is not in  accordance with the conditions of the village and village regulations only kinship systems but with  all   the   shortcomings   of   existing   good   cooperation   with   the   village   officials   to   seek   the  implementation of the financial management of the village with transparancy,  accountability and  participation.   Keywords: The Role of Leadership, Financial Management Rural

Abstract

Empowerment of fishing communities is an activity that involves the participation of empowered fishing communities. Empowerment of fishing communities is a concept developed to strengthen the independence of fishing communities. Where the empowerment of fishing communities includes increasing knowledge and abilities of fishermen, through socialization and training, development, supervision, communication and coordination and guidance through support, through motivation and provision of facilities. For that, theres need more attention from the government concerned to conduct and carry out empowerment programs for fishing communities where the aim is to make fishing communities better informed, competent and have good abilities so that their income increases. This study uses a type of quantitative research, namely research that analyzes data statistically with the aim to determine the effect of variable community empowerment on income variables. Data collection is done by distributing questionnaires to 65 fishermen communities that have been determined, then the data is processed using statistical methods using the SPSS version 20. The results of simple regression analysis are known to know that the constant value (a) is 15,734 while the value (b or coefficient Regression) obtained a positive value of 0.369 so that the regression equation can be written Ŷ = 15.734 + 0.369X. Where every 1% increase in the value of Community Empowerment, the income value increases by 0.369 or 36.9%, so it can be concluded that the direction of the variable community empowerment (X) on the income variable (Y) is positive. Community Empowerment has a significant effect on Income Levels.Keywords: Community Empowerment, Fishermen, Income.

Abstract

Abstract: In this research, the connection of the restructuring of regional organizations in particularly the establishment of organizations in local government bureaucracy, the efficiency will be seen from the efficient of using public funds (budget) for the purposes of the bureaucracy and its efficiency of public services. This concept will be seen by the following indicators: the ability to simplify organizational / bureaucratic areas, which is including type of organization, the number of organizations and organizational echelon, the distribution of the regional budget allocation (APBD) for the purposes of governance (the bureaucracy) and for the purposes of public (community) as well as the ability to make changes / improvements to public services. In this study, the bureaucracy is within the third perspective (Value-Free) which is means Government Organizational Bureaucracy is a set of tasks and positions that formally organized, where the implementation of the system hierarchy contains the authority and responsibility, as any unit / work unit has mutual influence and determine the implementation of the work to achieve thorganizational goals. Abstract

Abstract: This study moved from a general phenomenon is still not optimal performance of some employees in governmentagencies such as district government. The purpose of this research is to know and describe the performance of employeesin Bunaken Kepulauan sub-district of Manado City. The concept used is four dimensions of employee performance ofFlippo namely the quantity of work, quality of work, toughness, and attitude. This research uses a qualitative method. Theresearch informant is the sub-district head and seven PNS of the Bunaken Kepulauan sub-district office. Data collectionusing interview guidelines, while the analytical technique used is interactive model analysis of Miles and Hubernan. Basedon the results of data analysis concluded that the performance of the employees in Bunaken Kepulauan district is generalhas not been optimal but it shows the quality of work is good enough seen from the four dimensions of performance used:(1) The quantity of employees work is generally seen from the ability to execute and complete the task/work routine orregular, and the speed of completion of extra and urgent tasks. (2) The quality of employees work is generally good seenfrom the accuracy of work, work accuracy, job completeness, and tidiness work generated employees. (3) The employeestoughness is generally good seen from the toughness following the command of official, initiative, attendance orabsenteeism, and timeliness of completion of job duties. (4) The attitudes of employees generally good/positive views ofemployees attitudes toward changes and increasing the number of job duties, attitudes toward fellow colleagues and attitudestowards cooperation It is recommended that the performance of the employees in bunaken kepulauan sub-district still needto be improved by taking measures such as: providing adequate means and equipment such as computers and devices andthe creation of a work environment that encourages employees enthusiasm and passion; improve employees knowledge andskills through education and technical training that are directly related to their field of duty; and the development oftoughness through disciplined coaching and attitude as well as trainingKeywords : The Performance, Employess, Sub-district Government

Abstract

Education and training is very important factor for improving the knowledge,skills,attitudes,andbehavior of government officials,so it has a working competence in accordance with the duties and positions.This study is intended to determine whether there is an influence of education and training for the competenceof personel working in the secretariat of tomohondistrick.Methods of research using quatitative methods that are koresional. Data sources are as many as 40research personel who were randomly taken from 125 people at secretariat of tomohon district. Data collectionusing questioner and help with interview tecniques. Analysis is a statistical used analysis linear regression andcorrelation moment product.The statistical analysis shows (1) the regression coefficient of the variables of education and traningof personnel working complence is positive and significant. (2) correlation coefficient of determination andthe power of education and traing variables to work competence of personnel is high and significant.Based on the results of the study concluded that education and training has a positive and significanteffect on the competence of personnel working in the secretariat of tomohon district.Based on the conclusion of the study suggested (1) education and training for personnel in thesecretariat of tomohon district need to be improved, especially the education and training of leacnical andfunctional, so that the budget allocation for education and training programs need to be improved. (2)education and training programs for personnel to be fully focused on the principle of correspondence betweenthe level of education and traing to the needs of the real objective and the task execution at all levels of theorganization, so that the provison of education and training should be based on the job description and jobanalysis are accurate and precise.Key words : education and training, competence job.

Abstract

Abstract:This study aims to determine the role of the Regional Planning Board in the preparation of medium-term development plan West Halmahera. To answer the research problem, then apply the descriptive method with qualitative approach, then seven (7) the informant set as a reference in the collection of data or information by interviewing one by one starting from the element of Regional Development Planning Board as many as five people, and two people from the Budget Team Local government (TAPD), then the data was analyzed using qualitative analysis techniques interactive model of Miles and Hubernann.Based on the research results indicate that the role of BAPPEDA Halmahera can be seen from (1) Preparation of a preliminary draft RPJMD. (2) Preparation of a draft strategic plan on education. (3) The drafting of RPJMD. (4) Council planning (Musrenbang) medium term. (5) Preparation of the final draft RPJMD. (6) Determination of local regulation on RPJMDReferring to some of the findings in this study, it is necessary to provide some suggestions as solutions to problems in this study, as follows: (1) Implementation of the good and the right of each stage of the preparation RPJMD (2) an increase in the number of qualified human resources and improve the quality existing human resources as well.Keywords: Role BAPPEDA in the preparation of medium-term development plan

Abstract

This study aims to determine the effectiveness of community empowerment programs through the utilization ofvillage funding allocation in the village of South Bulude Essang District of Talaud Islands Regency. Byapplying descriptive and qualitative approaches, the data were collected through observation techniques andinterviews with 10 informants directly related to the village community empowerment program in BuludeSelatan Village, Essang District, Talaud Islands Regency. After the data collected, both in the collection processand after data collection, then analyzed by using interactive method, the results can be put forward as follows:1). The implementation of the community empowerment program by utilizing and ADD in South Bulude Villageruns smoothly according to predetermined plans and achieves the goals or targets of the program. 2). The fivecriteria of program effectiveness can be realized through the implementation of community empowermentprogram in South Bulude Village, although there are some community groups that can not be served throughthe program due to funding / operational cost of activities. Referring to the above conclusions, severalsuggestions can be put forward, such as: Village government capacity needs to be improved through villageapparatus empowerment programs to improve government performance and village development, includingempowerment of village communities. Operational funding of empowerment through the utilization of ADDshould be improved in order to be able to serve community groups who are interested to open productiveeconomic enterprises in various business fields.Keywords: Community empowerment program, village fund allocation

Abstract

ABSTRACT: Camat leadership role is very important and decisive in realizing the implementation of effective public in the district. In this regard, this research is intended to answer the question how the district head's leadership role in the organization of public services in the District Gilobandu Tolikara Papua Province.Based on the literature review, the district head's leadership role in administering public services seen from several indicators, namely: Head leadership role in setting the public service program, in developing and directing the district government apparatus, in encouraging morale in the sub-district government officials, in enforcing labor discipline government officials districts, to monitor and oversee the implementation of tasks sub-district government officials, in assessing and evaluating the performance of the government paratur districts, and in making efforts to improve the performance of public service.This study uses a qualitative method. Research informants who were interviewed as many as 12 people are Head, Sekcam, 2 section head, 3 person executive staff, and 5 the head of the village / town. Collecting data using interview techniques. While the analysis of data using qualitative analysis techniques interactive model of Miles and Hubernan.Based on the results of the study be concluded as follows: (1) sub-district leadership role in administering public services seen from the indicators mentioned above can already be realized with quite effective in districts Gilobandu Tolikora Regency of Papua Province. (2) Head are quite effective leadership has been able to realize the implementation of public service that is quite effective in Gilobandu district, though not maximized.Based on the results of this penellian then it can be recommended some suggestions as follows: (1) Head needs to take action more effective in moving, foster and oversee the subordinate personnel in public service delivery. (2) Leadership camat in the public service in the District Gilobandu need to be supported by the availability of adequate leadership in the form of budget, facilities and working facilities, as well as support the cooperation of all subordinates.Keywords: camat leadership, public service.

Abstract

To realize regional capability and independence and strengthen the structure of regional revenues, thecontribution of locally generated revenue in the state expenditure bedget structure must always be improvedbecause it is one of the benchmarks of capability and a mirror of regional independence. Market retributionis an important source of regional income in addition to resources. other income that has a strategic role inthe framework of financing regional development so that the increase in research market retribution usesan interactive analysis model and SWOT analysis. Therefore, the research is the Strategy for IncreasingYoutefa's Market Retribution as One of the Sources of Local Revenue in the City of Jayapura.This study uses Qualitative Research Methods using SWOT analysis techniques. Analysis of internal factorsproduces factors of strength and weakness. Strengths (Strenghts), namely the Authority / Authority grantedby the City Government, Training for improvement of Human Resources (HR), Retribution collectionprocedures, Making facilities for traders, Clarity of mandate of youtefa market organizations. Weaknessfactors are low formal education, low financial ability to meet the budget, low compassion competency, lackof functional education, weak supervision and law enforcement functions. External factors produceopportunities and threats. Opportunities are the legal foundation for managing market retribution, goodeconomic growth, increasing community income, community education. Threat Factors (Thrreats), namelythe involvement of many parties in determining retribution rates, Weak law enforcement, Inadequateinfrastructure and facilities, low levels when the government pays the market.
