Abstract

Procurement of Civil Service is a process of activities to fill the vacancy formation. connection with this, then every Indonesian citizen who meets the requirements set out in government regulations is an equal opportunity to apply and be appointed as civil servants. But the objective conditions showed many honorary workers who have served for so long but not appointed as civil servants Civil. departed from the matter, this study intended to answer the question of how policy implementation appointment of Honorary Workers become candidates for Civil Servants. This study uses qualitative methods, this study using a sample taken at the office of the Regional Employment Agency North Maluku province by using the interview technique 7 questions to 15 respondents. Qualitative analysis consists of 3 steps first word reduction is the process pemelihan focusing on simplification and racial formations that emerge from the rough notes written on the field, the second presentation of the data that is drawing conclusions and taking action. and the third drawing conclusions / Verify that researchers draw conclusions and verify the symptoms obtained from the field. 3 steps apart from the data the researcher is also supported by documents obtained from the office of research. so from these results we can conclude that the government remain objective in the assessment of each participant is concerned and in the recruitment of civil servants Pemerintahpun take into account the ability of the regional budget because it can result in the ability to provide public services. because if the budget is siphoned off to fund the salaries, which is the public harmed. Based on these conclusions, it is suggested that there is good government or government agency does not receive honorary directly, because most of honorary workers who work now without the selection based only kedekakatan kinship and therefore the government should hold a clean selection for all contract officers in government agencies so that the results higher quality and the government should defer to lift the honorary staff of the general path of honorary workers before all the problems can be resolved in their respective areas. Abstract

ABSTRAK: The village is a social institution that was passed on from generation to generation by the people. the new order of government is concerned homogenize the internal order of the village is so diverse in this country. The government wants the village as an instrument of development of effective and efficient. With the Law No. 6 of 2014 on the village, the village returned as part of the right of people, so the presence of village autonomy, which the village organize independently of government. From this, the village was given the authority to regulate and manage their own household and are expected to manage the potential that exists in villages both in the field of human resources, and natural resources, to find out the surveillance society in the implementation of governmental tasks, the researchers malakukan direct research with the number of informants as many as 14 people.Supervision is very important in a government, to encourage and anticipate deviations will occur. In this study informant revealed that the villagers have not been up correcting the results of the work done by the village government, it is because the government never set up a room for deliberation, so that what is done by the village government in particular on the budget the village fund managed by the government does not know then how the budget has been realized by building rural infrastructure, and the rest of the village community fund budget management never know, because the government is not accountable for the village community. In other words, the government should better evaluate the performance and the need to implement corrective actions so that the results of the work in accordance with the plan.  Keywords: Society Oversight of Government Management In Village

Abstract :This research aims to know the performance of produce educators at the Academic University ofSam Ratulangi Manado. " Aspects that should be taken to achieve competence, namely, hard work and agreat desire to want to learn and keep learning without thinking of things that limit us to back off and notwant to evolve, because the science knowledge and skills that will lead us to a success. lazy in Office butshould have a willingness to continue to develop. If we often procrastinate job, lazy in Office and has nowill to develop it will greatly affect our performance. Therefore, with positive thinking for the sake ofimproved performance then with craft, loyalty, as well as creativity can improve performance as work forthe sake of advancing responsibility form the University of Sam Ratulangi University as the pride of NorthSulawesi.In this research uses qualitative research methods in which this research will emphasize researchresults at a depth where the researcher directly involved as an instrument of the research base of theInformant in this research is the head of the academic section of the University of Sam Ratulangi Manado(Informants 1), which is considered able to give further information could also give recommendationsanyone could become a staple in the study informants. u Lo Principal Informants in this study is Part ofthe academic staff of the University of Sam Ratulangi Manado assigned as many as 7 people informant.As for the steps-the steps in the analysis of the data, i.e., what Data still need to be sought, the hypothesisof what needs to be tested, what questions need to be answered, what method should be used to obtain newinformationConclusion based on the above interviews are then compared with the theory and concepts ofCompetence as well as human resource management at connect with Competence human resources inimproving the performance of produce educators at the academic University of Sam Ratulangi Manado,as described later in the tighten up existing theories above it overall indicates that human resources arealready capable in the execution of daily job duties , well, responsible, are to assist and serve, has animpact from the influence of the consciousness of freedom of Association and relationship coaching,managerial competence, cognitive, and personal effectiveness. So the results of this research show that theperformance of produce educators at the academic University of Sam Ratulangi Manado is already good,but even better when retained what already felt good and upgraded again what is felt is still lacking.Referring to the discussion and conclusions in any educational staff is expected to recommend inthe academic section further enhance existing human resources. Don't be satisfied with what we have atthe moment but, let's keep digging up all the potential of ourselves to further improving human resourcesis certainly will also improve our performance. Expected also to the staff of produce educators to be ableto give excellent service to students so that there can be reflected from the human resources which areowned. Expected each produce educators both superiors and subordinates, make up a good workingrelationship among each other so that it can support any work so that it can run well and gainedsatisfactory results without anyone feels aggrieved. Continue to preserve what already exists today, goodnature, self-control, self-confidence, flexibility, and a commitment to the Organization so that the progressof an organization in this case Sam Ratulangi University will be the heartland of the us as well. Abstract

One of the factors that becomes the criteria for achieving the smooth purpose of anorganization or agency is identifying and measuring the performance of its employees. all organizations arerequired to be able to compete to provide maximum service, performance achievements can be seen fromthe ability of organizations to recognize community needs, set the agenda and priority of services and developpublic service programs in accordance with the needs and aspirations of the community. There are twovariables in this study, namely variable employee performance (X) and service quality variables (Y). Thepurpose of this study was to determine the effect of employee performance on service quality in the HealthCenter of North Lembeh District, Bitung City. In this study the method used is a quantitative method. Datacollection techniques used were observation and distribution of questionnaires or questionnaires distributedto forty respondents. The results of the validity and reliability tests show that each item is valid and reliable.Then from the results of simple linear regression analysis it is found that every 1% increase in the value ofthe employee performance variable, the value of the service quality variable increases by 0.500 and it canbe said that the direction of the influence of employee performance on service quality is positive.Keywords: Performance, Employees, Service Quality

Abstract: In the Manado Fiesta, policy seen and felt by local people through the five senses of sight, but not allpublic opinion says good or bad about Manado Fiesta Policy, because every individual has different perceptionsor views. Manado fiesta is a program of Manado City Tourism event that is the agenda of Wonderful Indonesiaactivities in 2017 Manado Fantastic Festival (MFF). Manado Fiesta is a tourism activity of Manado City thathas been launched in Ministry of Tourism of Republic of Indonesia. The purpose of this research is to knowhow Manado perception about Manado Fiesta Policy (Study in Several Subdistrict In Manado City). Thisresearch used descriptive method of qualitative approach by describing data obtained from research result aboutManado City people perception about Manado Fiesta policy (Study in Several Subdistrict In Manado City).Manado Fiesta is a tourism activity of Manado City which has been launched in Ministry of Tourism ofRepublic of Indonesia. The purpose of this study is to find out how the perception of Manado City people aboutManado Fiesta Policy (Study in Several Districts In Manado City).This research used descriptive method ofqualitative approach by describing data obtained from research result about Manado City people perceptionabout Manado Fiesta Policy (Study in Several Subdistrict In Manado City).The overall conclusion of ManadoCity Manpower's perception of Manado Fiesta Policy (Study in Several Sub-districts of Manado City) is quitegood because still new program implemented in Manado city has many flaws. Then some things that can besuggested is to Manado City Government need to strengthen the law of Manado Fiesta implementation bymaking and arranging about Manado Fiesta to officially become an annual event in Manado City. Abstract

Along with the implementation of PNPM Mandiri Rural, Kec.Kendahe is one of thevillages that became the target of PNPM Rural, which is located in District Kendahe, Sangihe, InKec.Kendahe has established a program called Women's Savings and Loans (SPP) which aims toempower women in the village. In the implementation of PNPM MP frequent problems that led to theimplementation of PNPM MP is not going well.This study aims to determine how the implementation of the National Program for CommunityEmpowerment for Rural and To determine constraints faced in the implementation of the Group Savingsand Loans Women In District Kendahe This study took place in the District Kendahe Sangihe and type ofstudy is a qualitative study with a sample of 15 respondents / informants.The result is that the Implementation Program for Community Empowerment in Poverty Kendahedistricts are judged on seven indicators of assessment in general it turns out that the implementation of theProgramme of Activities of savings and loans in the District Kendahe women has shown a pretty goodrate.From the overall results of the above studies it can be deduced that in the District kendahe inmanaging micro-credit activities of women in poverty alleviation in the district has been successful in itsimplementation because it can be viewed from many members of the group were successful in managingbusinesses that received loans from UPK resulting increase in the standard of living in the family.Keywords: Community development programs, Poverty Reduction

Abstract: Small and medium enterprises is one of the important part of the economy of acountry or region, as well as the State of Indonesia. Small and medium businesses have animportant role in its economy of the community. However, in the development of small andmedium enterprises still seems to be hampered by a few things such as lack of capital and also thesoul of entrepreneurship. Abstract

As a program of the government, Kartu Indonesia Sehat is a government aid for the poor / poor, hoping toimprove the welfare of the community. Healthy Indonesia Program is a priority program of the President ofthe Republic of Indonesia Ir. Joko Widodo designed specifically to help the poor in order to get free medicalassistance. This research uses qualitative approach method. The research informants were: one head ofBPJS office, two BPJS office staff, one Kopandakan II village head, and four healthy Indonesian cardusers. Data collection by observation (direct observation), interview, and documentation, while theanalytical technique used is interactive model analysis from Miles and Huberman. Based on the researchresults can be concluded: (1) implementation of healthy Indonesian card program less effective seen fromthe dimension of communication. Socialization on matters related to the KIS program is carried out by theimplementing program (BPJS) to the community through cooperation with the village government, so thatthe public lack understanding. (2) implementation of healthy Indonesian card program is less effective, seenfrom human resource dimension of KIS program implementer from BPJS and health facility inadequate inquantity. Financial resources for program implementation are provided as needed. (3) implementation ofhealthy Indonesian card program is less effective seen from within dimension of disposition. The dispositionor characteristic of the officer does not have a consistent and consistent attitude to implement a healthy andsuccessful Indonesian card program. (4) the implementation of healthy Indonesian card program is lesseffective than the bureaucratic / organizational structure seen from the mechanism and procedure ofprogram implementation (SOP) which determined the lack of person in handling the program. Duties andresponsibilities are clearly defined. As for the suggestion: (1) socialization of healthy Indonesian cards tothe village community needs to be continuously improved and intensified because many villagers do notunderstand clearly the healthy Indonesia card program. (2) the implementing resources of healthyIndonesian card program from BPJS should be increased so that more can reach to the villages. HR inhealth facilities (health workers) for KIS participant services should also be able to reach the village. (3) thedisposition (commitment and consistency) of health card program implementing officers still needs to beimproved to improve the successful implementation of the program in the future. (4) BPJS should place KISservice officers in sub-districts and villages so that they can be easily reached by the people in the villages.Keywords: Implementation, Healthy Indonesia Program, Card Indonesia Healthy
