Abstract

Abstract : Excellent service to the community is the most prominent issues in managing public servicestoday. His vigorous demands made by the community to the Government to implement the Organization ofgood governance in line with the increase in the level of the knowledge society, in addition to the presenceof the influence of globalization. Old patterns of organization of the Government does not comply with theorder of people's lives that have been changed. It encourages researchers to review the existing publicservices of Kecamatan Offices in Malalayang Manado city.Methods used in this research is descriptive method of analysis, with data collection through surveys andinterviews with voters question form the necessary information in this study. In this study, respondentsselected by purposive sampling. The respondents in this study is a community that takes care of Manadocity ID card, KK, birth certificate, and the certificate of the subdistrict office Moved Malalayang that addup to 80 people, with the consideration that they may represent a population research. The data analyzedin the descriptive analysis by descriptive statistics using a frequency distribution table.The results showed that: (1) the application of the principles of transparency and accountability in thepublic service in the Office of Sub-district is a low level Malalayang means not yet implemented properly;(2) the productivity of the public service in the low category, meaning that Kecamatan offices of Ministersapparatus Malalayang is less able to work in the public service in accordance with the expectations of theorganization i.e. work achieve the mission and objectives of the Organization; (3) the quality of the publicservice work in the Office of Subdistrict Malalayang in category is low, meaning that it has not been inaccordance with the expectations and desires of the community.The research gives the conclusion that the public service's Office in Manado city Malalayang Sub-districthas not been implemented as expected. For it suggested more needs to be increased transparency andaccountability of public service, public service, productivity and quality of work of public service.Keywords: Organizing, Public Service, Office Of Sub-district

Abstract

Abstract: This study aims to determine the perception of students of Sam Ratulangi University on thepolicy of Single Tuition. This research was conducted by using qualitative descriptive method. The resultsshowed that: The perceptions formed from each individual student vary based on what is heard, seen, felt andunderstood about Single Tuition. The Single Tuition Policy at Unsrat is very helpful for people who haveeconomic problems to continue the lecture lecture, and easier to manage tuition expenses for students fromearly entry until graduation, and minimize the occurrence of corruption, collusion, and nepotism practice inHigher Education. Student perceptions about the application of Single Tuition at Sam Ratulangi University havenot been fully effective, where the implementation is still not in accordance with the regulation, because thereare still weaknesses in lecturing process, such as: Not exactly the tariff stipulation of Single Tuition charged byevery student because nepotism in the early negotiations to register lectures, inadequate facilities such as labsand classes that are not worth using, Budget for frequent late Lab fees resulting in late lab work in the course,and still found illegal levies in lectures that are detrimental to students. Efforts to be taken to overcome theproblems are found in the application of the Single Tuition policy at Sam Ratulangi University such as: Thelevel of supervision should be considered at the beginning of the negotiations conducted by the providers ofSingle Tuition, the validity of the student's economic date is correct, the Single Tuition Fund Management mustbe transparent, and the effect on the person who commits the violation must be considered and improved.Keywords: Perception, Single Money Policy

Abstract

Aldrin Habari Thesis titled "Government Performance Sub North Tobelo North Halmahera as one of the requirements for a bachelor's degree at the Faculty of Social and Political Science, University of Sam Ratulangi in Manado Guided by Drs.W.Y.Rompas, Msi and Dra.Joyce.J.Rares ,MsiResearch in the framework of the preparation of Tier One Degree thesis at the Faculty of Social and Political Sciences Unsrat was preceded by preliminary observations that the results show that the performance of the government district of North Tobelo North Halmahera indicated low. Thus, this study aims to assess the performance of the District Government organization North Tobelo North Halmahera. This study uses an approach or descriptive-qualitative method. Data were collected through interview techniques, observation and questionnaires were distributed to 42 respondents coming from the government district, village government and community service users in North Tobelo District Office. Once the data is collected, then analyzed by applying the frequency table analysis (analysis of the percentage). The results showed that the performance of the government district of North Tobelo, which consists of six dimensions, namely productivity, quality of service, responsiveness (responsiveness), responsibility, public accountability and justice, it is the lowest dimension of justice, while the highest average achievements is the dimension of public accountability. The low average achievement of justice has to do with cultural values are still strong paternalistic society, where officials and people were still able to be treated special than ordinary people.The conclusion that can be drawn from these results is that in general, the achievement of the performance of the District Government of North Tobelo quite high, but not optimally. This is because this new district was expanded about six years ago (still life of a baby), so there are still many limitations, both in terms of power sumebr apparatus, facilities / infrastructure, equipment and facilities of public pelaynan. It is recommended that the government should run a program empowering and coaching personnel through the establishment and coordination of Board meetings pengefektivan Harmony Ummah (bku).Keywords: Performance, Government, District.

Abstract

This research aims to determine if there is any influence on the quality of administrationservices to the satisfaction of participants in the service of PT. TASPEN Manado Branch and whatindicators most affect the quality of the service. Where the administrative service quality variables aremeasured through four indicators of Zeithaml's theory of existence, responsiveness, reliability, assuranceand certainty, and empathy. This research uses a descriptive quantitative method. The sample in this studywas 36 respondents. Data collection techniques used in this research with poll/questionnaire methods andinterviews.The results showed that the quality of administration service has a significant positive effect on thesatisfaction of participants in PT TASPEN Manado branch. Which means variable quality ofadministration services is a factor that determines the satisfaction of service participants. The better thelevel of quality of administration service will be better/higher also the level of customer satisfaction in theoffice of PT TASPEN Manado Branch and the indicator that most influences the quality ofadministration services is the indicator of reliability and empathy where both have the total valuecorrelation/r count the most hight than other indicators.Keywords : Quality of service Administration, satisfaction services

Abstract

The Social Security National is a system of the implementation of the country andthe government to provide social protection, so that each of the population meet the basicneeds of the life, to the realization of social welfare for the entire population of Indonesia.The type of the social security encompasses health insurance, guarantee the accident, death,the old days, retirement. Implementation of the 5 (five) programs of social security in thesocial security system of national is expected to reach membership of the labor force arewidely an ongoing basis, so that the people can meet basic needs as well as a guarantee ofliving either working in the formal and informal. The program guarantees social employmentbe seen from 4 of the implementation according to Edward III that is communication,resources, disposisi, and the structure of bureaucracy.The research is using the method of approach to a qualitative descriptive through indepthinterviews to the 10 people was an informer. Observation and the additionaldocuments in the form of a list of guidelines for the interview, tape recorder, and the paper.The result showed that in general the implementation of the guarantee of employmentis not good.Keyword: Implementation of labor social security program

Abstract

The success of adolescents is determined how the role of the family to the child's growth anddevelopment. Families, especially parents, are the main educators and the first for children in the familyand in this family can be instilled attitudes that can affect the development of the next child. Adolescence isclosely related to juvenile delinquency. It was during this period that it was known as a full of energy,curious, not fully mature, vulnerable, brave, brave, highly emotive, always wanting to try, and not to be left2behind. At this time adolescents are the most vulnerable groups associated with drug abuse one of them isthe use of glue aibon (inhalen). The purpose of this study is to examine and reveal the Family Role inpreventing deviant behavior on Aibon user Tasks in Karame Sub-district of Kecamatan Singkil of Manado.The methodology used in this study used qualitative research with in-depth interview techniques.This study aims to explain and analyze the social interactions of adolescents, family roles and the role ofgovernment in preventing adolescent users glue aibon. The informants in this study are 11 people consistingof, Teen User 6 people, Parents 3 people, Village Head and from BNN North Sulawesi Province. Thisresearch was conducted from January 2018 in Karame Village, Singkil Sub-district, Manado City.Behavior is a person's behavior or action to inhale the scent of glue material usually used to glueor stick to a tire. Glue aibon is a drug inhalen (ngelem). This type of glue is often misused by teenagers tomake a hangover because this glue belongs to a dangerous addictive substance category. The theory usedin this research is the theory of sociology of deviant behavior is the theory of deferential association.From the results of in-depth interviews are known that the factors that encourage adolescents touse glue aibon the influence of friends of the same age, environment, family, and the availability andaffordability glue aibon. Families do not really care when their kids hang out with anyone their friends,even the ignorance of teenagers and even parents about the dangers of using glue aibon. Institutions dikaidand local governments often socialize about the dangers of glue aibon but not yet fully understood andunderstood by the community.This research suggests that families play an important role for the survival of their children suchas inculcating good values, establishing good communication, paying attention to every development andpaying more attention to who their children are. Teenagers should be aware that the use of glue aibonnegative impact both in terms of physical and psychological aspects. ABSTRACT : Tourism is one of the things that are important to a country. With the then existing community tourism attractions in the region would memdapatkan positive impact, the public get a chance to open a small business attractions in the region so that a family needs can be met. The local government of tourism objects get revenue from the tourist attraction. The potential of the attraction Hill Love Lumimu'ut district Kanonang minahasa not managed optimally so that the existence of a tourism asset rating not get a positive response in the form of tourist visits. Tourism development is very influential in tourist attraction Hill Love, the following are the factors that inhibit the development of attraction Hill Love Toar Lumimu'ut Kanonang Minahasa .Factors that hamperthe development ofattraction Hill LoveToarLumimu'ut: The quality of human resources is not adequate, System management is not optimal tourism. Manage less society preserve and attractions in Hill Love. Shortage of funds in the development of attraction Hill Love. Tourism marketing and promotion system is not optimal . Inadequate facilities and infrastructure. Abstract

The development of the world of tourism has undergone various changes, both changes in thepattern, shape and nature of activities, as well as the encouragement of people to travel, ways of thinkingthat can provide rapid economic growth. Tourism development is not only directed at attracting foreigntourists but also domestic tourists. In line with the development of the world of tourism which appears to beincreasing, as well as the existence of areas that have the potential to become tourism objects, therefore theselection of activities or development of facilities must be measured in a way that does not conflict withsocial and ecological values. The purpose of this study was to find out the development of Lembeh Islandtourism in Bitung City. The theory used is development and tourism. The research method used is aqualitative method that is trying to find answers to questions related to tourism development. These questionsrequire descriptive answers that describe the facts about the problems being investigated as well as therational interpretation of various findings in the field while analyzing all the conditions at the research site.Based on the results of the research namely the development of Lembeh Island tourism in Bitung City, sometourist sites have not developed and due to lack of government attention, one of them is the limited facilitiesavailable at Lembeh Island tourist attractions in Bitung City.Keywords: Development, Tourism, Island

Abstract

ABSTRACT : This research moved from the initial observation that the role of village heads in ruralcommunity development Wambo District of Gupura not going according to the expectations of society. Thus,this study aims to determine how the role of village heads in rural community development in the village ofthe District Wambo Gupura Lanny Jaya regency.By applying the methods of descriptive and qualitative approach, the informant taken as many as 10persons from the village officials and members of the BPD, then conducted in-depth interviews and theresults are analyzed by applying interactive techniques. The research results can be presented as follows: (1)That the general role of village heads in government affairs, development and community development inrural villages Wambo going pretty well, although not achieve optimal results. (2) That there are still someprograms / village development plans that can not be realized. This is due to the adequacy of the developmentbudget is still low, as well as bureaucratic obstacles, span of control and geographical conditions of ruralareas difficult to reach so ADD and Special Autonomy Fund p are experiencing delays.Advice can be given, among other things: to optimize the role of village heads in the implementationof rural development, it is suggested that local governments, especially Lanny Jaya regency governmentneeds to be allocated compensation in the form of performance benefits for the village chief achievers foreach month; and to ensure the realization of all the plans / programs of rural development, particularly inthe village of Wambo, it is recommended that in the preparation and adoption of program / villagedevelopment plans need to take into consideration the financial capacity of rural finance program / plan tobuild the village.Keywords: Role of the Village Head, Development of rural communities

Abstract

Abstract : Reward and punishment aims to increase employee motivation, so that employees will be maximized in work.This research aims to find out, how the application of reward and punishment system in the employment agency trainingand education in district Mamasa. This research uses qualitative method that is research type which is used to research oncondition where natural object is key instrument, data collecting technique is done by triangulation (combination), dataanalysis is inductive and qualitative research result more emphasize meaning from generalization. Informants in thisresearch amounted to 10 people, namely head employment agency 1 person, secretary 1 person, head of field 3 people andoffice employees 5 people. The results of this research can be seen that the rewards and punishment applied in theemployment agency personnel training and education in district Mamasa in terms of rewards in the form of incentivematerial and non-material incentive; and punishment in the form of preventive and repressive. It can be said that has notbeen applied maximally by the head of the employment agency and based on existing research can be seen that there arestill many complaints from the employees to the leadership regarding the implementation of rewards and punishment. Lackof firmness, improper rewarding, unfair and uneven punishment are factors that cause employees to complain against theleadership. Refers to some of the results of this research then as a suggestion in solving the problem in this research thatshould be more appropriate in giving awards to employees who achievement of performance, more firm in givingpunishment, both before the occurrence of violations and after the occurrence of violations and be fair and equitable ingiving punishment.Keywords : Reward, Punishment
