Abstract

AbstrakReformasi birokrasi dilaksanakan dalam rangka mewujudkan tata kelola pemerintahan yangbaik (good governance), dimana reformasi birokrasi adalah langkah starategis untuk membangunaparatur sipil negara agar lebih berkualitas dalam mengemban tugas umum pemerintahan, sebagaipenyelenggara pelayanan publik dengan tujuan memenuhi kebutuhan masyarakat baik berupa barangatau jasa sesuai dengan standar dan peraturan yang telah ditetapkan.Penelitian ini dilakukan dengan tujuan untuk mengetahui reformasi birokrasi di DinasKependudukan dan Catatan Sipil Kabupaten Minahasa Utara, untuk mengetahui kualitas pelayananpublik dan untuk mengetahui apakah reformasi birokrasi mempunyai hubungan dengan kualitaspelayanan publik. Metode penelitian yang digunakan adalah metode penelitian kuantitatif denganmenggunakan teknik analisis korelasi product moment. Data?data diperoleh dengan menyebarkankuisoner kepada responden sebanyak 32 orang.Dari penelitian yang telah dilakukan dapat diketahui bahwa terdapat hubungan reformasibirokrasi dengan kualitas pelayanan publik. Hal ini terbukti dengan hasil perhitungan Koefisien KorelasiProduct Moment sebesar 0,466 dan dari tabel nilai ?r? product moment untuk n=32, taraf kesalahan 5 %maka harga r tabel =0,349. Dengan demikian nilai t-hitung <r-tabel(0,466>0,349) dan ini berarti bahwakoefisien korelasi signifikan dan memiliki hubungan reformasi birokrasi dengan kualitas pelayananpublik.Kata Kunci: Reformasi, Birokrasi,Kualitas Pelayanan Publik

Abstract

Abstract: one of the factors that support the occurrence of teenagers fall in the negative Association ofparents are too busy working or busy with activities each so there is no more time to build a goodcommunication with their teenage children who desperately need their guidance. The purpose of thisresearch is to find out How the communication role of the Family in the development of Teenagers inKelurahan Sario Manado.The methods used in this research is descriptive methods, descriptive methods, namely thetroubleshooting procedures provided by describing or depicting the State of the subject or the objectof a good research, public institutions and others at the same time based on the same facts. Thepopulation in this study are all the teens that are on the Wards Sario Manado by the numberof samples taken 20% of the population, namely 32 32 teenagers and parents who are in Ward SarioManado.The results showed family Communication plays a role in the development of teenagers in urban villageSario Manado where it is supported by aspects of the personality which is assumption and behavior thatwe receive from our parents or the people we consider to our parents. Abstract

Purpose of this study in accordance withthe formulation of the problem is to dentermine how the implementation of comonityemporwerment program (PNPM) contriside in improving socie-ecomonic conditions offamilies in tobelo northern halmahera district.The research method uses destriptive reseacth/destribe and methodskualitatif.informan this study as many as 14 people in charge who know and accept theimpact of the implementation of programsof PNPM tobelo. Data use is the primary dataand data collection methods sekunder with interviews while research is researchintrumen it selt. For data analysis done with together with data colletion, the datainterpresti concluded later in the analysis,a description of the national program selfemprowerment(PNPM) rusal counties in the district tobelo halmahera utara.2Showcased in conclusion that the procces implementatin of PNPM mandiri in thedistrict tobelo in 3 of 6 villages that can be said has been running, althogh there arestill many who have not felt the impact of the program goverment can fix mistakes for abetter direction, so that the need of peaple could be served for the better.

Abstract

Abstract :The purpose of this study is to determine the role of medical personnel in providing health services to patientsparticipating in Universal Coverage program at Bahu Manado Health Center.This research uses qualitative research method. Informant research as much as 8 (eight) informant thatconsist of 1 head of health center, 1 Officer Administration, 3 doctors and 3 community of universalcoverage program participants. Data collection techniques used are Interview Techniques, ObservationTechniques / Observations, and Documentation Techniques. And Data Analysis Techniques used are DataReduction, Data Channel, and Withdrawal Conclusion.Based on research that can be drawn conclusion as follows: First, promotive service has been implementedby medical personnel with health education and health promotion provided directly and indirectly to thecommunity. Second, preventive services provided through immunization and fogging. Third, Curativeservice in the form of medication business for patient to reduce pain and or relieve pain suffered by patientwith expense borne by Manado city government for society of universal coverage participants. Fourth,rehabilitative services have also been provided although not as much as in hospitals, such as gymnastics torestore muscle function for newborn patients.Keywords: Role of Medical Personnel, Universal Coverage

Abstract

The purpose of this study was to determine the effect of work safety and occupational health on jobsatisfaction at PT. Pandawa Surya Sentosa in Balikpapan City, East Kalimantan. This research uses aquantitative approach. The subjects of this study were 107 employees selected using random samplingtechnique. Data collection methods used is the scale of work safety, occupational health and jobsatisfaction. The collected data were analysed using multiple linear regression analysis using theStatistical Package for Social Sciences (SPSS) program for Windows 24.0.The results of the study with a confidence level of 95% showed that: (1) there was no effect of work safetyon job satisfaction can be shown based on the t test that the value of count 0.101 < t table 1,983 and thevalue Sig 0,919 > 0,05, and β = 0,009; (2) there is a work health effect on job satisfaction can be shownbased on the t test that the value of count 4.191 > t table 1,983 and the value of Sig 0,000 < 0,05, and β =0,009; (3) Based on the results of the f test, that the F count > F table (8.782> 2.30) with a significant0.000 <0.05, this means that the independent variables (X1) and (X2) simultaneously have a significantpositive effect on employee job satisfaction at PT. Abstract: The research objective was to determine the role of the Advisory Board Position and Rank in theadministration of personnel transfers structural position as mandated by Law No. 43 of 1999 on changesto Law No. 8 of 1974 About the Fundamentals of Civil Service that in the appointment, transfer anddismissal of employees must be based principles of professionalism of employees which includecompetence, work performance, and level rank Civil Servant. To determine the role of the Advisory BoardPositions and Ranks in the implementation of personnel transfers structural position, the research methodused is qualitative method, which is where the researcher as a key instrument in the study consisted of 13informants.The role of the Advisory Board Position and Rank in the administration of personnel transfers in NorthHalmahera is his duty to give consideration and advice in terms of personnel transfers by taking intoaccount the competence, performance and level of rank is not everything is going well. Because the data isbased on mutations in January that there are many employees who are placed not in accordance with theprinciples of The riht Man On The Right Place even exist in mutation employee has concurrently. And sois the implementation of personnel transfers more attention to long term in-service tasks, proximity orkinship relationships compared with competence, work performance and level rank for employeestransferred. And there is recognition of employees that once issued Decree of the new regent he knowshimself in mutasikan on new positions.To avoid the Spoil System Advisory Board Positions and Ranks need to cooperate with an independentassessment team and has experience in assisting the selection of employees transferred. And to the resultsof the session of the Advisory Board Positions and Ranks recommended to the Regional Personnel Officerin a transparent manner for the sake of accountability in policy mutation. AbstrackHandling Public complaints in need, because every complaint that is given very regure from certainsparties. Similarly in the hotel on in as a place to rest the hotel must be able to deal with any complaints andshould be able to handle it rather bay way of giving ecordingly capable of real action.The handling ofcomplaints from the users of hotel on in service has been running quite well. Although there are fewconstraints coming from the users but the hotel on in has been able to show the quality to give value morethan the community therefore. This study will answer the question, how the procedure of handling the userscommunity complaints service hotel on in guesthouse in Wonasa Tenga Karame Manado? In this researchis limited by some elements Grievance handling according to Garton (2005) that it. Commitment,Accessibility Responsive, Transparency and Responsible. The research user descriptive skin methodthrough interview of 10 informants and tracing of additorial documents in the from of a list of interviewguides recording and writing tools. The results of this study indicate that the handling of complaints publicservice hotel on in users are running pretty well.

Abstract

To optimize the performance of the Satpol PP it is necessary to build Satpol PPInstitutions that are able to support the realization of peaceful, orderly and orderly regionalconditions. The institutional arrangement of the Satpol PP does not only consider the criteria forpopulation density in an area, but also the burden of duties and responsibilities carried out as well asthe risk of the safety of the civil servise police. For this reason, the importance of the duties andfunctions of the daily freelancers at the Satpol PP in security and law enforment in the coming timeswill be even more severe, as seen from their ability to work and motivation in their work and arrogantattitudes of daily workers Satpol PP which has work disicipline which according to the community isoften shown when carrying out its role.The purpose of this study was to find out and analyze the influence of work ability, work motivation,and work disicipline on the performance of freelance daily workers in the manado city Satpol PPOffice. The type of research used is a survey research method with a quantitative sampling so that thedata used are primary data through questionnaires with a sample of 82 daily freelancers processedwith a likert scale. The analytical tool used in this study uses SPSS21.For the results of the study at a significant lefel of 0,01% which indicaties that the results of the F testindicate there is a positive effect of work ability, work motivation, and work disicipline simultaneouslyon the performance of casual daily workers. For the t-test that has been known from the results of theanalysis that the work ability has a positive and significant effect on the performance of freelance dailyworkers in the Manado City Satpol PP Office.Based on the results of research that has been known and analyzed, it can be concluded thatwork ability has a positive and significant effect while work motivation and work discipline haveapositive and not significant coefficient of determination of work ability, work motivation and workdisicipline in explaning variable variantions in daily freelance performance are very limited. For thisreason, advice has been given to the existing institutions in the Regional Office of the Satpol PP inManado so that they must pay attention to their work ability, work motivation, and discipline byencouraging or encouraging work by providing work, work colleagues pleasant working conditions inorder to improve the performance of freelance daily workers in the Manado City Satpol PP Office.Keyword : Ability, Motivation, Discipline

Abstract

Tujuan penelitian adalah untuk mengetahui bagaimana profesionalisme ASN dalampenyelenggaraan pelayanan public di Kecamatan Singkil Kota Manado. Penelitian ini menggunakanmetode pendekatan kuantitatif. Informan penelitiana adalah Camat, Sekretaris Kecamatan, para KepalaSeksi/Sub bagian dan Staf Kantor Camat Singkil, serta warga masyarakat penerima pelayanan,seluruhnya sebanyak 11 orang informan. Pengumpulan data menggunakan pedoman wawancara,sedangkan teknik analisis yang digunakan adalah analisis model interaktif dari Miles dan Hubernan.Berdasarkan hasil analisa data ditarik kesimpulan : (1) Profesionalisme aparatur dalam pelayanan publikdi kantor Kecamatan Singkil menurut persepsi ASN/PNS (penyelenggara pelayanan) sudah terwujuddengan baik dilihat dari semua dimensi/indikator yang dipakai yaitu : equlity, equity, loyality,responsibility, optimism, courage dan fairness. Namun menurut persepsi masyarakat (penerimapelayanan) belum semua dimensi profesionalisme tersebut terwujud dengan baik/maksimal dalampenyelenggaraan pelayanan publik di Kantor Kecamatan Singkil. (2)Dimensi profesionalisme aparaturyang belum secara optimal terwujud dengan baik menurut persepsi masyarakat (penerima pelayanan)terutama adalah equlity, equlity, responsibilitydan courage. Berdasarkan hasil penelitian dapatdirekomendasikan saran : (1) Profesionalisme ASN dalam pelayanan publik perlu ditingkatkan terutamadalam dimensi/aspek equlity (perlakuan yang sama), equity (perlakuan yang adil), responsibility (tanggungjawab terhadap pekerjaan), dan courage (keberanian membuat keputusan dan tindakan dalam mengatasimasalah yang muncul). (2) Untuk meningkatkan profesionalisme dalam pelayanan publik makapengembangan kompetensi ASN perlu terus dilakukan baik pengembangan kemampuan pengetahuan,keterampilan, maupun sikap melalui pendidikan dan pelatihan.Kata Kunci: Profesionalisme, Aparatur Sipil Negara, Pelayanan Publik
