Abstract

Abstract: As one of the programs in place, Smart Indonesia Card is a help from the government forunderprivileged / poor students, in the hope of reducing dropouts. Smart Indonesia Program is a priorityprogram of the President of the Republic of Indonesia Ir. Joko Widodo specially designed to help children frompoor families or unable to continue to get education services to finish secondary education or equivalent incooperation with the Ministry of Education and Culture (Kemendikbud), Ministry of Social Affairs (Kemensos)and Ministry of Religious Affairs (Kemenag). Through Indonesia's smart program, smart Indonesian cardshave been designed which is a card given to poor and vulnerable poor families whom they wish to send theirchildren to where the child is 6 - 21 years old for free. Already Many high schools in the district BolaangMongondow North, one of SMK Negeri 1 Kaidipang. Schools with this vocational base can help as soon aspossible the graduates to be able to find a job, but in education is certainly not far from the word cost.Approximately 45% of the students of SMK Negeri 1 Kaidipang who are classified as inadequate families havenot received assistance from the Smart Card Indonesia program and those who get the aid do not use the aidwith the best. What is the principle of the Smart Indonesia Program in permendikbud number 19 of the year2016 some less well done. Based on these facts then this research is very important considering the number ofchildren in SMK Negeri 1 Kaidipang who need help to take education. A policy / program is created in responseto a problem, which is to solve, reduce, prevent problems from being solved. However, the implementation of aprogram will not be far from the word problem to be faced in the field, there will be various obstacles to realizethe ideals that have been designed. Abstract

Abstract : This research aims to know the factors that affect the quality of public services in Public HealthCenter Bahu, Malalayang Subdistrict Municipality of Manado, as well as to get an idea of the existingpublic services in Public Health Center Bahu, Malalayang Subdistrict municipality of manado. PublicHealth Center is spearheading the development of healthcare in the absence of successful neighborhooddistricts. Health development is an effort meet one of the basic rights of the people, namely people's rightto obtain access to healthcare needs. The main problem as a health service that many of its competitors isthe service given is it appropriate or not public expectation therefore, Public Health Center Bahu,Malalayang Subdistrict municipality of manado is expected to always maintain the trust and satisfactionof the public by increasing the quality of service to the satisfaction of the patients improved. Public HealthCenter Bahu, Malalayang Sub district municipality of manado need to carefully determine the needs ofpatients in an effort to meet the expectations or desires and increase the satisfaction of services provided.The research methods used in this study is a qualitative method, with the techniques of primary andsecondary data collection is done with the interview, observation and documentation study. As for therespondents/informants of this research is the head of the Public Health Center Bahu: 4 employees andhealth workers of Public Health Center: 5 community representatives 5 wards that constitute the coverageof the Public Health Center Bahu, among others, is the village's Bahu, Kleak, Winangun I, Winagun II,and Batu Kota.The results showed that in view of the quality of public services for the Public Health Center Bahu iscurrently said to be the maximum. It happened because of the speed and timeliness in providing theservice is still at a slow rate. From the above problems then in view of the factors that affect the quality ofpublic services, such education, experience, compensation, and work environment, so many problems thatarise from aspects of the four points above, with regard to the central issues that are encountered in termsof placement of employees who do not comply with the skills possessed by these employees, the lack ofofficers, while the work load is very much in compensation, received highly lacking and is not appropriate.In doing Ministry employee also in this still very less experience in taking care of the Administration andothers, in addition to facilities and infrastructure in support of public service which is still very minimal,problem employee discipline and communication problems among fellow employees also should be on theincrease.Referring to the discussion and the conclusions above, in order to improve the quality of recommend inpublic services in Public Health Center Bahu then recommend it – it is as follows. The first need for theattention of the local authorities with regard to infrastructure work supporting employees, the need foradditional employees at the clinics this shoulder, as well as the need for attention from the localGovernment regarding the compensation of employees and the health workforce in the value is still verysmall. Then the need for oversight of the performance of officers so that they can work properly and atmaximum, while leaders must also be able to embrace all officers preparing a time to encourage andmotivate each other between one another, so that in one instance appears mutual respect and had eachother.Keywords: factors that affect the quality of public services

Abstract

Human resources is divided into two, namely, human resource macro is a resident of a country that has already entered the age of the work force, either not working or who are already working. While understanding the micro is the individual work and became a member of a company or institution and is commonly referred to as employees, workers, employees, workers, labor and others Nawawi (2003:37). Coastal communities need real activities that can build their economies without eliminating the culture and characteristics of coastal communities, the required form of community-based activities. This research uses descriptive qualitative approach method. This study describes the data obtained from the results of research on the quality of human resources the coast (study in the Bunaken island sub-district of Manado city). In qualitative research, data collection is done by observation, in-depth interviews and documentation. Based on research results drawn the conclusion that the quality of human resources viewed from three indicators categorized quite well. The quality of human resources in particular physical health fishing communities quite well seen from the community who care about their own health and are already providing health support facilities and infrastructure for the community. For the quality of intellectual (education andtraining) itself is also quite good because there's been an effort of the Government in the fulfillment of the educational infrastructure and facilities for the community as well as the already existing cooperation with the Fisheries Agency in empowering human resources especially fishing communities. The quality of human resources in terms of the spiritual quality of its own quite well seen from the daily life of fishing communities in the society and harmony between religious communities in compliance, and comply with the rules made by the Government, as well as the morale of the fishing communities in doing his job. So the Government in directing the village empowerment on fishing communities the quality should be on the increase, the application of the improved quality of HUMAN RESOURCES through three indicators, namely physical quality and health, the quality of intellectual (education and training) and spiritual qualities.This issue became important note for the Government because of the presence of obstacles where the quality of HUMAN RESOURCES more precisely to improve the quality of HUMAN RESOURCES was going to be difficult, therefore, needs to be awareness of the Government and the community. The quality of human resources in realizing better or boost community empowerment which is better then the Government should be in driving, giving information, and facilitate Community fishermen.Key Words : Human Resources Quality Coastal Communities

Abstract

ABSTRACTThe purpose of this study was to determine the relationship between the system of promotion andmotivation of employees working in the Secretariat of the South Halmahera District.This study uses a quantitative method that is associative. Sample of respondents were taken byproportional random sampling technique as many as 50 people or about 52% of the population (97 peoplePNS) Regional Secretariat of South Halmahera. Collecting data using questionnaires / questionnaire andassisted with interview techniques. The analysis technique used is descriptive statistical analysis is theanalysis of the frequency distribution and percentage, as well as analaisis chi-square and contingencykooefisien.Based on the analysis of data drawn conclusions: (1) System promotion of civil servants in SouthHalmahera District Secretariat is generally performed quite well in accordance with the criteria / basicpromotional applicable, objectively, fairly, and accurately. (2) The level of employee motivation is generallyquite good. (3) There is a significant correlation between promotion and motivation system of employeesworking in the Secretariat of the South Halmahera District; that the better the promotion system is gettingbetter or increase the motivation of the employment.Based on the conclusions of this study it can be suggested: (1) The employee promotion system stillneeds to be improved, especially in terms of the consistency of the use of criteria/ basic promotion,objectivity, and fairness; (2) work motivation of employees still need to be improved; (3) The promotionsystem let be used as one tool to increase employee motivation.Keywords: Promotion System, Work Motivation.

Abstract

Indonesia's ability to organize elections is acknowledged by democratic countries in the world, butthere are various problems in the implementation of elections, proving that many things still need to beaddressed in relation to the elections themselves, such as election regulation, skill and mentality of theorganizers, , the ability and readiness of the institutions or supporting institutions, as well as the intelligenceand mentality of voter participants in the election of Regional Head itself. Election problems also occur in thein the Manado city elections of 2015, namely the issue at the registration stage of Mayor and Deputy MayorCandidates. This research aims to find the cause of the occurrence of consistency in determining Mayor andDeputy Mayor of Manado Year 2015 and get new formula about registration management of candidate ofRegion Head. This research uses qualitative research method. focused on registration management ofcandidates for Regional Head candidates. The results of this study were obtained from five aspects unearthedin the research: independence, impartiality, integrity, transparency and professionalism, it was found that therewere problems with each of these aspects. In the first four aspects the source of the problem is individual. The2cause is the weakness of the individual mentality in question. Mental uncertainty to face pressure and"temptation" results in poor registration in the Manado city elections of 2015. However, the main cause of thisproblem is the unprofessional nature of the election organizers themselves. The cause is the first in theimperfection of the policy made, the second is in the absence of adequate provision for the election practitioners,the matter of treatment for ex-convicted, and the third is not open (transparency) institutions related to this. itis still difficult to find the cause of this happening (why transparency is weak), but very strong tendency of"political power" that affect this process.Keywords: Management, Candidate Registration, Selection Of Regional Head

Abstract: The rural government continues to organize national tax system, the tax system in question is a reflection of a sense of justice, kesadarandan thorough in the sense that the tax levied on the tax object both large and small as well as to involve all levels of society. It is clear that basically the payment of taxes from the people intended for the prosperity of the people, or in other words from the people for the people. National development which resulted in the rapid development in various fields of life and public facilities ever increasing. As for the goal of this research was to determine how the leadership role of the village chief to increase public awareness in paying property tax. Through a state income tax policy can be enhanced, economic growth can be controlled, equitable distribution of income can also be implemented.The research method uses descriptive qualitative research explorative, primary data source is the village government apparatus numbering 12 people and the taxpayers of the UN which is determined in accordance with the number of sample as many as 13 people so the total sample used at the same informant in this study is the number 25 person. While the population in this study are all elements of society that are planted in areas of research Tolotoyon rural government efforts to encourage people to pay property taxes, government task forces village as a tax manager can actually provide motivation, socialize, coaching, counseling that how important it is for the state tax for the benefit of the people and the development of both infrastructure and superstructure areas , Awareness and obligations of society, especially in rural Tolotoyon felt still not all have a responsibility to pay taxes, administrative arrangement should be done well in order to motivate community members to achieve the goal of property tax payments, should be more intensive in providing socialization, counseling held , provide guidance to the public as taxpayers so that people can pay taxes on time.Key words: Leadership Rural Head, Tax build

Abstract

As the executor of development and state administrators, the government in this case employees (ASN andTHL) is obliged to protect (to protect the people), serve (to serve the people), and regulate (to regulate thepeople) all of which are "service delivery or public service ", in the context of fulfilling public interests(public interest) and addressing public affairs. The government needs to understand with certainty what itsthe role is in public service, how to realize service quality (Servqual) that satisfies the people as recipients ofservices, and how attitudes should behave as the government (Surjadi, 2009).According to Sinambela (2010), every human being needs service, even in the extreme it can be said thatservice cannot be separated from human life. Therefore, the services / public services provided to the publicrequire certain qualities. The service provided by the management through its apparatus, even though it isnot aimed at seeking profit, must still prioritize the quality of service in accordance with the demands,expectations, and needs of the people served. In an increasingly critical community condition, publicbureaucracy is demanded to be able to change its position and role (revitalization) in providing publicservices. Abstract

Abstract: Labor discipline is a behavioral containing technical aspects that work ethic is the norms that arebinding and are set explicitly and practices such as behavioral attitudes respect, honor, obey, and obey thatmust be held to be maintained and implemented in government agencies. Problems to be answered in thisstudy is the work discipline of employees about employee performance affects the performance ofemployees working in the department of Agriculture of North Sulawesi. This study aims to determine theeffect of labor discipline against the employees of performance. These results indicate that the labordiscipline and significant positive effect on the productivity of employees in the department of Agricultureof North Sulawesi. Based on these conclusions labor discipline must be observed and maintained on eachemployee so that the tasks and responsibilities can be a priority terselenggarakan well.Keywords: influence, discipline, work performance.

Abstrack : To achieve a development plan, especially in the field of tourism is to provide comfort for visitorsand positive impact in the field of social and cultural and ensure the effective use of resources that affectthe field of globalization. But nevertheless see the development that has been compiled then need a goodplanning to achieve the purpose of development.In this study using qualitative research methods are descriptive. Informan research is head ofDepartemen Tourism and Culture of South-eastern Minahasa Regency, secretary of service, staff, head ofsub planning section, Visitors and the public; the total of number informants is 7 people. Data collection isby interview, observation and documentation techniques. On data analysis using descriptive qualitative datatechnique from Sugiono.Based on the results of research undertaken it can be concluded that still need to be in developmentplanning in nature tourism Aer Konde in village Wawali, Ratahan Districts. Because there is, still a lack offacilities to support the attractiveness of tourists who come in nature tour Aer Konde, for that existence ofdevelopment planning from each party related in development of existing tourism in Southern MinahasaRegency.From the results of these studies it can be suggested suggestion that is: (1) From related parties inthis development can better organize the development through environmental factors by ensuringcleanliness, in order to attract the attention of every tourist who come to visit. (2) It is expected that there iscooperation from the government, related communities and visitors in the tourist Aer Konde. (3)Stakeholders in development planning is expected so that the planning process can run well. (4) The needfor more extensive information, so that more visitors who come in tourist Aer Konde.
