Abstract

Abstract: The purpose of this study was to determine the role of the Leadership Principal inImproving Teacher Performance in the Junior High School 1 Subdistrict Wayaloar as the Decree ofthe Minister of National Education (Education) No. 162 of 2003 on Guidelines for the Assignment ofTeachers as the Principal stated that the task of the principal as an Educator, Supervisor , leadersand providers of motivation. To determine the role of school leadership in improving teacherperformance, the research method used is qualitative method where the researcher as the keyinstrument consists of 7 (seven) research informants.The role of school leadership in improving teacher performance in the Junior High School 1Wayaloar the District has not been effective in this regard are as Supervisor, Leader, Educator, andgiving motivation. Because based on the results of field research shows that principals as educators,supervisor, leader and motivator has not done how expectations of students and parents. as well asthe lack of control and supervision functions of principals on teacher performance, so most apatheticteachers with duties as teachers. As well as employee productivity or decreases in carrying out theduties of teachers and ultimately have implications on student interest less serious.To improve the performance of teachers is needed role of school leadership in the execution of dutyas the leader and protector as the Decree of the Minister of National Education (Education) No. 162of 2003 on Guidelines for the Assignment of Teachers as the Principal stated that the task of theprincipal as Educator Supervisor, Leader and giving motivation to the performance of the employees.The role of principals in improving teacher performance is expected to provide advice to the teachersin implementing the task even carry out the evaluation or analysis of teacher performance results,oversees all the activities of teachers either control directly or indirectly, and the moving of staff andemployees in carrying out the task. As well as the expected presence of motivation or encouragementfrom the principal to the implementation of the tasks the teachers in the form of an appreciation ofthe performance to be achieved in order to increase labor productivity of employees / teachers.Keywords: Role of Leadership Principal, Teacher Performance

Abstract

ABSTRAKThe objective of this study is aimed at fiding out the performance of civil servants/employees of the medical clinic atwenam district, lanny jaya regency, in providing services to community/ society.This study is conducted using qualitative method. The informants involved in this study are: 4 civil servants/ employeesof wenam medical clinic. (1. Person who is in charge, 2. Nurses and I midwife), and 2 (two) resindents of wenam village. Thedata collection and interview technique. The analysis used is the interactive model by miles and hu berman.Based on the findings of the data analysis, it is concluded that the performance of the employees at wenam medicalclinic is still not good or low viewed from: 1.The quality providing healthcare service to community, of work (exactness, spacd,and accuracy in providing healthcare service to community, 2. Quantity of work/ the execution of healthcare service tocommunity. 3. The use of working hours (absences, slowness, the lost of effective working hours), and 4. The conaboration withco-worker in carrying out the job of healthcare service to community.Based on the study,s findings it is recommended that more efforts or actions should be done to increase theperformance of employees at the wenam medical clinic amons ofhers;1. To increace the infrastructure of wenam medical clinic,Particularhy the provision of medical equipment and ofher health facilities, 2. To enhance the motivation of employees byproviding then special or additional allowances, 3. Providing the facilityof heusing to the employees of wenam medical clinicwhich is located near the clinic.Key words: Employees performance healthcare service

Abstract

This study questioned the two main problems, namely: How does the process of implementation of the bureaucratic functions in the administration of local government and any constraint faced by the government in implementing the functions of bureaucracy. This study therefore aims to: (1) describe the implementation of the bureaucratic functions in the regional administration, especially in the northern Loloda districts on North Halmahera regency; (2) to identify obstacles or barriers faced by local governments in implementing bureaucratic functions, specialy on northern Loloda district of North Halmahera regency. This study used a descriptive-analytic method. The data and information collected by the technique of questionnaires distributed to 80 respondents and equipped with observation and documentation techniques then analyzed with descriptive analysis technique equipped with a secondary data analysis. Based on the analysis of data, it is known that: (1) the implementation of the public service has been running pretty good, although there are three indicators of public service functions that have not been optimally realized, such as discipline, responsibility and ability of service personnel. (2) there are three factors that are considered as constraint / barrier in the implementation of the bureaucratic functions of particular public service functions, namely: self-discipline, responsibility, and capacity / service personnel in providing services to the public. It can be concluded that the indicator function of public services such as discipline, responsibility and ability to care workers need to get the government's attention, for a fixed the public service for a better future. Abstract

The purpose of this study was to determine the impact of public housing development policies inthe Sea Village of Minahasa Regency. This study uses a descriptive-cumulative approach. Researchinformants were the village head, housing residents, and community leaders / residents of the Sea Village.The data analysis technique used is an interactive model analysis of Miles and Hubernann. ResearchResults Show: (1) Housing development policies in Sea Village have a positive impact on public matters andon the target group's policy community, which is to help people who do not yet have a home to get housingloans with affordable installments, and in locations that are accessible comfortable and safe. Housingdevelopment does not have the expected impact of disturbing security and comfort in society. Theunexpected impact is mainly the reduction in agricultural land and community forestry. (2) Housingdevelopment policies have a positive impact on economic and social conditions in Sea Village, namelyincreasing people's income and increasing the progress of social life such as education, social andcommunity social activities, and development participation. (3) Housing development policies have apositive impact on current conditions in Sea Village, namely increasing the progress and development ofthe village and community now and in the future. (4) Housing development policies in Sea Village do nothave an impact on the direct and indirect costs that must be borne by the community as a result of thehousing construction.Keywords: Impact of Policy, Housing Development

Abstract

ABSTRACT: Services will be as good as village government officials can play a direct role and be involved inproviding services to the public in accordance with the duties and functions, so that people are satisfied with theservices provided by the village government and services expected to run optimally. This research is located inthe village Pitu Tobelo District of Central Halmahera north. The purpose of this study was to determine andidentify the role of village government apparatus in public services and constraints in the public service.The method used in this research is qualitative method. Informants were taken from various relatedelements, namely the head of the village and the Irish village and community shop. This study uses datacollection techniques: interview, observation and documentation. The steps in the analysis of the data is datareduction, data presentation and conclusion.From the results of this study indicate Role of Government Agencies in the village of Pitu in providingthe service is still not optimal. Judging from some of the constraints in the implementation of public services:Simplicity procedures, clarity, completeness of facilities and infrastructure, discipline politeness andfriendliness, comfort. 4 indicator shows inferior services and one indicator shows pretty good service. Abstract

abstract: The results of the data analysis show that the hypothesis which states "the performance of the villagehead has a positive effect on community empowerment in Tounelet Village, Sonder District" is acceptable. Thisindicates that the relationship between the two variables can be said quite weak, where the correlationcoefficient obtained by 0.334 with coefficient of determination of 0.112 or 11.2%. This result means that theachievement of community empowerment is also determined by the performance of village head 11,2% whilethe rest equal to 88,8% determined or influenced by other factor. The average performance of the village headand community empowerment in Tounelet Village, Sonder Sub District is in the "moderate" category. Thismeans that both the performance of the village head and the implementation of community empowermentprograms have not been realized optimally. The performance of village heads has a positive and significantimpact on the empowerment of rural communities, especially in Tounelet village, Sonder sub-district. Thismeans that when the village head wants to improve his performance, then the community empowerment of apriority program in the village must be implemented by involving all elements within the village communityitself. The performance of the village head was further enhanced, especially in the community empowermentin Tounelet Village, Sonder Sub District, because it was still categorized as being. In the empowerment of thecommunity should the village government kususnya village chief should pay attention to the community whocan be involved directly in the activities.Keywords: Performance, Community Empowerment

Abstract

ABSTARCT: Every good areas of the city to the village level have programs of human resource development to its citizens. but whether the government has implemented its policy implementation is well or not in each region ? So that will impact the results. The purpose of this study was to determine the role of government in implementing human resource development policy in the sub-district Tewaan villages of Bitung city. The method used in this study is a qualitative method , as well as to find the percentage of analytical techniques with the help of the formula P = F / NX100. Data sources and respondents were 14 respondents taken 6 staff employee in the office of the villages 8 community leaders. Data collection using questionnaire and with interview techniques assisted. The results of data analysis showed : The Role of government in the implementation of human resource development policy is positive and highly significant, capable of both high and directed in improving standards of living. Based on the results of these studies concluded that the role of governmnent in implementing human resource development policy in the villages tewaan of bitung city, the government has been able to implement a very good and high quality human resources development policy because it has been as expected and needed by the community. Based on these conclusions suggested : Maintaining implementation pattern of development that has been done, focus on the implementation of human resource development in improving standards of living, continues to establish communication with all level of society in order to support the implementation of development.Keywords : Role, Policy implementation

Abstract

The purpose of this study was to fhid out how effective the implementation villagedevelopment in North Salibabu Village, Salibabu district, Talaud Islands Regency.This study uses a descriptive-qualitative approach. The focus of research on the effectiveness of villagedevelopment is observed in five dimensions of effectiveness, namely production, efficiency, satisfaction/flexibility and development/development, namely the Village Chief, Development research informants,BPD chairman, LPMD Chairpersons, Community members. And community members Datacollection uses interview guidelines, while the analytical technique used is the analysis of interactivemodels from , Miles and Hubernann.The results provide conclusions : (1) The effectiveness ofimplementing village development seen from the dimension of “ production “ has not beenmaximized, but it good enough. (2) The effectiveness of the implementation of village developmentseen from the dimension of ‘’ Efficiency ‘’ has not been maximized, but is has been quite good. (3)The effectiveness of the implementation of the implementation of village development seen from thedimension of ‘’ Satisfaction ‘’ has not been maximized, But it is good enough. (4) The effectivenessof village development seen from the dimension of ‘’ Flexibility Adaptation ‘’ has not beenmaximized, but it is good enough. Abstract

BSTRACTDistrict head as leaders of districts is one of the principals in the district PNPM that as Trusteesimplementation to villages in the districts. Therefore the Head role in coordinating the implementationof PNPM Mandiri districts. The purpose of this study was to determine how the district headcoordination in the implementation of PNPM Rural in the district Pasan Southeast Minahasa Regency.This study used qualitative methods. The focus of research is camat coordination in planning activitiesand in the implementation of activities funded by PNPM Mandiri. Data sources / informants drawnfrom elements PNPM actors at the district level and village level, as many as 15 people. Collecting datausing interview techniques. While the analysis of data using qualitative analysis techniques interactivemodel of Miles and Hubernan.The results showed: (1) Coordination Head PNPM Mandiri in planning activities carried outeffectively through inter-village meetings (MAD) Dissemination and Proposed Priority MAD discussand rank the proposed activities, and through MAD Determination Proposal for decision making.With the coordination of the planning of these activities so that the activities set out in the villages canfit the needs of local communities; (2) Coordination Head in the implementation of PNPM Mandiriactivities carried out effectively through Early in the District Coordination Meeting, MeetingEvaluation, Monitoring and Auditing, and Reporting. With District head coordination in theimplementation of activities dilaksanakanpada activities so that villages can run orderly, smoothly andsuccessfully.The research results provide the conclusion that the sub-district coordination in the implementation ofPNPM Rural in the district Pasan Southeast Minahasa Regency implemented effectively.Based on the results of this penellian it can be recommended some suggestions: (1) Coordination HeadPNPM Mandiri in planning activities need to be improved. In this case the sub-district must provideguidance and direction effectively against all perpetrators of PNPM Mandiri in the district and in thevillage; (2) Coordination Head in the implementation of PNPM Mandiri still needs to be improved. Abstract

Abstract: This research aims to know the supervision of health services in the operation of the depot drinkingwater refill in Bolaang Mongondow Regency South. This study uses qualitative methods with the informantsconsisting of the head of the section of health and environment (KESLING); 2 environmental health staffperson; The owner of the DAM (the Depot drinking water) 5 persons; Employees of 5 people. Data collectiontechniques used are interviews, observation and documentation. Qualitative data were analyzed withdescriptive narrative supported by primary and secondary data. The results showed that (1).
