Abstract

ABSTRACT : Mutations structural position is one way that can be done to improve public services. Mutations as well as the incarnation or embodiment of the organizational dynamics that serve as one way to achieve organizational goals and implemented to reduce the tedium of the work, increase knowledge, skills and increase motivation and morale, in addition to placing appropriate officials with expertise in the areas of their each.Issues to be addressed in this study is how the policy positions of structural mutations in the scope of the Sangihe regency government .This study uses qualitative methods. This study aims to describe, analyze and determine the impact of structural policies mutation positions in the public service with the indicators work experience, knowledge and skills as well as utilization of employees.Results of research conducted by gathering the data obtained through interviews observasidan are : ( 1 ) Work experience of maturity seen an employee who has been carrying out work in a specified period, (2 ) knowledge and skills acquired structural due to mutation, (3 ) Utilization employees through structural mutation positions to maximize employee who simply work quietly in one place only.Based on the results of the study conclude that mutations in the structural position goes normative Sangihe regency, conducted for the benefit of the organization or public service better. Policy and structural position mutations impact both on public services. Based on the conclusion of the study, it is suggested, the government made a clump positions and monitor the working climate in the scope of local government so that there is a valid handle and facilitate the implementation of the structural position mutations.Keywords : Policy, mutation,, structural position

Abstract

The purpose of this study is to determine the impact of online transportation policies,especially online motorcycle taxis in the target group (entrepreneurs / online motorcycle taxi drivers), onconventional motorcycle taxi drivers and on the user community. Based on the research results, conclusionscan be drawn: (1) Online ojek transportation policy has the expected positive impact on the target group,namely increasing online ojek driver income and helping to improve the living standards / welfare of thefamily of online ojek drivers. (2) Online ojek transportation policy also has a positive impact on the widercommunity, which makes it easy to obtain cheap, convenient, safe, and fast transportation / transportationservices. But for conventional motorcycle taxi drivers, the presence of online motorcycle taxi drivers isconsidered to be detrimental to them because income is reduced. (3) Online ojek transportation policy alsohas a positive impact on the present and future conditions of the community, whereby the community's needfor public transportation services can be more fulfilled. (4) Online ojek transportation policy has a positiveimpact on the direct costs by the community which can reduce transportation costs; and (5) Online ojektransportation policy does not affect the indirect costs that must be borne by the community as a result ofthe policy because online ojek transportation does not have a negative effect on society.Keywords: policy, the impact of online transportation policy

Abstract

Abstract: In the present era of government began to implement the e-government program. Thelast few years the government has been utilizing technological advances in various activities,including the public service based on information technology gained recognition. RegionalPersonnel Agency (BKD) North Sulawesi Province. The agency is an agency that already usepersonnel information system to process data and information and decision-making for specificsituations such as a promotion, a raise, a shift or mutation, and other relevant rules. Data andinformation is confidential and prudence. The method used in this research is qualitative research.Then, for the data used consist of primary data and secondary data. With the technique ofcollecting data through observation, interviews, and documentation. Data obtained from varioussources and has analyzed, with several stages of data reduction, data presentation, andconclusion. Researchers infer from each corner of the data and information administration,employment applications, employee capability, equipment for the system, every administrativeprocedure. Researchers conclude that the management information system has been running welland answer the problem formulation management information system is a collection of elementsthat are interconnected with each other to form a single unit to integrate data, process and storeand distribute information. At the Regional Employment Board of North Sulawesi these elements isthe data and information of employees, employment applications, employee, equipment for thesystems, and procedures for the administration. These elements are intertwined to be able tomanage and deliver the results to the administration required.Keyword : System, Employee, SIMPEG, e-government.

Abstract

The purpose of this research is to know the performance of Regional Personnel Agency In Civil ApparatusRecruitment Process. This research uses qualitative approach method. which was proposed by Gibson thatis effectiveness, efficiency, accountability and justice. The research informant is the Head of BK Service (1Person): Secretary BKD (1 Person); Employee BKD (3 Persons) Applicants CPNS (5 Persons). Data wascollected using interview guidelines, while the analytical technique used was interactive model analysisfrom. Based on the results of data analysis, it is concluded that the effectiveness of the administration of theWaropen Regency administration, especially the Regional Personnel Agency of Waropen Regency, is seenfrom the indicators of effectiveness, efficiency, accountability and justice is not good. Based on the resultsof research can be recommended suggestions: 1. Waropen County Government, especially the RegionalPersonnel Agency Waropen Regency. Expected to further improve its performance; 2. It is necessary tomaintain and enhance the integrity and integrity of resources in the scope of the BKD, especially the attitudeand consistency of the responsibilities in order for each realization of the work program to be resolved asexpected; 3.The form of responsibility is further enhanced so that the bias gives the public trust andmaintains the authority of the government at the community level; 4. Abstract

Based on the government regulation of the republic of Indonesia no 72 of 2005 concerning article 15, thevillage government is obliged to manage village potential in order to achieve the objectives of layingauthority in the implementation of village autonomy, these objectives include improving people’s welfare,equity and justice, democracy and respect for culture local, paying attention to the potential and diversity ofthe region. The aim of the research is to describe the role of the village government in the development ofmahangetang island tourism object. Abstract

Surat izin usaha perikanan merupakan salah satu layanan yang diberikan Kementrian Kelautan danPerikanan kepada masyarakat (perorangan/ koperasi/ perusahan swasta nasional) yang inginmengajukan permohonan perizinan kegiatan usaha perikanan tangkap di Wilayah PengelolaanPerikanan Republik Indonesia dan laut lepas, yang meliputi izin usaha perikanan, izin penangkapanikan, izin pengangkutan ikan dalam satuan armada penangkapan ikan. Setiap masyarakat(perorangan/ koperasi/ perusahan swasta nasional) yang melakukan usaha perikanan di bidangpenangkapan, pembudidayaan, pengangkutan, pengolahan, dan pemasaran ikan di wilayahpengelolaan perikanan Republik Indonesia wajib memiliki Surat Izin Usaha Perikanan. Olehkarena itu Bupati/Walikota berwenang menerbitkan Penerbitan Bukti Pencatatan Kapalsebagaimana dimaksud dalam pelaksanaannya dilakukan oleh Kepala Dinas. Penelitian inibertujuan untuk mengetahui implementasi kebijakan penerbitan surat izin usaha perikanan ProvinsiSulawesi Utara. Kemudian beberapa hal yang bisa disarankan adalah kepada kepala dinas dapatmeningkatkan kinerja pegawai dalam menjalakan tugas dan tanggungjawab dalam prosespenerbitan surat izin usaha perikanan, sehingga proses penerbitan surat izin usaha perikanan dapatberjalan sesuai dengan waktu yang sudah ditetapkan.Kata Kunci: Implementasi Kebijakan, Surat Izin, Usaha Perikanan

Abstract

Abstract : The smoothness of the administration and national development depends on the perfectionof the state apparatus , including officials at all levels of government, from the village / village level tothe central government / national. government apparatus as a tool for implementing governmentaffairs , development, premberdayaan and publik services, it is necessary for employees / personnelwho truly capable, efficient, high quality, and be aware of his responsibility as a servant of the stateand publik servant.This study used quantitative research approaches evaluatif.Adapun types of research methodsused in this study is a survey method. In survey research, information / data collected from respondentsusing a questionnaire. Generally limited in terms of understanding the survey sample survey in whichinformation is collected from the part of the population to represent the entire population.In this study were all village officials and community spread in 6 ( six ) villages in the districtsof West Tahuna. Tahuna Western District of statistical data, the year 2013 recorded the number ofcivil servants, including village officials that there dikecamatan Tahuna West ( 6 villages ) as many as152 people. Given the large population in the category of minimal, then the respondent sample ispulled by 50 %, thus becoming 76 village officials as respondents in this study spread over threevillages sampled, namely : Pananekeng Village, Village brassiere, Village New brassiere.Keywords : Evaluation , Policies , Empowerment , Government Apparatus

Education ofvital importance to as school age child, in a condition existing environment many cause factor of problem of thathappened environment hence understanding him there must be so that is not imbued with factors. Efficacy of schoolage child depended from ourselves old fellow, governmental countryside even society only assisting, instructing tous as school age child can become good fellow. Intention of this research is to know implementation policy ofgovernment in improving the quality of human resource. this research is to give input to countryside society of yaroDistrict Of Tobelo East Sub-Province of Halmahera North more focus education quality of countryside resource ofyaro can expand. Abstract

ABSTRACT: In the several year, the public serve still be a main factor, about good or not good in some serve institute. With a good serve, so the institute is the good one too. The public serve can’t avoid from the leadership in that institute. Leadership also can be an one factor of success or bad in some institute, also leadership can determined for good or bad that institute too. This research’s point is know that there is an side-effect of leadership against public serve in the Tomohon City for North Tomohon or not.This research using quantity method, there is a several statistical variable from the many indicator: the decision making, organization, giving motivation, communication, supervision. At the same time, the public serve’s indicator is : touchable, reliably, intelligent, assurance, and emphaty. The 120 employees are taking for respondents that separated in the sub-district office and 3 village office. This responden are given list question with using interview method.The result of this research has showed that leadership have a relationship with public serve in the significant extent 0,05 or confidence extent 95%. It’s can we have from the chi-square value 11,30 and critical table for significant extent 0,05 for level 4 is 10,19. In the result for coefficient contigency’s number is very to much distance from the coefficient contigency’s maximum number and just almost approach of half value from coefficient contigency’s maximum number. It can being interpretation that the level relationship between leadership and public serve is in high category.In based results of the analysis’s above, can given conclusion that leadership have a significant relationship in the high extent against public serve at North Tomohon sub-district’s institute.Keyword : Side-effect of leadership against public serve

Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisis Sosialisasi Politik Komisi PemilihanUmum Pada Pemilihan Kepala Daerah Kabupaten Minahasa Selatan Tahun 2015 serta bentukbentuksosialisasi politik yang dilaksanakan oleh KPU Kabupaten Minahasa Selatan dikaitkandengan penurunan tingkat partisipasi masyarakat pada pilkda 2015. Penelitian ini diharapkan dapatbermanfaat bagi Komisi Pemilihan Umum dalam melakukan sosialisasi politik gunamendorongpartisipasimasyarakat dalam pelaksanaan Pemilihan Umum Kepala DaerahPenelitian ini dilakukan dengan desain penelitian kualitatif di Kabupaten Minahasa Selatan, sebagailokasi Pemilihan Kepala Daerah. Sebagai informan terpilihnya adalah para aktor-aktor yang terlibatdalam Sosialisasi Politik ini baik dari unsur penyelenggara, masyarakat dan Partai Politik. Penelitiandilakukan dengan wawancara secara mendalam dan dengan cara pengamatan langsung padapelaksanaan Sosialisasi yang dilakukan Komisi Pemilihan Umum.Hasil penelitian menunjukkan bahwa pengetahuan politik masyarakat, melalui sosialisasi politik olehKPU masih tetap perlu dilakukan meskipun sudah banyak kali kabupaten minahasa selatanmengadakan pemilihan umum secara langsung. Keberhasilan sebuah sosialisasi politik merupakankeberhasilan suatu kondisi masyarakat, artinya bahwa keberhasilan dalam sosialisasi politik sangattergantung pada kerjasama masyarakat itu sendiri dan kondisi sosial masyarakat.Kata Kunci : Sosialisasi Politik, Komisi Pemilihan Umum, Pemilihan Kepala Daerah
