Abstract

Health becomes a very important factor in running a person's activity and to supportthe community's economy Manado city. Therefore, the government launched a program Manado FreeUniversal Health Coverage in order that the whole community of Manado in health guarantee. Thepurpose of this study was to determine how the free Health Policy Implementation Universal Coverage.This study used qualitative methods. Research of respondents are not quantified, according to theneeds of research. Technique data collecting use interview guide. The data analysis technique used isdescriptive qualitative.The results analysis showed: (1) reduction found that the program has good staying UniversalCoverage attention again things unfinished (2) Presentation found there are still things that need to beconsidered is a hospital employee benefits. Based on the results of the statistical analysis concludes thatfree Health Policy Implementation Universal Coverage positive influence on the community and the cityof Manado.Based on the conclusion of the study suggested: (1) In terms of all the important aspects of thisprogram, the government should be more attention to the state of the people who need governmentguarantees are still complaining especially difficult due to the care of the program (2) In terms ofresources available funds, more attention again to employee benefits and nurses there so that all partiescan be pleased with this program.Keywords: Free Health, Universal CoveragePENDAHULUANImplementasi Kebijakan kesehatangratis Universal

Abstract

Abstract: The purpose of this research is to know the effectiveness of the Ministry on students whohad been given by the officers and employees that are on the honorary academic headquarters unsrat. In theframework of the management of higher education in accordance with the Government Regulation Number49 by 2013 about higher education, on article 11 explains that The Academic has the task of implementingthe service giver education, research and community service. In the framework of the management of highereducation in accordance with the Government Regulation Number 49 by 2013 about higher education, onarticle 11 explains that The Academic has the task of implementing the service giver education, research andcommunity service. So in this case can be in describing how the importance of the academic section at theUniversity of Sam Ratulangi.The research methods used in this research is qualitative, descriptive methods with gatheringtechniques by using the method of Observation and question form. as for the respondents/informants of thisresearch was 5 officers, five honorary degrees, and 10 students. So a Total of 20 people was the informant.The results showed that 50% of student respondents were not satisfied with the Ministry's officersthat there is the Head Office of academic Unsrat. According to this study of student dissatisfaction because ofthe way delivery of employee information on students who are less friendly and does not provide informationthat would be expected by the student convey information, both the study also shows that 50% of studentsrespond less well enough and with payment of tuition fee online because according to observation andresearch is less in case of disruption of students agree the internet is often the current payment of tuition feecan't be done and it is very detrimental for students. The results showed that students are less agree withclosing the online graduation registration 2 weeks before graduation day. Because of the internet studentopinions often have disorders that does impact on the clearance delay graduation by the student file.Referring to the discussion and conclusions on top then suggest employees should be able to provideservice and afford maximum to students because students are the main customers of the University of SamRatulangi. The friendly nature of the staff in providing service to give satisfaction in the student. Accurateinformation can be given to a student in any communication directly between the leadership with employeesfor example 1 Provost Academics should be down directly control and provide the latest information relatingto the existing services in the field of academic excellence in order to provide the information needed by thestudent is not Academic leaders can be expected to provide services manually for the payment of theregistration FEE, graduation and others in order to cope with the loss on students because in these days offrequent disruptions of the internet that could slow down the Affairs of the students ' needs.Keywords: Service, Effectiveness

Abstract

The aim of the research was to determine the influence of the sub-district head coordination onthe success of the community empowerment program in Essang District, Talaud Islands Regency. This studyuses quantitative methods. The sub-district head coordination variables are observed from indicators ofcommunication, cooperation, synchronization, and integrity or unity of action; while the success variableof the community empowerment program is measured from indicators of welfare, access, critical awareness,participation and control. The research respondents were 40 people from the sub-district government,village government, BPD, LPM and the community. Instruments and data collection techniques usingquestionnaires and assisted with quide interviews. The analysis technique for hypothesis testing usedstatistical regression of the product moment linear regression. The results of data analysis showedregression coefficients and the sub-district head coordination variable correlation coefficient for the successof community empowerment programs in the sub-district South Essang is positive and significant, so it wasconcluded that the sub-district head coordination had a positive and significant correlation with the successof the community empowerment program in Essang District. Based on the results of this study, it can berecommended that sub-district head coordination in community empowerment programs needs to beimproved both in program planning and implementation by streamlining the sub-district level coordinationforum, conducting direct monitoring of the implementation of community empowerment programs/activitiesin the sub-district area, and evaluating community empowerment programs/activities in the sub-district.Keywords: Coordination, Sub-district Head, Community Empowerment.

Abstract

abstract: the clinic is an organization which organizes functional health effort that is comprehensive,integrated, equitable, acceptable and affordable by the community, with the active participation of thecommunity and using the results of the development of science and appropriate technology, with a cost thatcan be borne by the Government and the community.This research is intended to provide a quantitative picture clearly about the problems examinedinterpret and explain the data systematically. Abstract: Public service is the main task of the civil servant. The demand of the community to improve thequality of service is very strong nowadays. The society as the main character in implementation of thedevelopment is expected to take part actively in the process. Therefore, the business environment should beconducive with fast serving, accountable and safe.Service for the civil servant is very important because the government is the thinker, planner and executor ofthe development. Also as the supporter for the society; as the servant; control the society; encourage thesociety’s participation; educate the society and being responsive to the society’s aspiration.To determine the work effectiveness, which involve with public service, therefore can be determined with someindicators such as a. Abstract

ABSTRACTThe chief of a district as district leader is either one perpetrators of PNPM Mandiri in thedistrict as a founder execution PNPM Mandiri to the villages in the district area. That iswhy the role district leadership on the implementation PNPM Mandiri in the district to bevery important and to determine. In connection with that’s thing then this researchintended to answer the question how the role of district leadership on the implementationPNPM Mandiri in the Pasan District Southeast Minahasa Regency.Based on literature review then the role of district leadership on the implementationPNPM Mandiri viewed from three activity the chief of a district as a founder executionPNPM Mandiri in the district are the role to socialize program with build and direct theperpetrators PNPM Mandiri in the district and village; the role of coordinate plan andexecution a program PNPM Mandiri in the villages; and the role to control execution aprogram PNPM Mandiri in the villages.This research used qualitative method. Data source/informant take from theperpetrators unsure PNPM Mandiri in the district level and in the village level, are 14peoples. Data collection used interview technique. Whereas data analyze used techniquequalitative analyze interactive mode by Miles and Hubernan.The result of the research to showed : (1) the chief of a district’s role to socialize aprogram with build and direct the perpetrators PNPM Mandiri in the district level andvillages in the Pasan District area can be performed effectively; (2) the chief of a district’srole to coordinate plan and execution a program PNPM Mandiri in the villages in thePasan District area can be performed effectively; (3) the chief of a district’s role to controlexecution a program PNPM Mandiri in the villages in the Pasan District area can beperformed effectively.Based on the result of that research deduced role of the chief of a district’sleadership on the implementation PNPM Mandiri in the district already can be realized byeffective in the Pasan District Southeast Minahasa.Based on the result of this research then suggested that the chief of a district’sleadership on the implementation PNPM Mandiri in the Pasan District still needs to beimproved so it becomes more effective.Keywords : the chief of a district’s leadership, implementation PNPM Mandiri

Abstract

Abstract : This study aims to describe the quality of service of public complaints in the State electricalCompany in the area of Manado in a bid the development science of public administration. The complaintsservice funded by the State power company based on the provisions of article 29 of Act No. 30 of 2009 aboutelectric power, was founded to help the problems in terms of electricity. In this study uses the dimensions ofservice quality measurement kotler, where the quality of service in public complaints in the State electricalcompany in Manado area about power outages related to aspects of the Tangibles, Reliability, Responsiveness,Assurance, and can be said to have not been fullest emphaty. It is proven by the provision of the facilities, suchas the location of the parking of vehicles is not adequate, the community's lack of seating room, pitted a smallcustomer service, lack of employees down kelokasi, the lack of information of a power to the people and thelack of responsibility of the PLN. Research method used is descriptive qualitative research method throughinterviewing to 9 informant, observations directly, and search documents related to quality of service , even inthis research aided by the existence of guidelines for interviewing, recording device, and stationery to write.The results of the peneleitian in General makes it clear that the quality of service public complaints in the Stateelectrical company in manado area about a power outage has not been run with the maximum.Keywords: Quality Of Service, PLN Area Manado.Keywords: quality of service, PLN Area Manado)

Abstract

AbstrakBangsa Indonesia bermaksud mengatasi berbagai persoalan yang berhubungan dengan biayakesehatan dan mutu pelayanan kesehatan maka pada Tahun 2004 dikeluarkan Undang-Undang No.40 Tahun 2004 tentang Sistem Jaminan Sosial Nasional (SJSN). Undang-Undang ini mengamanatkanbahwa jaminan sosial yang bersifat wajib bagi seluruh penduduk termasuk Jaminan KesehatanNasional (JKN) melalui suatu Badan Penyelenggara Jaminan Sosial (BPJS). Jaminan KesehatanNasional (JKN) diselenggarakan oleh BPJS Kesehatan yang implementasinya sudah dimulai sejaktanggal 1 Januari 2014. Sistem Jaminan Sosial Nasional diselenggarakan melalui mekanisme asuransikesehatan sosial yang bersifat wajib (mandatory). Tujuannya adalah agar semua penduduk Indonesiaterlindungi dalam suatu sistem asuransi sehingga dapat memenuhi kebutuhan dasar kesehatanmasyarakat yang layak. Peneliian kualitatif dilaksanakan dalam keadaan yang alamiah (naturalsetting) dan data yang dikumpulkan umumnya bersifat kualitatif. Oleh karena itu, penelitian inidisebut penelitian kualitatif untuk melihat Kinerja BPJS Kesehatan pada pelayanan di KecamatanKotabunan Kabupaten Bolaang Mongondow Timur. Variabel yang akan diteliti dalam rincian yangterukur, yang akan diteliti menggunakan dimensi penilaian kinerja Menurut Robert L. Mathis danJhon H. Jackson yaitu: Kemampuan, motivasi, dukungan yang diterima, keberadaan tempat kerjadan hubungan dengan organisasi. Hasil analisis kinerja BPJS Kesehatan cabang Tutuyan KabupatenBolaang Mongondow Timur dilihat dari semua indikator meliputi: Kemampuan, motivasi, dukunganyang diterima, keberadaan pekerjaan yang mereka lakukan dan hubungan mereka dengan organisasimenunju bahwa kinerja yang dilakukan pegawai BPJS sudah sesuai dengan yang diharapkan hal inidinilai dengan kualitas pelayanan berdasarkan wawancara yang didapat kepada peserta BPJSKesehatan bahwa pelayanan yang berkualitas kepada peserta yang mendukung.Kata Kunci: kinerja, pelayanan kesehatan

Abstract

ABSTRACT : Observe to the problem that faced by young generation, it is necessary to attempt that will helpthose young generation to solve problems which that attempt need a place to develop and direct them. Theimplementation of development is a government duty from national to local government with appropriateexpertise. Then the implementation will translate to society life especially in counselling such as build anorganization that become a place to develop young generation in village. As an example is Karang Tarunathat can be a place to accommodating the aspirations and involved young generation to manage. Beside,Karang Taruna also play role as place to grow sense of nationality, develop self potency and social welfare.Research Method : This research using descriptive qualitative approaching method by deep interview to 7responden, observe and files investigation using additional instruments such as interview guidance list,recorder and stationery. Research results : According the role of Karang Taruna from 4 villages, they haven’timplemented the main role and duty as a organization yet. There were only two villages that have a goodimplementation , they are Tewasen and Pondos Village while the other two haven’t optimal implementationyet. Karang Taruna of Pondos Village has a good program’s plan but in their role as a government partner insociety welfare hasn’t optimal yet while good partnership shown is social life but need more guidance. Elusanand Wakan Village had not an optimal program’s plan, society empowerment and social welfare. Conclution :There are only two Karang Taruna with a good role implementation of society empowerment from fourKarang Taruna as an object of this research. They are Karang Taruna of Tewasen and Pondos Village whileKarang Taruna of Elusan and Wakan Village haven’t good implementation yet.Keywords : role, Karang Taruna Organization, village society.

Abstract

Abstract :Health care system is a very important in dunya health through this system in expecting health qualityespecially in Indonesia through this system health development goals can be achieved by effective and fixedtarget. Succse health care system depends on the various components that enter in health services Includingnurses, doctors, or other supportive health teams. Satisfy people's expectations and needs. One effort that isdone is to provide facilities, health services in the intention of course is a fast service, precise, cheap andfriendly. The purpose of this study is to provide input for puskesmas akelamo benefit of this research is toprovide input for puskesmas or stakeholder in sub-district east of west halmahera regency. The method usedis qualitative method with the type of descriptive approach and the location of research in the sub-district ofeastern district of west halmahera data collection is done is the observation and in-depth interviews ofinformants.Based on the results of the study there are several serious factors to be improved in which facilitiesand infrastructure facilities are inadequate drugs limited and lack of cooperation across sector programsless attention from the government, so that the impact becomes a barrier in service to the community.Keywords: health service system of puskesmas
