Abstract

Abstract : The innovation of public service management in increasing local economic investment. Thisresearch aims at responding the issues on the public service, particularly the licensing service to increasethe local economic investment in Gorontalo city. This research focuses on how to apply the public servicedimension on licensing in Gorontalo city, regarding two types of services; service withhighsuccessrateandservicewith alow success rate. The targeted result is to find an innovation of public service byapplying the public service dimension. The method of this research is qualitative descriptive methodthrough an in-depth and thorough study on the series of licensing service, as well as Focus GroupDiscussion (FGD) as a part of this research. The result shows that there is a new model discovered inlicensing service that would support the investor to get easy access for investment in Gorontalo city. Thisresearch is expected to contribute a positive benefit in terms of the innovation of licensing service,particularly as an effort to increase local investment and economic growth regarding the local autonomy.Keywords: Reliability, responsiveness, assurance, empathy, and tangibles.

Abstract

Abstract: The Internet is one of the information technology where the internet is a very fun vehicle to learnand play. The phenomenon that occurs in senior high school (SMA) Negeri 1 Manado students who onaverage always use the internet either at home or internet cafes (Warnet) in allegedly using the internet andaccessing information without being filtered whether it can be consumption for use by students such assensual images or everything something that does not need to be known as a student, so it is suspected tohave a positive or negative impact for studentsIn this study researchers used a qualitative approach with Descriptive method. Descriptive method is used todescribe the situation and events under study by describing and exposing objects at the same time based onfacts. the number of samples was 95 students and the sampling technique was a simple Sample and randomStrati fi ed technique.The results showed that the importance of Internet messages for users where the messages are current oractual, interesting presentation, and easy to understand messages from the Internet because the language isinteresting, brief and clear. The Internet can increase knowledge and then change in behavior in the sense ofincreasing insight and get more friends both within the country or abroad, further messages via the Internetcan be trusted is the science but lack of confidence in the messages from the internet on gossip-gossipcelebrities. The advantages or advantages of using the internet is to get news from around the world, thenScience and technology and the increase of friends both domestically and abroad.Keywords: Information Technology, Internet

Abstract

ABSTRACKThe implementation of the duties and functions of a village chief in the government isone of the activities of government officials in an effort to improve the welfare of thecommunity, as the purpose of this study is to provide a description of the implementation ofthese functions. The role of village chief is very important in approaching and grow and developself-help mutual aid society in order to realize the implementation of development that has beenplanned in the Budget of the Village.This means that the head of the village as a leader in thevillage is the organizer and the person in charge in the field of governance and communitydevelopment, as well as village chief is responsible for growing and developing self-help mutualaid society. By looking at how important the role of the village head held thus further researchon "The Role of the Village Head In The agitation participation from communities in the VillageDistrict of Salibabu Salibabu Talaud Islands".In this study, the type of research that is in use which is a type of qualitative research,the research focus is the role of the village chief purpose in scaling community participation inrural development. Respondents / instrument in this study is that local officials and villagers ofSalibabu District of Salibabu Talaud Islands as many as 10 people.The researchers' analysis adjusting of some theory is concerned with the studyindicators, namely: first, the role of the village head as a motivator in moving people'sparticipation in village development Salibabu; second, the role of the village head as a facilitatorin moving people's participation in rural development Salibabu; and third, the role of the villagehead as a mobilizer in moving people's participation in rural development Salibabu.Based on the research role of the Village Head of Public Participation In The agitation inthe Village District of Salibabu Salibabu Talaud Islands in view of the three aspects of the roleof the village head as motivators, facilitators and mobilizers suda good but its role inimplementing the village head had to really play its role properly so that the public canparticipate in any program / village development activities. Abstract

Abstract: this research aims to know the implementation of the policyof retributionMarket Bersehati Subdistrict Detention Manado city. Thisstudy uses qualitative methods with selected informants consisted of Director of PD. The market townof Manado, head of Retribution PD. Manado City Market, Bersehati Market,Officer Coordinator/Billers Levy Bersehati Market, and Traders in the market Bersehati. Datacollection techniques used are interviews, observation and documentation. Qualitative datawereanalyzed with descriptive narrative supported by primary and secondary data.The results showed thatthe implementation of policies related Market levy Bersehati sub-district of Manado City Detention hasshown a fairly good results, in terms ofattitude, and the compliance officer in carrying out the policy. Thiscan be seen on the Apparatus involved in the implementation of the Bersehati sub-districtof Markets ballot levy arbitrary arrest city that transparency in carrying out the tasks and always refers tothe existing regulations. In addition the adequacy of manpower is already implementing a policy that is goodwith officers and employees of the PD marketManado city that exists in the market Bersehati. Similarly, thedecisions taken in case of problems or constraints in implementation is always good for the commongoodparty PD. Manado City Market or user community market. However for the benefit of employees andresponse against complaint merchants still showed a less good results. Similarly, the strategies used are alljust communication and sosialisai without any action even though the degree of change that's been good tobe achieved, namely repair and upgrading of infrastructure and quality of service. Abstract

The purpose of the study was to explain the Supervision of Society in Financial Management in Mamuya Village, Galela District, North Halmahera Regency. This study used descriptive qualitative method. Community Supervision in Financial Management was observed from two criteria namely preventive and repressive. The research informants were the village head / village government, village secretary: BPD chairperson, members (BPD), community. Data collection uses interview guidelines, documentation study observations while analysis techniques are carried out through data collection, data reduction, data presentation stages. Based on the results of data analysis concluded that Community Supervision of Financial Management in Mamuya Village, Galela Subdistrict, North Halmahera District was observed from two criteria, namely preventive and repressive, not yet maximally implemented. Based on the results of the study found that Community Supervision on Financial Management has not been maximized so that advice can be recommended: The quality of the human resources of the village head and village apparatus needs to be improved through training in village financial management. Community involvement in financial management is increased so that there are no irregularities between village and community governments, and sources of village financial revenue and other sources of income that are regulated in Government Regulation Number 113 Year 2014 concerning village financial management, and Law. No. 6 of 2014 concerning villages, be optimized.

Abstract

Abstract: Retribution is a source of revenue that is relied upon by the Government Kotamobagu, such asparking fees consisting of a special levy parking lot (Regulation 2 of 2008) and levy a parking lot on theedge of the public road (Regulation 6 of 2011). In connection with the study is to examine how theimplementation of policies in the parking levy increase revenue; and the extent to which the results of theimplementation of policies that parking fees in increasing PAD Kotamobagu. This research usesqualitative descriptive method. Location of the study is the Department of Transportation, Culture,Tourism, Communications and Information Kotamobagu City. Informants research as many as 12 peopleconsisting of: head office, secretarial services, head of the section heads, staff / implementers, head UPTDParking, and postal clerk parking. Instruments in this study is the researchers themselves, while collectingdata using interview techniques and assisted technical documentation. Data analysis was performed usingqualitative analysis interactive model of Miles and Hubernann. The results showed: (1) The process ofpolicy implementation parking fees in general are quite effective viewed from four important aspects of theprocess of policy implementation as suggested by Edward III, namely: communication, resources,disposition, and a bureaucratic structure. (2) Implementation of policies levies Parking quite effectiveresults seen from the realization of revenue targets and the development of revenues over the last fiveyears (2010 s / d in 2014). Results of parking fees were a major contribution levies a special parking place,while for curbside parking space levy general is still relatively small. The research results provide theconclusion that the implementation of parking charges policy has a significant support to the increasingacceptance of PAD Kotamobagu. Based on the conclusions of the study put forward some suggestions asfollows: (1) All the important aspects for the implementation of policies retribuasi park, still needs to beimproved; (2) proceeds parking fees that have been achieved over the last few years can still be improved.Keywords: policy implementation, the levy parker, And Local revenue

Abstract

Community empowerment actually refers to the word empowerment, which is an effort toactualize the potential that is already owned by the community. Thus, the approach of communityempowerment in the development of palm sugar farming communities is the emphasis, on the importanceof self-reliant local communities, as a system that organizes themselves. Such a community empowermentapproach is certainly expected to give a role to individuals not as objects, but as actors who determine theirlives. Community empowerment efforts can be seen from the side of their existence as a process.Empowerment as a process can be seen from the stages of activities in order to achieve a goal, which isusually determined by the time period. Society in English terms is a society that comes from the Latin wordsocius which means (friend). The term community comes from the Arabic word which means (to participate and participate). Society is a group of people who get along with each other, in scientific termsit interacts with each other. A human entity can have infrastructure through which its citizens can interactwith one another. Another definition, society is the unity of human life that interacts according to aparticular system of customs which is continuous, and which is bound by a sense of shared identity.Continuity is a community unity that has all four characteristics, namely: Interaction between its citizens,customs, continuity of time, a strong sense of identity that binds all citizens. The most important factor thatmust be considered in carrying out community empowerment programs is that without business capital it isvery difficult for the community to be able to improve their standard of living. Empowering people is notenough just to provide venture capital but must be accompanied by an increase in the capacity of humanresources so that they are able to think and act in making various efforts and efforts to improve their welfareindependently without any dependence on others. The provision of facilities and infrastructure for thecommunity to be able to do their business is one part of the government's responsibility which must becarried out through community empowerment programs.Keywords: Empowerment, Community, Business Capital, Facilities and Infrastructure.

Abstract

Abstract : This study in order to obtain a Bachelor's degree thesis Tier One at the Faculty of Social and Political Sciences, University of Sam Ratulangi Manado. Moving on from the pre-study conducted by researchers, that turns Implementation of Land and Building Tax Collection in the Village Tombatu Two found no universal agreement or cooperation between tax collectors officer with the taxpayers. Thus, the researchers see the need to be studied and considered the implementation of tax collection in the village Tombatu Two. This research uses qualitative research methods. Data were collected starting from the stage of observation, interviews and literature.The conclusion that can be drawn from this research is that it is found not optimal performance of employees in the implementation of land and building tax collection in the village Tombatu Two. Because in practice there has been no cooperation between tax officials and taxpayers. The village government should seek more optimal in the implementation of land and building tax collection so that the problems that exist in the village can be resolved and useful to the progress of the village into a better direction.Keywords: Performance Officer, Land and Building Tax Collection

Abstract

The accountability issues of financial management based on the overall activities including planning,implementation, administration, reporting, accountability and supervision are important aspects of localfinancial management so that this study aims to know the accountability of financial management inBanggai Island District Youth and Sports Education Department. This research uses qualitative descriptiveresearch method through data collection technique that is observation, interview and documentation. Withdata analysis techniques namely reduction, data presentation and conclusion. The findings of this studyindicate that budget users do not have integrity over their delegated positions, lack of strict supervision, lackof support facilities, and lack of administrative capability so that the tasks in the service are still slow.Various programs that are needed in part have been met to support the continuity of the existing education.With accountability of financial management has been submitted and evaluated by the authorities such asInspectorate, KPK, Attorney, BPK and implementations is in accordance with the required Department ofEducation Youth and Sports Banggai Islands in performing duties and functions. To improve theaccountability of financial management to realize accountable financial management while maintainingaccountability, participatory, responsive, and transparent principles as budget users should pay moreattention to and understand the tasks and functions of the delegated positions in accordance with the rulesand applicable laws. Conduct training, keep using and maintaining the Buttom-Up Planing model infinancial management planning, and conduct stricter supervision.Keywords: Accountability, Management, Finance

Abstract

Abstract : Strategies for achieving maximum service in a library can be done with the use of the library.Library as a source of information is expected not only to serve the public to obtain information, but itcan maintain its existence as an information service institution that develops with the progress ofinformation technology. The purpose of research to gather and analyze the utilization of the library inBadan Perpustakaan, Arsip dan Dokumentasi Provinsi Sulawesi Utara.The methodology used is qualitative, data were collected through observation, interviews andliterature study. The number of informants 14 people. The data obtained were related to the utilizationof the library which were then analyzed through categorization and data reduction.The result of this study shows that in the Library Utilization Badan Perpustakaan, Arsip danDokumentasi Provinsi Sulawesi Utara it is not going well. Existing human resources quality of work isstill very low. The lack of mastery of information technology and the slow pace in providing serviceslibrarian. State library collection is irrelevant, Means still manual information retrieval, yet has thefacilities, such as internet and OPAC, covered services system has not gone well.Conclusion is that the utilization of the library in Badan Perpustakaan, Arsip danDokumentasi Provinsi Sulawesi Utara have not been going well, human resources are still lackingquality work, which is not relevant collections, facilities and infrastructure are still lacking and closedthe service system has not gone well. So that should make improvements human resources througheducation and training levels. Increasing the number of employees in particular librarian libraryeducational background. Procure to increase the number of library collections. Adding a means oftracking information such as OPAC and the Internet.
