Abstract

Abstract: This study is to determine the strategy of development of tourism sector of Culture and TourismDistrict Talaud islands. Department of Culture and Tourism Talaud district has an important role indeveloping the tourism sector and is responsible for the management and maintenance of tourism potentialas well as the facilities and infrastructure that exist. One example of the ineffectiveness of the strategyDepartment of Culture and Tourism in developing the tourism sector is, there are many sights that havenot been managed properly, also the absence Determination levy entry fee for each visitor who comes inlocation, as well as limitations and lack of facilities supporting tourism becomes one of the factors thathinder tourism management. Lack of promotion and lack of awareness and community participation in thetourism sector to make tourism in Talaud Regency difficult to develop. This study uses Qualitative ResearchMethods SWOT analysis techniques through interviews with 10 Informants, observation and documenttracking instrument assisted an additional form of interview guidelines using data analysis techniques ofdata reduction, data presentation, and of the conclusion. Based on the research results through a SWOTanalysis. The following are the results of the analysis: Department of Culture and Tourism Talaud districthas the strength of the tourism sector will be an asset that is more wealth of art and culture and tourismasset, weaknesses in the Department of Culture and Tourism is not optimal promotion and tourismmarketing, the opportunities that exist in the Department of Culture and Tourism in developing the tourismsector in the District Talaud is stakeholder support tourism and culture, especially the Provincial andNational strong in the Development of Culture and Tourism areas, where as the challenges faced by theDepartment of Culture and Tourism in developing the tourism sector is the level of competition among theregions in which travel product offerings on the above conclusions, are suggested to be cooperationbetween, the Department of Culture and Tourism with the private sector or investors, then the OfficeCulture and Tourism and the local government must facilitate all the needs of tourism, especially in termsof facilities and infrastructure and training-training and promotion.Key Words: the role of the Agency in the implementation of regional staffing mutations.

Abstract

Abstract: The purpose of this research is to know how participatory approach in rural development in TawaangVillage, Tenga District, South Minahasa Regency.This research uses descriptive-qualitative approach method. Participatory approaches are seen at all stages ofvillage development from planning, program implementation, monitoring, and program evaluation. Theresearch informants are head dea, head of BPD, head of LPM, community leaders/leaders, and villagers ofTawaang; a total of 8 informants. Data was collected using interview guidelines, while the analysis techniqueused was interactive model analysis from Miles and Hubernann.Based on the results of data analysis, the conclusions are drawn: (1) Participation approach in the planningstage of village development has been done quite well through village musrembang. (2) Participatoryapproaches in program implementation are better quality than at other stages. (3) The implementation ofparticipatory approach in monitoring program implementation is good enough. (4) The evaluation phase of theprogram has also adopted a fairly good participatory approach.Based on the results of the research, several suggestions may be put forward: (1) All representatives ofcommunity groups should be included in the village musrembang. (2) Villagers, especially community leadersand representatives of community groups should be included in the design of program implementation. (3)Community findings of monitoring / monitoring results should be taken seriously by the village government.(4) The village development program evaluation meeting should involve all components of the villagecommunity.Keywords : Participatory Approach, Rural Development.

Abstract

ABSTRACT: Accountability can live and thrive in a transparent and democratic atmosphere and the freedom to express opinions. And then, the government should really be aware the government and the public service is something can not be separated from the public. The realization of the region 's financial accountability will be the initial basis for governance better and all financial accountability that comes from public funds going smoothly as public confidence in the government in the field of financial management.This research used descriptive research through in-depth interviews to 23 informants, the data collection techniques using of observation, interviews and documentation. The resultAccountability system is one of the crucial points of the implementation of the regional administration. Accountability system is a systematic and continuous process for assessing the success or failure of governance and development activities in accordance with the policies, programs, goals, and objectives that had set in realizing the vision of the district as government of Banggai Islands set out in Medium Term Development Plan (RPJMD).The Conclusion isLocal governments is very trying to account for funds from the public for development and welfare of the communities in district of Banggai islands..Keywords: Accountability, Local Financial Management

Abstract

The purpose of this study was to determine The Impact of The Hopeful Outreach Program inKema District, North Minahasa Regency.This study uses a qualititave-descriptive approach. The Impact of The Family Program is seen from thefour effects of public policy proposed by James Anderson and by Thomas Dye. Research informants were 4family hope program participants, 2 community members were not participants of the hope family program,and assistants of the subdistrict hope family program. Data collection uses interview guidelines, while theanalytical technique used is the analysis of interactive models Miles and Hubernann.The result of the study how : (1) family planning programs have a positive impact on the families ofparticipants in improving the health status of family members, improving family/ child education, providingsocial walfare for poor families with severe disabilities and the elderly, helping to reduce family expensesand increasing income family, as well as changes in family behavior and independence. (2) hope familyprograms have a positive impact on people who are not the target group. (3) family planning programs alsohave a positive impact on the condition of society now. (4) family planning programs do not have an impacton the direct costs of the program and on the indirect costs that must be borne bythe community as a resultof the family hope program.This study recommends suggestions : (1) the determination of family program participants’ expectationsshould be done correctly/accurately in order to unsure that the hope family program participants really arepoor and vulnerable families; (2) large amounts of family program aid allowances for every poor familyshould not be thr same, but adjusted to the same, but adjusted to the number of family members who aredependent. (3) hope family program participants who do not comply whit the obligations of health andeducation requirement must be given strict sanctions.Keywords : Policies, Family Hope Programs.

Abstract

Abstract: The majority of women are still confined within the limitations or poverty , whether caused bystructural poverty , cultural and natural . If when viewed from the standpoint of structural poverty , thepoverty caused by discriminatory policies or regulations , it is the reality of women's groups to bemarginalized . This is evident from the persistence of the treatment was discriminatory , either in theprovision of access to education , economic access ( including access to the world of work , salary , accessto the distribution of economic independence ) , as well as access in the political field .The research method is basically determined by the research question . Based on the researchquestions , the research was conducted using qualitative and quantitative research methods . Qualitativeresearch methods focus to see the pattern of the empowerment of women coastal conducted by theDistrict Government of Sangihe while quantitative method for measuring the success of the results(intermediate outcomes) women's empowerment programs coast at the same time to see the impact (finaloutcomes) change perceived by women after getting the programs carried out by the TechnicalImplementation Unit of PNPM Mandiri , especially in improving the living standards of families ofwomen who benefit from the program.Results of analysis of data obtained from the results of Questionnaire ( questionnaire ) to 60respondents women / mothers of households spread across three sample villages in the subdistrict of WestTahuna Regency of Sangihe Islands . Results of the study are presented in three parts: the first part ,presenting the results of research concerning the description of women's empowerment factors , whichinclude : ( 1 ) educational factors ; and ( 2 ) factors training / skills ; The second part , presenting theresults of research on the condition of the family living standards ; while the third section presents theresults of statistical analysis and discussion of the influence of factors of women's empowerment on thecondition of the living standards of families .Keywords : Coastal Women's Empowerment Policy .

Abstract

Abstract :The changing work environment is so dynamic, many faced by every organization. Organizations and structures are always required to adapt and move with those changes, automatically changes in the organizational structure also have an impact on the career development of individual employees. In the case of regional personnel, in the implementation of personnel management, especially promotion, mutation and demotion is a phenomenon that often occurs in a regional organization.The process of appointment of echelon IV structural officials in their implementation is technically less relevant to the qualifications required by the organization. The irrelevance of the the position and educational background and the expertise of the appointed officials so it deemed necessary to examine why the personnel management of the regional personnel agency, education and training of the Sangihe islands districts on the appoinment of the echelon IV structural officials has not gone wellThis research is descriptive qualitative research using POAC management function theory proposed by George R.Terry as the guideline of this research, but the problems encountered in the related field are the indicators of planning and organizing while the indicators of actuating and controlling there is no problem in the field.                The results showed that the implementation of the appoinment of echelon IV structural officials was not fully in accordance with the mechanism and procedure of appointment of civil servants in structural positions as regulated in the government regulation because in the process of conducting the assesment subjectively, and not apart from the policy of position consideration agency and the rank and officer of staffing officers who accommodate officials through the proximity of the relationship and  family                From the results of this study then suggested some things include : local goverment sangihe archipelago should minimize the policies and interventions that cause the appoinment of structural officials to be not objective. Staffing officers should develop the mechanism of appoinment of officials through the stages in accordance with existing rules by merit system, by placing the right people, and optimizing the implementation of education and training for stuctural officials by allocating more funds for education and training activities so that through the provision of education and training will be positively correlated to impact on improvements to quality improvement, the ability of echelon IV structural officials in carrying out the work so as to give a tangible contribution to the region. Abstract

Abstract :Organizational climate is an important factor to explain employee motivation as itrelates to job satisfaction. But, common phenomenon indicates that the organizational climate isoften not gained great attention in organizations o rgovernment bureaucracy.Relative to this,theresearch was conducted to determine the effect of organizational climate on work motivation ofpersonnel in the Office of Mayor of Manado.This study using the quantitative methods. Source of data/research respondents was 37 theofficers/employees were taken with astratified random sampling technique according to the levelof class rank of 186 civil servants of Mayor's Office in Manado City (RegionalSecretariat).Techniques of data collection using the questionnaires and assisted with theinterview guide. Technique of analyzing data used for hypothesis testing is a simple regressionanalysis/linear and simple correlation/product moment.The results showed: (1) organizational climate variable regression coefficient of the apparatuswork motivation is a positive, meaningful and significant.(2) The correlation coefficient and thepower of determination of organizational climate variables on work motivation of personnel ishigh / tight and significant.Based on the results of the statistic alanalysis be concluded that organizational climate andsignificant positive effecton the motivation of personnel working in the office of the Mayor ofManado.Based on the conclusion of the study suggested: (1) organizational climate in Manado Mayor'soffice needs to be improvedon all dimensions of the organizational climate of the structure ofthe task, relationshipreward-punishment, communicationin organizations, human resourcedevelopment personnel, equipment and facilitiesto support the implementation of tasks,as wellas the comfort of the working environments; (2) It takes a strong commitment from theleadership of the local government to create a climate of Manado City organization that iscapable of creating or improving high employee motivationof the personnel/employees.Keyword: Organizational Climate, Work Motivation

Abstract

ABSTRACT: public service is the process of simultaneously output showing how government functions running. The implementation of decentralization and regional autonomy in Indonesia is believed to be able to improve services to the community, improve people's welfare, and fostering democracy. Effected by the importance of the role of public services on the one hand and the number of issues that bind them on the other hand, issues concerning the performance of the institutions as well as public service apparatus became one of the important issues in the reform of public administration in different countries, including for the context of contemporary Indonesia. Driving licences (SIM) is one of the mandatory documents which must be owned by citizens of Indonesia who drive good or rodadua. In addition to a license for motorists, driving licences can also be used as proof of identity for its owners in various other administrative affairs, thus maintaining a driver's licence (SIM) become important in order not to hamper travel and other affairs. POLRESTA Jakabaring Palembang was a place where the public can obtain a driver's license (DRIVING LICENCE) with the hope of driving licences (SIM) they can be retrieved quickly, easily and inexpensivelyRESEARCH METHODOLOGY: this study uses Qualitative research methods, descriptive through in-depth interviews to 8 Informant, observation, search and document additional instruments be assisted with guidelines for interviewing, recording device, and stationery to write. RESEARCH RESULTS: based on indicators of Dwiyanto used in this penerlitian, productivity, service quality, Responsiveness, Accountability and corporate responsibility, then note that the performance of POLRESTA Jakabaring in the service of Creation Licence (SIM) is already quite good even though there are still some things that need to be improved such as the responsiveness of the officer service in the future. Conclusion: the performance of POLRESTA Jakabaring Palembang is based on research conducted in the offices of POLRESTA Jakabaring has been running pretty well, but still requires improvement.Keyword: Performance POLRESTA Jakabaring, servicing the manufacturing Licence (SIM)

Abstract

One of the outstanding things of the Indonesian nation so far is to implement national development in all areasin a planned, gradual and continuous manner with particular emphases at each stage in accordance with thedemands and development of the era. National development is a reflection of the will to continuously improveprosperity and prosperity the people of Indonesia in a fair and equitable way, as well as developing the life ofsociety and the implementation of a developed country and democracy based on Pancasila. From theobservations made in the village of Kie-Ici District of Halmahera Barat District, it seems that the villagedevelopment planning has not been maximally effective.This is due to the lack of leadership of village heads in village development planning and the lack of properfunctioning of the Community Empowerment Institution (LPM) in carrying out its duties and functions invillage development planning. In addition, community social organizations or groups within the communityphave not been involved in village development planning meetings. (RPMJD) for a period of 5 (five) years, andRKP-Desa for a period of 1 (one) year, as stipulated in article 78-82 of Law No. 6 Year 2014 on Village, andMinister of Home Affairs Regulation no. 114 of 2014 on Village Development Guidelines. To find out how therural development planning function was implemented in KeiIci Village, interviews with informants wereconducted. The number of informants who were successfully interviewed were 5 (five) heads: Kei-Ici VillageHead, Section Head of Kei-Ici Village Development, Head of BPD Desa Kei-Ici, Village LPM Chairman KeiIci, and one citizen. Conclusion Village planning planning in Kei-Ici village is done through Forum of VillageDevelopment Planning (Musrembang). And Implementation Musrembang held in accordance with theprovisions of legislation on village development. Before Musrembang begins with the village level (Mudus)Musyawarah for problem selection and village potency. The Village Development Plan (RPJMD) and RKPD(Village Development Plan) (RKPD) are generally in accordance with the existing problems in the village,village potential, and the needs of the village community so that they can be implemented / realized properly.Keywords: Development Planning in Kie-ici Village

Abstract

The aim of the research was to explain the effectiveness of village administration in Molobog village ofMotomgkad district of East Bolaang Mongondow. The study uses qualitative approach methods. Theinformant is one person as the head of the village, four as a village officer/device, and four people as awhole society as much as 9 Informans. Data collection using interview guidelines, while the analyticaltechniques used are interactive model analyses of Miles and Hubernan. Based on the results of analysis ofdata drawn conclusions: The aim of this research is to explain the effectiveness of village administration inMolobog village of Motomgkad district of East Bolaang Mongondow. Based on the results of the researchthat has been done by the author, it can be concluded as follows: (1) Production or realization of programsand government activities of Molobog village of Motomgkad regency of East Bolaang Mongondow Whichis planned or about the work of the government of Molobog villages Motomgkad district of East BolaangMongondow in administration is already very good. According to the work or task given with the ability ofthe village government employees in the administrative administration with guidance on the regulation orregulation of government that has been established and administrative guidelines. (2) The efficiency oraccuracy of the use of organizational resources, especially human resources and the cost in achieving therealization of the program and activities Pemerinah the village that has been planned/determined alreadyshowed excellent timeliness this is facilitated Because of the innovations that the village government has.(3) Adaptation or flexibility in this case the ability of the village government in response to the developmentof tasks/employment or in the face/handling of issues that arise already good. The ability to adapt the villagegovernment apparatus with the working environment and good organization to produce a workingrelationship between the employer and co-workers as well as attitudes and relationships to the recipientcommunity is very well established service.Keywords: Effectiveness, implementation of village administration
