Abstract

Abstract: This study was conducted based on the results prasurvei that civil servants in performing basictasks and functions indicated yet to reach optimum performance. This is presumably related to theimplementation of policy leadership. Thus, the study aims to "Assessing the impact of policy leadership onwork performance of employees at the Department of Public Works Fak-fak West Papua province. Thisresearch applies descriptive method with quantitative approach. Purposive sample of respondents assignedas many as 73 employees, and data collection techniques distributed questionnaires to obtain primary data,secondary data obtained using the documentation techniques. All data and information obtained throughsurveys and direct observation techniques. After the data is collected, then analyzed by using percentageanalysis (frequency table), followed by product moment correlation analysis and simple linear regression.The results showed that: Mean supervisory leadership and job performance of employees at the Departmentof Public Works Fak-fak, according to the results of research are in the category of "medium" or medium.Supervision leadership has positive and highly significant or significant effect on work performance ofemployees at the Department of Public Works Fak-fak West Papua province. Thus, it can be concluded thatthe supervisory leadership with employee work performance related contributory. If the leadership is moreflexible supervision, it will improve the work performance of employees, particularly at the Department ofPublic Works Fak-fak West Papua Province. To improve the work performance of employees, it issuggested that the leadership gives authority to employees in taking the initiative and operational decisionsto carry out their tasks so that work performance will increase even more.Keywords : Supervision leadership, employee job performance

Abstract

This study aims to determine and analyze the magnitude of the leader of Village Head Competenceto the Success of Village Development in Ranolambot Village.The method that writer use in this research is quantitative method, is research method based onphilosophy of positivism, used for researcher on population or sample . The sampling technique used is asimple random sampling technique from research in Ranolambot Village of 55 people. Data analysistechniques used are simple linear regression analysis and simple correlation analysisBased on the analysis of Correlation Coefficient (r) = 0.812 while the coefficient of determination(r²) = 0.659. The result shows that the coefficient of determination is 65,9%. With these results can beexplained that the increase of Village Development Success in by Village Head Competency of 65.9% while34.1% is determined by other factors. Based on the results of the above research, the hypothesis put forwardcan be accepted that there is a degree of linkage and determination of power between the Village Head'sCompetence to the Successful Village Development in Ranolambot Village.Based on the results of significant tests obtained Fcount = 102.542 at a significant level of 0.05with degrees of freedom (df) = n - 2 = 53, then Ftabel 4.02. From the dat it is obtained that Fcount is greaterthan Ftable where Fcount 102.542> 4.02. Then Ha accepted and H0 rejected. This proves that there is asignificant amount of influence between the Village Head's Competence on the Success of VillageDevelopment in Ranolambot Village.Keywords: Village Head Competency, Successful Village Development

Abstract

Leadership style is a pattern of behavior and strategies that are liked and often applied by leaders, by unitingorganizational goals with individual or employee goals, in order to achieve goals or objectives that havebecome joint commitments. The Village Head is a local government tool and village government tool tocarry out village governance, carry out village development, and foster village community development, andempower village communities. Village development as a process with the efforts of the village communityconcerned is integrated with the authority of the government to improve the economic, social and culturalconditions of the community and the possibility of them being given a full contribution to national progress.Based on this study, the village head's leadership style still had problems in realizing the implementation ofvillage development, among others the leadership of the village head was still less open, a vision that wasnot maximized for future orientation, lack of managerial abilities, leaders did not always evaluate the tasksgiven to subordinates. The research objective is to measure how much influence the village head'sleadership style has on the implementation of the development program in Mala Timur Village, MelonguaneDistrict. By using quantitative research methods. The sample of this study amounted to 44 people. Theinstruments used were the Likert scale and interview guidelines to get a score of the leadership style of thevillage head and the implementation of the development program. The test used in this study is the validityand reliability test and the techniques used are simple linear regression analysis and product momentcorrelation analysis techniques.Keywords: Leadership, Village Head, Development

Abstract

The implementation of public policy is something that is complex, involving various actors, parties, relatedto the environment or the context in which the policy is to be implemented to achieve its objectives. In thisregard, the existence of various models used to see how policies are implemented that are associated withthat goal is not to measure the extent to which policies have been implemented to achieve their objectives.Based on the problems raised, this study was designed using a qualitative approach. Researchers chose thecity of Manado as the location of the study; this was because in this city there was clearly a growth inboarding houses. Based on the analysis based on the theory of policy implementation by Van Meter andVan Horn, the Implementation of Hotel Taxation Policy Category of Kos Houses in Manado City, NorthSulawesi Province has not gone well. This research suggests: socialization and affirmation to staff aboutactivities that are part of the work program and field duties; staff and operational funds are developed;compile SOPs for the implementation of tasks, both at the subfield level and at the field level; follow up onstaff who do not carry out their duties properly and taxpayers who are not tax conscious; and conductfurther analysis on the lack of legislative support in the hotel tax collection policy for boarding houses.Keywords: Implementation, Kos House Tax

Abstract

ABSTRACK : The most prominent problems experienced by countries that are developing ispoverty. Starting in 2007, the Indonesian government launched a national program ofcommunity empowerment independent (PNPM). Manado city, especially in Sub Sario as thelocation of this research has been carried PNPM Urban, but according to the results ofpreliminary observations, indicated not optimal, where the community of beneficiaries have not /less feel the direct benefits of the program. Thus, this research, in addition to answering some ofthe problems also aims to: Analyze the impact / influence policy implementation of the NationalProgram for Community Empowerment autonomy Urban to improved economic conditions,particularly in Sub Sario Manado City, and knowing the differences in socio-economicconditions of the District Sario between conditions early (before the implementation of policiesPNPM) and the condition now (after the implementation of policies PNPM) Urban. This studyused a survey method explanation (explanatory survey method), the purpose of this study willexplain the impact of policy implementation of the National Program for CommunityEmpowerment (PNPM) independent Urban to economic conditions.The results showed that the average economic conditions after the application of PNPMUrban obtained 29.4 or in the ideal measurement scale of 0:59, or 59%, while the economicconditions prior to the implementation of PNPM Urban, an average of only 28.7 or of 0.574 or57.4%, so that there is a difference, which is about 1.6%. This means that an increase in theeconomic conditions of village communities in the District Sario Manado City after theimplementation of the PNPM Urban of 1.6%. It indicates that programs are implemented, bothurban and Infrastructure development programs empowering community programs, especiallycapacity building, strengthening business management and venture capital as well as the creationof the business climate can give a positive impact on the economic conditions of societyenhancement village itself.KEYWORDS : Impact Evaluation Policy, PNPM Urban

Abstract

Abstract : Micro business, small and medium enterprises (UMKM) have the role and an important contribution ini Indonesian economy, namely to providing employment opportunities broad and contributed significant on the establishment of gross domestic product. Since disbursed policy/KUR program, People’s Bank of Indonesia (BRI) appointed as one of the executing banks. One KUR wich carried out by of BRI is KUR micro. This research purpose to find of policy loans for small-scale businesses (KUR) micro in BRI unit Bahu. The theory used in this writing is the implementation of public developed by George R. Edward III who pointed four variable that are important in the achievements of the success of the implementation of a policy: communication, resources, disposition and bureaucratic structure. The method of research is the method descriptive-qualitative. The results of the study showed that there is good communication, the availability of human resources employees who adequate in quality and quantity of and resources sufficient financial, the level of disposition or commitment and consistency civil servant and employee who high, and the structure of bureaucracy/implementing organizations (SOP and the distribution of duty and responsibility) eho obviously and flatly, so that the policy/micro KUR program was running properly and successfully consistent with the objectives, the objective and outcomes that has been set. This research is expected to give a valuable contribution in the development of the theory of public policy which was about the concept of the implementation of public policy and give feedback to the government and BRI that can be used ase one ingredient information and materials consideration in order to improve the effective implementation of the policy the people business credit (KUR) micro.Keywords: UMKM, KUR, BRI, Bahu

Abstract : From the results of research conducted by the researchers , that Impementasi Professional Development Policy Reform Improve Job Performance Bureaucracy In Organization Bureau Secretariat in North Sulawesi . Results of linear regression and simple correlation analysis turns Impementasi Professional Development Policy Reform and relationships have a positive effect on Job Performance in Organizations Secretariat Bureau of North Sulawesi . This research can be classified as an explorative survey research with quantitative methods approach . Based on the results of the study suggested professional development policy should be able to optimize the bureaucratic apparatus of education and training in the form of structurally training , functional training , technical training and professional development of personnel policy implementation Yag needs greater attention is the education and training ( technical and functional training ) because this training proved very effective for developing professionalism bureaucratic apparatus in order to optimize the execution of job duties professional development of personnel policy implementation the budget allocation for education and in-service training should be improved . Abstract

Program bantuan alokasi dana desa bertujuan untuk menopang program-programpembangunan desa untuk mensejahterakan masyarakatnya. Dan berdasarkan Undang-UndangRepublik Indonesia No 6 Tahun 2014 tentang Desa, desa mempunyai sumber pendapatan berupaPendapatan Asli Daerah, bagi hasil pajak daerah dan retribusi daerah kabupaten / kota, bagian daridana berimbang antara keuangan pusat dan daerah yang diterima oleh kabupaten / kota, alokasianggaran APBN, bantuan keuangan dari APBN provinsi dan APBN kabupaten / kota. Desadiberikan kewenangan sesuai kebutuhan dan prioritas desa, secara keseluruhan sumber pendapatdesa digunakan untuk mendanai seluruh kewenangan untuk mengatur dan mengurus kewenangantersebut. Fokus dalam penelitian ini adalah bagaimana kebijakan Alokasi Dana Desa untukmengetahui sejauh mana keberhasilan dari implementasi Alokasi Dana Desa tersebut diukurdengan 4 model variabel yang didasari pada indikator teori Edward III yaitu komunikasi, sumberdaya, disposisi dan struktur birokrasi. Kebijakan ini bertujuan agar ADD bisa digunakan denganbaik dan benar sesuai dengan kebutuhan masyarakat desa. Metode penelitian yang digunakanadalah metode deskriptif dengan pendekatan kualitatif. Teknik analisis data yang digunakan dalampenlitian ini adalah teknik yang diperoleh melalui wawancara atau interview menurut SurachmanWinarto. Hasil dari penelitian ini pada indikator Komunikasi merupakan bagian penting untukmenilai keberhasilanpelaksanaan suatu kebijakan. Karena komunikasi akan memberikan pengaruhterhadap penerimaan dari pelaksana. Kedua Sumber daya, yaitu menunjuk setiap kebijakan harusdidukung oleh sumber daya yang memadai, baik sumber daya manusia maupun sumber dayafinansial. Ketiga Disposisi menunjukkan karakteristik yang menempel erat kepada implementorkebijakan/program. Karakter yang paling penting dimiliki implementor adalah kejujuran,komitmen dan demokratis dan yang terakhir Birokrasi yang bertindak sebagai pelaksana sebuahkebijakan harus dapat mendukung kebijakan yang telah diputuskan secara politik denganmelakukan koordinasi yang baik.Kata Kunci : Implementasi Kebijakan, Alokasi Dana Desa

AbstrakTujuan penelitian adalah untuk menjelaskan Evaluasi Kinerja Dinas Kependudukan Dan PencatatanSipil Kabupaten Kepulauan Sula Provinsi Maluku Utara. Penelitian ini menggunakan metodedeskriptif-kualitatif. Evaluasi Kinerja Dinas Kependudukan Dan Pencatatan Sipil tiga indikator yaitupengetahuan akan tugas pekerjaan yang dihadapi, output yang efektif, pengambilan keputusan.Informan penelitian adalah Kepala Dinas, Pegawai Staf Pelaksanaan, Masyarakat. Pengumpulan datamenggunakan pedoman wawancara, observasi studi dokumentasi sedangkan teknik analisis dilakukanmelalui tahapan pengumpulan data, reduksi data, penyajian data. Berdasarkan hasil analisa dataditarik kesimpulan bahwa Evaluasi Kinerja Dinas Kependudukan Dan Pencatatan Sipil KabupatenKepulauan Sula Provinsi Maluku Utara dilihat dari indikator pengetahuan akan tugas pekerjaan yangdihadapi, output yang efektif, dan pengambilan keputusan masih belum secara maksimaldilaksanakan. Berdasarkan hasil penelitian ditemukan Evaluasi Kinerja Dinas Kependudukan DanPencatatan Sipil belum maksimal sehingga dapat direkomendasikan saran : meningkatkanpengetahuan akan tugas dan pekerjaan para pegawai selain melalui evaluasi mesti ada pelatihan danpendidikannya terutama tentang sistem informasi, komunikasi dan teknologi yang berkembangsekarang agar tercipta pemikiran-pemikiran baru untuk berinovasi dalam bekerja dan lebihmeningkatkan kualitas pelayanan, adakan sosialisasi dan penyuluhan terkait proses serta alurpengurusan administrasi kepada masyarakat, tak lupa pula gunakan pengeras suara, papaninformasi, baliho, spanduk dan hal-hal sejenis untuk memberi penjelasan lebih kepada masyarakatsetiap kali berkunjung ke kantor untuk mengurus masalah administrasi, sediakan waktu merespondan mendengarkan keluhan serta masukan dari masyarakat tak lupa pula penambahan infrastrukturdan fasilitas dalam hal ini teknologi harus ditingkatkan agar lebih mempermudah proses pelayanankepada masyarakat, dalam pengambilan keputusan koordinasi antara semua pihak yang bertanggungjawab harus terjalin baik dan intens.Kata Kunci: Evaluasi, Kinerja

Abstract

This research aims to to know how to influence the motivation of work (external and Internal) in theOffice of Cooperative Peace Subdistrict Tikala then to know the motivations which are the most influential inthe labor productivity of the employees at the Office of Cooperative Peace Tikala Subdistrict. Given theimportance of motivation, then a form of management's attention on the issue of employee motivation inworking is to do business with the way giving motivation in employees in certain business through a series ofcooperative in accordance with the policy of the cooperative, so the motivation of employees in work will bemaintained. To motivate employees, cooperative leader should know the motives and motivations that aredesired by those employees increased productivity is essentially a process terminating an alloy of variousinterests.The methods used in this research is quantitative methods. With the technique of gathering researchlibrary and field research. In the study which became population is thriving, Cooperative Office employee atSub Tikala totalling 54 people. That becomes the variable X (Motivation) and becomes the variable Y(Motivational performance).From the results of the analysis, the results obtained that external motivation (working conditions, agood Boss, Financial and social Assurance) gives influence in the improved productivity performance of thecooperative. While the analysis obtained from internal motivation (a job that is fun, challenging Work, andinteresting work) exert influence in increasing productivity. External and internal motivation effectsimultaneously on performance of employees. This is proven by the regression coefficient of externalmotivation is greater than internal motivation. The influence of motivation in organization of higher employeeto productivity, so as to enhance cooperative targets set. Then recommend to the company in order tomaximize internal motivation. Because when the external and internal motivation is given with a balancedemployee then it is definitely on the rise. The company should pay more attention to external motivation oncommunication between the employee and the employer, when an employee feels comfortable with theautomatic communication of their work productivity increased. A leader should pay attention to the rights ofemployees who perform by giving rewards to motivate employees, satisfying the needs of individuals in theorganization. Employee motivation should be heeded by the leadership, so that the specified targets or in theexpected by the company can be accomplished according to demands of the company.Keys words: Motivation, increased work productivity
